Philippine, Brunei Navies Strengthen Maritime Cooperation through MTA SEAGULL 10-2026

ZAMBOANGA CITY— The Philippine Navy (PN) and Royal Brunei Navy (RBN) are strengthening their ability to operate together at sea as they conduct Maritime Training Activity (MTA) SEAGULL 10-2026 in Western Mindanao, reinforcing a defense partnership built on interoperability, mutual trust, and a shared commitment to maritime security.

The activity formally opened on 14 September 2026, following the arrival of the Royal Brunei Navy’s KD DARUSSALAM 06 at Naval Station Romulo Espaldon on 13 September.

Running from 13 to 17 September 2026, MTA SEAGULL places personnel and vessels from both navies in realistic maritime scenarios requiring coordinated planning, communication, and action. More than a demonstration of naval capabilities, the activity strengthens the ability of both forces to work together effectively in addressing shared maritime security challenges.

This year marks the 10th iteration of the biennial bilateral activity. The previous iteration was hosted by Brunei Darussalam, continuing a long-standing cycle of combined training that has steadily strengthened professional ties and operational cooperation between the two navies.

The participation of KD DARUSSALAM 06 and BRP RAJAH SULAYMAN (PS-20) provides both navies an opportunity to undertake more complex and realistic at-sea training, translating years of bilateral engagement into practical interoperability in the maritime domain.

Significantly, MTA SEAGULL 10-2026 is being conducted while the Philippine Navy continues its operational commitments in Western Mindanao, including maritime security support for the 14 September 2026 Bangsamoro Parliamentary Election. The simultaneous conduct of these missions demonstrates the Philippine Navy’s capacity to sustain operational readiness and fulfill its maritime security responsibilities while continuing important bilateral defense engagements.


As the Philippines and Brunei Darussalam navigate an increasingly complex maritime security environment, MTA SEAGULL 10-2026 demonstrates how sustained engagement, combined training, and professional exchanges can translate longstanding friendship into effective cooperation at sea.

The activity ultimately reinforces the enduring defense relationship between the Philippines and Brunei Darussalam and affirms the shared commitment of both navies to remain capable, interoperable, and ready to contribute to peace, security, and stability in the region.

RIMBA AIR FORCE BASE – His Royal Highness 920 Lieutenant Colonel (Udara) Pengiran Muda 'Abdul Mateen ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah today graced the Arrival Ceremony of the final two Airbus C295MW aircraft for the Royal Brunei Air Force (RBAirF) at the Air Movement Centre, Rimba Air Force Base.

Upon arrival at the Air Movement Centre, His Royal Highness was received by Yang Mulia Brigadier General (Udara) Dato Seri Pahlawan Mohammad Sharif bin Dato Paduka Haji Ibrahim, Acting Commander of the Royal Brunei Armed Forces (RBAF), Yang Mulia Brigadier General (Retired) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin, Permanent Secretary of the Ministry of Defence and Yang Mulia Brigadier General (Udara) Haji Haszahaidi bin Haji Ahmad Daud, Commander of the RBAirF. Also in attendance were Members of the RBAF Executive Committee and senior officers of the RBAF.

The ceremony commenced with witnessing the traditional "Water Salute" as the aircrafts entered the Military Apron, accompanied by the recitation of Selawat as a sign of gratitude for the aircrafts' safe arrival. The two aircraft completed a seven-day ferry flight from the supplier's facility which begun on 14 April 2026.

The ceremony continued with the recitation of Doa Selamat, led by Yang Mulia Major Narulismandy @ Anwar Hadi bin Hj Samah, Acting Director of the RBAF Religious Directorate (JAMA'AT), followed by His Royal Highness' inspection of the newly arrived aircraft and then introduced to the delivery crew. His Royal Highness then consented to enter the aircraft's cockpit.


The ceremony concluded with a group photo session, followed by Royal Hi-Tea at Bilik Merbuk and signing of the Royal Parchment prior to His Royal Highness's departure.

The arrival of the third and fourth aircraft, designated 'TUDB 504' and 'TUDB 505', completes the RBAirF's Airbus C295MW fleet. This acquisition marks a significant milestone in the modernization of RBAirF, further enhancing its airlift capabilities in support of national and regional missions.

