PH Navy Awaiting US Nod on Transfer of Cyclone Patrol Boats

Cyclone class Patrol Boats (photo : US Navy)MANILA – The Philippine Navy (PN) is awaiting the official approval of the United States government regarding the transfer of its newly-decommissioned Cyclone-class patrol vessels to the country.
"To date, PN is still waiting for the official approval from the State Department, USG (United States Government) on the authority to transfer the CCV (Cyclone-Class Vessels) to the PN. While waiting for the said approval, PN already requested the Price and Availability (P&A) of the CCV in order to identify the acquisition cost for planning/programming purposes of the end-user," said Navy chief Vice Admiral Giovanni Carlo Bacordo in a message on Wednesday night.
He added that the US government has an outstanding offer regarding the Cyclone-class patrol vessels to the PN under its Excess Defense Article (EDA) program.
Bacordo said the PN has already expressed its intent to acquire these ships as early as December last year.
"PN is also waiting for the official offer from USG that will serve as an invitation for the PN to conduct JVI (Joint Visual Inspection) as part of the planning and future programming for its acquisition," he said.
Bacordo added that the end-user technical working group, which is the PN, will prepare the proposal based on the P&A and JVI result.
"P&A is expected to be forwarded to PN anytime next week," he said.
Bacordo earlier said he will be happy if the PN acquires at least five of these Cyclone-class patrol vessels which will be a boost to its fleet.
At present, the PN has one Cyclone-class patrol vessel in its service, the BRP General Mariano Alvarez (PS-38), formerly the ex-USS Cyclone, which was transferred to the PN in 2004.
"We have manifested our interest with JUSMAG (Joint US Military Assistance Group) and US INDOPACOM (Indo-Pacific Command)," he added.
The Cyclone-class patrol ships are a class of US Navy coastal patrol boats consisting of some 14 ships.
These vessels weigh around 328.5 long tons and have a length of 179 feet, a beam of 25 feet, and a draft of 7.5 feet.
Their maximum speed is placed at 35 knots and they have a range of between 2,000 to 2,500 nautical miles.
Cyclone-class patrol vessels are armed with two 25mm autocannons and several high-powered machine guns.

Tank Boat diharapkan dapat mendukung TNI dalam melakukan operasi rawa, laut, sungai dan pantai (Ralasuntai) serta tugas penjagaan laut dan pantai (Sea and Coast Guard).
Tank Boat dapat mengangkut 60 orang personil dan 5 orang kru, memiliki kecepatan maksimum 40 knot serta daya jelajah hingga 600 Nm. Dilengkapi senjata utama RCWS kanon kaliber 30 mm dan 2 senapan mesin 12,7 mm, Tank Boat siap menjaga kedaulatan dan mempertahankan wilayah perairan NKRI.
Tank Boat merupakan program Kementerian Pertahanan RI yang dilaksanakan oleh konsorsium dimana PT Pindad (Persero) menjadi lead integrator bekerjasama dengan PT Lundin Industry Invest, PT Len Industri (Persero), dan PT Hariff.

Ismail Sabri: Cabinet to Decide on Fate of LCS Project

LUMUT: The delay in the delivery of the Royal Malaysian Navy's littoral combat ships (LCS) will be brought to the Cabinet to ascertain the best solution, said Defence Minister Datuk Seri Ismail Sabri Yaakob.
He said that the matter is crucial to determine the future of the project as well as the fate of 10,000 workers and vendors who are affected due to the delay.
"We will bring the matter to the Cabinet to get solutions. There are two options, the first of which is for Boustead Naval Shipyard Sdn Bhd (BNS) to have a new direction that will be presented in the Cabinet to enable the project to continue.
"If this does not obtain Cabinet approval, a new company will be appointed. So far, we are leaning towards the first option," he said.
Ismail Sabri was speaking to reporters after witnessing a demonstration of the Fast Interceptor Craft at the RMN base here today.
He said the Cabinet will come up with a decision soon. He also hoped that the issue on workers who have lost their jobs due to the delay would be resolved soon.
"We will look into all angles especially on the welfare of workers. As such, we suggest Boustead continue the project," he said.
Yesterday, Pangkor assemblyman Datuk Seri Dr Zambry Abdul Kadir had said about 200 vendors and contractors have shut down following the delay in the delivery of the LCS two years ago.
He had said it was crucial for the LCS project to proceed so that vendors and workers can continue their work and avoid retrenchment.
The LCS construction project, worth RM9.128 billion, was awarded to BNS by the government through the Defence Ministry. A total of RM6 billion has been paid for six ships.
However, to date, not a single LCS has been handed over to the RMN although the contract agreement, signed in January 2014, stipulates that the first vessel was due to be handed over to the government in April 2019.

