Australian Navy Upgrades Its Satellite Communications

05 September 2025

The Maritime Advanced SATCOM Terrestrial Infrastructure System (MASTIS) is removed from HMAS Sydney at Garden Island, NSW (photo: RAN)

Navy’s SATCOM transformation begins

A sweeping project to replace Navy’s satellite communications got underway in August with the upgrade of HMAS Sydney’s SATCOM capability from the current Maritime Advanced SATCOM Terrestrial Infrastructure System (MASTIS) to the King Cobra system.

The MASTIS system was the first of its kind when installed across the fleet in the early 2000s.

The dual-band terminal could transmit and receive simultaneously across multiple SATCOM frequencies and enabled communication with the Optus/ADF satellite constellation launched in 2003.

The King Cobra and Cobra systems were selected as Navy’s primary and alternate SATCOM systems to replace MASTIS after 25 years.

Developed with support through the Defence Innovation Hub, the King Cobra and Cobra systems provide an enhanced capability and are capable of operating on the Wideband Global SATCOM (WGS) constellations.

The new systems provide greater bandwidth and coverage to satellites in different orbits, leading to more assured communications for the fleet.

The WGS constellation in geostationary orbit provides communications for the United States military and partner forces such as Australia.

The installation of the King Cobra terminal on six frigates commences with HMAS Ballarat next year.

The King Cobra can communicate with satellites in low-Earth orbit to geostationary orbit and will be installed on the guided-missile destroyers, landing helicopter docks, auxiliary oiler replenishment ships and landing ship docks, with HMAS Sydney being the first to receive the King Cobra SATCOM system.

The rollout is expected to be completed by the end of the decade.

Capability Acquisition and Sustainment Group project manager Ruiqi Wang said the new systems provide greater bandwidth and coverage to satellites in different orbits, leading to more assured communications for the fleet.

In 2023, it was announced Brisbane communications company EM Solutions would provide upgraded SATCOM systems under a contract worth $150 million.

Mr Wang said domestic manufacture and supply was important for maintaining system components across the existing fleet.

SEA 1442 Phase 3 Internet Protocol based Maritime Tactical Wide Area Network (image : Thales)

Next Generation Naval Communications Contract Keep Navy Connected

Thales Australia has been awarded a contract extension by the Australian Department of Defence for the SEA 1442 Phase 3 program, an Internet Protocol (IP) based Maritime Tactical Wide Area Network (MTWAN) supporting the Royal Australian Navy’s Maritime Communications Modernisation and network centric warfare priorities.

Thales’s MTWAN operates at the critical core of the RAN’s maritime communication systems integration and implementation. The innovative solution involves an integrated IP-based digital environment, interfacing with a range of existing RAN systems. This low-risk approach provides future-proofing through the use of Commercial Off The Shelf components, and reduces through life support costs.

Over the duration of the SEA 1442 Phase 3 program, Thales’s continuous improvement policy and global access to cutting edge technologies has enabled the adoption and implementation of next generation improvements to the system, ensuring the system is future proof, capable of supporting current and future information exchange demands, whilst also ensuring interoperability with joint, coalition and allied systems.

Thales has developed and deployed several major baseline upgrades of MTWAN to support the growing demands of increased bandwidth for deployed forces, diversity of communication bearers and enhanced cyber security of tactical networks at sea. This work has included the integration of additional commercial and military SATCOM systems, Joint Domain networks, and improved bandwidth utilisation tools.

The contract extension is testament to the Thales Australia team’s deep technical know-how delivered by experienced and highly capable Australian-based engineers located at Thales’s Secure Communications Centre of Excellence at Rydalmere in Western Sydney.

Vice President for Digital Systems at Thales Australia & New Zealand, Peter Bull, said “We’ve actively supported the RAN for the last 12 years with the MTWAN system, ensuring this critical capability delivers the security and reliability the RAN requires on operation. We’re proud the Commonwealth has shown confidence in its partnership with Thales Australia by extending this MTWAN support contract even further.”

Boeing Completes Currawong Battlespace Communications System

12 Oktober 2022

In 2015, Boeing Defence Australia was formally tasked with modernising the Australian Army’s battlefield telecommunications network under Land 2072 Phase 2B. In just eight years, a team of more than 200 people, located primarily in Brisbane, has designed and developed a world-leading system which provides the Australian Army with access to more voice, data and video services in the field than ever before.

Named “Currawong” by the Australian Army, the system comprises all of the technology and hardware needed to enable deployed forces to securely connect to one another and headquarters from anywhere in the world, anytime.

It includes multiple transmission options, from Wideband Global Satellite to fibre to public networks, combined with innovative system management and networking software, to deliver high-quality, uninterrupted communications services. These services can be tailored for any sized mission — from supporting a small unit to providing full remote headquarter operations.