The first two aircraft were delivered on 24 January 2024, in a ceremony graced by His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office. 

The aircraft was subsequently introduced into service on 14 February 2024, in the Introduction to Service Ceremony officiated by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, during which His Majesty personally piloted the aircraft.

Since entering service, the Airbus C295MW fleet has logged 518 flights across eight Southeast Asian countries. Notable deployments include Humanitarian Assistance and Disaster Relief (HADR) missions to the Republic of the Philippines following Typhoon Trami in 2024 and to the Republic of the Union of Myanmar in 2025. The aircraft also supported VIP transport missions, with operational reach extending as far as Timor-Leste.

RIMBA AIR FORCE BASE – A total of 29 personnel from the Royal Brunei Armed Forces (RBAF), comprising three officers and 26 other ranks, two of whom are female personnel, have returned safely to Brunei Darussalam this afternoon after completing a 12-month peacekeeping mission with the United Nations Interim Force in Lebanon (UNIFIL) together with Malaysian Battalion (MALBATT) 850-12. The mission took place from 16 November 2024 to 15 November 2025.

The RBAF contingent MALBATT 850-12, led by Major Pengiran Muhammad Syahir Fadillah bin Pengiran Salleh arrived at the Air Movement Centre, Rimba Air Force Base using the Royal Brunei Air Force C295MW transport aircraft. Their arrival was welcomed by Yang Mulia Major General Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan, Commander of the RBAF.


Also present were members of the RBAF Executive Committee, Deputy Director of the Department of International Organisations, Ministry of Foreign Affairs, the Defence Adviser of Malaysia to Brunei Darussalam, Senior Officers and personnel from the Ministry of Defence, and family members of the RBAF personnel involved in the mission.

The deployment of MALBATT 850-12 reflects the RBAF’s continued commitment to peacekeeping missions since 2008, in line with the national defence aspirations outlined in the Defence White Paper 2021, while also strengthening Brunei Darussalam’s role as an active partner in international peace efforts.

Singapore and Brunei Navies Strengthen Maritime Cooperation in Exercise Pelican 2025

The Republic of Singapore Navy (RSN) and the Royal Brunei Navy (RBN) have concluded the 43rd edition of Exercise Pelican – a flagship bilateral exercise between both navies. Held from 23 to 26 September 2025 at Muara Naval Base, Brunei, this year's exercise involved personnel from the RSN's Naval Diving Unit and Sentinel-class Maritime Security and Response Vessel (MSRV) Guardian and MSRV Protector, as well as personnel from the RBN's Naval Surface Action Group (NAVSAG) and AS-SIDDIQ-class Patrol Vessels KDB AS-SIDDIQ and KDB AL-FARUQ.

During the exercise, personnel from both navies conducted a series of professional exchanges in domains such as conventional naval warfare, seamanship and engineering.

Speaking at the closing ceremony, Commander Maritime Security and Response Flotilla Senior Lieutenant Colonel Neville Nah highlighted the significance of Exercise Pelican. He said: "Exercise Pelican has consistently been a valuable platform for domain sharing and the exchange of expertise between the two navies. Through this exercise, we have not only deepened our professional knowledge, but also strengthened our ability to collaborate and achieve mission success together.

This enduring partnership reflects the broader relationship between Singapore and Brunei – two nations that share not only geographical proximity, but common values, mutual respect, and an unwavering commitment to regional peace and stability. Our navies serve as examples of how like-minded countries can work together, learn from each other, and grow stronger through collaboration.”

Established in 1979, Exercise Pelican underscores the close and long-standing defence ties between Singapore and Brunei. The annual exercise enhances mutual cooperation, understanding, and interoperability between the RSN and RBN. Besides Exercise Pelican, the RSN and RBN also interact regularly through a range of activities, including visits and professional exchange programmes. These interactions have reinforced the strong bonds and mutual understanding between sailors from both navies.

