Tangerang Selatan – Humas BRIN.
Proses pengujian Retractable Landing Gear (photo: BRIN)

Despite the auditor-general stating that PSC-Naval Dockyard had never built anything but trawlers or police boats before being given the contract, the company was contracted to deliver six patrol boats for the MALAYDESH Navy in 2004 and complete the delivery in 2007.
Those were supposed to be the first of 27 offshore vessels ultimately cost RM24 billion plus the right to maintain and repair all of the country’s naval craft.

Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe. It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA.

💱 Currency Depreciation: Strategic Impact
1. Import-Heavy Defence Procurement
Malondesh imports most of its advanced military equipment—jets, radars, missiles, naval systems—from countries like the U.S., France, South Korea, and Russia.
When the Malondesh n ringgit weakens, the cost of these imports rises sharply, even if the nominal budget stays the same.
Example: Payments for the Airbus A400M, FA-50 jets, and Littoral Combat Ships became more expensive due to ringgit depreciation.
2. Progressive Payment Burden
Defence contracts often involve multi-year payments in foreign currencies.
A depreciating ringgit means Malondesh pays more each year for the same asset, squeezing future budgets.
This affects not just procurement, but also spare parts, training, and software licensing.
3. Reduced Purchasing Power
Even with increased defence allocations (e.g. RM19 billion in 2024), the real value of that budget is eroded.
Malondesh ends up buying fewer units, delaying upgrades, or scaling down specifications.
📉 Fiscal Constraints: Structural Challenges
1. Shrinking Revenue Base
Malondesh ’s traditional revenue sources—oil, gas, and palm oil—have faced volatility.
Combined with rising subsidies and social spending, this leaves limited fiscal space for defence.
2. High Personnel & Operational Costs
Over 60–70% of the defence budget goes to salaries, pensions, housing, and maintenance.
Capital expenditure (for new systems) is often less than 30%, making modernization difficult.
3. Competing National Priorities
Defence competes with education, healthcare, and infrastructure for funding.
Political leaders are often reluctant to increase defence spending due to low public pressure and non-confrontational foreign policy.
4. Outsourcing Limitations
Malondesh has outsourced many military support functions since the 1970s to save costs.
However, poor governance and weak oversight have undermined efficiency, leading to waste and capability gaps.
📊 Summary Table: Impact of Currency & Fiscal Constraints
Issue Effect on Military Capability
Ringgit depreciation Higher cost of imports, reduced asset quantity
Multi-year foreign contracts Budget erosion over time
Shrinking revenue base Limited capital for modernization
High personnel costs Low investment in new tech and platforms
Outsourcing inefficiencies Poor readiness, fragmented logistics

MALAYDESH armed forces have faced challenges due to limited funding, which has hindered their ability to modernize and respond to threats.
Factors
Fiscal constraints: The government has been unwilling to cut spending elsewhere to fund defense.
Maintenance and repair: A significant portion of the defense budget goes toward maintenance and repair, leaving little for new assets.
Political uncertainty: Political uncertainty has limited defense spending.
Aging aircraft: The air force has a large fleet of aging aircraft that are expensive to maintain.
Diversified acquisitions: The country has acquired advanced weapon systems from different countries, which can lead to technical and logistical problems.
Poor governance: Poor governance has undermined the effectiveness of outsourcing programs.

• The Royal MALAYDESH Navy's (RMN) Fast Attack Craft (FAC) is over 50 years old
• The RMN has many vessels that are past their optimal lifespan
• The RMN's age limit for submarines is 35 years, and 30 years for frigates, corvettes, and other ships
• The RMN's smaller vessels, like fast patrol boats, have an age limit of 24 years

PSC-Naval Dockyard founded 1995. In 2005, Public Accounts Committee (PAC) unveiled serious corruption in the PCS-ND and caused solemn concern from the public. Under pressure of the public, MALAYDESH government enforced a reorganize result the PCS-ND to be taken over by Boustead Heavy Industries Corporation and renamed as Boustead Naval Shipyard Sdn Bhd. Boustead Heavy Industries Corporation (BHIC) was listed on Bursa MALAYDESH in 2007 and the parent company is Boustead Holdings. BHIC was known for its subsidiary Boustead Naval Shipyard (BNS) which is specialised in naval shipbuilding and ship repair.[5] BNS now had taken over by Government and renamed as Lumut Naval Shipyard (LUNAS) 2024

