TEMPO.CO, Bandung -  Kepala Divisi Rekayasa Manufaktur, Direktorat Produksi, PT Dirgantara Indonesia Mukhamad Robiawan mengatakan, pesawat N219 selepas diperkenalkan lewat roll-out langsung dipreteli untuk menjalani proses sertifikasi. “Jangan heran kalau lihat di hanggar, pesawatnya dibongkar ulang,” kata dia di Bandung, Jumat, 29 Januari 2016.

Robiawan mengatakan, setelah perkenalan ke publik secara resmi lewat roll-out, kini pesawat prototipe N219 memasuki tahap sertifikasi. Caranya dengan dipreteli lalu di susun ulang, sambil disaksikan oleh petugas yang melakukan proses sertifikasi. “Disassembly dulu, dilihat dalamnya sampai dia puas, baru di assembly ulang,” kata dia.

Menurut Robiawan, dengan cara itu petugas sertikasi bisa mengikuti semua tahapan pembuatan pesawat dari mulai bagian yang kecil hingga proses penggabungan komponennya menjadi wujudnya yang besar. “Itu dibongkar ulang sampai dinyatakan clear,” kata dia.

Seluruhnya lebih dari 300 artikel proses penyusunan pesawat yang diperiksa dalam proses sertifikasi itu. Saat ini baru 30 persennya yang sudah mendapat kata setuju. Proses sertifikasi itu juga termasuk pengujian terbang pesawat N219. “Lumayan lama, bisa sampai satu tahun,” kata Robiawan.

Robiawan mengatakan, saat ini seluruh instrumen yang akan di pasang di pesawat juga tengah diuji di laboratorium. Setelah semua dinyatakan berfungsi, baru digabungkan dengan bagian fisik pesawat. “Sekarang dalam proses tes,” kata dia.

Menurut Robiawan, seluruhnya ada 4 unit pesawat N219 yang dibuat setahun ini. Dua prototipe yang disiapkan untuk terbang, dan dua lagi untuk menjalani semua tes beban untuk menguji kekuatan struktur pesawat.

Jadwal flight-test hingga saat ini belum bergeser, masih dijadwalkan di bulan Juli ini. “Belum ada notifikasi bakal bergeser, berarti masih Juli,” kata Robiawan.

Robiawan mengatakan, akhir tahun ini seluruh proses sertifikasi dijadwalkan tuntas sehingga pesawat N219 bisa langsung memasuki proses produksi masal. Seluruh alat bantu perakitan untuk memproduksi masal pesawat itu dijadwalkan sudah tuntas Maret ini.

PT Dirgantara menargetkan produksi masal N219 bisa dimulai tahun 2017, dengan kapasitas perdana 3 pesawat setahun. “Semua yang kita buat ini sudah dirancang untuk mass-production N219. Maksimumnya 24 set (pesawat) per tahun, dalam sebulan 2 pesawat,” kata Robiawan.

Sebelumnya, Direktur Teknologi dan Pengembangan PT Dirgantara Indonesia Andi Alisjahbana mengatakan, dari seluruh Letter Of Intent atau dokumen pemesanan pesawat itu berasal dari maspakai serta pemerintah daerah. “Maskapai ada lima, kalau Pemerintah Daerah ada tiga,” kata dia di Bandung, Kamis, 10 Desember 2015. Diantaranya berasal dari Aceh dan Papua yang masing-masing memesan lebih dari sepuluh pesawat N219.

PT Dirgantara yang mendapat tugas memproduksi pesawat itu sudah menyiapkan rencana penambahan kapasitas produksinya. “Target tahun pertama bisa 12 unit pertahun, tapi kita bertahap akan naik dari 18 unit sampai 24 unit pertahun karena yang interest banyak,” kata dia di Bandung, Kamis, 10 Desember 2015.

Andi mengatakan, PT Dirgantara bersama Lapan akan mengandeng industri dalam negeri untuk mendongkrak kandungan lokal pesawta itu. Dia mengklaim, saat ini kandungan lokal N219 sudah menembus 40 persen, sementara targetannya 60 persennya kandungan lokal.

Kepala Program N219 PT Dirgantara Indonesia Budi Sampurno mengatakan, selepas perkenalan resminya hari ini, semua sistem dalam prototipe pesawat N219 akan dipasang, sekaligus memulai tes struktur pesawat itu. Dijadwalkan semuanya selesai pada Mei 2016. “Setelah itu ‘first flight test sertification’ dimulai,” kata dia di Bandung, Kamis, 10 Desember 2015.