“The Currawong Battlespace Communications System is one of the most successful complex development programs undertaken in our recent history,” said Scott Carpendale, vice president and managing director of Boeing Defence Australia.

“Approximately AUD $700 million was invested in design, development and production of this purpose-built system which firmly establishes Australia as a leader in development of sophisticated military communications products and systems.”

The game-changer for the project was the adoption of an agile development methodology which involved building small capability blocks and testing them often with the Australian Army end-user.

“The close collaboration between Boeing Defence Australia and the Commonwealth in the design and development of the Integrated Battlefield Telecommunications Network (I-BTN) has been key in the successful implementation of this capability for Defence,” said COL Michael King, Director Land Command, Control, Communications and Computing (C4) Program within Army Headquarters.

“The relationship has been built on a shared commitment to provide soldiers and commanders the equipment to achieve the mission, and a willingness to work to a common goal of continuous improvement to meet emerging requirements.

“The I-BTN of today has continued to be developed alongside the introduction of new technologies to ensure there is an up-to-date, adaptive and resilient network architecture for Defence’s land domain,” said COL King.

Also key to the program’s success was the engagement of an extensive network of Australian small-to-medium enterprises.

“More than 220 Australian businesses provided everything from ground-up electronics to mechanical and software development,” said Tom Minge, Boeing Defence Australia Currawong program director.

“Their capacity to respond to changing customer requirements with agility, to push boundaries and work at pace has been vital to BDA’s ability to innovate and successfully deliver our milestones on time and on budget.”

With the initial acquisition program under Land 2072 Phase 2B mostly completed, Boeing Defence Australia is already taking the battlespace communications system to the next level – through further advancement to safeguard its relevance for an evolving threat environment, and through application to other platforms to make it a true joint force architecture.

The first major development has been the extension of the Australian government’s commitment to the program through a multi-year Capability Enhancement Program.

“In the past, at the completion of development programs such as Currawong, we would traditionally shift to a pure sustainment contract, with limited scope for upgrades and enhancements,” said Minge.

“But in a tangible demonstration of the value of the capability, the Australian government has funded the continued evolution and development of the system through to 2026, committing to its longevity and future-proofing communications connectivity for Australian deployed forces globally.”

Boeing Defence Australia is also actively exploring the application of the Currawong capability to other platforms.

It has already been incorporated into Army vehicle tactical communications and has potential application for export and as a solution for SEA 1442, the Royal Australian Navy’s maritime communications program.

CANBERRA – Lockheed Martin Australia today announced the addition of two leading Australian companies, Blacktree Technology and DXC Technology Australia, to its JP9102 team.

The companies join a large and elite grouping of Australian SMEs and service providers supporting Lockheed Martin Australia to deliver a sovereign, resilient military satellite communication (MILSATCOM) capability for the Australian Defence Force (ADF).

“Lockheed Martin Australia’s JP9102 team is ready to accelerate the delivery of an operationally agile and flexible solution that has the capacity to meet the ADF’s evolving needs,” said David Ball, regional director for space at Lockheed Martin Australia. “We’re working hand-in-glove with an extensive set of local industry partners to build a highly skilled, high-value Australian workforce. These Australian companies will contribute to an extensible and resilient sovereign MILSATCOM solution that strengthens Australia’s space capability long into the future.”

Blacktree Technology, an Australian owned communications solutions specialist, has deep experience in mission-critical ultra-high frequency—or UHF—services for Defence. Blacktree will primarily support the Lockheed Martin Australia narrowband MILSATCOM ground segment.

“Blacktree welcomes the opportunity to support Lockheed Martin Australia on JP9102,” said Joe Nevin, managing director of Blacktree. “This agreement capitalises on our deep heritage in high mobility MILSATCOM and will in turn add to our capability and reputation as a market leader in UHF ground segment solutions.”

DXC Technology, a leading global IT services company, will oversee the development of ground and control segment cybersecurity architectures, including interfaces with existing hardware and external software elements.

“DXC in Australia is looking forward to working closely with Lockheed Martin Australia, a company that is spearheading the development of Australia’s space-oriented industries and technologies,” said Seelan Nayagam, DXC president, Asia Pacific.

“The opportunity to deliver cybersecurity architectures for JP9102 positions us at the very forefront of the industry, generating local and global opportunities.”

DXC and Blacktree join a growing network of Australian SMEs and team members, including Conscia, Av-Comm, Calytrix Technologies, EM Solutions, Shoal Group, Clearbox Systems, STEM Punks and Ronson Gears, that are supporting Lockheed Martin Australia to deliver best-of-breed sovereign solutions and supply chain opportunities for JP9102 and beyond.
