Jakarta, CNN Indonesia -- Kepala Staf TNI Angkatan Darat Jenderal Mulyono mengatakan, saat ini institusinya sedang menyiapkan lahan latihan tank tempur utama (main battle tank) Leopard, di Desa Cibenda, Kecamatan Ciemas, Kabupaten Sukabumi, Jawa Barat.
Mulyono berkata, karena belum memiliki lahan latihan, tank leopard yang ada saat ini masih menganggur dan belum dapat diuji coba. Mantan Panglima Kostrad itu memaparkan, ia telah berkomunikasi dengan Kementerian Pertahanan terkait lahan latihan di Cibenda.
"Lahannya kami siapkan. Bikin senjata kok seperti bikin tempe. Nanti lahannya kami siapkan di daerah Cibenda. Itu sudah direncanakan," katanya di Monumen Nasional, Jakarta, Selasa (1/3).
Mulyono menuturkan, persenjataan tank leopard yang belum dimiliki insititusinya akan dibeli tahun 2015 ini. Ia berkata, uji tembak persenjataan di negara produsen juga akan diusahakan berjalan tahun ini.
"Tahun ini akan kita lengkapi dengan alat komunikasinya sehingga nanti betul-betul sesuai dengan spesifikasi awal," ucap Mulyono.
Seperti diketahui, Kemhan memesan ratusan unit tank dari pemerintah Jerman. Pada rincian pesanan itu terdapat tank jenis Leopard Revolution, Leopard 2A4 dan Marder.
Akhir Februari lalu Mulyono berkata, tank Leopard yang telah tiba di Indonesia hanya armada murni yang tidak dilengkapi perlengkapan tempur.
Sebelum menandatangani kontrak pembelian amunisi tank-tank itu, otoritas Kemhan dan TNI AD berencana mengunjungi pabrikan Rheinmetall di Jerman.
September 2015 lalu Dinas Penerangan TNI AD mengumumkan, 21 tank tempur utama Leopard telah tiba di Gedung Pusat Kendaraan TNI AD.
Seluruh tank tersebut kemudian diserahkan ke sejumlah Batalyon Kaveleri, salah satunya yang berada di Cijantung, Jakarta Timur, yaitu Yonkav 1/Badak Ceta Cakti.
September lalu, komandan batalyon tersebut, Mayor Andre Henry Mensangi, mengatakan institusinya saat ini baru memiliki 12 tank Leopard. Awalnya, TNI dan Kemhan menargetkan batalyonnya akan mengoperasionalkan 48 tank buatan Jerman tersebut.
"Kami juga kekurangan 11 garasi. Nanti akan dibangun di kompi markas. Anggarannya kami ajukan di RKA (Rencana Kerja Anggaran) tahun 2016," ucap Andre.

The government plans to lease retired Maritime Self-Defense Force TC-90 training aircraft to the Philippine Navy, The Yomiuri Shimbun has learned.
The Philippines will use the aircraft for air patrol missions related to China’s maritime expansion in the South China Sea, according to informed sources. The Japanese and Philippine governments are expected to agree on the lease of the aircraft as early as this spring.
Aircraft currently used by the Philippine Navy for air patrol missions have a short range, with a radius of action of about 300 kilometers. “It’s difficult to patrol over all the area of the Spratly Islands where China has been expanding and then return to the Philippines,” a source close to the government said.
The Philippines is in a dispute with China over Subi Reef, Mischief Reef and other parts of the Spratly Islands, and therefore sought aircraft with a longer range.
The TC-90 aircraft, which has a radius of action over twice that of those in the Philippine Navy, is reportedly capable of covering most of the Spratly Islands. Because the TC-90 is a training plane, it is equipped with almost no radar or other such devices, meaning they are expected to be used by the Philippine Navy for visual inspection monitoring for the time being, according to the sources.
Ahead of leasing the aircraft, the Japanese and Philippine governments were to conclude an agreement concerning the transfer of defense equipment and technology on Monday. Defense Minister Gen Nakatani will visit the Philippines as early as this spring to conclude an official agreement on the lease, the sources said.
Up to five “secondhand” TC-90 aircraft whose deployment period has already expired are expected to be leased to the country, the sources said.
Japan has been supporting Association of Southeast Asian Nations countries that lag far behind China in terms of defense equipment to enhance their vigilance and surveillance capabilities. As part of the support, the government is providing patrol vessels to Vietnam and the Philippines through official development assistance.
However, the use of ODA is limited to nonmilitary purposes, meaning it is impossible to apply it to the provision of TC-90 aircraft because they are MSDF defense equipment. Therefore, the government will provide the aircraft to the Philippines based on the Three Principles of Transfer on Defense Equipment and Technology that the Cabinet approved in April 2014, which allow arms exports in principle, the sources said.
While Manila has been asking Tokyo to provide the aircraft as cheaply as possible, it is difficult for Japan to offer national property such as TC-90 aircraft to other countries for free under current law.
Therefore, the government decided to provide the aircraft to the Philippines under a “lease contract,” the sources said. It is said that the Philippines will pay several millions of yen annually.

