The Albanese Government has taken another step towards rapidly establishing domestic manufacturing of missiles and munitions at scale under a plan that bolsters Australia’s defence capabilities while creating hundreds of jobs.
The Government today announced Thales has been selected as the preferred tenderer to build a new domestic forging capability for 155mm M795 artillery ammunition.
The 155mm M795 artillery ammunition are used by Australia, the United States and other international partners for the M777A2 Light Towed Howitzer, a critical close-fires capability.
Defence will work with Thales as the preferred company to build, establish and commission the forge at the Commonwealth-owned Benalla Munitions Facility. This project is expected to support at least 550 jobs.
The forge will produce 15,000 rounds each year by 2028, with capacity to produce up to 100,000 for global consumption. It will also be the first dedicated forge outside of the United States that will manufacture 155mm M795 artillery ammunition.
In another boost to domestic manufacturing, the Government is also committing to an Australian facility to manufacture Guided Multiple Launch Rocket Systems (GMLRS), in partnership with Lockheed Martin Australia. This is expected to create 70 local manufacturing jobs and hundreds of jobs to develop the facility.

GMLRS is a long-range surface-to-surface precision strike capability that can be fired from High Mobility Artillery Rocket System launchers.
The new facility will enable Australia to produce viable volumes of GMLRS for global consumption, as reaffirmed at the 2024 Australia-United States Ministerial (AUSMIN) Consultations. It will be capable of producing up to 4,000 GMLRS each year from 2029. This represents more than a quarter of the current global production and more than 10 times the current ADF demand.
This builds on the Government’s commitment to manufacture a small batch of GMLRS in Australia, commencing in 2025.
Both projects are part of the Guided Weapons and Explosive Ordnance (GWEO) Enterprise - backed by an investment of up to $21 billion over the next decade – and aligned with the Albanese Government’s Future Made in Australia Agenda. They also form part of the 2024 Australian GWEO Plan, the Government’s blueprint to build Defence’s GWEO stocks, strengthen supply chains and support a domestic manufacturing capability over the decade.

KUALA LUMPUR – Rancangan perolehan aset baharu Tentera Laut Diraja Malaysia (TLDM) dijangka akan menelan belanja sekurang-kurangnya RM10 bilion untuk tempoh Rancangan Malaysia Ke-13 (RMKe-13).
Perkara tersebut dinyatakan oleh Timbalan Menteri Pertahanan, Adly Zahari semasa Perbahasan Penggulungan Laporan Ketua Audit Negara (LKAN) di Dewan Rakyat, hari ini.
Menurut beliau, perolehan Kapal Misi Pesisir (Littoral Mission Ship) Batch Kedua (LMSB2) yang dilakukan oleh kerajaan pada Jun lalu merupakan sebahagian daripada usaha untuk memperkasakan armada TLDM.
“Di bawah RMKe-13 pula, usaha memperkasakan armada TLDM diteruskan dengan termeterainya perjanjian perolehan bagi tiga buah kapal Littoral Mission Ship Batch 2 dengan negara Turkiye baru-baru ini,” katanya di Dewan Rakyat.
Perolehan 3 buah LMSB2 itu dilakukan melalui kaedah Government to Government (G2G) dengan negara Turkiye.
RMKe-13 merangkumi tempoh tahun 2026-2030.
“Perolehan bagi baki 3 buah LMS lagi akan dimasukkan di bawah RMKe-13,” ujar beliau.
Selain LMS, TLDM turut merancang perolehan 2 buah kapal Multi Role Support Ship (MRSS), 3 buah kapal Littoral Mission Ship Batch 3, 4 buah helikopter anti kapal selam dan 6 buah Unmanned Aerial Vehicle (UAV).
“Proses perolehan bagi aset-aset baharu ini dijangka berlangsung sehingga 2030. Kesemua perolehan aset TLDM ini dianggarkan berjumlah RM10 – RM11 bilion bergantung kepada keadaan ekonomi semasa kerajaan,” katanya.

