China Builds Up Amphibious Forces

There has been significant soul-searching over the past year in the U.S. Defense Department about the viability of the Marine Corps’ amphibious assault mission, tied to the controversy over the troubled General Dynamics Expeditionary Fighting Vehicle (EFV) program. No such doubts about amphibious operations exist in China’s People’s Liberation Army (PLA). Since the early 1990s, the PLA has developed and deployed two generations of amphibious armored assault vehicles, and more recently developed a range of specialized amphibious assault and support systems. While this effort is largely focused on preparing for a possible invasion of Taiwan, it will also help the PLA undertake long-distance amphibious assault operations as the PLA Navy (PLAN) builds a number of large amphibious transport ships later this decade.

In 2010, the 180,000-plus Marine Corps, supported by the U.S. Navy’s fleet of 31 large LHD/LPD (Landing Helicopter Dock/Landing Personnel Dock) transport ships and 11 aircraft carrier battle groups, may be the world’s premier amphibious projection force. But in terms of manpower and mechanized firepower, the PLA’s amphibious forces are much larger. Also subordinate to their navy, the PLA marines themselves only have about 10,000 personnel organized into two brigades. The PLA’s main amphibious forces, however, reside in six or so PLA group armies (GA) near the Taiwan theater of operations, which could total about 300,000 troops with varying degrees of amphibious equipment and proficiency. The most heavily equipped and trained are the 1st amphibious mechanized infantry division of the 1st GA of the Nanjing military region, and the 124th amphibious mechanized division of the 42nd GA of the Guangzhou military region.

Once dismissed by some U.S. analysts as amounting to a “million-man swim,” the PLA has made great strides toward assembling its “joint island campaign,” which combines electronic, missile and air attack capabilities to support coordinated PLA amphibious army, marine and airborne strikes to secure entry points for follow-on forces. While formal PLAN and PLA transport ships may only be able to move 30-40,000 troops (much less with armor and support equipment), a 2006 Taiwan military estimate held that 5-7 additional divisions could be carried by mobilizing civilian ships.

Since the PLA’s amphibious forces have lacked sufficient organic air and artillery support, a condition that will change, it has placed a premium on developing amphibious assault vehicles that fight their way to shore. Since the late 1990s, PLA amphibious army and marine units have operated the unique 18-ton ZTZ-63A amphibious tank. The vehicle is a successor to the T-63 amphibious tank, which was armed with an 85-mm. gun and derived from the Soviet PT-76 tank in the early 1960s. The ZTZ-63A compensates for its light armor by carrying a computer-controlled 105-mm. stabilized cannon, which fires while moving and in low visibility. The gun fires a co-produced version of Russia’s Bastion laser-guided, gun-launched antitank missile, which has a 4-5-km. (2.5-3.1-mi.) range that exceeds the accurate range of the conventional antitank rounds fired by the 105-mm. guns on Taiwan’s modified U.S. M48 and M60 Patton tanks.

Along with this amphibious tank the PLA developed and deployed the 13-troop Type-63C amphibious armored personnel carrier (APC). This vehicle took the obsolete 1970s-vintage T-63 APC and added buoyant chambers fore and aft and an outboard motor for power. Though inelegant, it cut cost and development time. The Type-63C was made in command and armored repair and recovery (ARV) versions; there are also ARV and logistic support versions of the ZTZ-63A. With a 400-500-hp. diesel engine powering pump-jets, the ZTZ-63A’s estimated water speed of 12 kph. (7.4 mph.), with an expected 5-7-km deployment range, was quickly judged insufficient, and the 600 or so ZTZ-63A tanks and perhaps many more Type-63C APCs are now being succeeded by faster and longer-range vehicles.

Likely spurred by the U.S. effort to move its amphibious operations farther from shore and develop the EFV, which it has tracked since the early 1990s, the PLA’s successor to the ZTZ‑63A was probably in advanced development as the latter was being deployed. First appearing in Chinese Internet source images in late 2005, by 2006 it was clear that the PLA was deploying what has been recently designated by government sources as the ZTD-05 and ZBD-05 family of amphibious assault vehicles. Both the Chinese and U.S. vehicles use a planing hull propelled by powerful water-pump jets, with retractable prow plane and rear “wing” and retractable suspension. But in contrast to the EFV, China’s vehicles are being deployed today in PLA army and marine units and could soon be offered for export.

