TEMPO.CO, Jakarta - Pesawat tempur baru Cina yang dijuluki bomber siluman H-20 diperkirakan dapat mengudara di langit Asia tahun depan dan diproduksi massal pada 2025.
Bomber itu disebut-sebut akan menjadi mimpi buruk bagi militer Amerika Serikat, demikian dikutip dari National Interest, Selasa, 26 November 2019.
Pada Oktober 2018, media Cina memberitakan bahwa Angkatan Udara Cina akan secara terbuka mengungkap bomber siluman H-20 barunya saat parade merayakan ulang tahun ke-70 angkatan udara tahun 2019. Sebelumnya, muncul bocoran dalam bentuk video ala kampanye pemasaran film-film Hollywood.
Contohnya Xi'an Aviation Industrial Corporation merilis video promosi pada Mei 2018 yang meniru iklan Superbowl milik Northrop Grumman untuk bomber siluman B-21, yang menggambarkan pembom bersayap. Kemudian, siluet pembom baru muncul di gala Angkatan Udara Cina, terjadi dua tahun setelah Panglima Angkatan Udara Ma Xiaotian resmi mengungkapkan keberadaan H-20.
Jika H-20 memang memiliki jangkauan dan karakteristik siluman, maka peta kekuatan AS dan Cina bisa berubah, terutama dalam kaitan pangkalan dan armada AS di Pasifik dalam merespon serangan udara.

Hanya 3 negara memiliki sumber daya untuk mengembangkan pembom strategis besar yang dapat menyerang target di seluruh dunia yaitu AS, Rusia dan Cina. Pembom strategis masuk akal bagi Cina karena Beijing memandang dominasi bagian barat Samudra Pasifik sebagai hal penting bagi keamanannya karena sejarah invasi maritimnya, dan khususnya tantangan yang ditimbulkan oleh AS.
Beberapa pengamat berpendapat bahwa H-20 akan melakukan tugas ganda sebagai pengintai dan komando kontrol yang mirip dengan pesawat tempur siluman F-35 AS. Ini masuk akal, karena Cina telah mengembangkan beragam rudal jarak jauh, darat, dan laut, tapi tidak perlu memiliki jaringan pengintaian kuat untuk membentuk rantai penyerang yang memberi isyarat pada rudal ini untuk target jarak jauh.
Secara teoritis, H-20 dapat memimpin di depan, memata-matai posisi lawan menggunakan radar AESA, menggabungkan informasi ke platform penembakan berjarak ratusan atau bahkan ribuan kilometer. H-20 juga dapat digunakan untuk peperangan elektronik.
H-20 kemungkinan juga akan mampu membawa senjata nuklir. Meskipun H-6 adalah pembom nuklir asli Cina, ini tidak lagi dikonfigurasikan untuk serangan nuklir, meskipun itu bisa berubah.

Pengembangan teknologi pesawat siluman Cina di pesawat tempur siluman J-20 dan J-31 merupakan prasyarat proyek H-20, sehingga tampaknya merupakan pengembangan Xi'an dari pesawat kargo raksasa Y-20. Ini untuk meningkatkan kemampuan membangun pesawat besar dan jarak jauh dengan desain dan teknik manufaktur komputer modern, teknologi presisi untuk produksi massal eksterior pesawat siluman.
Menurut sebuah studi oleh Rick Joe di The Diplomat, publikasi Cina mulai berspekulasi tentang H-20 pada awal 2010-an. Pesawat menggunakan empat turbofans WS-10A non-afterburning Taihang yang ditanam di bagian atas permukaan sayap dengan lubang masuk bergigi-gergaji berbentuk S. Perlu dicatat bahwa WS-10 menghadapi masalah besar, tapi itu tidak menghentikan Cina menggunakan WS-10.
Bomber strategis baru ini diperkirakan memiliki radius tempur maksimum 8 ribu km dengan muatan antara 10 sampai 23 ton, kapasitas muatan H-6 dan B-2. Ini karena H-20 dilaporkan dirancang untuk menyerang sasaran di luar ring 2 (meliputi pangkalan AS di Jepang, Guam, Filipina) dari pangkalan darat Cina. Rantai pulau ketiga meluas ke Hawaii dan pesisir Australia.
Jika H-20 dinilai memiliki desain kredibel, Pentagon pada gilirannya harus mempertimbangkan implikasi strategis dari kemampuan pesawat siluman Cina. AS kemungkinan harus ikut menerapkan teknologi kontra-siluman yang sebelumnya sebagian besar dibanggakan oleh Rusia dan Cina.

