Australian Defence Manufacturer Wins Global Contract

Minister for Defence Materiel Jason Clare today announced that Victorian-based company Lovitt Technologies had won a contract with Boeing valued at nearly $1 million for wing parts for the worldwide F/A-18 Super Hornet fleet.

“This is an outstanding achievement for Lovitt technologies and is the result of their hard work and demonstrates their high level of manufacturing capability,” Mr Clare said.

Lovitt Technologies employs around 80 staff and specialises in machining, assembly and testing of aero structures. Lovitt Technologies also recently won another contract with Boeing to supply machined parts to Boeing for the V-22 Osprey.

Lovitt is one of several Australian companies that have in recent months been successful under the Global Supply Chain (GSC) program in penetrating the overseas export market. It has been engaged in the Australian Government’s Global Supply Chain Program since the program’s launch in 2009.

Six global defence prime contractors – Boeing, Raytheon, Thales, Northrop Grumman and more recently BAE Systems and Lockheed Martin – are now actively engaged in the Global Supply Chain program implemented through the Defence Materiel Organisation.

The contract awarded to Lovitt also reinforces Boeing’s ongoing commitment to Australian industry through the Global Supply Chain Program,” Mr Clare said.

“The Global Supply Chain Program continues to provide an avenue for capable Australian companies seeking to win export work with international defence primes.

“The value of export contracts won to date that have been facilitated through the Global Supply Chain Program is now more than $446 million,” Mr Clare said.

Bulgaria to Transfer Fuse Bomb Technology to RI

Indonesia will soon be ready to produce live bombs for fighter aircraft, particularly the Sukhoi 27 SK and 30 MK, as weapons manufacturer PT Sari Bahari Malang will receive technology from Bulgarian fuse-bomb producer Armaco.

Indonesia has only been able to produce casing, warheads and ammunition powder, while importing fuse bombs.

“This is a major step forward for Indonesia. From now on we will no longer depend on other countries because we are able to fulfill the Indonesian Military [TNI] needs of bombs,” company director Ricky Hendrik Egam told The Jakarta Post on Wednesday in Surabaya, East Java.

Ricky, however, refused to reveal the financial value of the cooperation between his company and Armaco.

He said that with the cooperation, Indonesia could also have the chance to provide fuse bombs for Asian countries that use Russian-made Sukhoi fighter jets.
The company has previously faced difficulties in finding countries producing fuse bombs that were willing to transfer the technology. China has rejected the company’s request for cooperation.

PT Sari Bahari has produced bombs for Sukhoi fighter jets, both smoke and live versions, with weights ranging from 100 kilograms to 250 kilograms. The company has also exported 70 millimeter smoke warhead rockets to the Chilean Air Force.

Royal Cambodian Air Force-XAIC MA60 Aircraft Hand-over Ceremony

On May 18, Xi'an Aircraft Industry (Group) Company Limited (XAC) delivered two Modern Ark 60 (MA60) aircraft to the Royal Cambodian Air Force. This is the first MA60 exportation to Cambodia.

Chau Phirun, General Director of Materiel and Techniques of the Ministry of National Defense of Cambodia, Soeung Samyang, Commander of the Royal Cambodian Air Force, Kong Mony, Deputy Commander of the Royal Cambodian Air Force as well as the related officials from Xi'an Aircraft International Corporation (XAIC) attended the delivery ceremony.

General Chau Phirun addressed at the ceremony that, the bilateral cooperation has been successful and fruitful while the friendship between China and Cambodia has been strengthened. He hoped Cambodia will better operate the MA60s under XAC's help and the aircraft will better serve the Royal Cambodian Air Force.

Jiang Jianjun, General Manager of XAIC, said at the ceremony that, a profound friendship has been established during the first cooperation between Cambodia and China in the civil aviation field while further cooperation is also promising. He was looking forward to seeing MA60's advantages such as comfort, reliability and fuel efficiency being further proved and demonstrated during the operation in Cambodia. He hoped that MA60 will boost more comprehensive cooperation between Cambodia and China in the fields such as the civil aircraft products and services as well as build an efficient, economical and convenient air bridge for the trade communications and economic developments of Cambodia. Meanwhile, Jiang promised that the plane maker will continuously provide high quality aircraft and considerate customer services.

