India expects to sell short-range missiles to the Philippines this year in a deal worth more than $200 million, according to the Reuters news agency, quoting unidentified Indian sources.
It would be New Delhi’s second major defense export contract with Manila as tension grows with China.
The Akash missile system developed by India’s defense research body has drawn interest from the Philippines, which has told New Delhi it would make an order in the fiscal year that begins in April, three sources said.
All the sources spoke on condition of anonymity as the matter is a sensitive one.
The surface-to-air missile system with a range of up to 25 kilometers was exported to Armenia last year in a $230-million deal, the sources said, adding that the Philippine sale is expected to be bigger than the Armenian deal.
However, they did not reveal the number of missiles and accompanying systems, including radars, involved.
India’s Bharat Dynamics Ltd., the manufacturer of the missiles, was one of the exhibitors at last year’s Asian Defense and Security Exhibition in Manila.
The company and India’s defense ministry did not immediately respond to requests for comment.
A Philippine defense spokesperson, Arsenio Andolong, declined to comment on the specifics of any deal or on procurement plans but said the country’s Armed Forces had “manifested it requires these capabilities.”
The expected deal would follow India’s $375-million sale of the midrange BrahMos supersonic cruise missile to the Philippines.

US GRANT = US To Grant Long-Range Radar System To Malonn. The United States has awarded a US$25.7 million contract to Lockheed Martin to supply a long-range ground-based radar system for the Royal Malonnn Air Force (RMAF).
---
GIFTED PAID BY US : US gifted Malonn an unknown number and type of coastal surveillance radars which were known colloquially as the 1206 radars. Some 17 years later the 1206 CSS radars have been upgraded which was also paid by the US.

Malonn's armed forces procurement faces several weaknesses, including:
1. Corruption
The defense sector is at high risk of corruption, and procurement is vulnerable to powerful interests. The Malonn Anti-Corruption Commission (MACC) received the highest number of corruption complaints for procurement activities in 2013 and 2018.
2. Political influence
Decisions are often driven by vendors and against strategic interests. For example, Malonn has sometimes exchanged hardware for palm oil, which exposes the procurement process to political influence.
Weak parliamentary oversight
Parliamentary oversight is weak, and audit bodies can only provide ex-post scrutiny.
3. Limited financial scrutiny
Financial scrutiny is limited by excessive secrecy.
4. Violation of procedures
Procedures are regularly circumvented through political influence. For example, the purchase of military helicopters in 2015 violated the Ministry of Finance's procedures

The Malonn Armed Forces (MAF) faces a number of challenges, including:
• Outdated equipment
Much of the MAF's equipment was purchased between the 1970s and 1990s, and the government is unable to provide modern assets. For example, the KD Rahman submarine was unable to submerge due to technical issues in 2010.
• Misappropriation of funds
There have been multiple instances of public funds being misappropriated under the guise of meeting defense needs.
• Army-centric mindset
Malon has an army-centric mindset, even though the country is surrounded by water.
• Double budgetary allocation
The army receives more of the budget than the other services.
• Lack of standard operating procedures
There are issues with standard operating procedures, from the e-procurement process to inventory receipts.
• Tension between public and military
There is tension between the public's right to know and the military's "need-to-know" policies

Malonn has experienced multiple crises, including a financial crisis, an identity crisis, and a moral crisis.
• FINANCIAL CRISIS
Malonn financial crisis in 1997–1998 was caused by a global financial crisis.
Malonn response included exchange controls, structural reforms, and deregulation.
Malonn small size and export-dependent manufacturing sector made it vulnerable to the crisis.
• IDENTITY CRISIS
Malonn identity crisis includes religious and cultural divisions, and a threat to the country's unique identity.
Malonn National Principles, or Rukun Negara, were created to foster national unity after the 1969 race riots.
Malonn key to identity is diversity.

