TNI AU Incar Pesawat A330 MRTT untuk Operasi Militer

Jakarta (ANTARA) - Wakil Kepala Staf TNI AU Marsekal Madya TNI Tedi Rizalihadi mengatakan pihaknya memang mengincar pesawat Airbus A330 Multi Role Tanker Transport (MRTT) seperti yang dimiliki French Air and Space Force atau AU Prancis.

Hal tersebut dikatakan Tedi setelah dirinya meninjau pesawat A330 MRTT yang dimiliki AU Prancis saat sedang berada di Lanud Halim Perdanakusuma melakoni latihan bersama misi Pegase 2026, Selasa.

"Sesuai dengan rencana strategis (renstra) kita, memang kita akan memiliki MRTT," kata Tedi kepada awak media di Lanud Halim Perdanakusuma, Jakarta Timur.

Menurut Tedi, pesawat itu sangat berguna untuk mendukung ragam operasi militer yang dilakukan TNI AU.

Dia menjelaskan pesawat ini bisa menjadi pusat komando pengendalian (Puskodal) berjalan yang berfungsi mengkoordinasikan pesawat tempur dan angkut dalam menjalankan operasi tempur.

Dengan adanya puskodal ini, sistem komunikasi antar pesawat bisa terintegrasi dan dapat terpantau langsung dari dalam A330.

Selain itu, pesawat tersebut juga mampu mengangkut 88 prajurit dan barang bawaan yang berkaitan dengan kebutuhan operasi tempur

Tidak hanya itu, pesawat ini juga dikerahkan untuk mengisi bahan bakar pesawat tempur di udara atau air to air refuiling.

Hal tersebut dimungkinkan terjadi karena pesawat tanker ini dapat mengangkut 110 ton bahan bakar minyak (BMM) untuk pesawat.

Deretan kemampuan itulah yang membuat TNI AU ingin memiliki pesawat pesawat ini lebih dari satu buah.

"Dengan luas wilayah kita yang sangat luas, itu minimal kita butuh 3 MRTT. Karena pesawat tempur kita sangat banyak," kata dia.

Kendati demikian, dia tidak mau berkomentar terlalu jauh soal upaya pembelian pesawat tersebut. Dia menyerahkan urusan pengadaan pesawat kepada pihak Kementerian Pertahanan (Kemhan).

REPUBLIKA.CO.ID, MOSKOW -- Pesawat pengisian bahan bakar angkut militer Ilyushin Il-78MK-90A menjadi salah satu elemen penting dalam pembahasan kerja sama Moskow dan Jakarta di bidang teknologi penerbangan. Pesawat tersebut dibuat berdasarkan Il-76MD-90A yang dimodernisasi dan menerima kemampuan yang memungkinkannya melakukan tugas pengisian bahan bakar di udara dan pengangkutan kargo besar secara bersamaan.


Dikutip dari www1.ru, Ahad (2/8/2026), minat terhadap pesawat tersebut dikaitkan dengan semakin besarnya perhatian Indonesia untuk memperluas kemampuan angkatan udaranya dan memperkuat perannya di kawasan Indo-Pasifik. Platform tersebut dapat secara signifikan meningkatkan jangkauan operasi penerbangan tanpa perlu sering melakukan pendaratan untuk mengisi bahan bakar.


Pesawat Ilyushin Il-78MK-90A dianggap sebagai versi ekspor dari kapal tanker udara baru Rusia. Pesawat angkut itu juga dilengkapi dengan empat mesin PS-90A-76, mampu mencapai kecepatan hingga 850 kilometer per jam, memiliki berat lepas landas maksimum sekitar 210 ton dan dapat mentransfer bahan bakar hingga 78 ton di udara, tergantung mode pengoperasiannya.


Selain itu, Ilyushin tetap memiliki kemampuan angkut dan mampu mengangkut kargo hingga 60 ton. Keuntungan utama pesawat itu adalah sistem transfer bahan bakar baru dan avionik yang dimodernisasi.


Dibandingkan dengan versi Il-78 sebelumnya, kinerja peralatan pengisian bahan bakar telah ditingkatkan, dan masa pakai serta kemampuan operasional kendaraan telah meningkat. Hanya saja, hingga kini, Kementerian Pertahanan maupun TNI AU belum berbicara terkait kabar Indonesia tertarik mendatangkan Ilyushin.

Russia Offers Su-57E and Il-78MK-90A Tankers for Indonesia's Needs in 2025-2030

Russia received a request from Indonesia for the supply of weapons and military equipment for the period from 2025 to 2030, the 1Prime agency reported.

