Army to Finally Take Delivery of Light Attack Helicopters

KUALA LUMPUR: The Cabinet recently approved for the Army to proceed with the delivery of six light scout attack helicopters.
The acquisition of the McDonnell Douglas MD530G helicopters was initially completed in 2015.
Army chief General Tan Sri Ahmad Hasbullah Mohd Nawawi said that a technical team will proceed to the United States next week to deal with the delay.
“The team will pursue obtaining the required certification from its United States manufacturers, for use in Malaysia.
“Once that is done, we will send the pilots for conversion training, followed by the maintenance crew to equip themselves with the know-how for the helicopters’ upkeep,” he said in conjunction with the 87th Army Day to be held in Kota Kinabalu, Sabah on Sunday.
Hasbullah added that the six helicopters will be based in Sabah for deployment with the Eastern Sabah Security Command (Esscom).
He also said that the first MD530G is expected to be delivered by year’s end, with the remainder being delivered in stages through next year.
The MD530G, dubbed “Little Birds”, were initially procured for RM300 million in Nov 2015 from MD Helicopters Inc of United States aerospace giant McDonnell Douglas Corp.
The terms of the contract stipulate that the helicopters are slated to be delivered in two batches – the first two by July 2017, with the other four scheduled to arrive by Dec 2018.
The MD530G will replace the four Sikorsky S-61A-4 Nuri which have been grounded with the Army Aviation Wing.
This followed the decision last month by the Royal Malaysian Air Force to phase out its entire fleet of 38 Nuris, after five decades of service, owing to exorbitant maintenance costs.
The Nuri helicopters were grounded following a near-fatal crash at the Gubir army camp in Kedah on Aug 2 last year.
More than 80 personnel were reportedly killed in more than 20 crashes since the Nuris were first introduced in 1967.
On another note, Hasbullah said that the army, as the bedrock of the nation, faces a struggle to maintain its 133 camps nationwide, including 109 in the Peninsula, including accommodation for soldiers and their families.
“On top of that, we have to monitor the 550km land border with Thailand, and the 2,100km border with Indonesia’s Kalimantan on Borneo island.
“We are trying to beef up the force from the current 95,000, of which 25,000 are in east Malaysia, with an additional 15,000 troops,” he said.
As for Army Day, he said the programme will kick-start with a convoy of vehicles from Tawau to Semporna, Lahat Datu, Sandakan, Kudat, Kota Belud and end at the Likas Stadium in Kota Kinabalu.
Part of a gotong-royong which has been organised will involve the repainting of churches and mosques, and the sprucing up of cemeteries.
“We decided to celebrate Army Day in Sabah to further expose our activities for the local folk to familiarise themselves with us.
“We want them to be aware that maintaining security and safeguarding sovereignty is the joint responsibility of all under the total-defence concept,” said Hasbullah, adding that the army could mobilise 5,000 troops at any given time, round-the-clock.

"Wala naman akong nakikitang rason para ma-delay (I don't see any reason why its delivery will be delayed). The PN (Philippine Navy) crew are billeted in the ship (BRP Jose Rizal (FF-150)," he said in a message to reporters late Wednesday.
He added that only people will official business outside the ship, such as those tasked to liaise with shipbuilder Hyundai Heavy Industries (HHI), are allowed to go out.
"Only those with business outside like people who go on marketing or other official functions with HHI. I am sure they are taking the necessary precautions. The April delivery is still a GO," he added.
The HHI's shipyard where BRP Jose Rizal and BRP Antonio Luna (FF-151) are currently undergoing sea trials is in the city of Ulsan, located in the country's southeastern part.
Adjacent to Ulsan in the north is the coastal city of Gyeongju in North Gyeongsang province.