Singapore and Indian Air Forces Conduct 10th Edition of Joint Military Training

The Republic of Singapore Air Force (RSAF) and the Indian Air Force (IAF) are conducting the Joint Military Training (JMT) at Kalaikunda Air Force Station, India, from 31 October to 12 December 2019. The RSAF deployed six F-16C/D fighter aircraft to train alongside the IAF's six SU-30MKI fighter aircraft. To commemorate the 10th edition of the JMT, the scope of the exercise was expanded to include an air-sea training component for the first time, with assets from the Indian Navy supporting. JMT allows aircrew from both air forces to hone their operational skills and enhance interoperability through high-end training such as Air Combat and Mission-Oriented Trainings.
Highlighting the significance of this year's JMT, Commander of the RSAF's Air Combat Command, Brigadier-General Ho Kum Luen said, “Since the conduct of the first JMT in 2008, the exercise has grown in scale and complexity with advanced fighter assets from both countries training together to enhance our interoperability. The scope of the exercise, which includes both air-to-air and air-to-surface scenarios, provides realistic training and increases the operational readiness for both air forces. The RSAF values the opportunity to train alongside our counterparts from India, which enhances our competencies and also builds mutual trust amongst our people.”
Reaffirming the strong and long-standing defence relations between the two air forces, Senior Air Staff Officer of the IAF's Eastern Air Command, Air Marshal V.R. Chaudhari said “JMT provides the IAF and the RSAF, both being professional and capable air forces, with excellent opportunities to train alongside each other. Through this exercise, our IAF personnel also have the opportunity to further our interactions with the RSAF counterparts. This 10th edition of JMT is testament to our strong relationship and the lasting friendship that we have built over the years.”
JMT is conducted under the ambit of the Air Force Bilateral Agreement, which was signed in 2007 and was recently renewed in 2017. Aside from the JMT, both air forces also interact regularly through visits, cross-attendance of courses and other professional exchanges.

Decision Awaited on Philippine Light Tanks

The Philippines has still not made a decision on what platforms it will choose for its extant light tank procurement, although contenders believe it is likely to occur by Q1 of 2020 because of budgetary deadlines. In the meantime, several contenders were out in force at Defense & Security 2019 in Bangkok, including Excalibur Army and PT Pindad.
The Philippine project is divided into two components: a tracked and a wheeled light tank both fitted with a 105mm weapon. Shephard understands that contenders for the former include the Hanwha K21-105 from South Korea, the General Dynamics European Land Systems ASCOD 2 (a 120mm-armed version is pictured below) and the PT Pindad Harimau/FNSS Kaplan medium tank.
Meanwhile, there is also a trio of platforms vying for the 8x8 wheeled requirement: Excalibur Army from the Czech Republic with the Pandur II, Iveco with the Centauro II and Otokar in Turkey with the Arma.

Others were invited to respond to an RfI issued by the Philippine Army’s relevant Technical Working Group, but the Maxdefense Philippines blogsite reports that the above six have been shortlisted for the government-to-government deal.
The army realised its need for vehicles with heavier guns after the dust had settled on the battle for Marawi in the southern Philippines, where troops struggled to eject Islamic insurgents from the urban terrain. The army believes a mix of wheeled and tracked vehicles will give the optimal balance of mobility.
According to Philippine procurement laws, a selected piece of equipment must be in service with the source country’s armed forces as well as at least two foreign militaries. According to the above list, PT Pindad’s Harimau would not qualify and nor would Hanwha’s offering given that the IFV version of the K21 is used only by the Republic of Korea Army.

Meanwhile, in terms of 8x8 wheeled platforms, the Pandur II is used by three militaries and soon by Indonesia, while the Centauro has been procured by four nations. The Arma, on the other hand, is used only by Bahrain. This regulation could thus prove pivotal in choosing the eventual winner.
Another issue relates to politics and sanctions. Of all these offerings in both the tracked and wheeled categories, only two turrets are available, either from John Cockerill Defence (formerly CMI Defence) or OTO Melara. The former is on offer for the K21-105, Harimau/Kaplan and Arma, and the Italian Hitfact MkII 105mm turret on the remaining three vehicles.
However, Belgium is known to have imposed tight controls on the export of military equipment to the Philippines because of concerns over human rights abuses. Although a Belgian government official earlier told Shephard that no sanctions existed for the Philippines, the Southeast Asian country is known to be experiencing serious difficulties in obtaining equipment from other Belgian companies.

Shephard believes these above factors may limit the available platforms to just three for the Philippines: the ASCOD 2, Pandur II and Centauro II.
Shephard spoke to Excalibur Army at the Bangkok show, with the Czech concern holding a licence to produce the Pandur II. Jakub Cmuchalek, territory sales director, said his company is cooperating with General Dynamics and that the tender is being led by Elbit Systems. The Israeli company has enjoyed tremendous sales successes in the Philippines, including the refurbishment of numerous M113s with new weapon and digital systems, which must provide some kind of advantage.
A further benefit could be obtained by Manila if the two platforms from the Elbit Systems-led teaming arrangement are selected to equip the army’s Mechanized Infantry Division. That would mean the entire light tank acquisition could be more easily managed.