On Feb 18, 2012, the Ministry of National Defense of Cambodia placed a formal order for two MA60 aircraft from XAC. The course arrangement for the Cambodian trainee pilots having training at XAC, the aircraft coating, the cabin configuration as well as the avionics data have been confirmed gradually after thorough coordination. In addition, all XAC departments accomplished necessary delivery preliminaries on schedule through close collaboration and active preparation.

Hibah 25 Tank LVT Korsel Tunggu Izin AS

Jakarta, InfoPublik - Kembali Indonesia akan menerima hibah 25 tank amphibi Landing Vehicle Tracked (LVT) dari Korea Selatan untuk digunakan oleh Korps Marinir TNI Angkatan Laut. Namun, prosesnya masih menunggu izin dari Amerika Serikat, pembuat tank tersebut.

"Hibah 25 unit alat tempur LVT itu harus mendapatkan izin dari Amerika Serikat, karena LVT itu merupakan buatan Amerika," jelas Panglima TNI Laksamana TNI Agus Suhartono usai mengikuti sidang Komite Kebijakan Industri Pertahanan (KKIP), di PT PAL Indonesia (Persero), Surabaya, Jawa Timur, Rabu (23/5).

Menurut Panglima TNI, Indonesia sebelumnya juga telah mendapatkan 10 unit LVT dari Korea Selatan, namun di Korsel masih ada 25 unit lagi yang masih layak digunakan dan dihibahkan. "Saat ini sedang diproses untuk mohon dihibahkan pada Indonesia tapi pelaksanaan hibah ini pun harus seizin Amerika. Kita masih menunggu keputusan dari Kemhan Korea dan Amerika Serikat apakah menyetujui untuk dihibahkan ke Indonesia atau tidak," kata Panglima.

Mengenai pengadaan alat utama sistem senjata (alutsista) di dalam negeri, Panglima TNI selaku anggota KKIP, mengatakan, PT PAL sebagai "Lead Integrator" sangat penting untuk diberikan dukungan dalam mewujudkan pembangunan kapal, baik Kapal Cepat Rudal (KCR), Perusak Kapal Rudal (PKR) maupun kapal angkut. "KCR 40M sudah selesai dibangun dan ada beberapa unit. PT PAL juga akan membangun 6 unit KCR-60M dan kapal 105 M, yakni PKR," katanya.

Terkait pembelian Tiga Kapal Selam Korea, Menteri Pertahanan, Purnomo Yusgiantoro, mengatakan, tiga unit kapal masih dalam proses pembangunan yang dilakukan oleh Korsel dan PT PAL. "Kapal selam pertama akan dilakukan oleh Korsel. Yang kedua separuh-separuh antara Korsel dan PT PAL dan ketiga dibangun di PT PAL. Ini harus dibahas kembali karena harus dilihat kesiapan PT PAL sendiri," katanya.

Pasalnya, kata Menhan yang juga selaku Ketua KKIP, peralatan untuk pembangunan kapal selam itu tidak mudah, sehingga harus terus dibicarakan, sementara proses dari pembuatan ini tetap berjalan.

Wakil Menteri Pertahanan, Sjafrie Sjamsoeddin menyebutkan proyek kapal selam ini ada dua macam, yakni pengadaannya dan transfer of technology-nya. "Kalau pengadaannya kan sudah selesai dan kita telah kontrak. Ini akan berjalan sekaligus," tuturnya.

