The Indonesian Navy's plan to procure at least two diesel electric submarines may be delayed by continuing negotiations with potential vendors focused on meeting demanding technical requirements, a source involved in the acquisition told Jane's on 9 July.
The Indonesian-based source confirmed that the request for proposals has been sent to contractors in South Korea, Russia, Germany and France, but that the vendors had been initially deterred by Indonesia's requirement for a boat with high technical specifications and the transfer of a "very high level of technologies".