Shephard understands that the Elbit Systems offer includes 30 vehicles: 18 tracked vehicles, 10 wheeled vehicles and two tracked support vehicles (command and recovery). While the Philippines originally said it wanted 44 vehicles for this Horizon 2 project, its budget of PHP9.484 billion ($190 million) is certainly insufficient.
The Philippine Army is also procuring a single 105mm tank gunnery simulator, although this seems somewhat premature given that the actual vehicle has not been selected yet. The army is seeking a full-motion simulator for PHP36.2 million ($720,000), but it is rather odd that the simulator has been separated from the light tank procurement. Bids were due on 29 August.
Cmuchalek said Excalibur Army had enjoyed other recent sales successes in Southeast Asia as well, including engineering vehicles for Vietnam and a significant number of M3 amphibious bridging systems for Indonesia.

Indonesia’s MoD also signed a $82 million agreement with PT Pindad in April to procure Pandur II vehicles fitted with an Ares 30mm unmanned turret (a licenced Elbit UT30 MK2), but PT Pindad is yet to finalise a separate contract with Excalibur Army for local production.
Cmuchalek was unable to disclose how many vehicles this project entails, but Shephard previously reported it was for 22 vehicles.

Malaysia Looking to Lease Helicopters to Replace Grounded Sea Kings

Malaysia is looking to lease helicopters to replace its fleet of grounded Sikorsky S-61 Sea King medium-lift transport helicopters.
Defence Minister Mohamad Sabu told the Malaysian parliament on 27 November that the ministry was expediting the leasing process, describing it as a stop-gap measure before the purchase of new helicopters.
Royal Malaysian Air Force (RMAF) chief General Affendi Buang told Jane’s , “We will do a tender and conduct our evaluation based on cost and capabilities. Many companies are interested in the project.”
Gen Affendi said the RMAF is looking to lease eight helicopters using the funds allocated to operate the Sea Kings. He was unsure, however, how many platforms the Malaysian Army is looking to lease.
The RMAF operates around 12 Sea Kings designated Nuri, while the Malaysian Army’s air wing operates four with another 10 airframes in storage.
The fleet was grounded after one of the platforms made an emergency landing at an army camp near the Malaysian-Thai border in August. The air force later stated that the helicopter had suffered an unspecified technical fault.

TNI AU. Helikopter NAS-332 Super Puma milik TNI Angkatan Udara terbang bersamaan dengan dua helikopter milik Angkatan Udara Singapura bergerak meninggalkan shelter Charlie Baseops Lanud Roesmin Nurjadin menuju landasan pacu, Senin (25/11/2019).
Ketiga helikopter ini dikerahkan dalam misi Combat Search and Rescue (SAR). Tugasnya adalah mencari dan menyelamatkan seorang pilot tempur yang eject atau melompat menggunakan kursi pelontar pesawat tempur yang diawakinya karena tertembak musuh. Pilot tersebut mendarat di salah satu lokasi yang ditakutkan merupakan daerah kekuasaan musuh.
Setelah dipastikan titik koordinatnya, pasukan pun dikerahkan ke sana untuk melakukan upaya penyelamatan. Tiga helikopter yang dikerahkan, punya peran masing-masing, ada yang sebagai tim pengamanan, tim penolong, dan tim escort (pengawal).
Untuk diketahui, misi ini dilakukan dalam rangka latihan bersama dengan sandi “Manyar Indopura” ke-XVII tahun 2019 yang melibatkan Angkatan Udara kedua negara.
Ketiga helikopter yang membawa tim dengan tugas berbeda ini, bergerak ke daerah operasi di daerah Siabu, Kabupaten Rohul, Provinsi Riau.
Proses evakuasi terhadap korban diperkirakan sekitar 10 menit. Sementara perjalanan pulang dan pergi, memakan waktu 1,5 jam. Sesuai estimasi waktu, tiga helikopter ini pun kembali ke Lanud Roesmin Nurjadin.
Setibanya di darat, tim medis yang telah bersiap menyambut korban untuk kemudian dibawa ke rumah sakit dr. Sukirman dan mendapat perawatan.
Komandan Skadron 6, Letkol Pnb Risdiyanto, ST, M.I.K., yang juga memimpin operasi dalam latihan bersama Manyar Indopura menjelaskan, misi Combat SAR adalah rangkaian evakuasi medis terhadap personel yang punya nilai strategis, atau penting dalam pertempuran.
“Jadi disimulasikan bahwa kita mendapat perintah untuk melaksanakan evakuasi terhadap personel tersebut. Sehingga kita masuk dengan combain profile yang sudah kita latih sendiri, Sehingga kita harus masuk (ke lokasi) dengan cepat dan tepat. Kemudian kita evakuasi personel itu dibawa kembali ke daerah aman. Lalu dilanjutkan dengan tindakan selanjutnya, membawa personel itu ke rumah sakit,” ungkapnya.
Letkol Risdiyanto menuturkan, latihan kali ini berjalan dengan cukup baik, step by step latihan ini sudah kita simulasikan atau briefing-kan dari awal. Sehingga per tahapan yang dilakukan hari ini semua jelas. Siapa, dan apa tugas serta tanggung jawabnya, Baik itu personel ground (darat), pasukan, tim kesehatan, teknisi, maupun awak penerbang, maupun cabin crew evakuasi.
Selain misi Combat SAR, beberapa jenis latihan lainnya juga dilakukan, Seperti SAR Tempur, Medical Evakuasi, Cargo Drop, dan lain-lain.

