DND Ajukan Anggaran P324,6 Miliar untuk Tahun 2027

Filipina ingin mengoperasikan 8 fregat modern, yang terdiri dari 2 Jose Rizal class dan 6 Miguel Malvar class (photo: AFP)

MANILA, Filipina – Departemen Pertahanan Nasional/Department of National Defense (DND) mengajukan anggaran sebesar P324,6 miliar untuk tahun 2027.

Sebagian besar dari usulan anggaran DND yang totalnya mencapai P324.632.679.000—yaitu sebesar P179.453.324.000—dialokasikan untuk belanja pegawai; P112.507.579.000 untuk pemeliharaan dan biaya operasional lainnya; serta P32.671.776.000 untuk belanja modal (CO).

Usulan anggaran DND ini 6,13% lebih tinggi dibandingkan anggaran tahun 2026, namun jauh lebih rendah daripada usulan anggaran sebesar P572,78 miliar yang sebelumnya diajukan DND kepada Departemen Anggaran dan Manajemen. Komponen belanja modal (CO) dalam usulan anggaran ini nilainya 86,37% lebih rendah daripada jumlah yang sebelumnya diminta oleh instansi tersebut.

Dalam rapat dengar pendapat Komite Alokasi Anggaran DPR mengenai anggaran DND pada hari Selasa, 25 Agustus, Menteri Pertahanan Gilberto “Gibo” Teodoro Jr. meminta bantuan para anggota parlemen terkait pemangkasan belanja modal DND. Permintaan tersebut disampaikan sebagai tanggapan atas pertanyaan ketua panel, Mika Suansing, mengenai program-program krusial DND yang tidak masuk dalam usulan anggaran tahun 2027.

‘Kehadiran’ di Samudra Pasifik
Selama rapat dengar pendapat anggaran tersebut, Teodoro menekankan urgensi pembangunan “pangkalan strategis” agar Filipina dapat memiliki “kehadiran” di Samudra Pasifik.

“Meskipun fokus utama saat ini tentu saja tertuju pada Laut Filipina Barat/West Philippine Sea sebagai wilayah yang diperebutkan, wilayah yang lebih luas sebenarnya adalah Samudra Pasifik/Pacific Ocean dan Philippine Rise. Di wilayah tersebut, kita harus mulai membangun infrastruktur dan pangkalan logistik di area-area sentral yang dapat diakses oleh peralatan yang relevan bagi AFP (Angkatan Bersenjata Filipina), serta melanjutkan pembangunan pangkalan strategis yang memungkinkan kita memiliki kehadiran di wilayah maritim tersebut,” ujar Teodoro dalam paparannya.

Teodoro menegaskan kembali hal ini saat menjawab pertanyaan dari perwakilan partai Akbayan, Dadah Kiram Ismula, terkait isu Laut Filipina Barat.

    1. USNI valid banget. USN memang perlu frigate. FREMM gagal karena user rese banget, akhirnya over priced dan mereka juga tidak cukup punya pekerja yg qualified. Impor pekerja juga susah.

    2011: Rilis Wakala Global Sukuk USD 2 miliar. Permintaan oversubscribed 4,5 kali.
    2015: Rilis Sukuk Wakala Global USD 1,5 miliar untuk infrastruktur.
    2016: Rilis Sukuk Global USD 1,5 miliar (tenor 10 & 30 tahun).
    2019: Diversifikasi ke Samurai Bond JPY 200 miliar bergaransi JBIC (Jepang).
    2021: Rilis Sovereign Sustainability Sukuk pertama dunia USD 1,3 miliar. Permintaan melonjak 6,4 kali.
    2022–2024: Absen valas. Fokus optimasi obligasi domestik (MGS/MGII).
    2025: Bersiap kembali ke pasar valas lewat bank sindikasi internasional.
    2026: Promosi rencana obligasi global baru USD
