Pembangunan infrastruktur vital dikebut, insinyur pun disiapkan seiring dimulainya kontrak alih teknologi penuh dengan Perancis. Kesiapan PT PAL kini dipertaruhkan.

Deru mesin dan denting logam yang bersahutan dari Divisi Kapal Selam di ujung utara Kompleks PT PAL Indonesia, Surabaya, Jawa Timur, terdengar lebih bersemangat dari biasanya. Di atas lahan seluas satu hektar, jajaran besi menancap pada beton-beton fondasi dermaga. Lokasi itu bakal menjadi denyut nadi industri pertahanan menampung teknologi canggih.

PT PAL Indonesia, produsen kapal perang nasional, kini benar-benar sedang berpacu dengan waktu. Mereka mengejar tenggat untuk menyiapkan seluruh fasilitas yang dibutuhkan untuk ”melahirkan” sang predator laut dalam, kapal selam Scorpene.

Kebutuhan akan fasilitas modern ini bukanlah isapan jempol. Pengalaman adalah guru terbaik. Kepala Divisi Kapal Selam PT PAL Indonesia Agus Rifai mengungkapkan, pelajaran berharga dipetik saat peluncuran KRI Alugoro 405 pada 2021 lalu, kapal selam pertama yang berhasil dirakit di dalam negeri.

”Ternyata dalam proses peluncuran KRI Alugoro kemarin, kami belum punya fasilitas yang namanya "shiplift". Akhirnya pemerintah memberikan bantuan di PMN (penyertaan modal negara) 2021 untuk melengkapi proses kami sehingga PT PAL bisa 100 persen melaksanakan "whole local production" kapal selam,” ujar Rifai di sela-sela kunjungan eksplorasi industri pertahanan ke PT PAL Indonesia, Surabaya, Jawa Timur, Rabu (25/6/2025).

Bantuan pemerintah itu kini berwujud proyek masif. Progres pembangunan dermaga kapal selam yang dikerjakan oleh PT PP (Persero) Tbk tampak signifikan. Aktivitas pembangunan yang dimulai 14 Juni 2024 kini sudah mencapai 62 persen. Torehan ini bahkan melebihi rencana awal.

Secara keseluruhan, pekerjaan struktur dermaga akan tuntas pada Desember 2025. Setelah itu, pekerjaan akan menyisakan aktivitas pengerukan ruang sandaran kapal selam hingga kedalaman 16 meter dan instalasi fasilitas "shiplift" itu sendiri, yang teknologinya didatangkan dari Syncrolift, perusahaan asal Norwegia yang menjadi rujukan dunia.

Fasilitas baru ini dirancang dengan spesifikasi yang jauh melampaui kebutuhan Scorpene. Kapal selam asal Perancis itu memiliki bobot 2.000 ton, tetapi kapasitas "shiplift" mampu mengangkat beban hingga 6.000 ton. Konstruksinya diklaim sangat kokoh dengah perhitungan 15 ton per tiang pancang.

Kemampuan angkat yang masif itu bukan tanpa alasan. Fasilitas tersebut dirancang serbaguna. Tidak hanya kapal selam, kapal-kapal permukaan, seperti fregat, pun bisa ”digendong” oleh "shiplift" ini. Rencana itu bahkan sudah konkret.

”Nanti di bulan Agustus (2026), kapal Fregat Merah Putih (unit) kedua yang ada di hangar akan kita pindahkan melalui "shiplift" ini untuk dimasukkan ke dok guna melanjutkan proses konstruksi,” ungkapnya.

Di jantung kawasan ini, berdiri tiga hanggar utama berukuran total 100 x 100 meter. Seluruh proses vital berlangsung di sana. Mulai dari pengepresan lambung "hull pressing", penyambungan, hingga pemasangan seluruh perlengkapan canggih "outfitting", semuanya dilakukan dalam satu alur produksi yang terintegrasi.

Kecanggihan tak berhenti di situ. "Shiplift" ini nantinya akan dilengkapi dengan sistem transversal "boogie", yang memungkinkan kapal selam tidak hanya bergerak maju-mundur dari laut ke hangar, tetapi juga bisa digeser ke samping menuju dermaga rawat (dermaga bay).

”Karena rumitnya kebutuhan inilah yang menjadikan fasilitas ini sejatinya cukup mahal untuk bisa diaplikasikan,” tutur Rifai.

Pada akhirnya, semua pacuan waktu ini bermuara pada satu momen pembuktian. Sebuah momen saat kapal selam Scorpene pertama buatan Indonesia diluncurkan dari dermaga ini. Dunia akan menjadi saksi kemampuan PT PAL Indonesia memproduksi dan merawat Scorpene, kapal selam senilai Rp 15 triliun.

Untuk diketahui, kontrak kapal selam Scorpene antara Indonesia dan Naval Group, Perancis, ditandatangani pada 28 Maret 2024. Namun, kontraknya belum efektif karena belum ada pembayaran uang muka. Kontrak ini mencakup pembangunan dua unit kapal selam Scorpene di PT PAL Indonesia.

Ingin dipercepat
Project Director untuk Kapal Selam Scorpene PT PAL Laksamana Muda (Purn) Wiranto mengungkapkan adanya arahan baru yang mengubah dinamika proyek secara fundamental. Proyek yang semula dirancang untuk berjalan selama 96 bulan atau delapan tahun untuk pembangunan dua kapal selam di Surabaya kini diminta untuk berlari lebih kencang.

”Ini menarik sekali. Beberapa bulan yang lalu, Bapak Presiden meminta kepada tim, yaitu tim dari PT PAL dan mitra kita dari Naval Group, untuk (proyek ini) dimajukan lebih cepat tiga tahun,” tuturnya.