Rosoboronexport's proposals include the 5th-generation Su-57E and 4++ generation Su-35 aircraft, as well as Il-78MK-90A refueling aircraft, Ka-52E helicopters, Mi-17 aircraft, and drones.

The armored vehicles include the Sprut light amphibious tank and the BMP-3F, submarines and coastal ships, the latest air defense systems - the S-400 Triumph and S-350E Vityaz air defense systems, the Pantsir-S1M air defense missile and gun system, the Verba MANPADS, and counter-drone systems.

The proposal is currently being worked on, the agency clarified.

Russia has been one of Indonesia's key partners since Soviet times. In recent decades, the country has received Su-27 and Su-30 MK/MK2 fighter jets, Mi-35 and Mi-17 helicopters, BMP-3F infantry fighting vehicles, and BTR-80A armored personnel carriers.

Singapore – ST Engineering today announced that its Commercial Aerospace business has entered into an MoU with Airbus Defence and Space to carry out a cabin modification programme for an Airbus A330 Multi Role Tanker Transport Plus (A330 MRTT+) aircraft in support of the latter’s customer.

The A330 MRTT+ is the A330neo-based evolution of the combat-proven A330 MRTT aerial refuelling and transport platform. This MoU sets forth the preliminary understanding between both companies regarding the provision of engineering design, certification and aircraft modification services for the cabin modification programme.

Kevin Chow, Head of Aerostructures and Systems, ST Engineering, said, “This A330 MRTT+ cabin modification marks the latest milestone in our longstanding partnership with Airbus, which includes passenger-to-freighter conversion through our joint venture in Germany. The Royal Australian Air Force conducted air-to-air refuelling clearance trials with the United States Air Force at USAF bases Eglin and Edwards, USA.

Royal Thai Air Force Signed Order for Next Generation Airbus A330 MRTT+ and Adds Two Airbus H225 Helicopters

Getafe – The Royal Thai Air Force (RTAF) has ordered an Airbus A330 Multi Role Tanker Transport Plus (MRTT+). The A330neo-based evolution of the combat-proven, aerial refuelling and transport aircraft A330 MRTT, will be equipped with both the hose-and-drogue, and a boom, as refuelling systems. Also included is the Airbus Medical Evacuation kit solution and will come in a VVIP cabin configuration. 

The aircraft is scheduled to enter into military conversion at the A330 MRTT Centre in Getafe, Spain, in 2026, with final delivery to customer in 2029. 

“Thailand’s selection of the A330 MRTT+ underlines the trust placed in this platform, while embracing the next evolution in efficiency, capability and sustainability. This natural evolution of the A330 MRTT, which will be a key asset for the Royal Thai Air Force operations, builds on its proven performance over the past years in service with nine customers all over the world, accumulating more than 340,000 flight hours,” said Jean-Brice Dumont, Head of Air Power at Airbus Defence and Space.  

This strategic addition to the RTAF fleet marks a significant step in bolstering Thailand’s national defence, and enhancing its ability to respond effectively during crises, ensuring the safety and security of the Kingdom. The A330 MRTT+’s advanced capabilities will be instrumental in securing Thailand’s sovereignty, providing Humanitarian Assistance and Disaster Relief (HADR), and supporting Medical Evacuation (MEDEVAC) missions.

Launched at the 2024 Farnborough Airshow, the A330 MRTT+ introduces innovations from the A330-800 commercial airliner, including Rolls-Royce Trent 7000 engines, optimised aerodynamics and wing-tips. These deliver up to 8% lower fuel burn and reduced noise. An increased maximum take-off weight of 242 tonnes (up from 233 tonnes) further extends range, increases fuel offload capacity, and enhances operational flexibility.

Retaining 95% airframe commonality with the current A330 MRTT fleet, the A330 MRTT+ ensures a common training process and access to a robust global maintenance network. 

The A330 MRTT is cleared to refuel more than 25 aircraft types. Holding more than 90% of market share outside the US, the A330 MRTT has been ordered by Australia, Canada, France, NATO’s Multinational MRTT Fleet (MMF), Saudi Arabia, Singapore, South Korea, Spain, the United Arab Emirates and the United Kingdom. To date a total of 85 aircraft have been ordered by 11 customers.

In parallel with this new order, Airbus will further strengthen its collaboration with Thai Aviation Industries (TAI). Both companies have signed an expanded Memorandum of Understanding (MoU) to include in-country maintenance support for the RTAF’s A330 MRTT+. This expansion builds on the existing cooperation for the sustainment of C295 transport aircraft in Thailand.