Ketiga helikopter yang membawa tim dengan tugas berbeda ini, bergerak ke daerah operasi di daerah Siabu, Kabupaten Rohul, Provinsi Riau.
Proses evakuasi terhadap korban diperkirakan sekitar 10 menit. Sementara perjalanan pulang dan pergi, memakan waktu 1,5 jam. Sesuai estimasi waktu, tiga helikopter ini pun kembali ke Lanud Roesmin Nurjadin.
Setibanya di darat, tim medis yang telah bersiap menyambut korban untuk kemudian dibawa ke rumah sakit dr. Sukirman dan mendapat perawatan.
Komandan Skadron 6, Letkol Pnb Risdiyanto, ST, M.I.K., yang juga memimpin operasi dalam latihan bersama Manyar Indopura menjelaskan, misi Combat SAR adalah rangkaian evakuasi medis terhadap personel yang punya nilai strategis, atau penting dalam pertempuran.
“Jadi disimulasikan bahwa kita mendapat perintah untuk melaksanakan evakuasi terhadap personel tersebut. Sehingga kita masuk dengan combain profile yang sudah kita latih sendiri, Sehingga kita harus masuk (ke lokasi) dengan cepat dan tepat. Kemudian kita evakuasi personel itu dibawa kembali ke daerah aman. Lalu dilanjutkan dengan tindakan selanjutnya, membawa personel itu ke rumah sakit,” ungkapnya.
Letkol Risdiyanto menuturkan, latihan kali ini berjalan dengan cukup baik, step by step latihan ini sudah kita simulasikan atau briefing-kan dari awal. Sehingga per tahapan yang dilakukan hari ini semua jelas. Siapa, dan apa tugas serta tanggung jawabnya, Baik itu personel ground (darat), pasukan, tim kesehatan, teknisi, maupun awak penerbang, maupun cabin crew evakuasi.
Selain misi Combat SAR, beberapa jenis latihan lainnya juga dilakukan, Seperti SAR Tempur, Medical Evakuasi, Cargo Drop, dan lain-lain.

MOSCOW, RIA News. Vietnam acquired in 2019 a large batch of Russian high-precision sniper rifles ORSIS T-5000, Vladimir Zlobin, director general of the ORSIS development company (Promtechnology), said in an interview with RIA Novosti.
“We are working closely with Vietnam. This year we have completed a major contract for the supply of T-5000 to a number of law enforcement agencies in this country,” the source said, talking about promoting the company's products for export.