The reasons for the success of the PLA’s new vehicles are simple: their lesser requirements and smaller size, which resulted in lower technological barriers and a faster development timetable. The ZTD-05 weighs an estimated 26 tons and can reportedly travel 40 kph., while the EFV pushes 35 tons and does 46 kph. Unlike the EFV, the ZTD-05 carries a version of the 105-mm. low-recoil gun that arms the ZTZ-63A, and also uses the Bastion antitank missile. The ZBD-05 infantry fighting vehicle (IFV), armed with a 30-mm. automatic cannon and low-cost HJ-73C antitank missile, is more comparable to the EFV, which is also armed with a 30-mm. cannon in its IFV version. While both have crews of three, the ZBD‑05 carries 10 troops while the EFV carries 17. The ZTD/ZBD hull is used for command and ARV variants.

Other specialized amphibious vehicles have emerged that demonstrate the PLA’s commitment to forced amphibious landings. In late 2009, Chinese Internet images emerged of a new amphibious 122-mm howitzer, designated the Type-07B early this year. There was an unsuccessful amphibious 122-mm. program in the 1990s, but the Type-07B apparently combines the gun and fire control from the new Type-07 self-propelled howitzer with the ZTD/ZBD-05 hull. The Type-07B permits longer-range fire support farther inshore with heavier and varied ammunition, including laser-guided rounds.

The PLA is additionally gathering its versions of the “uglies,” specialized equipment to breach or clear a landing zone. These include a truck-mounted 240-mm. mine-clearing multiple-rocket system placed in a small landing craft utility, and trucks with heavy and lightweight aprons that roll on sand to prevent sinking by wheeled vehicles. There are also multiple amphibious logistic support vehicles: the Dong Feng EQ 2102 6 X 6 truck, two families of Jeep-like vehicles and an amphibious version of an Isuzu 4 X 4 truck.

Missing so far are larger transport ships and organic air support. The PLAN only has one 20,000-ton Type 071 LPD but more are expected later this decade.

Also expected are several similarly sized Type 081-class flat-deck LHDs. These will use a new hovercraft smaller than, but similar in configuration to the U.S. Navy’s LCAC. Since it tried and failed to purchase British Harriers in the late 1970s, the PLA has been interested in vertical/short-takeoff-and-landing aircraft, though a Chinese source from 2005 told DTI that Chengdu Aircraft Corp. was investigating a possible F-35-like program.

So it stands to reason that by the 2020s the PLA could be capable of projecting heavily armed amphibious forces well beyond East Asia, which should give pause to those who consider the U.S. Marine Corps a luxury of diminishing utility.

Five Brunei Students Take to the Air

BAE Systems will further expand its unique military flight instruction program at its Tamworth flight training centre with the arrival of students from the Royal Brunei Air Force.

The students will soon begin basic pilot training at Tamworth, reinforcing BAE Systems’ capability as a leading provider of military flight training services.
Earlier this week in Brunei, Colonel Abu Bakar of the Brunei air force signed a contract with BAE Systems for five students to start training on June 7.

Aviation Solutions general manager John Quaife said: “BAE Systems was pleased to partner with the Royal Brunei Air Force in providing basic and advanced flying training solutions that will support it in meeting its pilot capability requirements.

“The contract will see five students complete a training program provided solely by BAE Systems instructional staff at the Tamworth flying training college, utilising CT4B training aircraft.” he said.

Worth about $700,000, the contract represents the first phase in a training program that will eventually see the students assigned to operational roles in both rotary wing and the multi-engine fixed wing aircraft operated by the Brunei air force.

This most recent agreement marks a continuation of a training relationship with Brunei that has been developed during many years.

