Merdeka.com - Menteri Pertahanan Ryamizard Ryacudu mengakui telah menyepakati pembelian satu skuadron atau 16 unit pesawat F-5 Tiger milik TNI Angkatan Udara yang akan memasuki masa pensiunnya dengan pesawat tempur Sukhoi SU-35 dari Rusia. Ryamizard mengatakan, bahwa pada bulan September 2015 akan ada penandatanganan pembelian Sukhoi dengan pihak Rusia.
"Kita sepakat (Panglima TNI dan Kasau) akan membeli satu skuadron Sukhoi SU-35 dari Rusia untuk menggantikan pesawat tempur F-5 Tiger," kata Ryamizard usai sidak alutsista di Balatyon Yonif Mekanis 201 Jaya Yudha, Jakarta, Rabu (2/9).
Menurut dia, pihaknya memilih Sukhoi SU-35 sebagai pengganti F-5 Tiger karena TNI Angkatan Udara sudah terbiasa menggunakan Sukhoi. "Sekarang kita memiliki pesawat tempur dari Amerika (F-16), Tiongkok, dan Rusia. Kita bukan negara yang blok-blokan," kata dia.
Lanjut dia, pembelian pesawat Sukhoi itu akan dilakukan secara bertahap sesuai dengan kemampuan keuangan negara. "Kita ingin membeli satu skuadron, tetapi disesuaikan kemampuan pemerintah," kata Ryamizard.
Di kesempatan yang berbeda, Dirjen Perencanaan Pertahanan Kemhan Marsekal Muda TNI M. Syaugi mengatakan bahwa pembelian pesawat Sukhoi 35 yang baru melalui alih teknologi atau transfer of technology (ToT) dengan pihak Rusia.
"Ini sesuai dengan aturan yang ada bahwa kalau kita ingin membeli alutsista harus ada ToT. Semua itu disesuaikan dengan kemampuan. Jadi, berapa kemampuan anggaran kan tidak mungkin kita minta satu unit terus minta TOT bikinnya gimana, jadi disesuaikan dengan uang yang ada," kata Syaugi.
"Kita ini kan belum diputuskan uangnya berapa. Kita sudah ingin beli itu cepat-cepat. Penetapan dari Bappenas itu belum keluar. Mungkin dihitung-hitung dahulu dolarnya berapa. Berapa ini mampunya negara, ini kan dari pinjaman luar negeri," tukas Syaugi.

During his visit to Malaysia, French Defense Minister Jean-Yves Le Drian dicussed Kuala Lumpur’s interest to buy one of the two Mistral-class helicopter carriers initially ordered by Russia, Bernama reported citing a representative of the French delegation.
On Tuesday, Malaysian Prime Minister Najib Razak held a meeting with Le Drian and French defense industry officials.
According to Bernama, Le Drian and his Malaysian counterpart Hishammuddin Hussein will head a Franco-Malaysian defense committee.
However, Malaysian Defense Minister Hishammuddin Hussein has denied he had discussed the possibility of Mistral-class helicopter carriers purchase with his French counterpart.
Earlier, the French newspaper Tribune reported that Malaysia had expressed interest for the purchase of a Mistral-class helicopter-carrier within 10 years. Among other contenders is India which Le Drian to visit at the end of his Asian journey.
In early-August, Moscow and Paris agreed on the cancellation of a €1.2 billion contract on the delivery of two Mistral-class ships. After the Russian equipment is dismantled from the carriers France will be able to take charge of the ships.
On August 26, the administration of French President Francois Hollande announced that France paid off compensation to Russia. The sum of the compensation will be made public after a bill on the issue is submitted to the French parliament.

The Royal Australian Navy ANZAC-class frigate HMAS Ballarat has completed dock work related to the Project SEA 1448 Phase 2 Anti-Ship Missile Defence (ASMD) upgrade and will be commencing sea trials with its newly installed equipments, BAE Systems Australia announced on 2 September.
The upgrades include the installation of the CEAFAR S-band active phased-array radar and CEAMOUNT X-band multichannel active phased-array missile fire-control illuminator developed by Australian company CEA Technologies, introduction of the Saab Systems 9LV 453 combat management system Mk 3E system, and installation of the Sagem Vampir NG infrared search-and-track system.
The upgrades will enable each frigate to identify, track, and guide its RIM-162 Evolved SeaSparrow Missiles (ESSMs) to multiple targets simultaneously. Besides the ASMD-related components, the vessels are also being modified to accommodate the MH-60R naval helicopter.
HMAS Ballarat is the fifth vessel to receive the upgrade under an AUD650 million (USD456 million) programme to bolster the ANZAC class' anti-ship missile defence capabilities. Work on the frigates is being carried out by the ANZAC Ship Integrated Material Support Programme Alliance grouping of BAE Systems, Saab Systems, and the Australian Department of Defence Capability Acquisition and Sustainment Group.
"The programme is on track to be completed in 2017 and will include upgrades to a further three vessels, including HMAS Parramatta , HMAS Toowoomba , and HMAS Stuart ," said BAE Systems Australia in its statement.