MALAYDESH 's combat equipment has several weaknesses, including:
• Ageing equipment: The MALAYDESH military's equipment is aging due to small procurement budgets over the past 25 years.
• Lack of modern assets: The MALAYDESH Armed Forces (MAF) lacks modern military assets, which puts them at risk from both internal and external threats.
• Russian-made weapons: MALAYDESH has been struggling to keep its Russian-made Su-30MKM ground-attack aircraft operational. The country is also wary of Russian-made weapons due to sanctions imposed on Russia after its invasion of Ukraine.
• Local production: The MAF is reluctant to use locally produced products. Local companies have produced prototypes of pistols and rifles, but none have materialized.
• Procurement system: The MALAYDESH procurement system needs reform.
Political interference and corruption: Political interference and corruption are undermining combat readiness.

PROBLEMS SHIPYARD = LCS OPV NGPVs FAILED
PROBLEMS SHIPYARD = LCS OPV NGPVs FAILED
PROBLEMS SHIPYARD = LCS OPV NGPVs FAILED

===================
MALAYDESH 's armed forces procurement faces several weaknesses, including:
1. Corruption
The defense sector is at high risk of corruption, and procurement is vulnerable to powerful interests. The MALAYDESH Anti-Corruption Commission (MACC) received the highest number of corruption complaints for procurement activities in 2013 and 2018.
2. Political influence
Decisions are often driven by vendors and against strategic interests. For example, MALAYDESH has sometimes exchanged hardware for palm oil, which exposes the procurement process to political influence.
Weak parliamentary oversight
Parliamentary oversight is weak, and audit bodies can only provide ex-post scrutiny.
3. Limited financial scrutiny
Financial scrutiny is limited by excessive secrecy.
4. Violation of procedures
Procedures are regularly circumvented through political influence. For example, the purchase of military helicopters in 2015 violated the Ministry of Finance's procedures

PENDAPATAN VS PENGELUARAN MALAYDESH
HapusPENDAPATAN : RM334,1 Miliar
PENGELUARAN : RM470 Miliar
BEBAN SUBSIDI 23,9%
PANTAS HUTANG BAYAR HUTANG : RM470 – RM334,1 = MINUS RM135,9 ......
--------------------------------------------
PENDAPATAN NEGARA:
Berkisar RM334,1 Miliar hingga RM343,1 Miliar (75,8% dari pajak dan 24,2% non-pajak/Petronas).
-
TOTAL PENGELUARAN:
Mencapai RM419,2 Miliar hingga RM470 Miliar.
-
ALOKASI BELANJA:

DATA UTANG MALAYDESH 2026
Utang Pemerintah: RM 1,79 triliun (Rasio Utang Pemerintah/PDB: 70,5% - Batas Limit 65%)
Utang Rumah Tangga: RM 1,65 triliun (Rasio Utang Rumah Tangga/PDB: 84,3% - Batas Limit 65%)
Jumlah Penduduk Malaydesh 2026 : 36.385.115 jiwa
-
PERHITUNGAN UTANG PER PENDUDUK MALAYDESH 2026
Utang Pemerintah: RM 1.790.000.000.000 / 36.385.115 = RM 49.196
Utang Rumah Tangga: RM 1.650.000.000.000 / 36.385.115 = RM 45.348
➡️TOTAL BEBAN KUMULATIF PER WARGA : RM 49.196 + RM 45.348 = RM 94.544
---------------------------------
Spiral Hutang & Krisis Fiskal (DSR)
Jebakan Hutang (Debt-Pay-Debt): 58% hingga 64,3% pinjaman baru hanya digunakan untuk membayar cicilan pokok dan bunga utang lama.
Ledakan Liabilitas: Utang nasional melonjak drastis dari RM 407 Miliar (2010) menjadi proyeksi RM 1,79 Triliun (2026).
Rasio Kritis: Utang pemerintah menyentuh 69% GDP (melewati limit aman 65%) dan utang rumah tangga mencapai 84,3% GDP (salah satu yang tertinggi di ASEAN).
-
Model Ekonomi "Negara Penyewa"