Permintaan ini, lanjutnya, sontak menjadi sebuah tantangan besar yang harus dijawab bersama. Kalkulasi ulang, penjadwalan yang lebih agresif, dan inovasi proses kini menjadi pekerjaan rumah utama bagi kedua belah pihak.

Di sisi lain, Wiranto memaparkan bahwa proyek ini akan dimulai dengan tingkat komponen dalam negeri (TKDN) sebesar 30 persen. Angka ini merupakan pijakan awal dalam sebuah maraton panjang menuju kemandirian penuh, yang menjadi sasaran utama dari seluruh proyek alih teknologi ini.

”Kalau tidak salah, sampai dengan tahun 2045, sasaran kita nanti harus bisa melaksanakan ekspor kapal selam,” tambahnya.

Sementara itu, Kepala Biro Humas Kementerian Pertahanan Brigadir Jenderal Frega Wenas Inkiriwang yang menyambangi lokasi pembangunan, memandang hiruk-pikuk galangan kapal PT PAL sebagai bagian dari sebuah maraton panjang. Pembangunan postur pertahanan yang ideal diakui sebagai sebuah upaya yang menuntut kesabaran, biaya, dan di atas segalanya, komitmen yang tak lekang oleh waktu.

”Bicara penguatan postur pertahanan, itu tidak bisa dibangun dalam waktu yang singkat. Untuk membangun sebuah kapal selam, misalnya, itu butuh 8 sampai 9 tahun, bahkan di beberapa proyek bisa sampai 10 tahun,” tuturnya.

Kesadaran akan rentang waktu yang panjang inilah yang melandasi komitmen pemerintah untuk menjaga keberlanjutan. Kendati kepemimpinan berganti, kontrak-kontrak strategis yang telah ditandatangani akan terus dihormati dan dijalankan hingga tuntas. 

Pemerintah melihat geliat industri pertahanan dalam kerangka filosofis yang lebih dalam. Di bawah payung "holding" Defend ID, perusahaan seperti PT PAL tidak lagi dipandang semata sebagai entitas bisnis yang mengejar keuntungan. Mereka adalah garda terdepan dalam sebuah perjuangan senyap.

Karena itu, inisiatif dan terobosan dari internal industri menjadi sebuah keniscayaan yang ditunggu-tunggu. Pemerintah mendorong agar BUMN pertahanan proaktif dalam riset dan pengembangan, menyiapkan fondasi sebelum panggilan tugas datang. Dengan begitu, saat negara memutuskan sebuah kebutuhan mendesak, industri nasional sudah dalam posisi siaga.

Peneliti militer dari Institute for Security and Strategic Studies (ISESS), Khairul Fahmi, menyebut langkah ini sebagai momen ”strategis dan bersejarah”. Namun, ia mengingatkan bahwa Scorpene bukanlah kapal selam biasa, melainkan sebuah platform tempur canggih yang menuntut tingkat kesiapan multidimensi.

Ia menekankan bahwa pembangunan fasilitas fisik seperti dermaga dan hanggar hanyalah satu bagian dari teka-teki besar. Aspek yang jauh lebih krusial adalah memastikan seluruh fasilitas itu memenuhi standar presisi tinggi yang disyaratkan Naval Group.

”Hal yang perlu diperhatikan, antara lain, adalah akurasi permesinan berat, sistem "lifting" presisi tinggi, dan sistem perlindungan terhadap kebocoran informasi. Ini bukan sekadar soal membangun fisik, tapi bagaimana memastikan semua fasilitas itu bisa digunakan secara efisien dan aman,” jelasnya.

Lebih jauh, Fahmi menggarisbawahi esensi dari proses alih teknologi (ToT) itu sendiri. Menurut dia, kesuksesan proyek ini akan hampa jika Indonesia hanya menjadi ”tukang rakit”. Taruhan sesungguhnya terletak pada kedalaman ilmu yang diserap. Untuk itu, pelibatan ekosistem yang lebih luas—mencakup perguruan tinggi, pusat riset, dan industri komponen lokal—menjadi sebuah keharusan agar tidak berhenti sebagai proyek perakitan semata.

Aspek tata kelola yang baik dan transparan juga menjadi sorotan utamanya. Mengingat nilai proyek yang fantastis, potensi penyimpangan harus diantisipasi dengan pengawasan yang ketat tanpa mengorbankan kerahasiaan pertahanan.

”Jika semua itu dijalankan dengan tepat, Indonesia tak hanya akan memiliki kapal selam canggih, tapi juga akan memiliki industri strategis yang mandiri dan berdaya saing di kawasan,” tambah Fahmi.

      PROBLEMS MALONDESH SHIPYARD
      Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe. It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA.

    "Yang batch pertama ketika diuji coba saya dapat informasi adalah produk gagal. Karena selama ini kapal selam ini bench marking-nya kalau kita menggunakan kapal selam dari Jerman itu dalam airnya 90 hari ini kapal selam yang Chang Bogo ini itu naik 30 hari naik dulu baru turun lagi," ujarnya.



    "Ini pertanyaannya adalah kenapa produk yang gagal itu PT PAL mau jadi TOT-nya dan JV-nya untuk melakukan project itu lead indicator yang dianggap gagal dilanjutkan pada tahap kedua," lanjut Nusron.

    Nusron lantas menyinggung ke mana aliran uang dari pinjaman luar negeri (PLN) untuk tahap kedua. Secara logika, apabila sudah ada uang yang masuk, maka seharusnya PT PAL tidak perlu PMN.

    
"Saya nggak tahu persoalannya duitnya masuk ke Korea atau ke bank. Jangan-jangan duitnya itu karena sudah financial closure duitnya masuk ke Korea untuk uang mukanya itu," kata Nusron.