Jakarta, DMC – Pemerintah Denmark melalui Duta Besar Denmark untuk Indonesia menyampaikan tawaran dan keinginan Dermark untuk menjalin kerjasama di bidang industri pertahanan dengan Indonesia. Denmark menyatakan siap untuk melakukan kerjasama khususnya kerjasama dalam transfer teknologi dan produksi bersama pembuatan radar.
Tawaran tersebut disampaikan Duta Besar Denmark untuk Indonesia, H. E. Casper Clynge, saat melakukan kunjungan kehormatan kepada Menteri Pertahanan Republik Indonesia Ryamizard Ryacudu, Selasa (1/9) di kantor Kementerian Pertahanan, Jakarta.
“Kami sampaikan bahwa komitmen Pemerintah Denmark untuk dapat berinvestasi di Indonesia. Jadi nanti pembelian radar ini tidak hanya semata-mata menjual radar saja, tetapi juga ingin memberikan transfer teknologi, penyediaan lapangan kerja dan juga akan ada produksi bersama”, jelas Dubes Denmark untuk Indonesia.
Lebih lanjut Dubes Dermark menjelaskan, perusahaan pembuat radar di Dermark merupakan salah satu perusahaan terbaik dan memiliki banyak pengalaman serta sudah cukup dikenal di Eropa.
Denmark juga menjamin bahwa penjualan radar kepada Indonesia tidak semata-mata hanya mempertimbangkan kualitas dan harga, tetapi juga tidak ada batasan untuk Indonesia. Penjualan juga tidak ada batasan dari Uni Eropa dan merupakan murni dari otoritas Pemerintah Dermark.
Diungkapkannya, perusahaan pembuat radar di Denmark siap berkerjasama dengan perusahaan di Indonesia baik dari BUMN maupun perusahaan swasta. Dengan demikian, diharapkan kedepan Indonesia mampu membuat radar secara mandiri untuk pemenuhan kebutuhan dalam negeri, bahkan di export untuk kebutuhan di kawasan.

A new Australian-built landing craft to be donated to the Kingdom of Tonga is currently undertaking final sea trials and will be delivered to the archipelagic country in early September 2015, the Australian Department of Defence (DoD) announced on 31 August.
The donation, first revealed in May 2014 and worth approximately AUD5 million (USD3.58 million), is being made as part of a defence co-operation programme established between the two countries. The DoD said in a statement that the donation "will enhance the Tongan military's capacity to reach remote communities for nation building construction activities, as well as responding to domestic humanitarian assistance and disaster relief operations, such as cyclones."
The vessel has been manufactured by Newcastle-based shipbuilder Forgacs Engineering. According to specifications provided by the company, the craft has a length of 30.4 m and a beam of 8 m. It can accommodate six crew, and has a top speed of 10 kt. Besides transporting personnel and equipment, the vessel can also be used for emergency towing.
"This project complements Australia's Pacific Patrol Boat Program and follow-on Pacific Maritime Security Program, as a practical demonstration of Australia's enduring commitment to security, stability, and development in the South Pacific" said the DoD.

Malaysia is reviewing a proposal from France to buy Rafale fighter jets but any decision would depend on how affordable the aircraft are, Defence Minister Hishammuddin Hussein said on Tuesday.
Malaysia, which wants to replace its fleet of Russian MiG-29 fighters, is said to be looking at the Rafale, Boeing's F/A-18, Swedish firm Saab's Gripen and the Eurofighter Typhoon.
French manufacturer Dassault Aviation, which builds the Rafale, is said to be in talks with Malaysia to supply 16 of the multi-role combat jets.
"It's too soon to announce anything about it," Hishammuddin told a joint news conference with French Defence Minister Jean-Yves Le Drian in the Malaysian capital.
"It's part and parcel of the industry and it's a proposal we look at and I have been very transparent with the Malaysian public that it's a question of affordability," he added, when asked about Malaysia's interest in the fighter jet.
A Malaysian decision had been expected this year, but aviation industry executives have warned that fiscal troubles stemming from lower prices for oil and commodities could lead to delays in placing the order.
Hishammuddin also said he had no discussions on Tuesday with his French counterpart on the procurement of Mistral helicopter carriers, which the French are trying to sell.
France last year suspended the sale of two Mistral warships to Russia, after coming under pressure from its Western allies over Russia's role in the Ukraine crisis.
President Francois Hollande has said there were a number of potential buyers for the carriers. Countries said to be interested in the helicopter carrier included Malaysia, Brazil, Singapore, Canada and Egypt.

The Royal Thai Navy (RTN) has procured four new M21-class patrol boats from local shipyard Marsun Company Limited, a company official confirmed on 1 September.
A contract for the vessels was signed on 14 July 2015 at the RTN head office in Bangkok, Marsun's head of marketing, Theerabhat Sroisena, said in response to queries from IHS Jane's . The RTN currently operates three M21-class patrol boats, which were delivered by Marsun in May 2013.
According to specifications provided by the shipyard, the M21 patrol boat is 21.4 m long, has a beam of 5.56 m, and a draught of 1.05 m. Powered by two MAN diesel engines driving two fixed pitch propellers, the vessel has top speeds in excess of 30 kt, a range of 350 n miles, and an endurance of 24 hours. It can accommodate nine crew and can carry 4,000 litres of fuel and 1,200 litres of water.
The aluminium-hulled platform is equipped with X-band radar, and has one bow-mounted Denel GI-2 20 mm gun as its main weapon. The vessel also carries a stern-facing 12.7 mm machine gun with a co-axial 81 mm grenade launcher. It also can embark one rigid hull inflatable boat.
Like the previous three vessels, the boats are likely to be deployed primarily for exclusive economic zone (EEZ) patrolling and other constabulary and protection duties with the RTN's Coast Guard Squadron.