Budi mengatakan, pesawat itu membutuhkan 660 jam terbang untuk mendapatkan sertifikasi layak terbang Indonesia. “Kalau 2016 sudah mendapat persyaratan laik terbang, maka 2017 bisa di deliver ke customer. Dan tahun 2017 jgua kita akan aplikasi untuk ‘international sertification’,” kata dia.

Pesawat N219 dirancang dapat mengantkut 19 penumpang dalam dua baris. Bagian kanan 14 tempat duduk (2x7) dan bagian kiri 5 tempat duduk (1x5). Tinggi kabin 1,7 meter, lebih lega dibanding Twin Otter yang tinggi kabin dalamnya hanay 1,5 meter. Pesawat itu juga dirancang dengan mampu terbang di landasan pendek atau Short Take-Off Landing (Stol) di landasan 500 meter.

20 More P-8s for US, Australia Ordered From Boeing

WASHINGTON — The Boeing Company received a hefty $2.5 billion contract award from the US Navy to provide that service with 16 more P-8A Poseidon maritime multi-mission aircraft, along with four P-8As for the Royal Australian Air Force (RAAF), the Pentagon announced Thursday.

The P-8A is replacing elderly P-3C Orion aircraft in US Navy service, and AP-3C Orions flying for Australia.

All 20 aircraft in this latest order are Lot III full-rate production aircraft. The award is a modification to a previously awarded fixed-price-incentive-firm contract from the US Navy.

The award includes the second batch of four Poseidons for the RAAF. Australia is the second international partner for the P-8A, and agreed in 2014 to buy eight Poseidons, with an option for four more. A decision on the four option aircraft is to be part of the country’s new Defence White Paper, due this year.

India already is operating the aircraft, known as the P-8I Neptune, and Britain recently announced its intention to buy nine P-8As to restore its aerial maritime surveillance and anti-submarine capabilities, lost when the UK cancelled the Nimrod program in 2010.

RAAF personnel already are at US Naval Air Station Jacksonville, Florida, where they began training a year ago to operate the P-8A. And in Kansas, Spirit AeroSystems announced it began production of the first fuselage for an Australian Poseidon in October.

The Australian program is estimated to cost about Australian $4 billion (US $2.15 billion), including infrastructure and facilities upgrades. The first RAAF P-8A is expected to be delivered in 2017.

Boeing, naturally, is pleased with the award.

“We continue to hear feedback from our US Navy customer about the incredible capabilities of the P-8A,” James Dodd, Boeing vice president and program manager of P-8 Programs, said Thursday evening in a statement. “The deployed squadrons tell us it’s exceeding expectations. We’re looking forward to providing even more capability to the fleet and to Australia.”

The award follows a $1.49 billion August contract for P-8As, which included the first four Australian aircraft along with nine for the US.

New Contract for Royal Thai Navy Second Offshore Patrol Vessel

BAE Systems have signed a new contract with Bangkok Dock to assist in the licensed construction of a second 90 metre Offshore Patrol Vessel for the Royal Thai Navy. Under the agreement, we will provide engineering support and advice during construction of the vessel in Thailand.

Nigel Stewart, Commercial Director, BAE Systems’ Naval Ships business, said: “We’re looking forward to building and strengthening our relationship with Thailand’s shipbuilding industry. This contract to support delivery of a second Offshore Patrol Vessel to the Royal Thai Navy is a clear endorsement of our versatile Offshore Patrol Vessel design. 

"With three of these ships already in service in Brazil and a further three Offshore Patrol Vessels under construction for the UK Royal Navy, our design continues to attract significant interest internationally."

The Offshore Patrol Vessel is a highly versatile ship, making it a cost-effective solution for many navies, with options for us to construct vessels at our facilities in Glasgow, Scotland, or for international customers to build ships under licenced design agreements using their own indigenous industries.

The Royal Thai Navy accepted its first 90 metre Offshore Patrol Vessel, HTMS KRABI, from Bangkok Dock in 2013, which is a variant of the baseline BAE Systems design. HTMS KRABI has already completed around 1000 days at sea with the Royal Thai Navy. BAE Systems delivered three Offshore Patrol Vessels built in the UK to the Brazilian Navy from 2013 to 2014.