Namun, dalam ToT, ada tiga tahapan, yakni pembangunan kapal selam di Korea, separuh-separuh antara Korsel dan PT PAL, dan PT PAL sendiri. "Sejak fase pertama kita sudah melibatkan tenaga-tenaga teknis yang kita kirim dari Indonesia yakni PT PAL ke Korea. Yang menjadi tantangan apabila kita ingin masuk ke fase ketiga, infrastruktur yang ada di PT PAL harus dipersiapkan karena membangun kapal selam memiliki infrastruktur tersendiri dan yang paling penting, harus didukung oleh anggaran yang perlu dipersiapkan. Kemhan juga tengah membicarakan bagaimana kesiapan PT PAL yang terdiri dari Meneg bumn, dan tentunya yang ahli dalam kontrak Kemhan," urainya.(dry)

PT. PAL Indonesia Bangun 3 Unit Kapal KCR 60 M Pesanan TNI AL

Bersamaan dengan Sidang Pleno Ke-VI KKIP ini, dilaksanakan pula Steel Cutting KCR 60 dan Keel Laying Tug Boat (Kapal Tunda).  Kapal tersebut merupakan pesanan dari TNI AL yang dibangun di PT. PAL Indonesia, sebagai wujud nyata komitmen PT PAL Indonesia (Persero) mendukung terciptanya kemandirian bangsa dalam memenuhi kebutuhan Alutsista dan kemajuan industri pertahanan nasional.

Pelaksanaan Steel Cutting KCR 60 dan Keel Laying Tug Boat (Kapal Tunda) ditandai dengan penekanan tombol sirine oleh Menhan bersama dengan Menristek, Kepala Bappenas, Panglima TNI, Kapolri, Kasal, Wamenhan dan Dirut PT. PAL Indonesia.

PT.PAL Indonesia  menerima order pembuatan kapal KCR 60 M sebanyak 3 unit dan Kapal Tunda 2.400 HP sebanyak 2 unit.  Kontrak secara efektif telah ditandatangani  antara PT PAL Indonesia dan TNI AL melalui Dinas Pengadaan Mabesal pada tanggal 20 Desember 2012.

KCR 60 M memiliki spesifikasi panjang keseluruhan 59.80  M dan lebar 8.10 M, mampu melaju hingga 28 knot pada kecepatan maksimum dalam kondisi muatan 50 % . Kapal ini dipersenjatai dengan 1 x Meriam Utama 57 mm, 2 x senjata 20 mm, 2 x 2 Peluncur rudal anti kapal permukaan dan 2 x Decoy Launcher. Kapal ini mempunya olah gerak yang tinggi, lincah dalam posisi tembak dan mampu melaksanakan penghindaran dari serangan balasan lawan.

Sementara itu Kapal Tunda 2.400 HP memiliki spesifikasi dengan panjang keseluruhan 29 M dan Lebar 9 M,  dan pada sarat kondisi muatan 50 % kecepatan kapal mencapai 12 knot.

Melalui pelaksanaan Steel Cutting KCR 60 dan Keel Laying Tug Boat (Kapal Tunda) pesanan TNI AL ini kembali membuktikan bahwa PT.PAL Indonesia berkomitmen dan siap menjadi lead integrator pembangunan produk Alutsista dan Almatsus bidang kemaritiman.

Sejak tahun 1980, PT. PAL Indonesia (Persero) telah menyelesaikan pembangunan kapal lebih dari 240 unit kapal berbagai jenis  dan ukuran untuk produk kapal niaga sampai dengan ukuran 50.000 DWT, sedangkan untuk produk kapal perang telah diproduksi berbagai jenis dan tipe kapal diantaranya: KCR 14 Meter, 28 Meter, 38 Meter, FPB 57 Meter dan Landing Platform Dock 125 Meter.

PT PAL juga berpengalaman memodifikasi kapal dan pemasangan Rudal diantaranya: Rudal Yakhont dan Fire Control System di KRI OWA-354, Rudal C-802 dan Fire Control System di KRI AHP-355 dan KRI YOS-353.