Indonesia Jajaki Penangkis Serangan Udara Buatan Tiongkok

Beijing (ANTARA News) - Kementerian Pertahanan menjajaki sistem pertahanan udara terintegrasi dan penangkis serangan udara buatan Tiongkok guna memaksimalkan pertahanan obyek vital dan pertahanan pangkalan Pasukan KhasTNI Angkatan Udara.
"Penjajakan ini merupakan bagian upaya untuk memenuhi kebutuhan alat utama sistem persenjataan TNI sesuai Rencana Strategis 2015-2019," kata Direktur Jenderal Perencanaan Kementerian Pertahanan RI Marsekal Muda TNI M Syaugi kepada Antara tentang kunjungan kerjanya di Tiongkok pada 25 Februari hingga 1 Maret 2016.
Selama ini, dia menjelaskan, TNI Angkatan Udara telah menggunakan penangkis serangan udara Oerlikon SkyShield MK2 buatan Swiss untuk Detasemen Hanud 473 Pasukan Khas (Paskhas) TNI Angkatan Udara di Pontianak.
Di Tiongkok, Kementerian Pertahanan RI menjajaki sistem pertahanan udara terintegrasi AF902 FCS serta Penangkis Serangan Udara (PSU) Twin35MM.
"Berdasar paparan dan display yang ditampilkan, sistem pertahanan udara yang ditawarkan cukup bagus begitu pun dengan PSU-nya yang memiliki daya ledak, daya jangkau, akurasi serta presisi bagus, tidak kalah dengan Oerlikon," kata Syaugi.
"Kita berhak mengadakan alat utama sistem persenjataan dari negara mana pun, asalkan sesuai dengan spesifikasi teknis dan kebutuhan operasi pengguna yakni TNI," katanya.
Yang tidak kalah penting, menurut dia, setiap pengadaan alat utama sistem persenjataan termasuk dari mancanegera harus menyertakan alih teknologi dan kualitas yang terjamin.
Senjata penangkis serangan udara Twin35 MM jarak efektifnya empat kilometer, dilengkapi dengan sensor unit dan dalam satu menit dapat menembakkan 550 butir peluru.

One of PAF's C-130 aircraft up for hydraulic system maintenance
The national government, through the Department of National Defense, has allocated the sum of Php8,260,480 for the acquisition of spare parts needed for the maintenance of the hydraulic system of one of the Philippine Air Force's three Lockheed C-130 "Hercules" cargo aircraft.
The hydraulic system is vital for the efficiency and safe operation of the aircraft.
Bid opening is scheduled for March 10 at 9 a.m. at the PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.
Prospective bidders should have an experience in similar project within the last five years.
A hydraulic drive system is a drive or transmission system that uses pressurized hydraulic fluid to power hydraulic machinery.
The term hydrostatic refers to the transfer of energy from flow and pressure, not from the kinetic energy of the flow.