We are also constructing three Offshore Patrol Vessels for the UK Royal Navy at our facilities in Glasgow, Scotland. The ships are of the same baseline design, with modifications to meet UK Royal Navy requirements. The UK Government committed to buy two further Offshore Patrol Vessels in its recent Strategic Defence and Security Review.

The Offshore Patrol Vessel is designed for management of economic exclusion zones and the provision of effective disaster relief, with the range and capability for ocean patrol and deployment anywhere in the world. The design is based on the proven pedigree of the 80 metre River Class vessels operated by the UK Royal Navy since 2003. Good sea-keeping, speed and fuel economy have been improved further by the lengthened hull of the 90m variant, while the rugged commercial components in the ship systems are suited to high annual operating hours and rapid repair.

The design can be modified for either naval or coast guard needs, including options for a hangar, alternative combat systems, boats and internal compartments, such as additional  aft accommodation. The ship’s capacity for Special Forces deployment, pollution control, operation of remotely operated underwater vehicles to provide mine countermeasures and carriage of standard containers add to the versatility of the design. The optional commonality with UK Royal Navy command systems provides significant potential for minimising future obsolescence as well as providing scope for training in the UK.

KOARMABAR Terima Kembali 2 KRI Hasil Repowering

Jakarta, -- Komando Armada RI Kawasan Barat (Koarmabar) menerima kembali dua KRI hasil repowering  dari Dinas Material Angkatan Laut (Dismatal) yang diserahkan langsung Kepala Dinas Material Angkatan Laut (Kadismatal) Laksamana Pertama (Laksma) TNI Toto Prihantono kepada Asisiten Logistik (Aslog)  Pangarmabar Kolonel Laut (T) Puguh Santoso, S.E.,  mewakili Pangarmabar Laksamana Muda TNI A. Taufqk R., di Gedung Serba Guna Fasharkan Mentigi. Tanjung Uban Kepulauan Riau, Rabu (27/1).

Kedua KRI jajaran Koarmabar yang telah selesai di-repowering  dan siap bertugas kembali melaksanakan  operasi laut dalam menegakkan kedaulatan dan hukum di wilayah Koarmabar, yaitu KRI Tenggiri-865 dan KRI Cucut-866. 

Sementara itu Kadismatal Laksma TNI Toto Prihantono dalam sambutannya mengatakan, bahwa kesiapan alut sista TNI Angkatan Laut terutama KRI sebagai bagian dari unsur Sistem Senjata Armada Terpadu (SSAT) merupakan faktor penentu keberhasilan tugas pokok TNI AL, sehingga perlu adanya penyiapan KRI secara baik salah satunya dengan jalan melaksanakan repowering.

Lebih lanjut dikatakan Kadismatal bahwa kegiatan repowering KRI Tenggiri-856 dan Cucut-866 ini  dilaksanakan  secara communality, untuk KRI Tengiri menggunakan main engine merk MTU  Tipe 8 V 400 M 70 sama dengan seperti yang digunakan untuk main engine Attack Class, sedangkan untuk KRI Cucut-866 menggunakan main engine combat boat. Hasil dari repowering saat ini KRI Tenggiri-856   bisa melaju dengan kecepatan 16 Knot sedangkan KRI Cucut-866 bisa sampai 12 knot.

Sebelum acara penyerahan kedua KRI tersebut, dilaksanakan pemotongan tumpeng oleh Waaslog Kasal Laksamana Pertama TNI Mulyadi  yang  diserahkan kepada Komandan KRI Tenggiri-856  Kapten Laut (P) Eko Triyatomo dan Komandan KRI Cucut-866 Kapten Laut (P) Nana S., sebagai bentuk  syukur kehadirat Allah SWT atas terlaksananya  repowering tersebut.

Hadir pada acara tersebut  antara lain Waaslog Kasal Laksamana Pertama TNI Mulyadi, Kadislaikmatal Laksamana Pertama Mulyanto, Sekdismatal, Kasatharmatbar, Kafasharkan Mentigi, Perwira Satkat dan Satran Koarmabar serta Komandan KRI Tengiri danKRI Cucut.

Singapore Hones Fighter Aircraft, UAV Co-Operative Capabilities in Air-to-Surface Competition

In a bid to improve the integrated air-to-ground strike capabilities of its platforms and airmen, the Republic of Singapore Air Force (RSAF) has for the first time included an unmanned aerial vehicle (UAV) component in the biennial 'Hotshot Challenge' air-to-surface competition.

