Nasib Pengadaan Sistem Senjata Pascapemotongan Anggaran

Pinjaman Luar Negeri untuk pengadaan alutsista 2020-2024 adalah sebesar 25 miliar dollar atau 402,5 triliun rupiah dengan kurs Rp 16.100,- (infographic: Sobat Militer)

Tahun fiskal 2025 nampaknya bukan merupakan tahun yang bersahabat bagi sektor pemerintahan dan sektor-sektor lain yang terkait. Ini karena pemerintah melaksanakan pemotongan anggaran dalam tiga putaran yang berbeda.

Pada putaran pertama sudah dilaksanakan pemotongan anggaran senilai Rp 306 triliun, sedangkan pada etape kedua akan besaran anggaran yang akan dipotong adalah Rp 300 triliun.

Sedangkan fase ketiga pemotongan anggaran tidak menyasar sektor pemerintahan, namun menargetkan sektor BUMN di mana dividen yang diterima negara akan berkurang menjadi Rp 100 triliun demi sebuah badan usaha BUMN yang baru saja dibentuk lewat revisi Undang-undang BUMN.

Tidak diragukan bahwa pemotongan anggaran yang telah terjadi sudah menimbulkan keguncangan pada semua kementerian/lembaga. Sebab pemotongan demikian membuat anggaran belanja barang dan belanja modal berkurang cukup drastis.

Anggaran Kementerian Pertahanan yang sebelumnya hanya dipotong Rp 2,6 triliun ternyata mengalami pengurangan senilai Rp 26,9 triliun dengan pemotongan terbesar pada anggaran belanja modal. Anggaran belanja modal pada tahun anggaran 2025 mengambil porsi terbesar anggaran pertahanan, namun mengalami pemotongan sebesar Rp 16 triliun.

Berkurangnya alokasi belanja modal akan memengaruhi kegiatan pengadaan sistem senjata oleh Kementerian Pertahanan tahun ini, baik lewat skema Rupiah Murni (RM), Pinjaman Dalam Negeri (PDN) maupun Pinjaman Luar Negeri (PLN). RM biasanya digunakan oleh TNI untuk pengadaan beberapa jenis sistem senjata seperti munisi beragam kaliber, senapan serbu, kapal patroli dan lain sebagainya.


Pada sisi lain, pemotongan anggaran belanja modal sepertinya tidak akan memengaruhi komitmen Indonesia untuk membayar utang pokok dan bunga utang yang jatuh tempo tahun ini. Seperti diketahui, pemerintah harus membayar utang jatuh tempo sebesar Rp 1,3 kuadriliun pada 2025, di mana angka tersebut termasuk bunga utang.

Tidak tersedia informasi berapa utang PLN yang harus dibayar oleh Kementerian Pertahanan pada tahun fiskal 2025, namun dana pembayaran utang tersebut diambil dari anggaran belanja modal. Selain utang PLN, Kementerian Pertahanan juga harus membayar PDN yang jatuh tempo pada tahun ini kepada sejumlah lembaga perbankan nasional.

Terdapat beberapa isu terkait akuisisi sistem senjata yang patut mendapatkan perhatian setelah pemotongan anggaran pada Kementerian Pertahanan diterapkan. Pertama, pencapaian target MEF 2020-2024 yang diprediksi tidak akan tercapai karena isu ketersediaan anggaran.


Sebelumnya Kementerian Pertahanan sudah menetapkan pencapaian target MEF 2020-2024 adalah 66,06 persen atau naik 2,87 persen dari pencapaian MEF 2015-2019. Padahal tahun ini sebenarnya diproyeksikan untuk menyelesaikan beragam program pengadaan pada MEF 2020-2024 yang belum selesai.

Kedua, penundaan penandatanganan loan agreement. Saat ini terdapat sejumlah kegiatan yang telah menerima Penetapan Sumber Pembiayaan (PSP) dari Menteri Keuangan yang belum memiliki kontrak di mana PSP tersebut akan jatuh tempo pada 31 Maret 2025.

Terselip pula 50 kontrak yang menantikan penandatanganan atau negosiasi loan agreement oleh Kementerian Keuangan dan lender. Dengan pemotongan anggaran pada Kementerian Pertahanan, maka penundaan penandatangan loan agreement pada tahun ini ialah sebuah pilihan yang logis sekaligus tidak terhindarkan.


Ketiga, ketiadaan dana Rupiah Murni Pendamping (RMP). Mengacu pada data Kementerian Pertahanan, sampai awal Januari 2025 dana RMP belum dialokasikan ke dalam anggaran belanja modal, sehingga tidak ada pemotongan anggaran untuk pos belanja tersebut.

Ketiadaan dana RMP akan membuat loan agreement apapun yang disepakati oleh Kementerian Keuangan dan lender tidak dapat dieksekusi. Tentu menjadi pertanyaan apakah kontrak akuisisi yang telah ditandatangani oleh Kementerian Pertahanan akan menjadi default ataukah akan diamandemen sambil menantikan kondisi fiskal yang membaik?

Bila terdapat kontrak yang default, apakah akan ada konsekuensi hukum dan finansial bagi Indonesia? Lalu bagaimana citra Indonesia di mata produsen sistem senjata global jika ada kontrak yang default?


