Belanjawan 2025, Peruntukan RM675 Juta Bakal Perkukuh Keupayaan Maritim Malaysia

PUTRAJAYA - Peruntukan yang telah diumumkan Perdana Menteri, YAB Datuk Seri Anwar bin Ibrahim kepada Agensi Penguatkuasaan Maritim Malaysia (Maritim Malaysia) sempena Belanjawan MADANI 2025 yang dibentangkan pada Jumaat lalu akan memperkukuhkan lagi keupayaan Agensi ini dalam melaksanakan tugas dan tanggungjawab menjaga keselamatan maritim negara.

Ketua Pengarahnya, Laksamana Muda Maritim Datuk Haji Mohd Rosli bin Abdullah berkata, Kerajaan telah memperuntukan sejumlah RM675 juta kepada Maritim Malaysia bagi penyelenggaraan kapal sedia ada dan perolehan kapal baharu dalam usaha mengukuhkan kesiagaan Agensi ini menjaga Zon Maritim Malaysia.

Beliau berkata demikian melalui satu Kenyataan Media rasmi yang dikeluarkan Maritim Malaysia bagi menyambut kenyataan daripada Kementerian Dalam Negeri (KDN) di sini semalam.

Mengulas lanjut, Datuk Haji Mohd Rosli memaklumkan pecahan peruntukan yang diterima meliputi RM150 juta untuk penyelenggaraan enam buah kapal sedia ada di bawah Ship Life Extension Programme (SLEP) Fasa dua bagi memastikan jangka hayat operasi kapal-kapal berkenaan dapat dioptimumkan.

Manakala RM350 juta telah diperuntukan bagi proses perolehan sebuah kapal Multi-Purpose Mission Ship (MPMS). Kapal ini jelas beliau akan dilengkapi dengan pelbagai keupayaan pelbagai misi operasi yang membolehkan Maritim Malaysia melaksanakan operasi di laut dengan lebih berkesan.

Tambah beliau, sejumlah RM160 juta pula diperuntukkan bagi perolehan dua buah Kapal Peronda Generasi Baharu (NGPC) yang bakal dilengkapi dengan teknologi terkini dalam usaha meningkatkan keupayaan rondaan dan penguatkuasaan di kawasan perairan yang lebih luas dan mencabar.

Selain kapal baharu, Datuk Haji Mohd Rosli turut memaklumkan Maritim Malaysia bakal menerima sebuah kapal peronda United States Coast Guard Cutter (USCGC) bagi meningkatkan lagi keupayaan Agensi memantau perairan negara, terutamanya di kawasan-kawasan strategik. Bagi tujuan tersebut, Kerajaan telah memperuntukan sebanyak RM15 juta untuk penyelenggaraan dan pembaikan kapal berkenaan sebelum ia dibawa pulang ke negara ini tahun hadapan.

Terdahulu, Datuk Haji Mohd Rosli menegaskan peruntukan yang telah diumumkan ini membuktikan komitmen Kerajaan MADANI dalam memastikan Maritim Malaysia dapat meningkatkan keupayaan operasi dan rondaan sekaligus mengatasi segala bentuk ancaman jenayah di Zon Maritim Malaysia.

The issue was raised by Defence Minister Datuk Seri Mohamed Khaled Nordin in response to a question from Lim Lip Eng (DAP-Kepong) during today’s parliamentary session. “The number of ATM assets exceeding 30 years in service includes 108 units for the Malaysian Army, 29 units for the Royal Malaysian Air Force (RMAF), and 34 units for the Royal Malaysian Navy (RMN),” he stated. He added, “The operational lifespan of military assets varies according to their respective functions.” However, the minister did not provide specific details on the types of assets beyond the 30-year threshold. In recent years, military leaders have openly acknowledged the burden of outdated assets. Earlier this month, Malaysia Armed Forces (MAF) chief General Tan Sri Mohammad Ab Rahman disclosed to local media that 34 RMN vessels have surpassed their intended service life, with 28 of them over 40 years old. “The RMN currently operates 53 ships across various classes to meet operational and patrol needs within Malaysia’s maritime zones. “However, many of these vessels have exceeded their optimal lifespan in terms of capability, technology, and maintenance costs,” he said during a press conference after the 91st ATM Anniversary celebration at Camp Segenting earlier this month.     According to him, the delivery of the 36 remaining jets in the PL version custom-made for Poland "is largely at risk" and delays in their deliveries may reach nine months.
    While praising the role the FA-50s are playing in the Polish Air Force, Tomczyk said that they can only be used as training aircraft.

In recent years, military leaders have openly acknowledged the burden of outdated assets. Earlier this month, Malaysia Armed Forces (MAF) chief General Tan Sri Mohammad Ab Rahman disclosed to local media that 34 RMN vessels have surpassed their intended service life, with 28 of them over 40 years old. “The RMN currently operates 53 ships across various classes to meet operational and patrol needs within Malaysia’s maritime zones. “However, many of these vessels have exceeded their optimal lifespan in terms of capability, technology, and maintenance costs,” he said during a press conference after the 91st ATM Anniversary celebration at Camp Segenting earlier this month.       The Finance Ministry stated that the aggregate national household debt stood at RM1.53 trillion between 2018 and 2023.
      In aggregate, it said the household debt for 2022 was RM1.45 trillion, followed by RM1.38 trillion (2021,) RM1.32 trillion (2020), RM1.25 trillion (2019) and RM1.19 trillion (2018).
      “The ratio of household debt to gross domestic product (GDP) at the end of 2023 also slightly increased to 84.2% compared with 82% in 2018,” it said.