KUALA LUMPUR – Rancangan perolehan aset baharu Tentera Laut Diraja Malaysia (TLDM) dijangka akan menelan belanja sekurang-kurangnya RM10 bilion untuk tempoh Rancangan Malaysia Ke-13 (RMKe-13).
Perkara tersebut dinyatakan oleh Timbalan Menteri Pertahanan, Adly Zahari semasa Perbahasan Penggulungan Laporan Ketua Audit Negara (LKAN) di Dewan Rakyat, hari ini.
Menurut beliau, perolehan Kapal Misi Pesisir (Littoral Mission Ship) Batch Kedua (LMSB2) yang dilakukan oleh kerajaan pada Jun lalu merupakan sebahagian daripada usaha untuk memperkasakan armada TLDM.
“Di bawah RMKe-13 pula, usaha memperkasakan armada TLDM diteruskan dengan termeterainya perjanjian perolehan bagi tiga buah kapal Littoral Mission Ship Batch 2 dengan negara Turkiye baru-baru ini,” katanya di Dewan Rakyat.
Perolehan 3 buah LMSB2 itu dilakukan melalui kaedah Government to Government (G2G) dengan negara Turkiye.
RMKe-13 merangkumi tempoh tahun 2026-2030.
“Perolehan bagi baki 3 buah LMS lagi akan dimasukkan di bawah RMKe-13,” ujar beliau.
Selain LMS, TLDM turut merancang perolehan 2 buah kapal Multi Role Support Ship (MRSS), 3 buah kapal Littoral Mission Ship Batch 3, 4 buah helikopter anti kapal selam dan 6 buah Unmanned Aerial Vehicle (UAV).
“Proses perolehan bagi aset-aset baharu ini dijangka berlangsung sehingga 2030. Kesemua perolehan aset TLDM ini dianggarkan berjumlah RM10 – RM11 bilion bergantung kepada keadaan ekonomi semasa kerajaan,” katanya.

KUALA LUMPUR – Rancangan perolehan aset baharu Tentera Laut Diraja Malaysia (TLDM) dijangka akan menelan belanja sekurang-kurangnya RM10 bilion untuk tempoh Rancangan Malaysia Ke-13 (RMKe-13).
Perkara tersebut dinyatakan oleh Timbalan Menteri Pertahanan, Adly Zahari semasa Perbahasan Penggulungan Laporan Ketua Audit Negara (LKAN) di Dewan Rakyat, hari ini.
Menurut beliau, perolehan Kapal Misi Pesisir (Littoral Mission Ship) Batch Kedua (LMSB2) yang dilakukan oleh kerajaan pada Jun lalu merupakan sebahagian daripada usaha untuk memperkasakan armada TLDM.
“Di bawah RMKe-13 pula, usaha memperkasakan armada TLDM diteruskan dengan termeterainya perjanjian perolehan bagi tiga buah kapal Littoral Mission Ship Batch 2 dengan negara Turkiye baru-baru ini,” katanya di Dewan Rakyat.
Perolehan 3 buah LMSB2 itu dilakukan melalui kaedah Government to Government (G2G) dengan negara Turkiye.
RMKe-13 merangkumi tempoh tahun 2026-2030.
“Perolehan bagi baki 3 buah LMS lagi akan dimasukkan di bawah RMKe-13,” ujar beliau.
Selain LMS, TLDM turut merancang perolehan 2 buah kapal Multi Role Support Ship (MRSS), 3 buah kapal Littoral Mission Ship Batch 3, 4 buah helikopter anti kapal selam dan 6 buah Unmanned Aerial Vehicle (UAV).
“Proses perolehan bagi aset-aset baharu ini dijangka berlangsung sehingga 2030. Kesemua perolehan aset TLDM ini dianggarkan berjumlah RM10 – RM11 bilion bergantung kepada keadaan ekonomi semasa kerajaan,” katanya.