The competition, which involves four RSAF squadrons comprising a total of 15 F-16 and four F-15SG fighter aircraft, is being held from 25 January to 3 February at the Tengah Air Base and Pulau Pawai live-firing range in Singapore.

IHS Jane's was on site at the Pulai Pawai range on 27 January to witness the air-to-ground strike component of the competition, where participating aircraft were tested on their ability to perform air-to-ground strafing and deploy unguided munitions at designated targets on the ground from 10°, 30°, and 45° angles.

"In this Hotshot series there are actually two elements that we have introduced. The first one is the integrated combat turn-around for the logistics side," said Colonel Linus Tan, commander of the RSAF's Fighter Group, in response to questions from the media.

He added that logistics support is a very crucial aspect of the RSAF's combat operations. Participants in the logistics part of the competition are judged on how fast they perform tasks such as loading ammunition and refuelling participating fighters.

"The other aspect of what we have introduced is that we have expanded the UAV collaboration with the fighters," said Col Tan. Although he did not specifically name the type of UAV being deployed in the competition this year, Col Tan made reference to the RSAF's deployment of its IAI Heron 1 medium-altitude long-endurance (MALE) UAVs at the 'Forging Sabre' exercise in Arizona in the United States in December 2015.

PAF to acquire Php106.4-M worth of 'Sokol' parts

MANILA (PNA) --- The Philippine Air Force (PAF) is allocating the sum of Php106,461,950.40 for the acquisition and stockpiling of spare parts needed for the maintenance of its seven PZL-W3-A "Sokol" combat utility helicopters.

The project is divided into five lots with Lot 1 worth Php15,936,175; Lot 2 at Php20,570,390; Lot 3 at Php20,481,487.08; Lot 4 at Php26,311,614.50 and Lot 5 worth Php23,162,283.82.

Pre-bid conference is scheduled for Feb. 1, 9 a.m. at the PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.

While submission and opening of bids is on Feb. 15, 9 a.m. at the same venue.

PAF spokesperson Col. Enrico Canaya said that the acquisition of these "Sokol" items are part of their advanced programming to ensure that sufficient spares are at hand to keep the helicopters flying at all times.

Indonesia Tawarkan Pesawat Terbang N219 untuk Laos

JAKARTA, KOMPAS.com - Indonesia dan Laos bersepakat untuk terus meningkatkan hubungan kerja sama di bidang transportasi.

Indonesia melalui Menteri Luar Negeri Retno Marsudi telah menyampaikan tawaran produk pesawat terbang N219 Light Transport Aircraft buatan PT Dirgantara Indonesia.

Tawaran tersebut disampaikan ketika Menlu melakukan pertemuan bilateral dengan Menteri Luar Negeri Laos Thoungloun Sisoulith di Vientiane, 27/1/2016.

"Pesawat ini berkapasitas 19 penumpang dan dinilai sesuai dengan geografis Laos. Kontak awal telah dilakukan melalui Kementerian Transportasi dan Lao Airlines," ujar juru bicara Kemenlu, Arrmanatha Nasir, di kantor Kemenlu, Jakarta, Kamis (28/1/2016).

Menurut Arrmanatha, saat ini Laos masih mempelajari lebih lanjut mengenai tawaran yang diajukan. Ia pun masih belum memastikan berapa unit pesawat yang nanti akan dibeli oleh Laos.

"Ini baru upaya, Laos masih mempelajari lebih lanjut. Sudah ada beberapa negara ASEAN yang telah membeli pesawat dari Indonesia. Saya harap mereka beli yang banyak," ujarnya.

Dalam pertemuan bilateral tersebut Menlu Retno juga menyampaikan masukan terkait kerja sama maritim dalam bentuk pengembangan penanganan penangkapan ikan secara ilegal, pelaksanaan kerja sama maritim dalam konteks EAS.

Selain itu dibahas juga kerja sama mengenai pembentukan instrumen hukum untuk perlindungan hak buruh migran, penanggulangan terorisme, radikalisme dan ektremisme.

Selain membahas upaya peningkatan kerja sama bilateral, pertemuan itu juga digunakan Menlu Retno untuk menyampaikan dukungan penuh Indonesia terhadap keketuaan Laos di ASEAN.

Bagi merealisasi objektif Basic Operational Sea Training (BOST), satu siri latihan GUNEX antara KD PENDEKAR dan KD PERKASA telah dilaksanakan pada 23 Jan 16 di Pulau Aur. Cuaca sepanjang latihan dalam keadaan baik tetapi agak bergelora dengan kod laut 3.