The expanded MoU also marks an important step in Airbus’ long-term strategy to align with the Kingdom’s “Make in Thailand” policy. By expanding TAI’s scope of activities to include A330 MRTT+ maintenance and in-service support, Airbus will support the Royal Thai Armed Forces in increasing self-reliance for critical operational needs, while contributing to local capability building.

“Through our partnership with TAI, Airbus is committed to transferring skills, know-how, and technology to further develop aerospace capabilities in Thailand,” added Jean-Brice Dumont. “This expanded MoU with TAI ensures that the RTAF’s A330 MRTT+ will be maintained in-country, while also reinforcing our contribution to Thailand’s defence ecosystem and industrial growth.” (Airbus)

Royal Thai Air Force adds two Airbus H225 helicopters

Marignane, France – Airbus Helicopters has signed a contract with the Royal Thai Air Force (RTAF) for two H225 multi-role helicopters. These new aircraft will significantly enhance the RTAF’s capabilities in vital search and rescue (SAR) and emergency medical services (EMS) operations, reinforcing their commitment to national security and humanitarian support.

This latest acquisition expands the RTAF's existing fleet of H225Ms, which have been serving with distinction since their first delivery in 2015. These robust helicopters are currently deployed in a wide range of critical missions, including combat search and rescue (CSAR), general search and rescue flights, and troop transport operations. The RTAF also operates a fleet of H135 military training helicopters, underscoring its long-standing partnership with Airbus. The completion work for these new H225s will be performed by Thai Aviation Industries (TAI) through its established partnership with Airbus Helicopters, ensuring seamless integration and local expertise.

“The H225M has proven to be an indispensable asset to our operations over the past decade, delivering exceptional performance and reliability across diverse and challenging missions,” said RTAF’s Air Chief Marshal Punpakdee Pattanakul. “The addition of these two new helicopters, specifically designated for SAR and EMS, will further strengthen our ability to protect and serve the people of Thailand, ensuring we can respond effectively to emergencies wherever they may arise.”

Thailand Prepares to Sign Contract for A330 MRTT

Air Chief Marshal Panphakdi Pattanakul, Commander-in-Chief of the Royal Thai Air Force, revealed that he will travel this week to sign a contract for the purchase of the A330 MRTT (Multi-Role Tanker Transport), a passenger aircraft capable of mid-air refueling. 

The budget is approximately 12 billion baht. This is a budget from the Prime Minister's Office for 2025 to be used as passenger aircraft for VIPs and to enable them to perform refueling missions.

This is to replace the Airbus A340 aircraft that will be decommissioned and is expected to be delivered around 2028-2029.

Ammunition for RTAF
In addition, the Commander-in-Chief of the Royal Thai Air Force revealed that he has proposed a 900 million baht central budget to purchase military equipment, ammunition, and rockets to compensate for those used in combat and to enhance combat readiness. 

This includes 10 KGGB cruise bombs from Korea and various types of armed drones, along with anti-drone systems. It has been reported that the cruise bombs are guided. 10 KGGB drones from Korea, costing approximately 49 million baht, to be installed on MK 82 F-16 fighter jets.

In addition, the Royal Thai Air Force has requested to purchase 10 Kamikaze Avenger suicide drones from Lithuania, costing over 43 million baht, 40 KB-5E suicide drones, costing 50 million baht, and a HIMAD (High to Medium Air Defense) air defense system.

The Royal Thai Air Force, in its second lot, has also proposed a budget of approximately 200 million baht to purchase image processing and data management software, a mission control system, night vision goggles, locator drones for squadrons and rear areas, and 50 LIZARD 3 laser guidance kits, costing 162 million baht.

DND chief wants MRF project to proceed in 'full package'

MANILA – Department of National Defense (DND) Secretary Gilberto Teodoro Jr. wants the proposed multi-role fighter (MRF) program to proceed as a full package, with an airborne warning and control system (AWACS) and aerial tankers for mid-air refueling platforms.

Having these platforms will ensure that the MRF program is "operational as a force package," Teodoro said in a media briefing at the Makati Shangri-La Hotel on Monday afternoon.

This means that the country's MRFs, if deployed for missions, must be able to demonstrate their capabilities to the utmost, he said.

"It is not only the purchase of the MRF, per se, which we need to deal with but also to make the MRFs operational as a force package, meaning to say, we need the AWACS capability. A lot of countries have experienced the fact that they are realizing that they need AWACS, notwithstanding the fact that their satellite capability is not enough," Teodoro said.

The AWACS is generally a large aircraft fitted with airborne radars capable of early warning and detecting aircraft, ships, vehicles, and missiles at long range.

