Satrad 242 Biak, Penjaga Pintu Utara di Wilayah Papua

Selasa, 5 Desember 2017, empat pesawat militer berbendera Rusia itu akhirnya mendarat di Bandara Frans Kaisiepo, Kabupaten Biak Numfor, Provinsi Papua. Masing-masing dua pesawat angkut Ilyushin Il-76MD serta dua pembom jarak jauh Tupolev Tu-95 Bear.

Pengatur lalu lintas (ATC) Bandara sempat dibuat kaget ketika mendapat laporan bahwa pesawat Rusia akan mendarat di Biak.

“Saat pesawat Rusia ke sini Desember 2017, melintasi khatulistiwa pertama kali. Radar sipil tidak bisa menangkap karena (pesawat militer) tidak nyalakan transponder, jadi radar sipil minta bantuan kita untuk deteksi pesawat Rusia,” ujar Komandan Satuan Radar (Satrad) 242 Tanjung Warari, Biak, Letkol Lek Eko Patra Teguh, S.T beberapa waktu lalu.

Kejadian tahun lalu itu, seperti dikutip id.rbth.com, adalah kali pertama dalam sejarah dua pengebom jarak jauh Tu-95MS melintasi Samudra Pasifik untuk menuju negara kepulauan terbesar di dunia yang berada di khatulistiwa.

Kisah ini membuktikan pentingnya keberadaan Satuan Radar di wilayah Indonesia timur. Radar sesuai fungsinya, ibarat pagar imajiner yang menutupi sebuah wilayah sesuai kemampuannya.

“Kami satuan pelaksana di bawah Kosek Hanudnas IV, kami mengoperasikan radar Master-T untuk melakukan deteksi dini, pengendalian intersepsi pesawat tempur sergap dan pesawat sergap low speed dalam rangkap operasi pertahanan udara,” tutur Letkol Eko.

Komando Sektor Pertahanan Udara (Kosek Hanudnas) IV membawahi empat satuan radar. Yaitu Satrad 242, Satrad 243 Timika, Satrad 244 Merauke, dan Satrad 245 Saumlaki. Keempat Satrad ini sudah menggunakan radar yang sama, yaitu Master-T buatan Perancis.

“Posisi kita di atas Papua di Pulau Biak, di ujung timur Biak. Adanya di Tanjung Warari, aslinya disebut Tanjung Barari namun karena penyebutan lama-lama jadi Warari,” jelas Eko soal penamaan kampung ini.

Posisi radar ini cukup jauh dari Kota Biak, yaitu 60 kilometer.

Mylesat.com berkesempatan mengunjungi Satrad 242 bersama belasan wartawan Ibukota dalam kegiatan Press Tour Media Dirgantara 2018 yang digelar Dinas Penerangan TNI AU di Lanud Manuhua, Biak, Papua selama dua hari (13-14 Desember 2018).

“Ini tempat yang paling rahasia, beruntung teman-teman bisa masuk ke sini dengan leluasa,” ujar Komandan Lanud Manuhua, Biak, Marsma TNI Fajar Adriyanto yang mendampingi awak media.

Perjalanan darat ke Satrad ditempuh sekitar 1,5 jam. Jalan berkelok-kelok dan menyusuri pantai, menemani perjalanan ke Satrad 242. Posisi Satrad 242 berada persis di ujung jalan, jalan mentok, kemudian berbelok ke kiri. Tamu akan disambut pos pengamanan yang dijaga anggota Paskhas TNI AU.

Tidak ada pemukiman di sekitar Satrad 242. Hanya kicauan burung di hutan dan deburan ombak yang menemani mereka. Satrad 242 benar-benar berada di tengah hutan di sebuah ketinggian. “Kampung terdekat 10 km dari Satrad,” ujar Fajar.

Kebetulan sekali saat itu aliran listrik sedang padam karena tiang listrik tumbang dihantam pohon.  Alhasil rekan-rekan wartawan pun berjuang untuk mendapatkan sinyal handphone. Sementara operasional Satrad 242 tidak terpengaruh karena mendapat pasokan listrik dari genset.

Dengan empat Satrad yang beroperasi di wilayah Kosek Hanudnas IV, otomatis tidak ada lagi celah yang bisa disusupi penerbangan gelap. Master-T yang dioperasikan Satrad 242 pun memiliki cakupan luas. Ke timur hampir menjangkau Jayapura, bahkan overlap dengan radar Timika.

“Coverage kami yang riil, ya, saat kedatangan bomber Rusia itu. Karena misinya militer jadi tidak mengaktifkan transponder, tapi radar kami bisa menangkapnya,” ungkap Eko.

Kepada para wartawan, Eko pun sedikit memberikan pembekalan tentang cara kerja radar militer master-T.

“Kalau radar militer, mau (transponder) diaktifkan atau tidak, asal lewat pasti tertangkap,” kata Eko.

Radar militer aktif seperti Master-T, cara kerjanya adalah memancarkan sinyal dan kemudian menerima pantulannya untuk diproses. Sementara radar sipil modelnya seperti tanya jawab.

Radar Master-T memiliki kemampuan tiga dimensi dan menyediakan data lengkap kondisi pesawat. Kemampuan early warning-nya hingga 240 Nm, berkemampuan GCI (ground control interception) sehingga mampu mengendalikan pesawat tempur kawan menuju target.