Surabaya, 25 November 2019. Program Mid Life Modernization (MLM) korvet KRI Malahayati-362 memasuki tahapan Commodore Inspection di dermaga PT PAL Indonesia (Persero). Commodore Inspection dipimpin oleh Kepala Pusat Kodifikasi Baranahan Kementerian Pertahanan RI Laksma TNI. Yos Sumiarsa, SE, M.Si. Commodore Inspection adalah inspeksi yang dilakukan untuk mengetahui hasil dari program MLM yang telah dilakukan, meliputi pengecekan semua item yang tercantum dalam kontrak MLM berjalan dengan baik.
Sebelumnya pada tanggal 15-21 November 2019 KRI Malahayati-362 telah menjalani Sea Trial untuk menguji platform dan sewaco. PT PAL Indonesia (Persero) berhasil menyelesaikan kontrak yang terdiri dari 15 item modernisasi secara tepat waktu, tepat mutu, dan tepat guna. Modernisasi mencakup platform, sistem senjata dan komando (sewaco), termasuk modernisasi sistem pendorong kapal denga menggunakan combine diesel and diesel (CODAD) yang menjadikan lebih powerful, stabil dan ekonomis. Modernisasi juga dilakukan pada combat management system (CMS). Hal tersebut menunjukan kapasitas dan kapabilitas yang dimiliki oleh PT PAL Indonesia (Persero) dalam menjalankan proyek yang telah dipercayakan.
Uji coba Sewaco (CMS)
KRI Malahayati-362 telah menjalani Sea Trial untuk menguji platform dan sewaco pada tanggal 15 s/d 21 November 2019. Hasil dari Sea Trial menunjukkan hasil yang baik dan berjalan sesuai dengan kontrak. Pada pengujian kecepatan, dihasilkan kecepatan maksimal rata-rata kapal 23,75 knot (kontrak 23 knot).
Penyesuaian atau modernisasi dengan teknologi terkini juga dilakukan pada combat management system (CMS), dilakukan penggantian dari GM-28 menjadi CATIZ. Hal tersebut menunjukan kapasitas dan kapabilitas yang dimiliki oleh PT PAL Indonesia (Persero) dalam menjalankan proyek yang telah dipercayakan.
Modernisasi seluruh sensor
Mid Life Modernization (MLM) korvet KRI Malahayati-362 yang dikerjakan oleh PT PAL Indonesia (Persero) berhasil menjadikan kapal tersebut powerfull, baik peningkatan kualitas platform, sistem sensor dan senjata, juga termasuk peningkatan kemampuan pada sistem pendorong kapal.
PT PAL Indonesia (Persero) melaksanakan modernisasi pada 6 sensor yang menjadikan KRI Malahayati-362 memiliki kemampuan deteksi yang lebih presisi dan meningkatkan kemampuan tempur yang dimiliki. Sensor tersebut meliputi penggantian baru sensor search radar, radar tracker, Target Designation Sight (TDS), Electronic Support Measurement (ESM), Identification Friend or Foe (IFF) dan perbaikan pada dome sonar.
Pada kegiatan Sea Acceptance Test (SAT), KRI Malahayati-362 melakukan banyak pengujian mulai dari platform, system senjata dan komunikasi dan equipment pendukung lainnya. Salah satu diantaranya adalah equipment tambahan yaitu adanya Rigid-Hulled Inflatable Boat (RHIB).

Cutting Edge Remotely Piloted Platform Chosen in Billion Dollar Project
The Australian Government’s $1.3 billion program to deliver a cutting-edge armed remotely-piloted aircraft system is a step closer with the down-selection of the General Atomics MQ-9B ‘Sky Guardian’.
The next phase will focus on developing the MQ-9B acquisition proposal, which is scheduled for government consideration in 2021-22.
Minister for Defence, Senator the Hon Linda Reynolds CSC said this project will deliver Australia’s first armed Medium Altitude Long Endurance Remotely Piloted Aircraft System.
“Cutting-edge technology of this kind, with advanced sensors and systems, would complement advanced aircraft such as the F-35 Joint Strike Fighter and ensure that Australian Defence Force maintains state-of-the-art capability,” Minister Reynolds said.
Minister for Defence Industry, the Hon Melissa Price MP encouraged Australian industry to become involved in this billion dollar project.
“Local companies that provide a range of innovative sensor, communication, manufacturing and life-cycle support capabilities will have the opportunity to showcase their capabilities throughout this development process,” Minister Price said.
“Australian defence industries are world-class and are extremely well-placed to be involved in projects like this.”

Malaysia Considers ‘Fighter Exchange’ Offer from Russia

Malaysia has received an offer from Russia to part exchange its fleets of Russian multirole combat aircraft for new models, Defence Minister Mohamad Sabu has confirmed in parliament.
Sabu said the government is considering the offer from Moscow but indicated that the priorities of the Royal Malaysian Air Force (RMAF) are in procuring capabilities such as surveillance and light attack. He also indicated that Malaysia would not realistically consider buying a new multirole combat aircraft until after 2030.
The RMAF currently operates about 18 Su-30MKM fighters, which were delivered from 2007. The service has also recently retired what is believed to be 10 MiG-29s, which were operated from the mid-1990s.
In parliament, Sabu was asked if Malaysia "is willing to accept the Russian government's offer to take back 28 jets" and "replace them with new aircraft made by [Russia]". The deal - reported to include the transfer of new Su-35 or MiG-35 models - would also likely comprise the countertrade of Malaysian palm oil.
Sabu replied that although the acquisition of multirole combat aircraft "is not in the Ministry of Defence's plans, it is still scrutinising the Russian government's offer".
Sabu added that in line with the RMAF's long-term modernisation programme it will continue to prioritise maintaining its existing fleets of Su-30MKMs and eight Boeing F/A-18 Hornets acquired in the late 1990s. This sustainment priority will continue through to 2030, he said.
Sabu added that near-term procurement priorities for the RMAF include a maritime patrol aircraft (MPA), a medium-altitude, long-endurance (MALE) unmanned aerial vehicle (UAV), and a light combat aircraft/fighter lead‐in trainer (LCA/FLIT) to "supplement the capabilities and preparedness of the RMAF".