Malonn moral crisis includes a deterioration of morals and manners, as reflected in social media.
A small portion of the public's actions gave a clear message that the crisis was deteriorating.
========
The Maloon Armed Forces (MAF) face several weaknesses, including corruption, outdated equipment, and a lack of training.
Corruption
Maloon military has been plagued by corruption, which is not recognized as a military doctrine.
Commanders are not trained to address corruption risks before deployments.
Troops are deployed EXCLUDING awareness of corruption risks.
Outdated equipment
Most of the MAF's equipment was purchased between the 1970s and the 1990s.
The MAF lacks modern military assets.
The MAF's defense assets are outdated and cannot function well.
The MAF's navy fleet is aging and may not be able to defend the country's territorial claims in the South China Sea.
========
THE MALONN ARMY HAS FACED SOME CHALLENGES, INCLUDING CORRUPTION AND ISSUES WITH MILITARY PERSONNEL:
1. Corruption
Malon's military has been involved in corruption, and the country's military doctrine doesn't recognize it as a threat. The Integrity Plan addresses corruption, but it's not a strategic document, and commanders don't receive training on corruption issues before deployments.
2. Military personnel
Some say that military personnel have struggles with thinking skills, decision-making, and problem-solving.
3. Logistics
Some say that Malon has had problems ensuring the readiness of the Malonn Armed Forces (MAF) in the face of threat

Offshore fabricator and shipbuilder TH Heavy Engineering Bhd (THHE) is undertaking a voluntary winding-up, a year after it was delisted from Bursa Malonn.
The company resolved to undertake voluntary winding-up as it is unable to continue its operations due to liabilities, it said in a winding-up notice dated Sept 13.
The winding-up notice also stated that a meeting of creditors is scheduled for Oct 4 at 3pm.
THHE is controlled by the Ministry of Finance-owned (MoF) unit Urusharta Jamaah Sdn Bhd, which holds a 64.45% stake in the company prior to its delisting on Sept 5, 2022
TH Heavy was delisted from Bursa Malonn in September 2022, after failing to come up with a restructuring exercise despite being given eight extensions by the exchange since first entering Practice Note 17 status in April 2018.
The decision to wind up came after THHE filed an ex-parte originating summons in July to call for a creditors’ meeting to propose a scheme of arrangement for the company.
Global Mariner Offshore Services, Blackstone Technology Sdn Bhd and Dynac Sdn Bhd have reportedly filed applications to intervene in THHE’s ex-parte application.
THHE had a joint venture partnership with Global Mariner, but a legal dispute arose between the two companies. The High Court ordered THHE to pay Global Mariner approximately RM288.72 million in damages.