It is also used to direct friendly fighter and attack aircraft regarding specific targets and serves as airborne radar pickets or surveillance assets.

Tanker aircraft

Aside from AWACS, Teodoro said, the Philippines also needs tanker aircraft for its proposed MRFs for sustainment purposes, as this capability would extend the range of the aircraft.

Aerial tankers are large aircraft capable of transferring fuel to fighter and attack aircraft through a probe-and-drogue system.

Teodoro noted that while it is easy to buy MRFs, there is a need to acquire these military assets with adequate stores, reserves, and munitions.

He, however, admitted that having these would "add considerably to the cost of the package (and) must be all taken into account."

"And we are in constant coordination with the DOF (Department of Finance) and the DBM (Department of Budget Management) regarding the continuity of funding available. It is easy to buy and like the first tranche. However, what we do not want is to buy, you know, have orders, have deliveries and not being able to use them for their optimal use and just have them flying air shows. That we will not countenance," Teodoro said.

He said the Philippines would not buy military equipment that "will not make a difference (and) will not add to deterrence."

"We will not buy standalone equipment. If there are standalones, fine. However, if equipment per se needs support equipment, we will also have to put aside funds for that," he added.

Munitions for aircraft

He also said the DND would try to have adequate reserves of munitions per aircraft.

He cited the need to have the consensus of the DOF and the legislature that they would spend annually for the adequate sustainment of these platforms so that these are not just displayed at the gates of an air base.

"Those are the considerations that we need to deal with and these are very real considerations. I know the expectations of our people, but it is my responsibility to make sure that each peso spent can be supported and justified,” he said.

Earlier reports regarding the MRF project had the Philippines shortlisting the Lockheed Martin F-16 Block 70/72 "Viper" and the Saab JAS-39C/D "Gripen" MRFs.

The budget for the MRF acquisition project is placed at PHP61 billion.

The F-16 Block 72/70 is the latest and most advanced F-16 in operation today and is considered the foremost combat-proven fourth-generation MRF.

It is equipped with advanced radar systems, allowing it greater detection and tracking capabilities along with advanced air-to-air and air-to-ground weapons.

Meanwhile, the JAS-39 "Gripen" C/D is classified as the most reliable "swing-role combat aircraft" available in the world today.

The "C" version is a single-seat aircraft while the "D" version is a two-seater configuration. The Swedish-made fighter requires minimal personnel and ground support equipment for dispersed operations and can operate from small unprepared roads. It is also equipped with sophisticated radar, sensors, and weapons.

KUALA LUMPUR — Airbus berminat untuk menawarkan pesawat A330 Multi Role Tanker Transport (MRTT) kepada Malaysia sebagai langkah memperkukuh keupayaan serta meningkatkan kecekapan operasi Tentera Udara Diraja Malaysia (TUDM).

Ketua Asia-Pasifik Airbus Defence and Space, Zakir Hamid berkata, pesawat itu bukan sahaja mampu memanjangkan jarak operasi pesawat pejuang malah turut memperkukuh kesiapsiagaan dan daya tindak pertahanan negara.

“Airbus melihat A330 MRTT sebagai penyelesaian strategik untuk mempertingkatkan kecekapan operasi TUDM. Pesawat ini telah beroperasi di beberapa negara Asia Pasifik termasuk Australia, Singapura dan Korea Selatan,” katanya semasa ditemui di Pameran Aeroangkasa dan Maritim Antarabangsa (LIMA’25), hari ini.

Mengulas lanjut, A330 MRTT merupakan pesawat generasi baharu yang terbukti berkeupayaan dalam medan operasi sebagai “combat-proven”. Ia boleh membawa sehingga 111 tan bahan api tanpa memerlukan tangki tambahan iaitu jumlah tertinggi dalam kelasnya.

Dilengkapi dengan sistem pemindahan moden seperti Airbus Aerial Refuelling Boom System (ARBS) serta probe-and-drogue, pesawat ini turut menampilkan sistem penglihatan beresolusi tinggi yang membolehkan pemindahan bahan api dilakukan secara tepat dan selamat dalam pelbagai keadaan cuaca termasuk operasi malam.

Ciri keserasiannya dengan pelbagai jenis pesawat milik negara-negara rakan strategik juga menjadikan A330 MRTT sebagai aset bernilai tinggi dalam memperkukuh kerjasama pertahanan serantau.

Selain fungsi tanker, pesawat ini turut boleh dikonfigurasi untuk pelbagai misi lain termasuk pengangkutan tentera, kargo, dan evakuasi perubatan (MEDEVAC). Ia mampu membawa sehingga 300 anggota tentera atau 45 tan metrik kargo, sesuai bagi misi kemanusiaan dan bantuan bencana.