Boeing Defence Australia has announced it has successfully demonstrated its Advanced Teaming System (ATS) concept through the use of sub-scale jet powered drones.
The demonstration is a key milestone in the company’s development of the ATS Loyal Wingman for the RAAF through Air Force Minor Program DEF 6014 Phase 1, for which Boeing will deliver three full scale air vehicles and associated systems.
While Boeing has drawn upon its decades of unmanned systems expertise through its US parent, it has also developed many of the technologies in use on the ATS program locally.

The sub-scale jets can reach speeds of up to 180kts, and Boeing says the demonstration showed the jets were able to safely communicate and coordinate with each other.
Boeing’s announcement coincides with one by the QLD state government which will invest an initial $14.5 million in the development of an unmanned systems test facility at the western Queensland town of Cloncurry.
The facility will initially comprise a hangar, operations room, surveillance radar and communications equipment, and is expected to be able to support unmanned systems up to 150kg in weight.

“Our government was the first in Australia to launch a drone strategy, and now we’re well on the way to becoming the nation’s drone technology capital,” State development minister and minister responsible for the Queensland Drone Strategy Cameron Dick said.
Boeing Defence Australia is expected to be the first tenant of the new facility.

Kabalitbang Kemhan dalam sambutannya menyampaikan, bahwa pengembangan prototipe kendaraan peluncur roket R-Han 122B ini, dibuat dalam rangka mendukung program pengembangan roket nasional. Pada tahun 2019 ini yang dikembangkan upgrade sistem senjata dengan penambahan tabung peluncur sebanyak 22 unit sehingga total menjadi 40 tabung launcher. Selain itu upgrade sistem otomatisasi dengan mengintegrasikan software balistik kalkulator sehingga terhubung dengan Programable Logic Control (PLC) sebagai pengontrol utama dengan feedback sensor. Mekanisme pengisian roket ke peluncur didesain sedemikian rupa supaya dicapai waktu operasi yang lebih singkat.
Lebih lanjut Kabalitbang menambahkan, program pengembangan prototipe kendaraan peluncur roket R-Han 122B tahap II tahun 2019 ini adalah kerjasama Balitbang Kemhan dengan PT. Dahana (Persero), PT. Delima Jaya dan PT. Smarta Aero Sishan serta PT. Mekar Teknik. Pada pengembangan prototipe kendaraan peluncur roket R-Han 122B tahap II ini juga terdapat perubahan lainnya yaitu perubahan desain mekanik meliputi moncong kabin, interior dan eksterior serta mekanik dan konstruksi. Diharapkan dengan pengembangan ini nantinya dapat menghasilkan kendaraan peluncur yang dapat berfungsi dengan baik dan stabil, sesuai spesifikasi yang diharapkan tanpa adanya kesalahan dan kerusakan baik saat endurance maupun penembakan.

Kabalitbang Kemhan dalam sambutannya menyampaikan, bahwa pengembangan prototipe kendaraan peluncur roket R-Han 122B ini, dibuat dalam rangka mendukung program pengembangan roket nasional. Pada tahun 2019 ini yang dikembangkan upgrade sistem senjata dengan penambahan tabung peluncur sebanyak 22 unit sehingga total menjadi 40 tabung launcher. Selain itu upgrade sistem otomatisasi dengan mengintegrasikan software balistik kalkulator sehingga terhubung dengan Programable Logic Control (PLC) sebagai pengontrol utama dengan feedback sensor. Mekanisme pengisian roket ke peluncur didesain sedemikian rupa supaya dicapai waktu operasi yang lebih singkat.
Lebih lanjut Kabalitbang menambahkan, program pengembangan prototipe kendaraan peluncur roket R-Han 122B tahap II tahun 2019 ini adalah kerjasama Balitbang Kemhan dengan PT. Dahana (Persero), PT. Delima Jaya dan PT. Smarta Aero Sishan serta PT. Mekar Teknik. Pada pengembangan prototipe kendaraan peluncur roket R-Han 122B tahap II ini juga terdapat perubahan lainnya yaitu perubahan desain mekanik meliputi moncong kabin, interior dan eksterior serta mekanik dan konstruksi. Diharapkan dengan pengembangan ini nantinya dapat menghasilkan kendaraan peluncur yang dapat berfungsi dengan baik dan stabil, sesuai spesifikasi yang diharapkan tanpa adanya kesalahan dan kerusakan baik saat endurance maupun penembakan.
Mengakhiri sambutannya, Kabalitbang Kemhan mengucapkan terima kasih dan penghargaan sedalam-dalamnya kepada narasumber, moderator dan undangan yang telah meluangkan waktunya. Boeing Mau Buka Bengkel Pesawat di Indonesia