--------------------------------
📌 1. What is the “Chronic Allocation Problem”?
Malondesh defense budget suffers from structural imbalances:
~70% → Salaries, pensions, allowances.
~20–25% → Operations & maintenance (O&M).
<10% → Development (procurement, modernization).
This pattern has persisted for decades, regardless of who is in power. It’s “chronic” because it doesn’t change year to year — it is baked into Malondesh defense system.
________________________________________
📌 2. Why So Skewed?
Large manpower-heavy force → Army dominates with many personnel, each entitled to allowances & pensions.
Political incentives → Governments prefer to expand or protect jobs and welfare (pensions, veterans’ benefits) rather than invest in long-term modernization.
Rigid financial system → Once salaries & pensions are committed, they are “locked in,” leaving procurement squeezed.
Weak multi-year planning → Budgets are annual, so each year O&M & salaries get priority over new projects.
________________________________________
📌 3. Effects on the Armed Forces
✈️ Air Force (RMAF)
Insufficient flying hours → pilots often below NATO standards.
Can’t afford to maintain multiple fleets (Su-30, F/A-18D, Hawks).
Retirement of MiG-29 left gap, but MRCA replacement delayed decades due to budget.
________________________________________
🚢 Navy (RMN)
Modernization projects (e.g., LCS frigates) stalled because there’s no steady development funding.
Existing fleet spends fewer days at sea due to limited fuel allocations.
Submarines (Scorpène) struggle with high operational costs.
________________________________________
🪖 Army (TDM)
Personnel-heavy structure consumes most of the salary budget.
Modernization of armored vehicles, artillery, and air defense delayed.
Training often limited to small-scale jungle exercises (cheap but outdated for modern warfare).
________________________________________
📌 4. Macro-Level Consequences
Modernization Paralysis
Malondesh buys one “prestige project” (e.g., Scorpène, Su-30, LCS) but can’t follow through with sustainment.
No continuous upgrade pipeline.
Readiness Erosion
Without sufficient O&M funding, equipment availability drops.
Spare parts shortages → many assets grounded or idle.
Capability Gaps Widen
Neighbors move ahead with systematic modernization (Singapore F-35, Indonesia MEF).
Malondesh falls behind, unable to replace aging fleets.
Low Return on Investment
Billions spent on prestige platforms, but underutilized due to fuel & training cuts.

KUALA LUMPUR, Jan 16 (Reuters) - The procurement decisions of the Malaydeshn armed forces and the police linked to a corruption probed will be temporarily frozen until they fully comply with related rules, state media reported, citing Prime Minister Anwar Ibrahim.
The suspension comes following allegations of bribery linked to army procurement projects, with the Malaydeshn Anti-Corruption Commission (MACC) raiding several firms suspected of involvement in a bribery scheme and freezing six bank accounts belonging to a suspect and their family members.

KUALA LUMPUR:
The defence ministry has 2023 = CANCELLED FIVE PROCUREMENT tenders for supplies, services and infrastructure projects. The cancellations were to avoid leakages in expenditure, and were in line with a policy of procurement through open tenders.
“Mindef has also taken serious note of Prime Minister Anwar Ibrahim’s statement regarding the leakage in expenditure at the Budget 2023 dialogue on Tuesday,” it said in a statement today

The MALAYDESH Armed Forces (MAF) has faced issues with spare parts for its assets, including a lack of budget, underperforming contractors, and outdated pricing.
Budget
• The MAF has faced budget constraints that affect the serviceability of its assets.
• The government's revenue has been affected by reduced commodity prices, which has reduced the funds available for defense procurement.
Outsourcing
• The MAF has outsourced the supply of spare parts and maintenance of its assets, but this has led to issues.
• Underperforming contractors and a lack of enforcement of contract terms have impacted the effectiveness of outsourcing.
• The process of awarding contracts can be lengthy, which can lead to outdated pricing.
Spare parts for specific assets
• The MAF's PT-91M tanks have faced issues with spare parts, as the supplier of some components is no longer in production.
• The MAF has also faced issues with Russian-produced fighter aircraft, including problems with the supply of spare parts.
Other issues
• The MAF has also faced issues with undertraining of staff, and the lack of clear guidance for the future strategic direction of the defense industry

PMX has defended the decision to SEWA the helicopters for the military and other government agencies – RM16.5 billion for 15 years – during the Parliament session on Thursday. Among others he said the government adopted the leasing model to reduce maintenance costs and at the same time improved the operational readiness of the fleet.
DS Anwar Ibrahim did not address the fact that the government will be paying some RM1 billion a year for 15 years for the helicopters. He also said the helicopters selected were based on the specifications and requirements of the agencies themselves.
He also confirmed that the Army will also be part of the leasing programme apart from RMAF,RMN, MMEA, police, Fire and Rescue Department, and the Prime Minister Department. Apart from RMAF 12 and police’s seven helicopters, he did not give the breakdown for the other services and agencies.