Antara latihan yang dilaksanakan adalah penembakan Meriam 57mm, 40/70mm, penembakan senjata kecil serta manuvra taktis. Objektif latihan diadakan adalah bagi meningkatkan kecekapan dan memberi pendedahan kepada anak-anak kapal dalam menghadapi situasi ketika perang.

Secara keseluruhannya, semua siri latihan yang dirancang dapat dilaksanakan dengan jayanya dan mencapai objektif yang diperlukan. Diharap latihan seperti ini dapat diteruskan dari semasa ke semasa diantara kapal-kapal di dalam Skuadron Kapal Pembinasa Laju 1 (SKPL `1).

Sebagai penutup kapal telah melaksanakan latihan orang jatuh laut sebelum meneruskan pelayaran ke Kawasan Operasi Kekal Warisan. Ternyata terbukti walaupun dalam keadaan laut yang bergelora pihak kapal masih dapat melaksanakan latihan dengan baik demi meningkatkan kemahiran dan seterusnya menjamin kedaulatan Negara terpelihara.

First sail of Vietnam over storm water

First modern sail training ship of Vietnam made the longest voyage in the history of the Vietnam People's Navy for 125 days at sea, around 3/4 of Earth.

Afternoon 27-1, first modern sail training ship of Vietnam People's Navy named scholar Le Quy Don docked at harbor Military Naval Academy in Nha Trang (Khanh Hoa).

According to Lt. Nguyen Trong Hieu, deputy training ship Le Quy Don, this sailing ship long distance training missions, combining performing diplomatic activities with other countries in the ASEAN region. Workforce seamen are 30 people, can serve 80 students to practice long distance.

One source said on Polish sailing ship fabrication, shipbuilding orders of the Ministry of Defense of Vietnam, in which the company CHOREN Design and Consulting Design, Marine Projects Company closed under the supervision of team the Defense Industry Holding Obronny Polski (Poland). 67 m long vessel, 10 meters wide, a total area of 1,400 m2 , the amount of 857 tons of water displacement. The vessel has three 40m high masts with sails 21, 10 rotating rod. Start production from 2-7-2014, lauch date 1-6-2015.

According to Lt. Nguyen Trong Hieu, depart from Poland since 26-9-2015, sailing ship Le Quy Don and crew of the Naval Academy, the Polish specialists have made the longest voyage in calendar use Vietnam People's Navy for 125 days at sea, around 3/4 of Earth. Train went through many waters, from the Baltic Sea, the North Sea, the Atlantic Ocean to the Caribbean, through the Panama Canal, go on the Pacific, through the channel in the Philippines and the South China Sea to Vietnam.

During the first voyage, the ship sails along waterway Le Quy Don Group has faced two hurricanes, four episodes of low pressure. "Currently the crew of the Naval Academy already quite mature operations. We can operate, control ship correctly after the ship was handed over completely to Vietnam "- Nguyen Trong Hieu said.

Pemerintah Kaji Pembangunan Kawasan Industri Pesawat Terbang

Liputan6.com, Jakarta - Pemerintah dalam hal ini Kementerian Perindustrian (Kemenperin) tengah mengkaji rencana pembangunan kawasan industri khusus kedirgantaraan. Hal ini ditujukan untuk mendorong pertumbuhan industri pesawat terbang di dalam negeri.

"Kemenperin sedang berupaya membuat kajian terhadap peluang terbentuknya kawasan industri kedirgantaraan yang diharapkan dapat diwujudkan di Kawasan Bandar Udara Internasional Jawa Barat (BIJB) Kertajati," ujar Direktur Jenderal Industri Logam Mesin Alat Transportasi dan Elektronika (ILMATE) Kemenperin, I Gusti Putu Suryawirawan dalam keterangan tertulis di Jakarta, Selasa (26/1/2016).

Selain soal kawasan industri, saat ini Kemenperin juga tengah mengkaji pembentukan Aerospace Design Center di Institut Teknologi Bandung (ITB) sebagai sarana pusat desain pesawat udara dan komponennya.

Putu mengatakan, kegiatan-kegiatan yang telah dilaksanakan Kemenperin selama ini dalam upaya mendukung pengembangan industri pesawat udara nasional, di antaranya yaitu mengidentifikasi industri nasional yang memiliki potensi sebagai industri komponen pesawat udara serta melaksanakan bimbingan teknis kepada industri komponen agar memiliki kompetensi dan standar dalam pembuatan komponen-komponen pesawat.