Penawaran ini dilihat seiring dengan aspirasi Malaysia untuk memodenkan aset udara dan meningkatkan kebolehoperasian bersama dalam misi serantau serta antarabangsa. Sekiranya diterima, A330 MRTT berpotensi menjadi tunjang baharu sistem sokongan udara TUDM, menggantikan platform sedia ada yang kian usang.

Airbus' A330 MRTT is a high possibility for the Air Force's Tanker-capable Transport program. The only other option in the same class is Boeing's KC-46A Pegasus. However, the KC-46 is facing structural cracks and has been ordered to ground its entire fleet. This is not to mention other problems that have occurred before, including the KC-46's foundation, which is derived from the Boeing 767, which is rarely used in Thailand. The budget of 12 billion baht is sufficient to get new ones, so there is no need to purchase second-hand aircraft to improve them.

In addition, the Air Force Commander stated during an academic seminar at the Air Force's 88th Anniversary that there is a plan to purchase aerial refueling aircraft to increase the operational range and flight time (Endurance) of the air force. However, if you look at the procurement plan in the white paper, there is no plan to directly purchase a Tanker. The closest thing is to purchase an aircraft to replace the A340 with a budget of 12 billion baht. The illustration used during the Air Force Commander's speech clearly indicates that it is a VIP transport aircraft with the ability to refuel in the air (Tanker-capable Transport).

Looking back at the origin of the A340 replacement aircraft procurement project, it can be seen that there was an attempt to do so several years ago, with a budget proposal of 8.7 billion baht to procure a replacement passenger aircraft, but it was rejected. Then last year, the Prime Minister's Office proposed the budget again, increasing it to 12 billion baht, and the budget passed the House of Representatives and was finally included in the 2025 fiscal year.

Australian, Japanese and American refuelling aircraft have joined forces to feed thirsty fast jets in the skies above Guam. 

As part of Exercise Cope North, a task force of 10 tankers, including a Royal Australian Air Force KC-30A Multi-Role Tanker Transport, have refuelled 64 fighter jets from the three nations. 

The biggest test of working together, however, was the two-week period known as the large force employment (LFE).

Over the LFE, the KC-30A had more than 100 visits to its refuelling strobes and boom, sharing more than 300 tonnes of fuel and sustaining 240 fast-jet flying hours. This is the equivalent effort of flying a 737 from Sydney to Melbourne, 80 times.

KC-30A and 33 Squadron pilot Flight Lieutenant Sara explained how important working with the United States Air Force (USAF) and Japan Air Self-Defense Force (JASDF) was to developing and perfecting her skills.

“We have been working alongside both the USAF and JASDF tankers closely since day one, including flying, mission planning and supporting one another,” she said. 

“It has been a good opportunity to identify inefficiencies and streamline multinational operations.

“Participating in Exercise Cope North 25 has been particularly rewarding due to the number of assets involved in the mission planning and execution. It is uncommon to exercise with up to eight tanker aircraft in a single flight, yet we have proven with good communication and coordination it can be achieved seamlessly between all three nations.”

The standard crew for the KC-30A on Exercise Cope North 25 has five members – one captain, one co-pilot, two air-refuelling operators and one crew attendant. While one crew was flying, another crew was integrated into the planning cycle, assisting with the allocation of ground and airborne assets to successfully conduct the following day’s mission.

Crew attendant Leading Aircraftwoman Chelsea explained how the exercise was key to developing her understanding of trilateral operations and how the KC-30A fitted into an integrated force.

“As a crew attendant on the KC-30A, my role is to provide high-quality service whilst ensuring the safety of passengers and crew on board,” she said.

“Exercise Cope North 25 has been a great opportunity for me to further develop my skillset, all while building connections that enhance our collective readiness and global partnership.”

The KC-30A, it’s crew and their trilateral partners are the key to long-range fast jet operations, a capability that is vital to ensuring stability and enhancing regional security in a vast Indo-Pacific region.

KC-130B Retrofit No.Reg A-1309 merupakan satu-satu nya pesawat Hercules versi Tanker yang dimiliki TNI Angkatan Udara dan menjadi andalan Skadron Udara 32 yang ber home base di Lanud Abdurachman Saleh Malang.

Dengan selesai nya Unicorn 31 melaksanakan Banharlap maka pesawat tersebut akan kembali memperkuat TNI AU dalam mendukung dan menjaga keutuhan Negara Kesatuan Republik Indonesia.