Dengan berbekal pengamalan tersebut diatas, PT PAL Indonesia (Persero) menyatakan siap menyelesaikan pembangunan KCR 60 dan Kapal Tunda 2.400 HP pesanan Kemhan dan Pengadaan Alutsista lainnya di masa mendatang. (BDI/SR)

PT DI-SUKHOI Matangkan Rencana Produksi Ekor Pesawat

BANDUNG (bisnis-jabar.com): PT Dirgantara Indonesia (PT DI) dan Sukhoi sedang mematangkan kerjasama pembuatan ekor pesawat. Rencana kerjasama ini tidak terkendala kasus kecelakaan Sukhoi Superjet 100 beberapa waktu lalu.

Kepala Divisi Manajemen Mutu dan Koordinator Kehumasan PT DI Sonny Saleh Ibrahim mengatakan pihak Sukhoi sudah menjajaki kerjasama ini sejak dua tahun terakhir.

Rencananya PT DI akan membuat ekor pesawat Sukhoi, baik vertikal maupun ekor horizontal jika kerjasama itu terwujud.

“Bila terjadi kesepakatan kontrak, kami siap membuat sekitar 40 unit bagian ekor pesawat tersebut setiap tahunnya,” katanya hari ini.

Pembicaraan lanjutan soal ini, menurutnya, agak tertunda dengan kejadian kecelakaan Sukhoi Superjet 100 di Gunung Salak. PT DI sendiri yakin meski ada penundaan, kerjasama bakal terus berlanjut. “Prospek kerjasama ini sudah mencapai 90 %,” katanya.

Pembicaraan yang tersisa akan membahas secara detil mengenai komponen, pembuatan contoh komponen, termasuk nilai kontrak. Pembuatan komponen ekor pesawat sendiri menurut Sonny bisa dipenuhi pihaknya karena memiliki peralatan dan mesin yang dapat menunjang pesanan tersebut.

Apalagi, dalam waktu dekat PT DI bersiap menambah mesin baru. “Jadi, kami optimistis dapat memenuhi pemesanan tersebut,” ujarnya.

Selain Sukhoi, PT DI menjalin kerjasama dengan beberapa lembaga sejenis asal berbagai negara. Di antaranya, Boeing, Airbus, dan Eurocopter. Sebagai contoh, pihaknya menjalin kerjasama dengan Airbus, Boeing, dan Eurocopter dalam hal produksi komponen. Untuk Airbus, komponen yang diproduksi PT DI yaitu punggung dan sayap. Jenisnya, Airbus A-320, A-321, A-349, A-380, dan A-350. (k57/yri)

WASHINGTON – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to the Government of Australia for 12 EA-18G Modification Kits to convert F/A-18F aircrafts to the G configuration and associated parts, equipment, training and logistical support for an estimated cost of $1.7 billion.

The Government of Australia has requested a possible sale of 12 EA-18G Modification Kits to convert F/A-18F aircrafts to G configuration, (34) AN/ALQ-99F(V) Tactical Jamming System Pods, (22) CN-1717/A Interference Cancellation Systems (INCANS), (22) R-2674(C)/A Joint Tactical Terminal Receiver (JTTR) Systems, (30) LAU-118 Guided Missile Launchers, Command Launch Computer (CLC) for High Speed Anti-Radiation Missile (HARM) and Advanced Anti-Radiation Guided Missile (AARGM, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government (USG) and contractor engineering, technical, and logistics support services, and other related elements of logistical and program support. The estimated cost is $1.7 billion.

Australia is an important ally in the Western Pacific. The strategic location of this political and economic power contributes significantly to ensuring peace and economic stability in the region. Australia’s efforts in peacekeeping and humanitarian operations have made a significant impact to regional political and economic stability and have served U.S. national security interests. This proposed sale is consistent with those objectives and facilitates burden sharing with our allies.

The proposed sale will improve Australia’s capability in current and future coalition efforts. Australia will use the enhanced capability as a deterrent to regional threats and to strengthen its homeland defense. Australia will have no difficulty absorbing this new capability into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be The Boeing Corporation in St. Louis, Missouri. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale may require the assignment of additional U.S. Government or contractor representatives to Australia.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