"Hingga saat ini, beberapa bimbingan teknis yang dilaksanakan antara lain bimtek rubber seal, interior, komponen metal, tools dan jig, standar mutu komponen pesawat, ban vulkanisir pesawat serta workshop pembuatan main dan nose landing gear untuk pesawat N219," kata dia.

Kemenperin Fasilitasi Sinergi Industri Komponen Pesawat

Selanjutnya, Kemenperin telah memfasilitasi sinergi antara industri komponen nasional yang berpotensi membuat komponen pesawat udara dengan PT Dirgantara Indonesia (PT DI) dan PT Regio Aviasi Industri (RAI).

Program ini mendorong industri nasional terlibat dalam pembuatan komponen pesawat N219, N245, N270, NC 212, CN 235, R-80, Helikopter dan lain-lain.

"Saat ini telah terfasilitasi konsorsium industri dalam pembuatan main dan nose landing gear serta konsorsium pembuatan windshield pada Pesawat N219. Hal ini sebagai upaya dalam mewujudkan target TKDN pada pesawat N219 sebesar 60 persen," jelas dia.

Sementara dari sisi industri komponen, Kemenperin juga tengah memfasilitasi komponen pesawat udara nasional untuk mendapatkan sertifikasi baik dari dalam maupun luar negeri, melakukan monitoring konsorsium pengembangan komponen pesawat N219, melakukan sosialisasi keunggulan pesawat N219 ke pemerintah propinsi, serta membangun kerjasama luar negeri untuk mengembangkan kapasitas industri komponen pesawat udara nasional.

Seperti diketahui, saat ini, pemerintah sedang membangun purwarupa pesawat N-219 yang pelaksanaan roll out-nya telah dilaksanakan pada 10 Desember 2015 dan pada Mei 2016 akan dilaksanakan first flight.

Program pengembangan selanjutnya, pemerintah akan mengembangkan pesawat N245 dengan kapasitas 50 orang, N270 dengan kapasitas 70 orang, serta pesawat tempur IF-X.

"Pemerintah juga mendukung pengembangan Pesawat R-80 yang saat ini dikembangkan oleh PT Regio Aviasi Industri," kata Putu.

Pengembangan pesawat-pesawat tersebut diharapkan akan menjadi sarana dalam membangun konektivitas antar daerah terutama pada daerah-daerah terpencil, dan yang lebih penting lagi adalah sebagai penggerak tumbuhnya industri komponen di dalam negeri, karena pesawat tersebut ditargetkan Tingkat Komponen Dalam Negeri (TKDN) dapat mencapai lebih dari 60 persen.

Hal ini memberikan peluang yang sangat besar bagi tumbuhnya industri komponen atau pendukung pesawat udara nasional serta membuka peluang investasi dan penyerapan tenaga kerja.

"Selain itu, Kementerian Pertahanan bersama dengan PT Dirgantara Indonesia sedang mengembangkan pesawat tempur IF-X. Diharapkan pada  2026 sudah dapat diproduksi masal," tandas dia.

PASKAU employ a number of laser target designators (LTDs) when calling in air strikes. These man-portable devices fire a laser beam at a target causing a reflection that a suitably equipped aircraft or missile sensor can detect. Bouncing such a beam off a target is known as 'painting the target'.

DND Forges P2.68-B Deal for Air Surveillance Radars

MANILA, Philippines - The Department of National Defense (DND) and an Israeli firm are close to forging a deal for the supply of three air surveillance radars worth P2.68 billion to boost the Philippines’ territorial defense capabilities.

The Philippine government and Israeli company Elta System Ltd. could sign a contract for the radars anytime, DND Undersecretary Fernando Manalo told The STAR over the weekend.

Manalo said a notice of award was issued to Elta early this month. The issuance of the notice of award is an important step in the procurement process as it leads to the actual implementation of the project.

“The signing will be done anytime,” Manalo said when asked for the status of the air surveillance radars project.

“The radars will enhance the capabilities of the Air Force in terms of maritime domain awareness,” he added.

Manalo said the radars may be delivered next year.

Last year, The STAR reported that the Philippines would buy three air search radars from Israel to enhance its monitoring in the South China Sea, where more than $5 trillion worth of trade passes through every year.