Airbus Defence & Space memperkirakan pesawat angkut taktis A400M pertama dari Indonesia akan dikirimkan pada akhir tahun 2025.

Menurut Ed Horne, penasihat produk senior – mobilitas udara – di Airbus, versi Indonesia akan dilengkapi dengan pod di bawah sayap untuk mengisi bahan bakar pesawat tempur.

Adapun pesawat kedua akan menyusul pada tahun 2026, tak lama setelah yang pertama.

Persaingan Boeing dan Airbus sudah terjadi sejak 1990-an saat Airbus berhasil menandingi Boeing di pasar pesawat lorong tunggal lewat A320 dan pesawat lorong kembar melalui A330. Kompetisi keduanya semakin sengit saat memasuki abad ke-21 di mana B777 dan B787 berhadapan dengan A380 dan A350, walaupun pada akhirnya Airbus terpaksa menutup lini produksi A380 karena perubahan karakter pasar dan biaya bahan bakar bagi quad jet.

Saat ini Boeing mempunyai order backlog sebanyak 5.660 pesawat, sedangkan order backlog Airbus tercatat 8.600 pesawat yang mayoritas berasal dari pesawat lorong tunggal B737 MAX dan A320neo. Hal demikian dapat dipahami sebab kebutuhan pesawat untuk rute-rute jarak pendek ke jarak menengah jauh lebih besar daripada rute jarak menengah ke jarak jauh, apalagi ultra jarak jauh.

Di samping mempunyai lini bisnis pesawat komersial, Boeing dan Airbus memiliki pula lini niaga pertahanan dan ruang angkasa. Boeing sejak sebelum Perang Dunia Kedua sudah bergerak di lini bisnis pertahanan, kemudian akuisisi terhadap McDonnell Douglas membuat kepemilikan F-15 dan AH-64 beralih ke firma itu.

Sedangkan portofolio pada lini niaga pertahanan dan ruang angkasa di antaranya adalah C212, CN235, C295, A400M dan A330 MRTT serta secara tidak langsung Eurofighter Typhoon. Walaupun Airbus juga melakukan manufaktur helikopter yang digunakan untuk kepentingan militer, namun lini bisnis helikopter terpisah dari lini niaga pertahanan dan ruang angkasa.

Persaingan Boeing dan Airbus di lini pertahanan dan ruang angkasa merambat pula ke Indonesia. Kompetisi terjadi pada pesawat tanker, di mana pada MEF 2020-2024 terdapat program Pesawat Multirole Transport Tanker (MRTT) senilai US$560 juta yang ternyata diisi oleh A400M.

Untuk pembangunan kekuatan pertahanan periode 2025-2029, TNI Angkatan Udara mengusulkan program Pesawat Jet MRTT kepada Kementerian Pertahanan. Usulan demikian kini tengah dikaji oleh Kementerian Pertahanan sebelum diusulkan kepada Kementerian Perencanaan Pembangunan Nasional/Bappenas guna dicantumkan dalam Daftar Rencana Pinjaman Luar Negeri Jangka Menengah (DRPLN-JM) 2025-2029.

Meskipun pada MEF 2020-2024 Kementerian Pertahanan telah menandatangani kontrak dengan Airbus untuk akuisisi dua A400M dan opsi empat unit lainnya, Indonesia tetap memerlukan pesawat tanker merangkap angkut yang ditenagai oleh mesin turbofan.

A400M hanya bisa melakukan pengisian ulang bahan bakar di udara menggunakan mekanisme hose and drogue yang cocok untuk Rafale, Hawk 100/200 dan Su-27/30. Sedangkan F-16 membutuhkan mekanisme boom untuk melaksanakan isi ulang avtur, di mana KC-46 buatan Boeing dan A330 MRTT produksi Airbus dapat memenuhi kebutuhan tersebut. Kedua pesawat tanker mampu melaksanakan isi ulang bahan bakar di udara dengan mekanisme hose and drogue maupun boom.

Untuk program pesawat MRTT, Boeing dan Airbus akan berkompetisi di pasar Indonesia apabila Kementerian Perencanaan Pembangunan Nasional/Bappenas menyepakati usulan Kementerian Pertahanan. Bagaimana peluang kedua pabrik pesawat terbang untuk memenangkan pasar pesawat MRTT di Indonesia?

Firma manakah yang memiliki kesempatan lebih besar mendapatkan kontrak pesawat tanker merangkap angkut? Terkait hal tersebut, terdapat beberapa aspek yang perlu diperhatikan oleh Kementerian Pertahanan dalam mengambil keputusan apabila program tersebut tercantum dalam Blue Book 2025-2029.