Australia and Brunei strengthen defence ties

For the first time since 2018, the Royal Australian Navy and the Royal Brunei Navy have completed Exercise Penguin, a bilateral maritime security activity aimed at building interoperability and strengthening partnerships.

HMAS Ballarat and a Royal Australian Air Force P-8A Poseidon maritime patrol aircraft worked with Royal Brunei Navy patrol vessel KDB Darulaman, Ijtihad-class fast patrol boat KDB Berkat, and a team from the Naval Surface Action Group during the exercise, which ran from September 9-14. 


Commander of the Royal Brunei Navy First Admiral Sahibul Bahari bin Haji Zainal Abidin said the exercise continued to build maritime security and cooperation between the two countries.

“Australia and Brunei Darussalam’s long-standing defence relationship dates back to World War 2, and is underpinned by strong people-to-people links and a shared interest in a stable, secure and prosperous region,” First Admiral Sahibul Bahari said.

'Exercise Penguin is more than a training activity – it is a symbol of the deep friendship and enduring partnership between our two nations, and our two navies.'


Commanding Officer Ballarat Commander Dean Uren welcomed the opportunity to visit Brunei Darussalam.

“Exercise Penguin is more than a training activity – it is a symbol of the deep friendship and enduring partnership between our two nations, and our two navies,” Commander Uren said.

“The bonds forged through activities like these not only sharpen our ability to operate together today, but also anchor a partnership that will endure and grow stronger for generations to come.”


Chief of Navy Vice Admiral Mark Hammond said both defence forces are committed to boosting cooperation under the Australia-Brunei Darussalam Comprehensive Partnership and accompanying Plan of Action.

“This year is the 19th iteration of Exercise Penguin, further reinforcing the depth and growing collaboration between our defence forces,” Vice Admiral Hammond said.

“Australia highly values our maritime security relationship with Brunei and together I am confident we will continue to collectively meet any challenges or threats to regional peace and security.”


Exercise Penguin concluded on September 14 after a number of sea and air surface warfare training exercises off the coast of Brunei Darussalam.

Ballarat will now sail to Malaysia for Exercise Bersama Lima and further engagements as part of its regional presence deployment before returning home in December.

TNI Angkatan Udara bersama Tentera Udara Diraja Brunei (TUDB) melaksanakan kegiatan Kelompok Kerja Udara (KKU) ke-10 TA. 2025 sebagai bagian dari upaya memperkuat kerja sama bilateral di bidang pertahanan udara. Kegiatan ini berlangsung pada Rabu (30/7/2025) di Skadron Udara 2 Lanud Halim Perdanakusuma, Jakarta, dan disambut langsung oleh Komandan Skadron Udara 2, Letkol Pnb Ari Wicaksono.

Delegasi TUDB dipimpin oleh Leftenan Kolonel (U) Hairy Erwandy Bin Haji Raya, selaku Pemerintah Kumpulan Gerakan sekaligus Ketua Delegasi dan Pengerusi Bersama KKU, didampingi Mejar (U) Muhammad Isyhak Bin Haji Ismail, Timbalan Pegawai Turus Pejabat A5, selaku Setiausaha Bersama KKU.


Agenda pertemuan mencakup evaluasi dan pembahasan program kerja sama yang telah dilaksanakan, serta perencanaan kegiatan kedepan, termasuk rencana latihan bersama (bilateral exercise) antara kedua angkatan udara.

Melalui forum KKU ini, TNI AU dan TUDB menegaskan komitmen bersama dalam menjaga stabilitas kawasan serta meningkatkan kapasitas pertahanan melalui dialog dan kerja sama teknis yang konstruktif.

Pertemuan berlangsung dalam suasana akrab, profesional, dan penuh semangat kolaborasi. Kegiatan diakhiri dengan kunjungan ke fasilitas Skadron Udara 2 serta sesi ramah tamah antar delegasi.

Kegiatan ini menjadi wujud nyata hubungan persahabatan yang erat dan berkelanjutan antara TNI AU dan TUDB dalam menghadapi dinamika kawasan yang semakin kompleks.