LUMUT — Kementerian Pertahanan bercadang untuk menambah 13 lagi bot pemintas Fast Interceptor Craft (FIC) bernilai lebih RM120 juta untuk memperkasakan lagi pertahanan di kawasan sempadan khususnya di perairan negara.
Menteri Kanan Pertahanan, YB Dato’ Seri Ismail Sabri Yaakob berkata setakat ini, Tentera Laut DiRaja Malaysia (TLDM) telah menerima enam bot berkenaan yang bernilai keseluruhan RM80 juta pada 19 Mac yang lalu.
Menurut beliau, FIC melalui Projek Peralihan Operasi Benteng (Op Benteng) yang dibina Gading Marine Industry (M) Sdn Bhd (GMI) itu diletakkan dalam Skuadron Fast Combat Boat (FCB) berperanan sebagai elemen sokongan pertahanan maritim negara terutama kepada kapal TLDM dalam penugasan Op Benteng dalam meningkatkan keupayaan pengawasan dan pintasan di perairan cetek dan berpulau.
Beliau berkata demikian ketika sidang media selepas menyaksikan Demonstrasi Fast Interceptor Craft (FIC) sempena lawatan kerja beliau ke Pangkalan TLDM Lumut, Perak, hari ini.
Terlebih dahulu, YB Menteri juga telah merasmikan Kiosk BHP yang terletak di dalam Kem Armada Mutiara, Pangkalan TLDM Lumut. Kiosk ini merupakan yang perfama disediakan oleh BHPETROL di dalam kawasan kem yang akan memberi kemudahan kepada lebih daripada 15,000 anggota TLDM serta keluarga di pangkalan ini.
YB Menteri turut meluangkan masa beramah mesra serta berbuka puasa bersama warga TLDM Lumut.

The first stage of assembly and running tests of the BTR-4KSh-T command and staff vehicle based on the BTR-4U chassis took place at the Kyiv Armored Plant KBTZ (part of the Ukroboronprom).
The new KSHM is manufactured in accordance with the technical documentation developed by the company's designers in 2020 and is intended for the assembly of parts and units of the Royal Thai Army.
The BTR-4KSh-T communications department should comfortably accommodate a staff group of 8 officers.
According to the plans, the new KShM will be delivered to the customer in the form of a machine kit by the end of this year.
We will remind, in previous years (from 2008 to 2019) the military of Thailand ordered in Ukraine armored personnel carriers on the basis of BTR-3 which were made at the Kiev armored plant.
The BTR-4KSh-T command and staff vehicle (photo : UkrMilitary)Under several contracts totaling more than $ 250 million, the Thai military received more than 200 vehicles of various types based on BTR-3 (product line BTR-3E1, commander BTR-3K, medical BTR-3C, repair and evacuation BTR-ZBR, anti-tank BTR-3RK and mortar BTR-3M1 and BTR-3M2).
It is also known that in early 2019 in Thailand for licensed assembly was delivered the first machine kit KShM BTR-3KSh, which in many respects is similar to the new BTR-4KSh-T.
It should be added that the possible supply of cars based on the BTR-4 in Thailand has been talked about for a long time, but information about fixed contracts has not yet been made public.
In turn, it is known that the BTR-4U licensed assembly plant will soon be built in neighboring Myanmar, Ukrspetsexport reported on the relevant contract in 2020.