Jakarta - Kementerian Perdagangan (Kemendag) menyampaikan bahwa perusahaan produsen pesawat raksasa dunia, yakni Boeing berminat membuka bengkel perawatan pesawat di Indonesia, atau maintenance, repair, and overhaul (MRO) di Indonesia.
Hal tersebut merupakan salah satu poin yang disampaikan oleh Menteri Perdagangan Amerika Serikat (AS) Wilbur Ross ketika mengunjungi Indonesia pada 6 November 2019 lalu.
"Dalam rangka kunjungan Secretary Ross ke Indonesia, dalam pertemuan governance to business, beliau juga menyampaikan keinginan adanya kerja sama (dari Boeing), yaitu khususnya dalam industri MRO atau industri reparasi pesawat udara," ungkap Kepala Badan Pengkajian dan Pengembangan Perdagangan (BP3) Kemendag, Kasan Muhri di kantornya, Jakarta, Senin (25/11/2019).
Kasan menuturkan, kerja sama yang diajukan Boeing tersebut merupakan salah satu pendongkrak dalam merealisasikan nilai perdagangan Indonesia-A. Nilainya dapat mencapai US$ 60 miliar atau sekitar Rp 840 triliun (kurs Rp 14.000) sampai 5 tahun mendatang.
"Ini suatu potensi yang menjadi bagian dari road map kita mencapai US$ 60 miliar dalam waktu 5 tahun mendatang," papar Kasan.
Meski bengkel pesawat masuk dalam sektor jasa, namun dalam pelayanannya Boeing akan melakukan impor berbagai produk suku cadang pesawat.
"Meskipun ini kategorinya masuk dalam industri jasa, tapi mana kala komponennya diimpor, pasti transaksinya akan dicatat sebagai transaksi impor barang. Karena kita tahu MRO ini ada services-nya, tapi ada juga goods-nya. Jadi dua-duanya dapat," terang dia.
Kasan membeberkan, dalam mempermudah Boeing membuka bengkel pesawat di Indonesia, pemerintah telah mengeluarkan kebijakan tarif bea masuk 0% untuk impor 27 produk suku cadang pesawat.
"Kita sudah keluarkan paket regulasi yang kaitannya dengan komponen-komponen untuk MRO ini tarif bea masuknya diberikan 0%. Ada 27 cost tarif yang terkait dengan industri MRO, itu dalam paket kebijakan ekonomi sudah diselesaikan," tandas dia.

US to equip another ship for Vietnam coast guard
The Hanoitimes - The move is part of activities to enhance the defense ties in the course of China's militarization in the South China Sea.
US Defense Secretary Mark Esper said in Hanoi on November 20 that the US will transfer a second Hamilton-class High Endurance Cutter to Vietnam’s Coast Guard.
The delivery of the vessel – one of the largest class ships in the US Coast Guard's fleet – is a symbol of the comprehensive partnership between the US and Vietnam and will increase Vietnam’s maritime law enforcement and search and rescue capabilities.
Esper made the announcement during a speech Wednesday at the Diplomatic Academy of Vietnam, saying that it is a second high-endurance cutter to be handed over next year but giving no details on exact timing.
The move is part of the US commitment to expanding the strategic partnership by increasing cooperation in areas of common interest such as maritime security, peacekeeping operations, humanitarian assistance, and disaster relief, Esper said.
“This includes providing Vietnam the capabilities it needs to protect its sovereignty and natural resources so it can continue to thrive,” Esper said in a statement.
At a teleconference last month, US Coast Guard Commandant, Admiral Karl L. Schultz, said Vietnam Coast Guard will be equipped with additional 24 Metal Shark boats from the US.

Earlier in March, the US Embassy in Hanoi officially handed over six 45-foot Metal Shark patrol boats to the Vietnam Coast Guard (VCG) Region III in the central province of Khanh Hoa.
The purchase of the boats partly show the both sides’ efforts to tighten military ties agreed upon the 2011 Memorandum of Understanding on defense cooperation.
Reinforcing the defense ties was highlighted in the meeting between Esper and his Vietnamese counterpart Ngo Xuan Lich on Wednesday [November 20].
In the meeting with Vietnamese Prime Minister Nguyen Xuan Phuc on the same day, the two sides discussed measures to deepen the partnership which builds trust and mutual respect, creating harmony between the two people.
Phuc and Esper also emphasized a solid foundation of close clean-up dioxin contamination and to remove unexploded ordnance, along with Vietnam’s strong support for US personnel accounting activities.
Esper noted that the US have enduring strategic and economic interests in the Indo-Pacific region and a related commitment to its continued stability and prosperity. Vietnam and the US are connected by the Pacific Ocean, strong economic linkages, and Vietnamese-American familial ties.
This is Esper’s first visit to Vietnam since becoming defense secretary in July.
Vietnam is one of the most vocal critics of China’s sweeping territorial claims in the South China Sea and has strongly protested Beijing of encroaching into its waters.