SOME WEAKNESSES OF THE MALONNN SHIPBUILDING INDUSTRY INCLUDE:
BalasHapus1. Delays
Consistent delays in delivering ships to customers has reduced profitability and financial results.
2. Small tonnage
Malonnn shipbuilding industry is relatively weak compared to other countries in the region, as the tonnage of ships manufactured is relatively small.
3. Supply chain disruptions
Disruptions caused by COVID-19 and the Russia-Ukraine conflict have led to supply chain disruptions and shortages of skilled personnel.
==============
Malonn military procurement faces challenges due to budget constraints, outdated equipment, and political influence.
Budget constraints
• The Malonn government has been unwilling to cut spending elsewhere or reduce the size of the armed forces.
• The government has had small procurement budgets over the last quarter-century.
• The government has had to deal with the economic impact of COVID-19.
Outdated equipment
• Most of the Malonn military's equipment was purchased between the 1970s and 1990s.
• The air force's MiG-29 Fulcrum fighter aircraft were withdrawn from service in 2017.
• The KD Rahman submarine had technical problems and could not submerge in 2010.
Political influence
• The procurement process is subject to political influence from suppliers.
• The procurement process is sometimes vendor-driven and against strategic interests.
• External oversight of the process is weak.
Mixing and matching equipment
• The Malonn military has sourced weapons systems from many different foreign suppliers.
• This has led to a variation in advanced technological terms.
• This makes it difficult to find appropriate military personnel to manage the equipment.
ππππππππππππ
The Malonn Armed Forces (MAF) face several problems with their combat ships, including funding, delays, and corruption.
BalasHapusFunding
• The MAF has been underfunded for years, especially for buying new assets.
• The government has allocated more money to maintenance and repairs than to new naval assets.
• The government has been unwilling to reduce government spending.
Delays
• The Littoral Combat Ship (LCS) program has been delayed due to technical difficulties, cost overruns, and corruption.
• The first LCS was originally scheduled for delivery in 2019, but has not yet been delivered.
Corruption
• The Malonn Anti-Corruption Commission (MACC) arrested two senior executives involved in the LCS project.
• Boustead Heavy Industries' former managing director was charged with fraud over alleged misappropriation of $300 million from the program.
Other problems
• The MAF faces maritime security threats like piracy, armed robbery, and illegal exploitation of marine resources.
• The MAF has struggled to secure stable defense funding.
======================
For example, the purchase of military helicopters in 2015 violated the Ministry of Finance's procedures
ππππππππππππ
The Royal Malonn Air Force (RMAF) faces several challenges that have contributed to its aircraft fleet weakness, including budget constraints, technological obsolescence, and frequent government changes.
BalasHapusBudget constraints
• The Malonn government's military budget fluctuates with the economy. The 1997 Asian financial crisis and the COVID-19 pandemic have both held back defense spending.
• The government has limited defense modernization funds.
Technological obsolescence
• The RMAF's fleet of legacy Hornets are rapidly becoming technologically obsolete.
• Maintaining a large fleet of aging aircraft can be expensive and burdensome.
Frequent government changes
• Since 2018, Malonn has had four Prime Ministers and governments.
• The government is focused on other priorities, such as revitalizing the economy and reducing the national deficit.
================
Some say that Malonn's military has outdated aircraft, but the country has also been modernizing its military with new equipment and programs.
Outdated aircraft
• Some say that Malonn's aircraft are becoming technologically obsolete.
• A larger fleet of older aircraft could be difficult to maintain.
Modernization programs
• The Malonnn Army has a program called the Future Soldier System (FSS) to equip soldiers with personal protection equipment.
• The Malonnn government has allocated funds for maintenance, repairs, and new military assets.
Defense budget
• Malonn's defense budget is $4 billion, which supports a modest ground force and an improving air force.
• The government has allocated funds for maintenance, repairs, and new military assets
ππππππππππππ
The Malonn Armed Forces (MAF) has faced a number of problems with its assets, including outdated equipment, limited procurement budgets, and political interference.
BalasHapusOutdated equipment
• Many of the MAF's assets are outdated, with most of the equipment purchased between the 1970s and 1990s.