Political interference and corruption: Political interference and corruption are undermining combat readiness

Former Royal MALAYDESH Navy (RMN) chief Tan Sri Ahmad Ramli Mohd Nor failed to quash his three counts of criminal breach of trust totalling RM21 million over the Littoral Combat Ship (LCS) project scandal.
High Court judge Datuk Azhar Abdul Hamid made the decision today on grounds that the issue of the 80-year-old accused's mental fitness to stand trial should be investigated by the trial judge.
The High Court also ordered the case to be remitted back to the Sessions Court before judge Suzana Hussain.

Political interference and corruption: Political interference and corruption are undermining combat readiness

➡️ TOTAL TANGGUNGAN KUMULATIF PER JIWA: RM 94.544
--------------------------------
1. Overweight on Operating Expenditure
Over 40% of Malondesh defence budget goes to salaries, pensions, and allowances.
This leaves limited room for capital expenditure (procurement, upgrades, R&D).
Example: In 2024, RM8.2 billion was allocated for personnel costs, while only RM5.71 billion went to procurement.
2. Fragmented Procurement Planning
The Ministry of Defence lacks a clear multi-year procurement roadmap.
Funding is often allocated year-to-year, making it hard to commit to long-term modernization projects.
This leads to delays, cost overruns, and underutilized platforms (e.g. the Littoral Combat Ship fiasco).
3. Political Hesitation to Rebalance
Successive governments have been unwilling to cut personnel costs or restructure the armed forces.
Reducing manpower or retiring outdated equipment is politically sensitive, especially with veterans and civil service unions.
4. Currency Depreciation & Import Dependence
Malondesh imports most of its defence equipment.
The weak ringgit erodes purchasing power, so even increased budgets don’t translate into real capability gains.
5. Multi-Year Commitments Hidden in Annual Budgets
Annual allocations include progressive payments for past procurements (e.g. FA-50 jets, A400M upgrades).
These payments crowd out new investments, creating the illusion of fresh funding when it’s actually backlog servicing.
📊 Budget Allocation Snapshot (2024)
Category Allocation (RM) % of Total Budget
Personnel Costs 8.2 billion ~41%
Procurement 5.71 billion ~29%
Operations & Training ~3.5 billion ~18%
Miscellaneous ~2.3 billion ~12%

MALAYDESH 's armed forces have been underfunded for some time, due to a lack of political will to increase defense spending. This has limited the country's ability to modernize and respond to threats.
Causes of underfunding
• Government spending
MALAYDESH governments have been reluctant to cut spending in other areas to fund defense
• Size of armed forces
Governments have been unwilling to reduce the size of the armed forces by cutting manpower and equipment
• Corruption
Corruption risks remain significant in MALAYDESH 's defense governance architecture
Effects of underfunding
• Limited procurement: The navy and air force have struggled to procure new assets to modernize
• Outdated equipment: The MAF has outdated logistics equipment
• Limited ability to respond to threats: The MAF has been unable to improve its fighting capacity to deal with external threats
===========
MALAYDESH 's armed forces have been underfunded for years due to fiscal constraints and a lack of political will to invest in defense. This has limited the country's ability to modernize its military and respond to threats.
Factors contributing to underfunding
• Budget allocations: The defense budget has remained stagnant over the past five years.
• Government priorities: The government has focused on stabilizing the economy and political climate instead of defense.
• Corruption: Corruption risks are high in the defense governance architecture, including procurement and personnel ethics.
Impacts of underfunding
• Limited procurement: The navy and air force have struggled to purchase new assets.
• Aging fleet: The navy has an aging fleet of ships that need to be replaced.
• Limited ability to respond to threats: The armed forces are unable to fully respond to threats such as those from extremist and separatist groups in the region.

---------------------------------
DATA UTANG MALAYDESH 2026
Utang Pemerintah: RM 1,79 triliun (Rasio Utang Pemerintah/PDB: 70,5% - Batas Limit 65%)

---------------------------------
Kelemahan Industri Pertahanan Domestik
-
Hambatan Fiskal & "Debt Service Ratio"
-
Ringkasan Perbandingan 2026
Indonesia: Peringkat 13 (Pemimpin ASEAN), belanja agresif, rasio utang sehat.
Malaydesh: Peringkat 42 (Papan Bawah), lembar belanja kosong, terjebak hutang dan korupsi.