Pertama, rekam jejak. A330 MRTT mempunyai rekam jejak yang lebih bagus dibandingkan dengan KC-46, di mana pesawat itu tidak memiliki masalah-masalah teknis yang menghambat operasi. Meskipun lebih dari 70 unit KC-46 sudah diserahkan oleh Boeing kepada US Air Force, akan tetapi sejumlah permasalahan masih melingkupi pesawat yang mengadopsi dua engine buatan Pratt & Whitney PW4062, seperti wing aerial refuelling pods, boom dan Remote Vision System (RVS).

Sebaliknya, sekitar 60 A330 MRTT yang telah dioperasikan oleh para konsumen tidak memiliki masalah-masalah teknis signifikan, sehingga secara obyektif A330 MRTT ialah pesawat yang sudah matang dan terbukti dibandingkan KC-46.

Kedua, populasi pengguna. Selain Amerika Serikat, pengguna atau calon pengguna KC-46 adalah Jepang dan Israel. 15 negara saat ini tercatat sebagai pemakai dan atau pemesan A330 MRTT, termasuk Singapura, Australia dan Korea Selatan di kawasan Asia Pasifik.

Hal demikian menunjukkan bahwa A330 MRTT lebih disukai oleh sejumlah negara dibandingkan KC-46, di mana sebagian besar operator pesawat jet yang ditenagai oleh dua engine Rolls-Royce Trent 772B justru adalah sekutu Amerika Serikat.

Ketiga, populasi airframe di kawasan Asia Pasifik. KC-46 dan A330 MRTT adalah varian pesawat lorong kembar B767 dan A330, di mana populasi A330 di kawasan cukup banyak karena menjadi pilihan maskapai-maskapai penerbangan untuk dioperasikan pada rute jarak menengah.

Hanya Japan Airlines yang tercatat sebagai pemakai B767 terbanyak di kawasan ini, sedangkan maskapai-maskapai besar lainnya lebih memilih menggunakan A330. Dibandingkan dengan produk Boeing lainnya seperti B777 dan B787, B767 bersama B757 tidak populer di pasar penerbangan niaga berjadwal di kawasan Asia Pasifik.

Keempat, dukungan Maintenance, Repair and Overhaul (MRO). Populasi airframe B767 dan A330 di kawasan Asia Pasifik perlu diperhatikan karena hal demikian akan terkait dengan MRO KC-46 dan A330 MRTT di Indonesia.

Firma-firma MRO domestik seperti PT GMF AeroAsia memiliki approve certification untuk A330 seperti engine dan airframe maintenance, namun tidak mempunyai approve certification bagi B767. Ketersediaan perusahaan nasional yang memegang sertifikat MRO pesawat tanker merangkap angkut dibutuhkan agar Indonesia tidak tergantung pada firma MRO asing untuk menjaga kesiapan operasional pesawat yang dipilih.

Mengacu pada keempat aspek yang telah diulas, di atas kertas A330 MRTT memiliki keunggulan atas KC-46. Airbus dalam waktu dekat akan segera meluncurkan varian terbaru yaitu A330 MRTT+ yang berbasis pada airframe A330-800 dengan sayap yang diperkuat dan mengadopsi dua engine Rolls-Royce Trent 7000.

A330 MRTT+ memiliki efisiensi delapan persen lebih bagus daripada A330 MRTT. Indonesia berpeluang mendapatkan A330 MRTT+ apabila memilih airframe baru daripada airframe A330-200 bekas pakai firma penerbangan niaga.

Masih menjadi pertanyaan apakah keempat aspek tersebut masuk dalam pertimbangan Kementerian Pertahanan atau tidak, sebab pengambilan keputusan dalam akuisisi sistem senjata bukan semata aspek teknis.

Jika Indonesia menganugerahkan kontrak kepada Airbus, apa keuntungan industri yang akan diberikan kepada Indonesia? Apakah Airbus akan memperbesar porsi pekerjaan aerostructure kepada sejumlah perusahaan Indonesia yang selama ini sudah menjadi global supply chain-nya? Pertanyaan serupa diajukan pula kepada Boeing seandainya Indonesia menetapkan KC-46 sebagai pemenang kontrak. (Alman Helvas Ali)

The Airbus A330MRTT has achieved a world first aviation milestone by completing an automatic air-to-air refuelling (A3R) flight test campaign in night conditions - a key step towards certification in 2025.

Between May and June this year, The RSAF A330 MRTT embodying the latest A3R system configuration, conducted ten flights with Portuguese F-16s and Singapore F-16s, F-15SGs fighters and another Singapore MRTT as receiver. 

