Duterte okays AFP’s submarine program

President Duterte has given the go signal for the Armed Forces of the Philippines (AFP) to have its own submarine program, the Department of National Defense (DND) said Monday.

DND spokesman Director Arsenio Andolong said in an interview that the submarine acquisition program is part of the wishlist of the AFP, and now the Chief Executive has given his approval for the AFP to push through with it.

“Well, the proposed submarine program at least was given a go by the president. The Philippine Navy has begun studying its doctrines and planning its procurement,” Andolong said.

“This has never been done before and I think that is significant because it shows the political will of our President. He wants to push our Armed Forces to the forefront,as equal with our neighbors,” he added.

Some of our neighbors in the ASEAN region who have their own submarines are Singapore, Malaysia, Vietnam, and Indonesia, Andolong said.

Andolong said that barring any unforeseen circumstances, the Philippine Navy will be able to finish the contract within President Duterte’s term.  But if the submarine program is not realized during Duterte’s term, the important thing is that it has set a direction for the future, he said.

“The President likes the idea of us procuring our own submarines. Sakanya, kapag inaprubahan niya kami nahahanap ng paraan kung paano ito gagawin (If he approves it, we will be the ones who will find a way to do it),” Andolong said.

“Ngayonhindi sure, malamang hindi pa sya ma (perfect) saterminoni President Duterte. But at least the Navy has begun studies of it kasi inaprubahan niya ang wish list. Peropag-uusapan pa kung papaano popondohan, saan kukuha, at anong klase (It’s not sure, and likely it won’t be perfected during the President’s term. But we shall discuss how to finance it, where to procure it, and what type of submarine),” he said.

Andolong said the Philippine Navy could acquire an attack submarine, fast attack submarine, ballistic missile submarine or Boomers, and guided missile submarine. He said there is also submarine which has surveillance equipment on it.

    3. Proyek 629 (NATO Golf class) harusnya nggak terlalu mahal. Tekologi tahun 50-an tuh. China saja bikin baru buat testing.

      Yang aneh sebenarnya "fast attack submarine". Yang masuk kategori itu paling Proyek 705 (Alpha class) Soviet atau Seawolf-class USN.

  6. bukan nyepelekan philipine navy sih.. tp mereka itu jujur saja, kurang kompeten, terlalu terbawa arus politik dan ga visioner.. mereka tanpa lihat "kocek' teriak U 214, A26, bahkan SSBN capability, gilak gak? dinasehatin blog singapure si donald Tan bahwa akusisi Kasel itu suatu investasi yg panjang, ga terima.. duterte lg, mau politik 2 kaki tapi terlihat lebih pada cakap "isuk dele-sore tempe'. Intinya mereka kurang niat, kurang uang, kurang persiapan. klo mau kasel mereka harus serius persiapannya, jgn cuma jargon.

    1. seharusnya mereka beli kapal pemetaan bawah laut 6 buah dulu, agar memudahkan lalu lintas kapal selam. serta kapal pemburu ranjau karena filipine wilayah bekas perang , agar tidak terjadi kecelakaan di wilayah sendiri.

    2. I am going take a grain for this submarine project of the Ph navy. I am not an anti either well i am just one of the critics with regards to submarine acquisitions. I suggest the navy should improve first the surface combat capabilities. Buy more corvettes , add more Pohangs and if the budget increased, buy 2 more frigates. Submarine can follow if the government has enough money

    3. Agree. Build submarine capabilities is long process and need much more investment than just procured tge Subs.

      Even in here, some does not comprehend that procurring Subs from Russia also means adding more Investments in supporting chains, due Imdonesian supporting facilities already geared to Type 209.

      Luckily some sanity still run in our Mindef (especially in previous Admin), which then put next program with ROK for 209/1400. Thus reducing the Investment costs on supporting facilities.

      What I'm getting is, even for countries that already have operating Subs Force, procuring next Subs also has to calculate what additional supporting investment need to be build asside the Submarine it self.
      Now take that on the countries that has not operating submarine forces.

      Take a look on Vietnam. There's reason why Vietnam goes to Kilo. Their supporting infrastructure already geared toward maintaining Russian build assets. Their mechanics already familiar with Russian technology. Thus adding more Russian build assets is more natural progression to them.
      Even on that conditions, it take Vietnam several years preparation before they order their first kilo.

      Philipines should go more on using the budget on mordenising their surface asset and ASW capabilities to deter potential incursion from 'say' Chinese submarines.

    4. I think they are dead serious with the planning. Procurement is a different matter. When PLAN carriers start hanging around their waters, I think they'd like to know what their options are. Including the type of submarine they may need.

      Any talk about brands should be taken with a grain of salt. We haven't even heard what their requirements are and I don't think they have the financial resources of the Singaporeans. They might settle for midget subs for all we know.