Inggris Menerima Helikopter H145 Pertama untuk Misi di Brunei Sebagai Pengganti Puma HC2

Inggris (United Kingdom) telah menerima helikopter rotorcraft Airbus Helicopters H145  pertama dari enam yang akan digunakan di Brunei dan Siprus.

Kementerian Pertahanan Inggris (MoD) mengumumkan hal ini pada tanggal 12 Mei, pada acara tersebut, yang menampilkan helikopter pertama yang dikontrak untuk menjalankan peran pelatihan dan dukungan Airbus Puma HC2 di kedua lokasi di luar negeri, berlangsung di fasilitas pabrik pembuatnya di Oxford, Inggris.

“Armada baru tersebut dipesan oleh UK DE&S (Defence Equipment and Support) lebih dari setahun yang lalu dan, di Airbus Helicopters UK di Oxford, telah menjalani modifikasi yang diperlukan untuk mendukung pasukan Inggris di luar negeri,” kata MoD. “H145 akan memenuhi persyaratan operasional yang sebelumnya dijalankan oleh Puma HC2, yang penarikannya dari layanan dimulai pada bulan Maret tahun ini.”

Ditandatangani pada bulan April 2024, kesepakatan senilai GBP122 juta (USD152 juta pada saat itu) mencakup enam helikopter berbilah lima standar D3 untuk mendukung misi pelatihan Angkatan Darat Inggris di Brunei menyusul pensiunnya Bell 212 dan Puma HC2 yang berfungsi sebagai pengganti sementara, serta Bell 412 dan pengganti sementara Puma HC2 yang melakukan tugas pencarian dan penyelamatan (SAR) dan dukungan di Royal Air Force (RAF) Akrotiri di Siprus.

Dikenal sebagai Jupiter HT1 (Helicopter Training Mk 1) yang digunakan dengan Sistem Pelatihan Terbang Militer Inggris di RAF Shawbury di Inggris dan RAF Valley di Wales, H145 diberi nama Jupiter HC2 (Helicopter Cargo Mk 2) dalam peran dukungannya di Brunei dan Siprus.

Sebagai wujud dari sinergi antara Tentara Nasional Indonesia Angkatan Laut (TNI AL) dan Tentera Laut Diraja Brunei (TLDB) dalam upaya menjaga stabilitas keamanan maritim, kembali digelar latihan rutin bersama antar kedua angkatan laut dengan sandi Latihan Bersama Helang Laut 21 B/24.

Latihan Bersama (Latma) Helang Laut 21B/24, secara resmi dibuka oleh Panglima Komando Armada II, Laksamana Muda TNI Ariantyo Condrowibowo yang diwakilkan oleh Komandan Satuan Eskorta (Dansatkor) Koarmada II Kolonel Laut (P) Rafael Dwinatu A.P., S.T., M.Tr.Hanla., dalam Upacara Pembukaan di Puslatkaprang Kolat Koarmada II, Senin (18/11).

Hadir dalam upacara pembukaan antara lain Dansatkat Koarmada II Kolonel Laut (P) Agus Setyawan, Komandan KRI Frans Kaisiepo -368 selaku Dansatgas Latma Helang Laut 21 B/24 Letkol Laut (P) Rivo De Havilland, Komandan KRI Nala-363 Letkol Laut (P) Eko Triyatomo selaku Pasops Satgas Latma Helang Laut 21 B/24. Dari TLDB yakni Komandan KDB Darulaman 08 Commander Ade Roddiane Bin Haji Mohd Rosdi, Komandan KDB Syafaat 19 Lieutenant Commander Nazurah Binti Hj Mahaleh, dan Athan Brunei Commander Muhammad Shahmun Azimin Bin Haji Awang Asli.

Dalam amanatnya, Pangkoarmada II menyampaikan bahwa latihan ini mencerminkan kerjasama yang  erat antara TNI AL dan TLDB. "Sebagai dua kekuatan maritim yang memiliki kedekatan sejarah, geografis, dan diplomatik, kita dihadapkan pada tantangan serupa dalam menjaga keamanan dan stabilitas di kawasan Asia Tenggara, khususnya di Laut Natuna Utara dan Laut Sulawesi," ujar Laksda TNI Ariantyo Condrowibowo dalam amanat tertulisnya.