Navy to Build B5.5bn Missile-Equipped Patrol Vessel

The navy will build its second offshore patrol vessel, this one to be armed with guided missiles, at an estimated cost of 5.5 billion baht in three years.
Vice Adm Jumpol Lumpiganon, deputy chief-of-staff and spokesman for the Royal Thai Navy, said on Monday the first OPV the navy built was HTMS Krabi.
The second offshore patrol vessel would be developed from the design of the first OPV, which was based on a design by BAE Systems Ships Co of England, he said.
The navy had signed a contract to buy the vessel's design and materials from Bangkok Dock Co, a state enterprise under the Defence Ministry. The Mahidol Naval Dockyard of the Naval Dockyard Department would build the vessel and the Naval Ordnance Department will be responsible for its weapons systems.
The navy had developed its vessel building capability from building its own coastal patrol craft to building the first OPV, Vice Adm Jumpol said. HTMS Krabi was officially delivered in 2013.
Of the 5.5-billion-baht budgeted cost of the second OPV, 2.8 billion baht was for the vessel design, materials, tests, training, technology transfer, insurance and transport, and 2.7 billion baht for operating systems, weapons and project management.
The second OPV would cost more than the first, which came in at 2.93 billion baht, because in addition to main and secondary guns, it would also be equipped with a Harpoon anti-ship missile system, Vice Adm Jumpol said.

Intelligence, Reconnaissance Beefed Up

A substantial boost in intelligence and reconnaissance will complement a more potent strike and air combat capability unveiled in the new defence white paper.
The government also will buy its first deployable, land-based, anti-ship missiles to help protect deployed forces and offshore assets such as oil and natural gas platforms.
The paper foreshadows a larger-than-expected purchase of 15, rather than eight, P-8A Poseidon maritime surveillance and response aircraft with ranges of more than 7500km.
To complement this surveillance and intelligence-gathering capability, seven high-altitude MQ-4C Triton unmanned aircraft will be purchased from the early 2020s. The Tritons, the size of a 737 jet, are able to patrol vast swaths of ocean on a single mission.
“The Triton is an unarmed, long-range, remotely piloted aircraft that will operate in our maritime environment, providing a persistent maritime patrol capability and undertaking intelligence, surveillance and reconnaissance tasks,” the paper says.
The P-8A Poseidon aircraft can be refuelled in the air and also is able to undertake offensive operations against submarines and ships.
The Tritons and Poseidons are part of a big push to give forces a more comprehensive awareness of what is happening around them. This includes enhancements to the Jindalee Operational Radar Network and a focus on electronic warfare capabilities, with the announced purchase of 12 E/A-18G Growler electronic attack aircraft and a new spy plane based on the Gulfstream G550 airframe.
All these capabilities will further support the new F-35 Joint Strike Fighters when they begin arriving in Australia from 2020. As expected, the government has reconfirmed plans to purchase 72 F-35s to replace the current fleet of 71 F/A-18A/B Classic Hornets.
The RAAF also has 24 F/A Super Hornets, which it acquired once it became clear the F-35 program had been delayed. It more recently announced the purchase of the 12 new Growlers.
The plan will maintain the RAAF’s desired strike and air combat capability of about 100 planes, similar to now. However, the superior capabilities of the fifth-generation F-35 will make the future air force far more potent, even though the number of warplanes will be similar.
The white paper says options to replace the Super Hornets in the late 2020s will be considered in the early 2020s, depending on technology trends, the strategic environment and progress of the F-35.
The government says it will boost investment to better connect the communications, sensor and targeting systems of various Australian Defence Force platforms, including the F-35, Wedgetail early warning aircraft, air warfare destroyers and Growlers.
“Being able to quickly exchange information, such as the location of threats, means the ADF can combine its already potent individual capabilities more effectively during joint operations, generating greater combat weight and lethality,” the paper says. It also foreshadows the purchase of two extra KC-30A air-to-air refuellers before the end of the decade, taking the total to seven, to extend the range of combat aircraft and surveillance platforms.