Kemungkinan adanya kontrak yang default bukan suatu hal yang mengada-ada mengingat kecil kemungkinan semua kontrak yang tidak dapat dieksekusi pada MEF 2020-2024 akan diteruskan pada program pembangunan kekuatan periode 2025-2029.

Keempat, kelanjutan program akuisisi. Untuk 50 kontrak yang sudah ditandatangani namun belum mempunyai loan agreement dan sejumlah kontrak lain yang belum ditandatangani, apakah program-program tersebut akan dipilih secara selektif untuk di-carry over ke dalam Blue Book 2025-2029?

Sejak beberapa waktu lalu terdapat informasi bahwa sejumlah program yang tidak dapat dieksekusi pada MEF 2020-2024 akan di-carry over ke periode 2025-2029. Jika informasi demikian benar adanya, berapa besar nilai kegiatan pengadaan yang akan di-carry over? Jumlah program beserta besaran angka PLN yang akan di-carry over dapat dipastikan akan mempengaruhi alokasi PLN pada kurun 2025-2029 bagi Kementerian Pertahanan.


Memperhatikan dengan seksama kondisi fiskal pemerintah saat ini, menjadi pertanyaan apakah dalam beberapa waktu ke depan akan ada penentuan alokasi dana RMP untuk Kementerian Pertahanan oleh Kementerian Perencanaan Pembangunan Nasional/Bappenas?

Apabila tersedia alokasi dana RMP pada tahun ini, nilainya diperkirakan kurang dari satu per enam dari total alokasi belanja modal sebelum terkena pemotongan. Dengan nilai alokasi dana RMP yang terbatas, maka hanya sedikit program pada tahun ini yang dapat diaktivasi oleh pemerintah. Tersedia atau tidaknya alokasi dana RMP akan ditentukan oleh ruang fiskal pemerintah dan atau arahan Presiden Prabowo Subianto.

Sementara itu, pada akhir tahun lalu Menteri Keuangan sudah menerbitkan PSP bagi sejumlah program yang akan jatuh tempo pada 31 Maret 2025. Apabila Kementerian Pertahanan mampu menandatangani 23 kontrak terkait PSP tersebut sebelum 31 Maret 2025, tantangan berikutnya adalah apakah proses negosiasi loan agreement di Kementerian Keuangan dapat selesai sebelum atau pada 31 Maret 2025?

Bahkan jika proses loan agreement dapat diselesaikan dalam batas waktu tersebut, tantangan berikutnya adalah ketersediaan alokasi dana RMP pada APBN Kementerian Pertahanan tahun fiskal 2025. Apakah kontrak-kontrak tersebut akan mendapatkan prioritas untuk aktivasi ataukah harus memberikan kesempatan kepada kontrak-kontrak lain yang menantikan penandatanganan loan agreement dan atau aktivasi?       Sayangnya dia kurang baik dalam memperbaiki diri jika hasil tidak sesuai kondisi nyata. Mungkin memang kelemahan pendidikan dari Jane's juga. Jane's tahun 60an - 70an punya masalah yg sama.

According to European Security & Defence reporting from LIMA 2023, the Malonnn Ankas will have modified wings to improve their endurance.

      Joe-Can anyone explain, in layman terms, why the ship sides is seen to be bubbling/caving/not smooth?
      It is sheet metal welded together multi layered with hull metal be it aluminium alloy or high strength steel. Usually they were cut in squares( ERAWA) on the pendekar. There’s calculations behind that and it is a trade secret.
      Until now it’s still unclear what kind of radar will be used on the LMSB2 Cenk Aesa or Cenk 3D also the anti submarine weapon. Will it be rockets or light torps.

      – Use of certain structure designs from Hisar OPV, which itself is based on original Ada but faster to built and cheaper
      – Use of locally design main radar which ‘could’ be cheaper than Smart-S Mk2
      – No Yakamos sonar for ASW missions

      PMX has defended the decision to lease the helicopters for the military and other government agencies – RM16.5 billion for 15 years – during the Parliament session on Thursday. Among others he said the government adopted the leasing model to reduce maintenance costs and at the same time improved the operational readiness of the fleet.
      DS Anwar Ibrahim did not address the fact that the government will be paying some RM1 billion a year for 15 years for the helicopters. He also said the helicopters selected were based on the specifications and requirements of the agencies themselves.
      He also confirmed that the Army will also be part of the leasing programme apart from RMAF,RMN, MMEA, police, Fire and Rescue Department, and the Prime Minister Department. Apart from RMAF 12 and police’s seven helicopters, he did not give the breakdown for the other services and agencies.

      It is sheet metal welded together multi layered with hull metal be it aluminium alloy or high strength steel. Usually they were cut in squares( ERAWA) on the pendekar. There’s calculations behind that and it is a trade secret.
      Until now it’s still unclear what kind of radar will be used on the LMSB2 Cenk Aesa or Cenk 3D also the anti submarine weapon. Will it be rockets or light torps.

      PMX DS Anwar Ibrahim today announce an allocation of RM40.6 billion for the national security sector from the RM461 billion 2025 national budget. This is an increase of RM2 billion for the sector which includes Home and Defence ministries, from the 2024 budget of RM38.7 billion.