As part of these night tests, contacts were carried out in different night illumination conditions and receiver external configurations. This milestone was achieved by following the development of new A3R night operation algorithms and new camera system standards.

Produsen pesawat asal Prancis, Airbus menawarkan pesawat tanker A330 Multi Role Tanker Transport (MRTT) kepada TNI Angkatan Udara (AU).

Airbus Chief Representative Indonesia, Dani Adriananta, mengatakan pesawat tempur teranyar ini bisa meningkatkan kekuatan udara TNI AU. Pasalnya, Indonesia memiliki kebutuhan krusial untuk memastikan kekuatan udara dapat beroperasi secara terus menerus.

"Ini penting bagi kesiapan Indonesia menghadapi misi pertahanan nasional maupun berbagai misi internasional. Kemampuan A330 MRTT dalam pengisian bahan bakar di udara, transportasi strategis, dan evakuasi medis akan menjadi aset berharga bagi TNI-AU," kata Dani dalam konferensi pers di Hotel Pullman Jakarta, Kamis (25/7).

Dani menjelaskan, A330 MRTT memiliki kapasitas penampung bahan bakar terbesar. Pesawat ini bisa mengangkut hingga 111 ton bahan bakar.

Dalam misi berdurasi selama empat jam, pesawat ini mampu menyalurkan 50.000 kilogram bahan bakar ke berbagai pesawat penerima pada jarak lebih dari 1.000 nm dari titik lepas landasnya. Kemampuan ini memberikan dampak strategis dan keunggulan teknologi untuk misi-misi dengan durasi lebih panjang dan jarak operasional yang lebih jauh.

“Selain itu, Pesawat A330 MRTT dapat mendukung berbagai misi pengangkutan udara strategis. Termasuk pengerahan pasukan dan peralatan dengan cepat, dengan kapasitas hingga 300 penumpang atau 45.000 kg kargo,” ungkapnya.

Lebih lanjut, pesawat ini dapat segera dikonfigurasikan untuk misi evakuasi medis. Kabinnya dapat mengakomodasi hingga 130 tandu dan menyediakan fasilitas perawatan medis penting. Kemampuan ini memastikan pengangkutan personel yang terluka dapat dilakukan dengan cepat dan aman.

Pesawat A330 MRTT dirancang untuk terintegrasi dengan armada militer yang ada, kompatibel dengan berbagai pesawat penerima dan sistem pendukung. Sehingga meningkatkan fleksibilitas operasional angkatan udara.

Automatic to Autonomous Air-to-Air Refueling
Pada tahun 2022, A330 MRTT menjadi pesawat tanker pertama di dunia yang mendapatkan sertifikasi untuk operasi pengisian bahan bakar dari udara ke udara secara otomatis (Automatic Air-To-Air Refuelling/A3R). Sistem ini disertifikasi oleh Spanish National Institute for Aerospace Technology (INTA) dan mampu mengurangi beban kerja operator, meningkatkan keselamatan, serta mengoptimalkan efisiensi pengisian bahan bakar di udara.

A3R merupakan bagian dari pengembangan SMART MRTT oleh Airbus yang juga tengah mengembangkan teknologi masa depan yakni pengisian bahan bakar udara otonom (Autonomous Air-to-Air Refueling/A4R). Teknologi A4R dapat lebih jauh lagi meningkatkan efisiensi pengisian bahan bakar di udara.

"Ketertarikan Indonesia terhadap A330 MRTT sejalan dengan upaya besarnya dalam memodernisasi militer dan meningkatkan keamanan di wilayah sekitar. Sebagai negara terbesar di Asia Tenggara, Indonesia berperan penting dalam menjaga stabilitas kawasan,” kata Dani.

“Masuknya A330 MRTT akan memperkuat kemampuan Indonesia dalam hal proyeksi kekuatan, respons terhadap keadaan darurat, dan dukungan misi kemanusiaan, baik domestik maupun internasional. Airbus berkomitmen untuk mendukung kemampuan pertahanan Indonesia dan menantikan diskusi lebih lanjut dengan pemerintah Indonesia,” imbuhnya.

Sebanyak 82 pesawat A330 MRTT telah dipesan oleh Australia, Kanada, Prancis, Pakta Pertahanan Atlantik Utara (NATO), Arab Saudi, Singapura, Korea Selatan, Spanyol, Uni Emirat Arab, dan Inggris. Armada pesawat ini telah mencatat lebih dari 300.000 jam terbang untuk mendukung misi militer dan kemanusiaan.
