JAKARTA, KOMPAS.com - Indonesia dan Turkiye sepakati perjanjian joint venture agreement (JVA) terkait industri pertahanan.
Kesepakatan ini dilakukan oleh dua perusahaan teknologi pertahanan Turkiye, yaitu Baykar Makina dan Roketsan Roket Sanayii ve Ticaret A.S (Roketsan) dengan PT Republik Korpora Indonesia (Republikorp), holding industri pertahanan swasta.
Hal ini menegaskan komitmen kedua negara untuk memperkuat industri pertahanan melalui manufaktur lokal dan alih teknologi.
Perjanjian ini diambil usai Prabowo melakukan pertemuan bilateral dengan Erdogan di Istana Kepresidenan Bogor, Jawa Barat, Rabu (12/2/2025).
Hal ini dibacakan oleh pembawa acara dalam proses penandatangan nota kesepahaman antara Indonesia dan Turkiye.
Nota kesepahaman ini ditandatangani oleh CEO Baykar Haluk Bayraktar dan Chairman Republikorp Norman Joesoef dengan disaksikan oleh Prabowo dan Erdogan.
“Kami juga mohon dukungan Yang Mulia (Erdogan) karena kami ingin mempunyai joint venture dengan beberapa perusahaan Turki. Dan kita ingin joint production bersama industri pertahanan,” kata Prabowo.
Penguatan industri pertahanan nasional melalui dua kerja sama strategis tersebut meliputi hal sebagai berikut.

Pertama, lokalisasi produksi unmanned armed vehicle atau UAV canggih. Perjanjian ini ditandatangani antara Baykar Makina, pemimpin global dalam teknologi Unmanned Aerial Vehicle (UAV) dan Republikorp.
Kolaborasi ini bertujuan untuk mendirikan perusahaan atau Joint Venture Company (JVC) yang akan fokus pada produksi, perakitan dan pemeliharaan UAV di Indonesia.
Produk utama yang akan dilokalisasi mencakup UAV kelas Medium-Altitude Long-Endurance (MALE) TB3 Bayraktar sebanyak 60 set dan High-Altitude Long-Endurance (HALE) Akinci Bayraktar sebanyak 9 set yang akan mendukung strategi penguatan industri kedirgantaraan dan kemandirian pertahanan nasional.
Baykar Makina akan berkontribusi dengan keahlian manufaktur, transfer teknologi dan pelatihan. Republikorp akan memastikan kepatuhan regulasi, pengembangan infrastruktur, sertifikasi tenaga ahli lokal serta integrasi UAV ke dalam ekosistem pertahanan Indonesia.
Melalui kemitraan ini, Indonesia akan memperkuat kemampuan dalam pemantauan wilayah, keamanan nasional dan operasi pertahanan.
Selain itu, kolaborasi ini juga membuka peluang inovasi, riset dan pengembangan teknologi UAV di tingkat regional.
Kedua, lokalisasi produksi sistem rudal canggih. Perjanjian kedua ditandatangani antara Roketsan dengan Republikorp.
Kesepakatan ini juga bertujuan untuk mendirikan perusahaan patungan yang akan fokus pada lokalisasi produksi sistem rudal berpemandu canggih seperti anti-ship berdaya cruise missile dan multi-platform missile di Indonesia.

Prioritas utama JVC ini adalah alih teknologi, peningkatan kapasitas industri pertahanan dalam negeri serta pengembangan tenaga kerja nasional melalui program pelatihan bagi insinyur dan teknisi Indonesia.
Roketsan memiliki pengalaman luas dalam pengembangan roket, peluru kendali dan sistem pertahanan canggih. Roketsan juga berperan dalam pendirian pusat peluncuran satelit pertama di Turkiye pada tahun 2013.
Republikorp, sebagai holding industri pertahanan swasta nasional, berfokus pada inovasi teknologi dan alih teknologi global untuk mendukung kebutuhan pertahanan dan keamanan Indonesia.
Melalui kemitraan ini, Republikorp berkomitmen untuk menguasai teknologi peluru kendali multi-platform dan memperkuat rantai pasok industri pertahanan nasional.
Alih teknologi dan penguatan kapasitas nasional di kedua perjanjian ini menekankan pentingnya alih teknologi dan penguatan kapasitas nasional sebagai fondasi untuk membangun industri pertahanan yang mandiri dan berkelanjutan.
Roketsan akan memimpin transfer teknologi di bidang sistem rudal, termasuk lisensi kekayaan intelektual, keahlian produksi dan pelatihan teknis.
Baykar Makina akan memberikan pelatihan dan dukungan teknis untuk memastikan UAV yang diproduksi sesuai dengan standar internasional serta meningkatkan daya saing sektor kedirgantaraan nasional.
Selain itu, kedua JVC akan bekerja sama dengan industri lokal untuk mengoptimalkan rantai pasok dan mengurangi ketergantungan pada komponen impor.
Kolaborasi ini tidak hanya akan mengurangi ketergantungan pada komponen impor tetapi juga menempatkan Indonesia sebagai bagian dari rantai pasok global dalam industri pertahanan bagi masa depan kemitraan Indonesia-Turkiye.

Turkish defence firms Aselsan and Roketsan have signed strategic agreements for defence industry transfers with Indonesia under the leadership of Türkiye’s Presidency of Defence Industries (SSB) in Jakarta.
Turkish defence firm representatives and Indonesian President-elect and Defence Minister Prabowo Subianto met in the Indonesian capital on Monday, marking a “historic moment reflecting the strong ties between Türkiye and Indonesia,” said Haluk Gorgun, president of the SSB.
In scope of the agreements, Aselsan’s remote controlled stabilised weapon system “SARP,” the four-dimensional search radar “CENK,” the Fire Control System, and the firm’s Data Link will be provided to Indonesia, in addition to Roketsan’s air defence missile system “SUNGUR,” the cruise missile “CAKIR,” and the smart micro munition “MAM-L.”