The Philippines, one of the weakest in the region in terms of military might, is under pressure to strengthen its external defense capabilities amid China’s muscle flexing and aggressive expansion in the region. Officials have repeatedly claimed that the modernization program is not directed against any country.

Defense officials signed an implementation arrangement that would pave way to the purchase of the radars in February 2014.

The procurement, however, was stalled for some time as President Aquino only approved the revised military modernization program last July, six days before his final State of the Nation Address.

Under the revised military modernization law enacted in 2012, the President, upon the recommendation of the defense and budget secretaries, shall forward the list of items to be purchased to Congress within 60 days since the law took effect.

Indonesian Defense Chief Plans Visit Russia in April

MOSCOW (Sputnik) – Indonesia’s defense minister plans to visit Russia in April to continue discussions on the procurement of Russian Su-35 Flanker-E superiority fighters, Indonesian Ambassador to Russia Djauhari Oratmangun said Tuesday.

"The negotiations are ongoing. The Minister of Defense wants to visit Russia in April to continue the discussions," Oratmangun told RIA Novosti.

Indonesian Defense Minister Ryamizard Ryacudu announced Jakarta’s intention to purchase the Su-35s to replace the country's aging fleet of US-made Northrop F-5 Tiger II fighters, in September.

A joint military-technical cooperation commission held discussions late in November in the Indonesian capital.

The director for international cooperation at the Indonesian Defense Ministry told RIA Novosti at the time that Indonesian law required that at least 35 percent of the procured technology be transferred to the country when entering into contracts for the purchase of foreign weaponry.

Korea Aerospace Industries (KAI) has launched a project to develop passenger jets, a market that has long been dominated by Boeing and Airbus, sources said Wednesday.

"We are seeking to make a foray into the commercial airplane market through a joint project with an Indonesian defense firm," a KAI official told The Korea Times.

The move comes at a time when Boeing and Airbus face challenges from China, which recently unveiled a commercial airliner.

Beijing's state-owned Commercial Aircraft of China, or Comac, delivered its first of 30 ARJ21 passenger aircraft to Chengdu Airlines in late November.

Comac is also pushing to develop a larger jetliner, the C919, with targets efficiency levels comparable with those of the Airbus A320neo and Boeing 737 MAX, according to local media. A prototype of the 158-to-174 seater was unveiled in early November.

In order to join the race, KAI signed a Strategic Cooperation Agreement (SCA) with Indonesia's state-run PT Dirgantara Indonesia (PTDI), Dec. 4, the company said.

Under the deal, the two companies will strengthen collaboration in the defense aviation industry, but also work toward making commercial airplanes.

The Indonesian company is already participating in Korea's domestic KF-X fighter jet development project.

PTDI has experience in developing its own 50-seater N-250 and the 100-seater N-2130 civil aircraft in the 1990s, while KAI has successfully developed military aircraft such as the T-50 supersonic trainer and the FA-50 light-combat aircraft.

"It will be a win-win for both parties, as each can help the other in their respective areas of technological superiority," said the official.

He noted that the two companies plan to meet twice a year to discuss their cooperation in the development of a civilian jetliner and other aircraft including drones.

"The first meeting will take place within the first half of this year," he said.

He added that the feasibility study to figure out potential demand for civilian aircraft will also take place, saying, "Securing demand in the domestic markets of both Korea and Indonesia is our preliminary goal."

From 2008 to 2013, KAI developed the four-seat, low-wing, single-engine KC-100 Naraon that was marked as the nation's first passenger plane. The Naraon is expected to enter service this year.

KAI President and CEO Ha Sung-yong said last year that taking the commercialization of Naraon as an opportunity, KAI will make efforts to attain its ambition to develop and produce a 100-seater passenger plane.

The move apparently comes because sales of civilian aircraft account for almost 80 percent of the world aviation market, so there is a limit to focusing only on the defense aviation industry.

ST Marine Lays Keel for Singapore's Third Littoral Mission Vessel

Singapore shipbuilder ST Marine has laid down the third of eight Independence-class Littoral Mission Vessels (LMVs) on order for the Republic of Singapore Navy (RSN), a company representative told IHS Jane's on 25 January.

A keel-laying ceremony for the 1,200-tonne vessel on 26 November 2015 at ST Marine's shipyard in Jurong was attended by the country's chief of defence force, Major General Perry Lim, and navy chief Rear Admiral Lai Chung Han.