Bell 525 Jadi Opsi Helikopter VIP/VVIP TNI AU

JAKARTA, KOMPAS.com - TNI AU masih membutuhkan helikopter VVIP baru untuk menggantikan AS-332 Super Puma yang saat ini masih dioperasikan. Helikopter H225M bikinan Airbus Helicopter (Eurocopter) muncul sebagai kandidat kuat.
Namun belakangan, kandidat lain juga muncul, yakni datang dari pabrikan helikopter AS, Bell dengan seri 525-nya.
Saat ini, tim dari Bell disebut tengah melakukan penjajakan dengan pihak-pihak yang terkait di Indonesia, termasuk PT Dirgantara Indonesia (PTDI) yang selama ini merakit dan memproduksi komponen helikopter Bell di Indonesia.
"Ya betul, ini kan ada operational requirement dari TNI AU untuk pesawat (helikopter) VIP/VVIP, kita perlu yang semaksimal mungkin memenuhi itu," kata Gatot Mulia Pribadi, VP Business Development and Marketing PTDI.
"Opsinya kemarin ada H225M, kita juga menjajaki yang lainnya, salah satunya Bell 525 itu," kata Gatot dijumpai KompasTekno di Jakarta, Rabu (27/11/2019).
Dikatakan Gatot, penjajakan ini masih dalam tahap awal, sehingga tim dari Bell akan mempresentasikan apa saja kemampuan yang dimiliki oleh Bell 525 kepada para stakeholder.

"Kalau H225M itu kan sudah diketahui (kemampuannya), sudah dioperasikan TNI AU," kata Gatot.
TNI AU memang sudah mengoperasikan enam unit helikopter Eurocopter H225M.
Namun semuanya memiliki spesifikasi sebagai combat SAR, bukan angkut VVIP. Kemudian pada awal 2019 lalu, 8 H225M kembali dipesan. Namun perlu diketahui, keluarga H225 pernah mengalami kecelakaan fatal pada 2016 lalu di norwegia, yang membuat regulator meminta pabrikan mengubah desain gearbox.
David Sale, Managing Director Asia Pacific Bell pada kesempatan yang sama juga membenarkan bahwa Bell selalu mengincar segmen VVIP seperti kepala negara, di setiap negara yang menjadi pasarnya.
"Kami selalu mengincar kepala negara, baik itu di Indonesia, Filipina, atau Thailand, kami menawarkannya (Bell 525)," ujar Sale.
Menurut Sale, Bell 525 adalah helikopter unggulan untuk transport VIP, karena dilengkapi teknologi fly-by-wire, mampu terbang dengan kencang dan lincah, sehingga menjadikannya platform yang sesuai untuk VVIP.
Beberapa fitur Bell 525 yang ditawarkan Bell Helicopter adalah seperti kabin yang senyap, sehingga penumpang bisa berbicara tanpa harus menggunakan headphone, interior kabin yang bisa disesuaikan, pengaturan kursi tempat duduk, dan sebagainya.
"Semua yang biasa dijumpai di jet pribadi bisa dijumpai di sini (Bell 525)," kata Sale.

Defense Secretary Delfin Lorenzana on Tuesday said that the Philippine government hopes to finish by December this year its negotiations with the South Korean government to start the building of two more Pohang-class corvettes worth P25 billion which will added to the Philippine Navy’s fleet.
Lorenzana noted that once the contract has been signed, the building of the corvettes could start by January 2020.
“We are still working on the financing. I want the negotiations to be finish this December so the contract can be signed already so that we can start making or building the corvettes by January,” said Lorenzana.
“We are still working on the financing because we don’t have the money to pay for it immediately. They can give us generous financing and we could pay them in three to five years later on. Maybe they will make our corvettes,” he added.
The Defense chief noted that just like the two frigates set to be acquired by the country from South Korea next year, Hyundai Heavy Industries Col., Ltd. will also be the one to build it if the plan pushes through.
Hyundai Heavy Industries Co., Ltd. is the world’s largest shipbuilding company. Its headquarters are in Ulsan, South Korea. HHI was founded in 1972 by Chung Ju-yung as a division of the Hyundai Group, and in 1974, completed building its first ships.
Lorenzana said once the country acquires the two corvettes, the ships will be deployed in the south.
The Philippine Navy recently acquired from South Korea BRP Conrado Yap (PS-39) which arrived in the country on 18 August. Lorenzana said that the Philippines is also set to acquire two frigates from South Korea next year.
He said BRP Rizal is set to arrive in the country by April of May of 2020 while BRP Luna is expected to be delivered by December next year.