Last August, two pilots from No 3 and No 5 squadrons of the Brunei air force graduated at Tamworth as qualified flying instructors, after attending an intensive, specially designed, six-month course.

Mr Quaife has welcomed the trust placed by the Brunei air force in the quality of training provided by BAE Systems and the ideal facilities and weather afforded by the Tamworth-based solution.

He said while the Brunei requirement is modest, the Brunei air force remained a discerning customer with a clear focus on quality of training and value for money.

RI-China Mantapkan Pelatihan Bagi Pilot Sukhoi

Jakarta (ANTARA News) - Pemerintah Indonesia dan Republik China sepakat untuk memantapkan kerja sama pelatihan bagi pilot-pilot pesawat jet tempur Sukhoi TNI Angkatan Udara.

Kerja sama pemantapan latihan itu, menjadi satu topik bahasan dalam kunjungan kehormatan Wakil Ketua Komisi Militer Pusat China (Central Commission of The People Liberation Army/PLA) Jenderal Guo Boxing kepada Menteri Pertahanan Purnomo Yusgiantoro di Jakarta, Jumat.

Juru bicara Kementerian Pertahanan Mayjen I Wayan Medhio mengatakan, Indonesia telah mengirimkan pilot-pilot Sukhoinya berlatih di China dalam beberapa tahap.

"Sudah ada sepuluh pilot TNI Angkatan Udara yang melakukan pelatihan simulasi di China dalam beberapa tahap," katanya.

China merupakan salah operator terbesar pesawat jet tempur Sukhoi selain dua negara pecahan Uni Sovyet yakni Rusia dan Ukraina. Bahkan kini China telah dipercaya sebagai salah satu negara yang memproduksi pesawat Sukhoi.

Negara Tirai Bambu itu pun memiliki pusat pelatihan pesawat tempur seperti Sukhoi dengan berbagai varian seperti SU-27 SK dan SU-30MK yang digunakan TNI Angkatan Udara.

Beberapa negara pengguna Sukhoi adalah Indonesia, India, China, Republik Ceko, Polandia, Slovakia, Aljazair, Irak, Afganistan, Jerman, Peru dan Korea Utara.(R018/A024)

IAF to train Malaysian Sukhoi Pilots

Kuala Lumpur,-Malaysia’s decision to allow Indian Air Force to groom, train and equip its frontline Sukhoi pilots is a proof of the Southeast Asian country’s faith on New Delhi, a senior IAF officer has said.

“The fact that a foreign country is permitted to groom, train and equip your frontline pilots is by itself a testament of the confidence and faith they have in us. This is a strong demonstration of a high-level of friendship and diplomacy which is very commendable,” IAF’s chief flight instructor Gp Capt KVR Raju was quoted as saying by the New Straits Times.

Russia and India are committed to bolster Malaysia’s air defence and combat capability, so far as the Sukhoi Su-30MKM Flanker squadron is concerned, Russia’s warranty team leader Vladimir Konnov and the IAF’s team chief Group Captain Raju has asserted.

Meanwhile, defence superpowers like China, Britain and France are reportedly providing supporting roles via various transfer-of-technology and offset deals to enhance Malaysia’s defence prowess, local news reports said. Raju is leading an Indian contingent of four instructor pilots, one weapons systems officer, two engineers, 22 technicians and two administrative servicemen.

The IAF pilots would be retained until August, while their colleagues would return after the completion of their two-year tour of duty in July.

The trilateral Russian-Indian-Malaysian collaboration was something unique as it provided a stepping stone for the country to groom its next generation of airmen, the IAF officer said. — PTI

Philippines Air Force to Receive New Training Aircraft

PAF Getting 18 New Training Jets at P660M

THE Air Force will receive a new batch of 18 brand-new SF-260 basic training aircraft before the Air Force Day celebration on July 2. The jets are being assembled at a facility in Clark Air Base. The whole package is costing the government P660 million.

The new aircraft will augment the squadron of trainers of the Air Education Command at the Fernando airbase in Lipa City.