4 Pesawat Super Tucano dari Brasil Tiba di Lanud Abd Saleh Malang
Malang - Pangkalan TNI AU Abdulrachman Saleh kembali menerima pesawat Super Tucano. Total sudah ada 15 pesawat buatan Brasil ini memperkuat Skadron 21 di Abdulrachman Saleh.
Kali ini, sebanyak empat pesawat yang dikendarai oleh pilot Angkatan Udara Brasil mendarat satu persatu setelah berangkat dari Brasil pada 15 Februari 2016 lalu. Empat pesawat memiliki nomor seri TT-3110, TT-3114, TT-3115 dan TT-3116. Saat ini total ada 15 pesawat Super Tucano di Skadron 21 Lanud Abd Saleh Malang.
"Empat pesawat datang beruntun sejak tahun 2012," kata Kepala Penerangan dan Perpustakaan Lanud Abdulrachman Saleh Mayor Sus Hamdi Londong Allo kepada wartawan, Senin (29/2/2016).
Empat pesawat tersebut tergabung dalam skadron 21 dan melengkapi 11 pesawat lain yang telah tiba berkala sejak tahun 2012. Satu di antara 11 pesawat di skadron 21 sebelumnya telah mengalami kecelakaan saat terjatuh ketika proses pengecekan kelayakan pesawat sebelumnya.
Pesawat itu datang sesuai dengan kontrak antara pemerintah RI dengan perusahaan Brasil, Embraer pada tahun 2010 dan 2012. Super Tucano dikenal sebagai pesawat tempur ringan bermesin Turboprop memiliki kemampuan menempuh operasi jarak jauh karena dilengkapi dengan mesin Hartzell-5 blade dan kemampuan melesat hingga 590 km/jam.
Pesawat ini juga menggunakan sistem avionik MIL-STD-1553 seperti yang digunakan jet tempur AS modern lainnya. Seperti F-16 Falcon, F-18 Hornet, AH-64 Apache, P-3C Orion, F-15 Eagle dan F-20 Tigershark.
Seperti diketahui beberapa waktu lalu, satu pesawat Super Tucano jatuh menimpa pemukiman warga di Jl. Laksda Adi Sucipto, Kecamatan Blimbing, Kota Malang, Rabu (10/2/2016). Dua awak pesawat dan 2 warga tewas.

"Empat pesawat datang beruntun sejak tahun 2012," kata Kepala Penerangan dan Perpustakaan Lanud Abdulrachman Saleh Mayor Sus Hamdi Londong Allo kepada wartawan, Senin (29/2/2016).
Empat pesawat tersebut tergabung dalam skadron 21 dan melengkapi 11 pesawat lain yang telah tiba berkala sejak tahun 2012. Satu di antara 11 pesawat di skadron 21 sebelumnya telah mengalami kecelakaan saat terjatuh ketika proses pengecekan kelayakan pesawat sebelumnya.
Pesawat itu datang sesuai dengan kontrak antara pemerintah RI dengan perusahaan Brasil, Embraer pada tahun 2010 dan 2012. Super Tucano dikenal sebagai pesawat tempur ringan bermesin Turboprop memiliki kemampuan menempuh operasi jarak jauh karena dilengkapi dengan mesin Hartzell-5 blade dan kemampuan melesat hingga 590 km/jam.
Pesawat ini juga menggunakan sistem avionik MIL-STD-1553 seperti yang digunakan jet tempur AS modern lainnya. Seperti F-16 Falcon, F-18 Hornet, AH-64 Apache, P-3C Orion, F-15 Eagle dan F-20 Tigershark.
Seperti diketahui beberapa waktu lalu, satu pesawat Super Tucano jatuh menimpa pemukiman warga di Jl. Laksda Adi Sucipto, Kecamatan Blimbing, Kota Malang, Rabu (10/2/2016). Dua awak pesawat dan 2 warga tewas.
