The Philippine Navy has officially received the third United States Coast Guard Cutter through US Excess Defense Articles program. The said vessel will serve in Philippine Navy as frigate named BRP Andres Bonifacio.
According to US Coast Guard, the Philippine government will invest $16 million for BRP Andres Bonifacio’s modernization.
US EDA program facilitates transfer of defense assets no longer needed and declared excess by the US Armed Forces to foreign governments or international organizations at reduced or no cost to eligible foreign recipients on an “as is, where is” basis.
Transfers are typically used for modernization of partner forces in support of US national security and foreign policy objectives, under authorities established in the Foreign Assistance Act of 1961 and the Arms Export Control Act.
“In Boutwell’s case, the cutter is an $8 million grant, but the Philippine Navy is investing $16 million to modernize and outfit the cutter in the U.S. as part of the transfer program,” the US Coast Guard said.