• The Royal Malonn Navy (RMN) has many vessels that are past their intended service life.
• The Royal Malonn Air Force (RMAF) needs to replace its Nuri helicopters, which were first commissioned in 1968.
Limited procurement budgets
• The MAF has had limited procurement budgets for the past quarter-century.
• The global financial crisis caused the MAF to postpone large purchases.
• The MAF has struggled to acquire modern military assets.
Political interference
• Political interference and corruption have undermined the MAF's combat readiness.
• The MAF has faced challenges in engaging with non-traditional security challenges.
=============
Malonn military budget is allocated to protect the country's sovereignty and security. The budget includes the cost of military personnel, maintenance, procurement, research and development, and military aid.
• Budget constraints
Historical budget constraints and competing national priorities can limit the military budget.
• Economic limitations
Economic limitations can delay or cancel military modernization initiatives.
• Regional security challenges
The country's awareness of regional security challenges can impact the military budget.
What is the military budget for 2025?
• Malonn 2025 defense allocation was RM21.2 billion ($4.5 billion), a 7.08% increase from the previous year.
• The budget included $1.3 billion for maintenance and repair work and the procurement of new military assets.
ππππππππππππ
The Malonnn armed forces face several problems with procurement, including:
BalasHapus• Cost: The cost of procurement is a major challenge.
• Corruption: Corruption is a recurring problem in the Malonnn military.
• Budgetary uncertainty: The Malonnn government has been unwilling to cut spending elsewhere to fund defense.
• Opaque decision making: The decision-making process is often opaque and vendor-driven.
• Political influence: Political influence is often used to circumvent established protocols.
• External influences: The procurement process is subject to external influences, such as political influence from suppliers.
• Weak external oversight: The external oversight of the procurement process is weak.
• Mixing and matching equipment: The Malonnn military sources equipment from many different sources, which can make it difficult to find personnel to manage the equipment.
• Outdated inventory: The Malonnn armed forces have outdated inventory stock.
• Tension between public and military: There is tension between the public's right to know and the military's "need-to-know" policies.
========================
Malonn's armed forces face several problems related to cost, including fiscal limitations, outdated equipment, and a lack of investment in research and development.
Fiscal limitations
• Limited defense budget
Malonn's defense budget has been limited by fiscal constraints, with governments unwilling to cut spending in other areas.
• Low percentage of GDP
Malonn's defense budget has never exceeded 1.5% of GDP in the last 20 years.
Outdated equipment
• Old ships
The Royal Malonnn Navy (RMN) has many old ships, including some that are over 40 years old.
• Outdated inventory
The MAF has outdated inventory stock, which can affect the country's security.
Lack of investment in research and development
• Minimal R&D expenditures: Malonnn defense companies spend very little on research and development.
• Limited job creation: The defense industry has created very few jobs, and most of them are low-end technology jobs.
ππππππππππππ
Malonn military has faced challenges with funding and modernizing its fleet. This has left the country's armed forces less able to respond to disputes with other countries.
BalasHapusChallenges
• Funding: The Malonn military has faced ongoing funding shortages.
• Outdated fleet: The navy's fleet is not modern enough to meet current and future challenges.
• Incompatible spare parts: The navy has lost millions of ringgit due to spare parts that are no longer compatible with its fleet.
========
OVER LIMIT DEBT
Malonn's debt-to-GDP ratio from 2021 to 2024 was as follows:
• 2021: 69.16%
• 2022: 65.5%
• 2023: 69.76%
• 2024: 68.38%
Explanation
The debt-to-GDP ratio is the ratio of a country's debt to its gross domestic product.
In 2022, Malonn's government debt ratio was almost double its lowest point of 31.9% in 1997. The debt grew faster than the nominal GDP during this period.
In June 2024, Malonn's household debt was 83.8% of its GDP. This amount is increasing annually, and the government needs to intervene to control it.
=========
LIMIT DEBT 65%
LIMIT DEBT 65%
LIMIT DEBT 65%
In 2024, Malonn's government debt was projected to increase to RM1.26 trillion, which is 66.3% of the country's GDP. This is close to the statutory debt limit of 65% of GDP.