The Italian-made SF-260 is a propeller-driven, two-seater that has been the backbone of the PAF training schools for decades. Only six of old SF-260 remain out of the two squadrons of the original batch, but some of them are still serviceable and could be repaired or upgraded, according to Air Force chief Lt. Gen. Oscar Rabena.

He added the purchase of new combat helicopters is just waiting for the signature of Defense Secretary Norberto Gonzales. “We’re getting eight combat helicopters at a cost of P3 billion.”

Rabena said this new generation of helicopters are capable of higher payloads and are more maneuverable. They are made in Sokol, Poland. They will replace some of the aging UH-IH “Hueys.”

The PAF has a fleet of seven UH-IH dedicated to purely search and rescue; 34 others are in several Air Force centers all over the country, ready for various missions.

Rabena said the Armed Forces Modernization program, which started during the Ramos administration, had been replaced by a Modest Defense Capability program. Part of the new tack are long-range radars, lead-in jet trainers and multirole fighters.

“The purchase of these equipment would depend on the budget allocation and would be procured through the Multiyear Obligational Authority. The country will pay for all these hardware in a period of several years,” said Rabena, because their price “is quite high, but still within the country’s capability.”

The PAF also still has six of the S-211 jet trainers and these would soon be replaced. “We were ordered to submit the generic types of jet trainers to choose from that would be able to satisfy the technical specifications of the AFP.”

Rabena also announced some personnel changes—at the Public Information Office, Lt. Col. Gerry Zamudio is being replaced by Lt. Col. Miguel Ernesto Okol; at the Office of Special Studies, Lt. Col. Aristotle Gonzales is being replaced by Lt. Col. Connor Anthony Canlas, and at the Modernization Project Management Office, Col. Jose Tanjaun Jr. is being replaced by Col. Dino DiƱo.

An Extra $35 Million a Year for New NZ Defence Costs

Budget 2010 provides an extra $35 million a year to fund increased costs and new equipment for the New Zealand Defence Force.

"The Government is committed to ensuring the financial sustainability of Defence," Defence Minister Wayne Mapp says.

"The work we have done on the Defence Review has highlighted substantial cost pressures developing in Defence.

"New equipment such as the Protector fleet for the Navy and new helicopters for the Air Force means we have to fund sharply increased depreciation and operating costs. This extra money will help offset the depreciation burden.

"The current Value for Money exercise aims to reallocate funding within Defence to make the best use of this new equipment and allow it to be enhanced.

"In terms of personnel, the Defence Force is shifting more resources to the front line. Our priority is to ensure the money is spent on the service people who are deployed on operations," Dr Mapp says.

"The Defence Force has the skills and tools to deliver the peacemaking, peacekeeping, and humanitarian assistance required of it. This year's priority is to ensure the full benefit of these resources is available to our service personnel in the most effective way."

Air Warfare Destroyers - Satellite Communications

Greg Combet, Minister for Defence Materiel and Science, today announced that the Air Warfare Destroyer (AWD) Alliance has selected Thales Australia Limited as the preferred supplier for satellite communications (SATCOM) equipment for the Hobart Class destroyers.

“The AWD will go to sea with a communications system that will not only meet the operational needs of a modern warship, but also allows the ship’s crew to keep in touch with family and friends via email and internet services,” Mr Combet said.

“Satellite communications are key to the operation of the AWDs. This system will provide world-wide coverage of high-speed broadband for multiple users for both voice and data services. The system also includes equipment critical to meeting safety at sea obligations.

“The AWD Alliance, which comprises the Defence Materiel Organisation, ASC and Raytheon, has selected a solution that combines modern, proven technology and value for money.

“The AWD system incorporates equipment from leading SATCOM suppliers including ViaSat, SITEP and Thrane & Thrane. Some of this equipment is already deployed on RAN warships and this commonality will result in efficiencies in both training and maintenance support.

“Thales Australia will be undertaking design and fabrication work at its Garden Island facility in Sydney before installing the equipment on the AWDs at Techport Australia in Adelaide.”

The contract is worth about $9 million and will support 20 jobs.

The AWD project is on track to deliver the first AWD, HMAS Hobart, in December 2014.
