SEOUL (Yonhap) -- Badan pengadaan negara Korea Selatan pada hari Rabu mengisyaratkan menerima proposal Indonesia untuk mengurangi pembagian biaya untuk program jet tempur KF-21 dengan syarat memberikan lebih sedikit transfer teknologi, sebuah langkah yang akan meningkatkan keuangan membebani Seoul.
Defense Acquisition Program Administration (DAPA) mengatakan Indonesia telah menawarkan untuk membayar total 600 miliar won (US$442,3 juta) untuk proyek jet KF-21 pada tahun 2026, turun dari jumlah awal 1,6 triliun won.
“Kami mendorong langkah-langkah untuk menyesuaikan skala transfer teknologi ke Indonesia sejalan dengan pembagian biaya yang disesuaikan,” Noh Ji-man, direktur jenderal Grup Program KF-X DAPA, mengatakan dalam konferensi pers.
Indonesia awalnya setuju untuk membayar 20 persen dari total biaya pengembangan sebesar 8,1 triliun won sebagai imbalan atas penerimaan satu model prototipe dan transfer teknologi yang memungkinkannya memproduksi 48 unit di Indonesia.
Sejauh ini negara tersebut telah menyumbang sekitar 300 miliar won untuk proyek tersebut dan gagal memenuhi tenggat waktu pembayaran, sehingga menimbulkan pertanyaan mengenai komitmennya.
DAPA mengatakan akan menyelesaikan keputusannya dalam tinjauan komite paling cepat akhir Mei agar tidak menyebabkan penundaan dalam proyek pembangunan, yang dijadwalkan selesai pada tahun 2026.
Jika disetujui, pemerintah dan Korea Aerospace Industries (KAI), produsennya, harus menambah beban keuangan mereka.
“Kita perlu menyesuaikan rasio pembagian biaya dan mengamankan dana tambahan agar tidak menyebabkan tertundanya program pengembangan KF-21,” kata Noh.
Meskipun tawaran uang lebih sedikit dan transfer teknologi berkurang, rencana Indonesia untuk membangun 48 pesawat di pabrik lokalnya tetap efektif, kata seorang pejabat senior DAPA.
Jika proyek ini berjalan sesuai rencana, Angkatan Udara diperkirakan akan menerima KF-21 pertamanya pada paruh kedua tahun 2026 untuk menggantikan armada jet F-4 dan F-5 yang sudah tua. KAI berencana membangun 20 KF-21 tahun ini dan memproduksi 20 unit lagi tahun depan.
Proposal tersebut muncul pada saat yang sensitif karena penyelidikan sedang dilakukan terhadap dugaan upaya seorang insinyur Indonesia untuk mencuri teknologi jet di KAI, produsen KF-21.
Insinyur dari PT Dirgantara Indonesia tertangkap pada bulan Januari saat mencoba meninggalkan fasilitas KAI dengan perangkat penyimpanan USB yang berisi data tentang jet tempur tersebut.
Sebelumnya pada hari yang sama, prototipe KF-21 berhasil melakukan uji tembak pertama dengan rudal Meteor udara-ke-udara jarak menengah, yang menunjukkan kemampuan jangkauannya yang lebih luas.
Rudal Meteor mampu terbang dengan kecepatan lebih dari Mach 4, setara dengan empat kali kecepatan suara, dan dapat mencegat sasaran yang berjarak lebih dari 200 kilometer. Setiap KF-21 dapat membawa hingga empat rudal Meteor, dan penyebarannya dijadwalkan akan dimulai bulan depan.

Selanjutnya versi kedua diharapkan sudah punya desain dan tekhnologi hasil pengembangan sendiri yang tidak ada sangkut pautnya lagi dengan pihak Korea.
Versi ke2 IFX diharapkan punya desain lebih besar dan lebih aero dinamis dengan weapon bay.