Begitu pula kemampuan scanning, Master-T termasuk yang terbaik. Jika ada obstacle, scan mode-nya akan menyesuaikan.

Paling hebat lagi adalah kejeliannya dalam mendeteksi target alias high resolution. Jika formasi F-15 Eagle dan F-16 Fighting Falcon Israel begitu rapat hingga terdeteksi hanya satu pesawat saat menyerang Osirak di Irak pada 7 Juni 1981, dipastikan tidak akan berhasil jika teknologi high resolution sudah ditemukan.

“Sangat jeli sehingga bisa mendeteksi pesawat yang terbang formasi, jika formasi terlalu dekat Master-T tetap bisa deteksi berapa pesawat, bukan menjadi satu pesawat seperti radar dulu,” urai Eko sambil menambah bahwa Master-T juga memiliki kemampuan antijamming.

Satrad 242 adalah satuan radar pertama yang dibangun TNI AU di wilayah Papua. Untuk radar Master-T sendiri, juga yang pertama digunakan oleh TNI AU.

Mulai beroperasi sejak 2005, Marsma Fajar mengaku sempat ditugaskan membawa F-16 ke Biak untuk menguji kesiapan Master-T.  

“Tahun 2006 saya ke sini terbang untuk menguji radar ini, apakah berfungsi dengan baik atau belum,” jelasnya.

Karena posisinya berada di atas Papua, maka Satrad 242 bertanggung jawab menjamin tidak ada penerbangan gelap dari utara.

Dengan telah lengkapnya tergelar radar di wilayah Papua, maka PR pemerintah tinggal menempatkan skadron udara terutama skadron tempur di wilayah Papua.

Sehingga setiap ada upaya penerobosan wilayah udara nasional secara ilegal, TNI AU bisa melakukan penindakan langsung dengan menerbangkan pesawat tempur.

Fajar mencontohkan saat mengejar F/A-18 Hornet yang berpangkalan di kapal induk bermanuver di atas Bawean, ia harus menggenjot F-16 hingga kecepatan maksimal agar bisa tiba di lokasi secepat mungkin.

“Saya ngejar Hornet sampai Mach 1 karena scramble dan harus cepat tiba di lokasi. Makanya di Papua harus ada skadron tempur,” ungkap Fajar yang pernah menjadi Komandan Skadron Udara 3 Lanud Iswahjudi, Madiun.

Royal Thai Navy Selecs U-1 UAV for Maritime Survellance

Royal Thai Navy has announced to RV Connex Co., Ltd. (RV Connex) Thailand to win the selection of the purchase of an unmanned aircraft system (UAV) for a project to develop a long-term maritime surveillance project with a total of 109,600 Baht ($ 3,355,654).

Earlier in the year 2017 The Royal Thai Air Force has ordered the supply of 16 unmanned aircraft systems RTAF U-1 UAV with ground control station system, which is based on the Sky Scout tactical unmanned aircraft system of Thai Connex RV Company.

It is one of the supporting sectors of the Thai Navy's for defence industry, by the Royal Thai Navy has developed and procured many unmanned aerial vehicles systems that have been developed in Thailand for continuous use.

Indonesia Purchases Didgori Georgian Armored Medical Evacuation Vehicles

Georgian web resource scout-thedeaddistrict.blogspot.com reported that Director General of the State Military Science and Technology Center Delta of the Georgian Ministry of Defense Ucha Dzidzuashvili, speaking on December 27, 2018, on the results of this enterprise’s work in 2018, said, in addition to in other words, that a contract has been signed with Indonesia for the supply of the Georgian made-up Didgori armored medical evacuation vehicles produced by the Delta STC.

Philippines Considers Land Based Brahmos Missile

Thai Destroyer Visited Hong Kong and Vietnam on the Way Home

The Royal Thai Navy's latest destroyer, the HTMS Tachin (FFG-471) on its way back from Korea, will visit a host of Asian countries, with the first stop. The first is Hong Kong.

Reportedly, HTMS Tachin (FFG-471) is one of the two DW 3000F class warships built by South Korea's Daewoo Marine Group for the Royal Thai Navy . London is planning to set up new military bases in the Caribbean and in Southeast Asia after it completes the Brexit process, The Sunday Telegraph reported, citing British Secretary of State of Defence Gavin Williamson. He reportedly called Brexit "the biggest moment" for the UK since the end of the Second World War and said that it would allow London to "recast ourselves in a different way" and "play the role on the world stage that the world expects [the UK] to play".

"For so long — literally for decades — so much of our national view point has actually been coloured by a discussion about the European Union. This is our moment to be that true global player once more", he said.

The secretary of defence further stated that leaving the EU would allow the UK to forge deeper ties with Australia, Canada, New Zealand, as well as with Caribbean and African states.

An anonymous source close to Williamson earlier told the newspaper that new bases could be stationed in Singapore or Brunei, and on Montserrat Island or in Guyana within the next few years.

The UK currently has 15 overseas military bases, including on the Falkland Islands, in Cyprus, Canada, Gibraltar and the British Indian Ocean Territory, but British forces are due to leave their German base in 2019.

Vietnam Started Receiving T-90 tanks