KUALA LUMPUR – Rancangan perolehan aset baharu Tentera Laut Diraja Malaysia (TLDM) dijangka akan menelan belanja sekurang-kurangnya RM10 bilion untuk tempoh Rancangan Malaysia Ke-13 (RMKe-13).
Perkara tersebut dinyatakan oleh Timbalan Menteri Pertahanan, Adly Zahari semasa Perbahasan Penggulungan Laporan Ketua Audit Negara (LKAN) di Dewan Rakyat, hari ini.
Menurut beliau, perolehan Kapal Misi Pesisir (Littoral Mission Ship) Batch Kedua (LMSB2) yang dilakukan oleh kerajaan pada Jun lalu merupakan sebahagian daripada usaha untuk memperkasakan armada TLDM.
“Di bawah RMKe-13 pula, usaha memperkasakan armada TLDM diteruskan dengan termeterainya perjanjian perolehan bagi tiga buah kapal Littoral Mission Ship Batch 2 dengan negara Turkiye baru-baru ini,” katanya di Dewan Rakyat.
Perolehan 3 buah LMSB2 itu dilakukan melalui kaedah Government to Government (G2G) dengan negara Turkiye.
RMKe-13 merangkumi tempoh tahun 2026-2030.
“Perolehan bagi baki 3 buah LMS lagi akan dimasukkan di bawah RMKe-13,” ujar beliau.
Selain LMS, TLDM turut merancang perolehan 2 buah kapal Multi Role Support Ship (MRSS), 3 buah kapal Littoral Mission Ship Batch 3, 4 buah helikopter anti kapal selam dan 6 buah Unmanned Aerial Vehicle (UAV).
“Proses perolehan bagi aset-aset baharu ini dijangka berlangsung sehingga 2030. Kesemua perolehan aset TLDM ini dianggarkan berjumlah RM10 – RM11 bilion bergantung kepada keadaan ekonomi semasa kerajaan,” katanya.

“Di bawah RMKe-13 pula, usaha memperkasakan armada TLDM diteruskan dengan termeterainya perjanjian perolehan bagi tiga buah kapal Littoral Mission Ship Batch 2 dengan negara Turkiye baru-baru ini,” katanya di Dewan Rakyat.
Perolehan 3 buah LMSB2 itu dilakukan melalui kaedah Government to Government (G2G) dengan negara Turkiye.
RMKe-13 merangkumi tempoh tahun 2026-2030.
“Perolehan bagi baki 3 buah LMS lagi akan dimasukkan di bawah RMKe-13,” ujar beliau.
Selain LMS, TLDM turut merancang perolehan 2 buah kapal Multi Role Support Ship (MRSS), 3 buah kapal Littoral Mission Ship Batch 3, 4 buah helikopter anti kapal selam dan 6 buah Unmanned Aerial Vehicle (UAV).
“Proses perolehan bagi aset-aset baharu ini dijangka berlangsung sehingga 2030. Kesemua perolehan aset TLDM ini dianggarkan berjumlah RM10 – RM11 bilion bergantung kepada keadaan ekonomi semasa kerajaan,” katanya.

Malaysia Plan, 2021-2025 (Twelfth Plan), the Government maintained the statutory debt limit at 65% of GDP under the Loan (Local) (Statutory Ceiling for Borrowing) and Government Funding (Statutory Ceiling of Moneys Received) Order 2022 [P.U. (A) 399/2022] which came into effect on 1 January 2023. As at end-August 2023, the Federal Government statutory debt which comprises MGS, MGII and MITB recorded 59.9% of GDP, below the stipulated debt ceiling.

This suggests that an increase in Public Debt corresponds to a substantial rise in Defence Spending. Additionally, the study underscores the influence of Gross Domestic Saving and Exchange Rate on Defence Spending, with coefficients of 1.5996 (p < 0.01) and 0.4703 (p < 0.05), respectively. These findings contribute valuable insights into the fiscal dynamics of Malaysia's defence budget, shedding light on the interplay between Public Debt and strategic resource allocation. The incorporation of control variables enhances the robustness of the analysis, providing a nuanced understanding of the factors shaping defence spending in the Malaysian context.