Orang nomor satu di jajaran Koarmada II ini juga menegaskan bahwa Latma Helang Laut 21 B/24 bukan hanya untuk meningkatkan kesiapan operasional, tetapi juga sebagai wahana berbagi pengalaman, pengetahuan, teknik, dan taktik. "Hal ini akan memperkaya kemampuan kita dalam melaksanakan operasi bersama yang lebih efektif dan efisien," tegasnya. 

Latihan yang berlangsung mulai tanggal 17 hingga 22 November 2024 ini terbagi menjadi dua tahap, yakni Harbour Phase dan Sea Phase. Pada Tahap Harbour Phase akan dilaksanakan berbagai kegiatan diantaranya  Courtesy Call, Cocktail Reception, Helang Laut Cup (Sport Interaction), Pre Sail Conference, dan Professional Sharing Session. Tidak ketinggalan, untuk mengenalkan Kota Surabaya juga diadakan program City Tour bagi personel TLDB.

Selanjutnya pada tahap Sea Phase, TNI AL bersama TLDB akan melaksanakan latihan bersama yang meliputi Officer of the Watch Maneuvering Exercise (OOW MANEX), Photo Exercise (PHOTEX), Screen Exercise (SCREENEX), Gunnery Exercise (GUNNEX), Publication Exercise (PUBEX), Naval Surface Interception Comms (NSIC), dan Visit, Board, Search, and Seizure (VBSS).

Untuk mendukung pelaksanaan Latma Helang Laut 21B/24, TNI AL mengerahkan alutsista terbaiknya, seperti KRI Frans Kaisiepo-368 dari Satuan Kapal Eskorta Koarmada II, KRI Tombak-629 dari Satuan Kapal Cepat Koarmada II, serta Heli Panther HS-1311 dari Pusat Penerbangan Angkatan Laut. Selain itu, Tim VBSS KRI juga turut diterjunkan dalam latihan ini. Sementara itu, TLDB mengerahkan kapal perang jenis peronda luar pantai, yakni KDB Darulaman (08), Kapal Patroli Kelas Itjihad KDB Syafaat (19), serta satu tim pasukan khusus atau Navy Surface Action Group (NAVSAG).

Sebelum Latma Helang Laut 21 B/24 resmi dibuka, Pangkoarmada II yang diwakili Dansatkor Koarmada II menerima Courtesy Call dari Komandan KDB Darulaman 08 Commander Ade Roddiane Bin Haji Mohd Rosdi bersama Komandan KDB Syafaat 19 Lieutenant Commander Nazurah Binti Hj Mahaleh, bertempat di Rupat Satkor Koarmada II.

RIMBA AIR FORCE BASE - The Foundation Laying Ceremony for the Proposed New Building for the Unmanned Aerial System Squadron, Royal Brunei Air Force (RBAirF) was held at the project site at Rimba Air Force Base this afternoon.

The ceremony was officiated by the guest of honour, Yang Mulia Brigadier General (U) Dato Seri Pahlawan Mohd Sharif Bin Dato Paduka Haji Ibrahim, Commander of the RBAirF. Also in attendance were the Deputy Permanent Secretary at the Ministry of Defence, the Acting Director of Development and Work Services and the Deputy Commander of the RBAirF, as well as officers and staff from the Directorate of Development and Work Services, Ministry of Defence.

The foundation laying ceremony commenced with the recital of Doa Selamat by 1156 Captain Muhammad Wafiy bin Haji Mahdini from the Royal Brunei Armed Forces Religious Directorate (JAMA’AT), followed by a briefing regarding the new project.
 
The new building for the Unmanned Aerial System Squadron will have a total floor area of 2272 m², including a lobby, offices, filing room, conference room, simulator rooms, seminar room, storerooms, and working space. The building is situated near the existing RBAirF Fire Station at Rimba Air Force Base.

The construction of the new building for the Unmanned Aerial System Squadron commenced on 17 January 2024. This project is one of the projects under the 12th National Development Plan and is expected to be completed in March 2025. The main contractor for this project is AL-C Sdn Bhd.