ST Marine is building all eight vessels under a contract announced in January 2013 to replace the RSN's 11 Fearless-class patrol vessels that have been in service since the mid-1990s. The platform has been jointly designed by Saab Kockums AB and ST Marine.

The LMV has a length of 80 m, a beam of 12 m, and a draught of 3 m. Powered by two MTU 20V 4000 M93 engines, the 1,250-tonne platform has a top speed in excess of 27 kt and a standard range of 3,500 n miles at 15 kt. The platform can accommodate a baseline crew complement of 23 including five officers and has a mission endurance of 14 days.

The Independence-class ships will each be armed with one Oto Melara 76/62 Super Rapid main gun as a primary weapon, two Oto Melara Hitrole 12.7 mm remote-controlled weapon stations (one each on the port and starboard sides), and one stern-facing Rafael 25 mm Typhoon stabilised naval gun system. The vessels will also be equipped with a 12-cell vertical launching system (VLS) in the forward section that can deploy MBDA's VL Mica anti-air missile system.


The platform can embark one medium-lift helicopter on its flight deck and two rigid hull inflatable boats (RHIBs) or the Protector unmanned surface vessel (USV) at its stern.

Afternoon 22-1, at Haiphong, Hong Ha Shipbuilding Company (the General Department of Defense Industry) held a ceremony to hand over two high-speed patrol vessels TT-400 (a score of 6.7) for the Command Status Coast Guard.

These are 2 of the 4 the company Honghe building for the Coast Guard under the program of the National Assembly's Resolution 72 XIII. Previously, the company Honghe played and handed over to the Marine Police force 5 vessels.

Construction process, the Company actively research Honghe, suggest improvements designed to improve product quality, aesthetics, ease of use and activities of officers and soldiers.

Some technical-tactical features of two new patrol boats to be changed to fit the actual operation characteristics of the Coast Guard.

TT-400 ships with the length 54m, width 9,3m, country charm full load volume of 425 tonnes; is equipped with modern equipment and uniform, able to operate in conditions of wave level 8.

With the introduction of patrol boats equipped with TT-400 will help the Coast Guard Forces Vietnam strengthening the capacity of law enforcement at sea.

Navy’s LD-601 Tarlac Undergoes Initial Sea Trials

SSV expected to be in PHL before 118th PN anniversary

MANILA (PNA) -- The country's first strategic sealift vessel (SSV), which is now conducting initial sea trials, is expected to be in the country before the Philippine Navy (PN)'s celebrates its 118th founding anniversary on May 20.

This was disclosed by PN spokesperson Col. Edgard Arevalo in an interview on Sunday.

"Hopefully, she will arrive before May 20," he added.

The PN spokesperson said that initial sea trials or checking of the SSV's interior and bulkheads are now ongoing as the ship has now left its dry-dock.



The country's first SSV, which was given the designation of "LD-601" and prospective name of BRP Tarlac, was launched at the PT PAL (Persero) shipyard in Surabaya, Indonesia last Jan. 17.

Arevalo said full-fledged sea trials of the ship will start when the sailing crew arrives.


This is to determine whether all the ship's systems are operational for the voyage to the Philippines.

"It's akin to a car doing road test. The facilities and other navigational instruments are being tested to ensure seaworthiness, especially before its embarks on its voyage to the Philippines," Arevalo said.

The SSV will have a crew of 17 officers and 98 enlisted personnel or a total of 115.



The Philippines has a two-SSV order with PT PAL (Persero) for Php3,870,000,000 which is sourced from the AFP Modernization Fund.

The SSV acquisition project for the PN was initiated upon the approval of Acquisition Decision Memorandum Number 2012-060 by Defense Secretary Voltaire Gazmin on Oct. 30, 2013.

The Department of National Defense declared Persero as the Single Calculated Responsive Bidder with a bidding price of Php3,870,000,000 on Nov. 18, 2014.

The SSVs are programmed to be the PN’s floating command center carrying out their main purpose as military sealift and transport vessels and also for humanitarian assistance and disaster response.



The ships are estimated to weigh around 7,300 gross register tons.

Further, these vessels are critical assets for civil-military operations due to their capability of transporting large number of soldiers, logistics, and supplies.

Moreover, each SSV has the capacity to house three helicopters. The Navy’s Augusta Westland-109s are programmed to be on-board components of these vessels.

These forthcoming landing platform dock strategic sealift vessels will improve the transport capability of the PN and boost the defense capabilities of the country.