🛡️ Why Malondesh Lags Behind in Defence Tech & Force Structure
1. Limited Defence Budget & Allocation Inefficiency
Malondesh ’s defence budget is lower than Indonesia and Singapore, and a large portion goes to personnel costs, not modernization.
In contrast:
Indonesia: USD10.6 billion budget (2025), focused on maritime security and modernization
Singapore: USD15 billion budget, with 4.9% of GDP allocated to defence—the highest in ASEAN
Vietnam: Prioritizes coastal defence with diversified procurement from the U.S., South Korea, and Israel
2. Outdated Equipment & Slow Modernization
Malondesh still operates legacy platforms like MiG-29s (retired), aging Scorpene submarines, and delayed Littoral Combat Ships.
Meanwhile:
Indonesia is acquiring Rafale jets, Scorpène-class submarines, and expanding naval bases
Singapore has F-35B stealth fighters, advanced UAVs, and integrated cyber warfare units
Vietnam is modernizing its Soviet-era arsenal and investing in coastal missile systems
3. Force Structure Limitations
Malondesh ’s armed forces are fragmented and lack joint operational doctrine.
Singapore’s SAF is highly integrated, with tri-service coordination and advanced simulation training.
Indonesia and Vietnam maintain large active personnel (400,000 and 600,000 respectively), while Malondesh has ~110,000 with limited reserve depth1
4. Strategic Doctrine & Regional Role
Malondesh ’s defence posture is non-confrontational, focused on internal security and humanitarian missions.
In contrast:
Indonesia asserts maritime dominance in the South China Sea and Malacca Strait.
Vietnam maintains a deterrence posture against China, especially in the Spratly Islands.
Singapore positions itself as a technological leader and regional training hub.
📊 Comparative Snapshot (2025)

🇸🇬 Singapore USD15B F-35B, cyber units, UAVs Tech superiority, joint ops

KUALA LUMPUR, Jan 16 (Reuters) - The procurement decisions of the Malaydeshn armed forces and the police linked to a corruption probed will be temporarily frozen until they fully comply with related rules, state media reported, citing Prime Minister Anwar Ibrahim.
The suspension comes following allegations of bribery linked to army procurement projects, with the Malaydeshn Anti-Corruption Commission (MACC) raiding several firms suspected of involvement in a bribery scheme and freezing six bank accounts belonging to a suspect and their family members.

The Royal MALAYDESH Navy (RMN) faces a number of challenges, including a fleet that is aging, delays in acquiring new ships, and corruption.
Aging fleet
• Half of the RMN's fleet of 49 ships are past their serviceable lifespan.
• The fleet is largely past its prime, making it difficult to monitor the country's extensive maritime domain.
Delays in acquiring new ships
• The RMN has experienced delays in acquiring new ships, which has contributed to the use of ships that are beyond their useful life.
• The RMN has canceled plans to add new batches of Lekiu frigates.
Corruption
• Some of the RMN's modernization efforts have been linked to corruption.
• The Public Accounts Committee (PAC) found that BNS subsidiaries did not use all of the government's payments for the RM9 billion warship procurement.
Other challenges
• Maritime boundary disputes with other countries, including China, Indonesia, and the Philippines
• Sea robbery, smuggling, and illegal sand mining
• Maritime piracy, which can also be used by terrorists to raise funds
China's assertiveness in the South China Sea
============
The MALAYDESH Armed Forces (ATM) face several readiness issues, including a lack of funding, outdated techNOLogy, and morale issues. These issues can affect the ATM's combat readiness and strategic deterrence capability.
Lack of funding
• Inadequate funding can affect the ATM's training, techNOLogy, and morale.
• The government may not be able to provide the ATM with the latest defense assets.
Outdated techNOLogy
• The ATM may lack modern military assets, which can expose it to internal and external threats.
• For example, the KD Rahman submarine had technical issues in 2010 that prevented it from submerging.

PROBLEMS SHIPYARD = LCS OPV NGPVs FAILED
PROBLEMS SHIPYARD = LCS OPV NGPVs FAILED
PROBLEMS SHIPYARD = LCS OPV NGPVs FAILED