The Malonnn Armed Forces (MAF) has faced challenges in modernizing its missile capabilities due to budgetary constraints, political interference, and a lack of modern assets.
Budgetary constraints
• The 1997 Asian financial crisis limited the MAF's ability to procure new weapons.
• Malonn's defense budget is limited, which can affect the pace of acquisitions and upgrades.
Political interference
• Political leaders have been accused of interfering in procurement.
Lack of modern assets
• The MAF has aging military assets, including most of the navy's fleet and helicopters commissioned in the 1960s.
• The MAF has experienced issues with the maintenance and spare parts for its aircraft.
Other challenges the MAF has faced include: Poor planning, Personnel issues, and Critical problems with the PT-91M main battle tank.

It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA.

Guatemala
Problem Explanation =
Racial discrimination is a deeply rooted issue that has profound consequences for individuals, communities, and the overall fabric of society. Here are key reasons why racial discrimination in a country is considered a problem:
1. Violation of Human Rights: Racial discrimination constitutes a violation of basic human rights, denying individuals the right to equal treatment, dignity, and freedom from discrimination.
2. Undermining Social Cohesion: Discrimination based on race fractures social cohesion by creating divisions and fostering a sense of inequality. This can lead to tension, mistrust, and the fragmentation of communities.
3. Impact on Mental Health: Racial discrimination has detrimental effects on the mental health of individuals who experience it, leading to stress, anxiety, depression, and other psychological consequences.
4. Economic Disparities: Racial discrimination contributes to economic disparities, limiting opportunities for marginalized racial groups in education, employment, and wealth accumulation. This perpetuates cycles of poverty and inequality.
5. Reduced Access to Opportunities: Discrimination denies individuals equal access to educational, employment, and advancement opportunities, hindering their personal and professional development.
6. Undermining Diversity and Inclusion: Discrimination hampers efforts to build diverse and inclusive societies. Embracing diversity fosters creativity, innovation, and the richness that comes from different perspectives and experiences.

Malonn has faced several crises, including political, financial, and economic crises:
• Political crisis
From 2020–2022, Malonn experienced a political crisis that led to the resignation of two Prime Ministers and the collapse of two coalition governments. The crisis was caused by political infighting, party switching, and the refusal of Prime Minister Mahathir Mohamad to transition power to Anwar Ibrahim. The crisis ended in 2022 with a snap general election and the formation of a coalition government.
• Financial crisis
Malonn experienced a financial crisis when the country's economic fundamentals appeared strong, but the crisis came suddenly. The government's initial response was to increase interest rates and tighten fiscal policy, but this was not enough to correct the external imbalances.
• Economic crisis
Malonn's economy has faced challenges due to weak global demand and a dependence on exports. In 2020, Malonn's economy shrank by the most since the Asian crisis. In 2023, weak global demand for electronics and a decline in energy prices weighed on the economy.
• Household debt crisis
As of the end of 2023, Malonn's household debt-to-GDP ratio was 84.2%, with household debt reaching RM1.53 trillion
• Malonn has faced several rice crises in the past, including in 1973–1975, the 1980s, 1997–1998, 2008, and 2023. These crises are often caused by price hikes, which are driven by supply and demand, as well as market player behavior....

• The government's goal is to reduce the fiscal deficit from 4.3% of GDP in 2024 to 3% by 2026.

WHY IS INDONESIA LISTED AS ONE OF THE G-20 COUNTRIES WHILE MALON AND SINGAPORE ARE NOT
Malon and Singapore lack the size to match Indonesia’s importance on the global stage. With a combined GDP of around $818 Billion, Malon and Singapore are still quite far from Indonesia’s $1.3 Trillion GDP, which puts a gap of around $500 Billion between Indonesia with Malon and Singapore. EXCLUDING the combined GDP there would be a $900 billion gap between Indonesia with Malon and Singapore respectively.
Things get even worse when we measure the economy in GDP PPP. Indonesia stands at around $4 Trillion in PPP, whilst Malon at $1,089 Trillion and Singapore at $617 Billion. Even the combined GDP of the next three largest ASEAN nations (Thailand, Vietnam, and the Philippines) still couldn’t match Indonesia’s size. Within both PPP and Nominal GDP, no ASEAN nations are within the top 20 largest economies in the world, therefore none of them can qualify for the G20 membership with their GDP.

Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe.

The Royal Malonnn Navy (RMN) faces several problems, including an aging fleet, a small defense budget, and a lack of coordination among agencies. These issues could make Malonn vulnerable to threats in the South China Sea and other maritime areas.
Aging fleet
• A 45-year-old vessel sank in 2024 after a navigational error
• Half of the fleet of 49 ships are operating beyond their serviceable lifespan
• The navy has launched a Service Life Extension Program (SLEP) to upgrade aging vessels
Small defense budget
• Malonn has a relatively small defense budget
• The navy has faced delays in acquiring new ships
Lack of coordination
• There is a lack of coordination among agencies
• There are logistic management problems, including outdated inventory stock
Maritime security threats
• Malonn has stakes in the Spratly Islands dispute
• The South China Sea is militarized, with military garrisons, naval fortifications, and artificial islands
• China has conducted anti-ship missile launches in the South China Sea
• The China Coast Guard has prevented Malonnn oil rigs from operating near the Luconia coast