Australian Industry will Get 60% of Future Submarine Work

French Naval Group says Australian contractors will get more than half of future submarine fleet work
The French company chosen to build the $50 billion future submarine fleet has committed to giving Australian contractors more than half of the work.
On Monday, Naval Group told a Senate committee looking into Australia's shipbuilding capability the entire 12-boat fleet would be built here.
It was grilled by senators on how much work would be available for the country it was building the submarines for.
The company had previously suggested some local companies may not be skilled enough to take part in the lucrative project.
But Naval Group's executive vice-president Jean-Michel Billig made assurances Australian industry would not miss out.
"Here we commit to a level of Australian industry capability which will have the effect of at least 60 per cent of the Naval Group contract value spent in Australia," Jean-Michel Billig said.
The company told the committee it would work to give Australia an even bigger cut of the contract than 60 per cent.
But Centre Alliance senator Rex Patrick was sceptical of the promise.
"This is fantastic marketing stuff [but] I'm concerned that this document is a bit of a fraud," he said.
"There are so many things being promised in here that appear not to be executed."
At the moment, less than 10 per cent of the total work force is in Australia, with design work underway in France.
The ABC revealed earlier this year the Department of Defence was considering walking away from the deal with Naval Group over bitter negotiations and questions about whether the money spent so far had been "fully effective".
But Naval Group committed to formalising its 60 per cent commitment to Australian companies and workers with the Federal Government within the next two years.
The fleet is not expected to be complete until about 2053.
But the Department of Defence's general manager of submarines, Gregory Sammut, told the inquiry Australian companies would get the opportunity to bid for sub-contracts.
"From the mid-2020s we can expect to have contracts in place with Australian industry with the supply of equipment into the yard to be delivered at the right phase and right time such that we can start incorporating that equipment into the boat," he said.

TOKYO - Japan will set up a framework for working with Malaysia in producing aircraft parts and training aviation industry personnel, its first such cooperation in Asia, government sources have said recently.
Japan aims to sign an agreement with Malaysia this summer, seeking to strengthen ties with Asia's growing commercial aircraft market and help small to medium Japanese parts makers expand their business.
The initiative comes as the Japanese government seeks to expand the production value of the country's aircraft industry to 3 trillion yen ($27 billion) in 2030 from 1.8 trillion yen in 2018 by stepping up cooperation with Southeast Asian countries.
Malaysia has been promoting the aircraft industry, and major U.S. aircraft parts maker Spirit AeroSystems Inc. and others have their production bases in the country.

PAF Sends 3 Jet Trainers for Patrol Duty in West Philippine Sea

The Philippine Air Force has deployed three (3) AS-211 Aircraft for Maritime Air Patrol (MARPAT) (photo : PAF)
MANILA, Philippines —Three trainer AS-211 aircraft were deployed to Palawan on Monday to increase maritime patrols in the West Philippine Sea.
The jet trainers were expected to support the Philippine military’s Western Command in its mission to protect Philippine territorial integrity in its jurisdiction, which included the West Philippine Sea.
The jets would become part of the Tactical Operations Wing (TOW) West at the Antonio Bautista Air Base in Puerto Princesa City, the TOW West said on a Facebook post.
It was not immediately clear if the jets would be for additional deployment or part of rotation.
On its Facebook post, the TOW West said the jets would “enhance operational tempo” of Wescom in securing Philippine territory in the WPS and the Malampaya gas field off Palawan.
The West Philippine Sea is site of territorial claims by China which had been insisting that virtually the entire South China Sea belonged to it.
Beijing’s based its claims on its mythical nine-dash line which had been rejected in 2016 by an international court in a case filed by the Philippines. Vietnam, Taiwan, Malaysia and Brunei also have claims in the area.
But China has been putting its military superiority on display, building artificial islands and military outposts, deploying warships and maritime militias to the contested waterways.

Damen Bidik Pesanan Kapal Militer

Wamenhan Rapat Dengan Komisi I DPR RI Bahas Hibah Drone Scan Eagle UAV dan Upgrade Helikopter Bell 412 dari AS Untuk TNI AL
Drone ScanEagle memiliki nilai US$28,3 juta, dibutuhkan TNI AL utk meningkatkan kemampuan ISR maritim guna memperkuat pertahanan negara.

Australia’s F-35A Lightning II capability has taken a step forward with the opening of the Australian and United Kingdom (UK) F-35 Reprogramming Laboratory.
Located at Eglin Air Force Base in Florida, the Reprogramming Laboratory is a joint partnership between Australia and the UK.
Minister for Defence, Senator the Hon Linda Reynolds CSC said this new capability will enable the F-35 to be a “smart” aircraft.
“The Reprogramming Laboratory produces Mission Data Files (MDFs for Australian and UK F-35s) which compiles information about the operating environment and assets in an area, before being loaded onto the aircraft pre-flight using a portable hard drive,” Minister Reynolds said.
“Combined with the aircraft’s advance sensor suite, this provides the pilot with a clearer battlespace picture.
“The F-35A is a key part of the Government’s $200 billion investment in Defence capability.
“Today’s opening is a key milestone in the delivery of this program to the Australian Defence Force.”
The Reprogramming Laboratory will support Australian and UK F-35s by developing, verifying, validating and issuing F-35 MDFs for Australian and UK-fielded F-35s.
Both countries are co-funding and supporting the capability under a 50/50 funding arrangement.
The F-35A is expected to achieve Initial Operating Capability in December 2020, and Final Operating Capability in late 2023.