Singapore Navy Leads Multinational Group Sail with Brunei, Indonesia, Japan, Republic of Korea, Malaysia, Netherlands, and United States Navies

The Republic of Singapore Navy (RSN)'s Formidable-class frigate RSS Stalwart successfully led a Multinational Group Sail (MNGS) from Guam to Hawaii for the Rim of the Pacific (RIMPAC) Exercise. Held from 14 to 25 June 2024 (Singapore time) in the Pacific Ocean, this MNGS included eight other warships from Brunei, Indonesia, Japan, Republic of Korea, Malaysia, Netherlands, and the United States.


RSS Stalwart exercised alongside two Royal Brunei Navy (RBN) Darussalam-class offshore patrol vessels KDB Darussalam and KDB Darulaman, an Indonesian Navy (TNI AL) Martadinata-class frigate KRI Raden Eddy Martadinata, a Japan Maritime Self-Defense Force (JMSDF) Ōsumi-class amphibious landing ship JS Kunisaki, a Republic of Korea Navy (ROKN) Chungmugong Yi Sun-sin-class destroyer ROKS Chungmugong Yi Sun-sin, a Royal Malaysian Navy (RMN) Lekiu-class frigate KD Lekiu, and a Royal Netherlands Navy (KM) De Zeven Provinciën-class frigate HNLMS Tromp, and a United States Navy (USN) replenishment oiler, USNS Pecos.


The ships conducted a series of drills while transiting from Guam to Hawaii, including manoeuvring and communication exercises, gunnery firings, underway replenishments, anti-submarine warfare training, air medical evacuation and air defence simulations.


Hosted by the USN, the biennial Exercise RIMPAC will be conducted in the waters off Hawaii from 28 Jun 2024 to 2 Aug 2024 (Singapore time). This will be the RSN's ninth participation in the world's largest international maritime exercise. The multilateral Exercise RIMPAC and the MNGS are important avenues for the RSN to hone its competencies, strengthen interoperability, and deepen professional relationships with other navies.

MoD Signs Contract Agreement with Airbus Helicopters S.A.S. for the Acquisition of Six Airbus H145M Helicopters

BOLKIAH GARRISON, Tuesday, 30 April 2024 – The Ministry of Defence, as a representative of the Government of His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, signed a contract agreement with Airbus Helicopters S.A.S. for the acquisition of six new Airbus H145M helicopters today.  The signing ceremony took place at the Officers’ Mess, Bolkiah Garrison.

Signing on behalf of the Ministry of Defence was Yang Mulia Brigadier General (Retired) Dato Seri Pahlawan Haji Alirupendi bin Haji Perudin, Permanent Secretary at the Ministry of Defence, while representing Airbus Helicopters S.A.S. was Mr. Fabrice Rochereau, Vice President and Head of Sales, Strategy, and Marketing, Asia-Pacific.

The contract agreement signing ceremony was witnessed by Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II.  The ceremony was also attended by Yang Mulia Major General Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan, Commander Royal Brunei Armed Forces (RBAF), Service Commanders, Acting Joint Force Commander, Deputy Permanent Secretary, Directors and Senior Officers from the Ministry of Defence.

The Airbus H145M helicopter is a multi-role aircraft currently operated by more than 34 countries. All six helicopters will be introduced into service gradually starting from the year 2026 to replace the Bolkow BO105 helicopters, which have been retired from service.  These helicopters will significantly enhance the RBAF’s operational capabilities for missions such as Close Air Support (CAS), Aerial Observation, and various other operations.

Tentative Stopover by United States Air Force Fighter Jets to Negara Brunei Darussalam for Refueling

The Ministry of Defence would like to inform the public that approximately ten (10) F-16 Fighting Falcon fighter jets belonging to the United States Air Force may require landing in Brunei Darussalam via Rimba Air Force Base. These fighter jets have just completed an exercise in the region and could be making a stopover in the country on Wednesday, 3 April 2024 for refueling before continuing to their next destination on the same day.

 The Ministry of Defence would also like to advise the public not to panic during the possible arrival and departure of the fighter jets.
