Menakar Pasar Helikopter Militer Indonesia Hingga Tahun 2029

Kementerian Perencanaan Pembangunan Nasional/Bappenas mengalokasikan Pinjaman Luar Negeri (PLN) senilai US$ 1,06 miliar untuk pembelian helikopter bagi TNI Angkatan Darat dan TNI Angkatan Udara untuk periode 2020-2024, sementara tidak ada program serupa bagi TNI Angkatan Laut. Nilai alokasi PLN untuk pesawat sayap putar memang jauh lebih kecil daripada untuk pesawat tempur dalam periode yang sama sebesar US$ 8,1 miliar.

Menteri Keuangan sudah menerbitkan Penetapan Sumber Pembiayaan sebesar US$ 995 juta hingga November 2024 untuk akuisisi helikopter, di mana satu kontrak telah ditandatangani namun belum mempunyai loan agreement.

Sedangkan dua program lain menunggu negosiasi kontrak antara Kementerian Pertahanan dan calon pemasok. Selain itu, perundingan loan agreement antara Kementerian Keuangan dan kandidat lender akan menentukan pula keberhasilan kegiatan pengadaan rotorcraft.

Pasar helikopter militer Indonesia sejak akhir 1970-an dikuasai oleh pemain global dari Amerika Serikat dan Eropa, yakni Bell Textron dan Airbus Helicopters. Bell Textron memiliki cengkraman yang kuat di pasar TNI Angkatan Darat, sedangkan Airbus Helicopters menguasai pasar TNI Angkatan Udara.

Airbus Helicopters sudah mengisi pasar itu sejak salah satu pendahulunya, yaitu Aerospatiale masih eksis. Sementara pasar TNI Angkatan Laut dikuasai bersama antara Bell Textron dan Airbus Helicopters, di mana produk asal pabrikan yang terakhir hadir dalam bentuk produk pendahulunya yang lain, yaitu Messerschmitt-Bölkow-Blohm maupun helikopter yang dipasok langsung oleh Airbus Helicopters sendiri.

PT IPTN pernah membeli lisensi SA330 dan AS332 dari Aerospatiale dan BO 105 dari Messerschmitt-Bölkow-Blohm yang berlaku dari akhir 1970-an hingga akhir 1990-an. Begitu pula dengan Bell Helicopter Textron yang pernah menjual lisensi Bell 412 kepada firma tersebut sehingga helikopter yang merupakan turunan dari UH-1 sempat diproduksi di Bandung.

Dengan kondisi demikian, merupakan hal yang lumrah bila Airbus Helicopters dan Bell Textron memiliki posisi dominan dalam pasar rotorcraft militer Indonesia hingga sekarang. Selain Bell Textron, pemain Amerika Serikat lainnya yang mempunyai ceruk pasar tersendiri adalah Boeing dengan produk jenis helikopter serang.

Sikorsky Aircraft yang merupakan anak usaha Lockheed Martin tercatat sebagai pemain baru di pasar helikopter militer negeri ini dengan kontrak akuisisi 22 unit S-70M lewat PT Dirgantara Indonesia senilai US$ 585 juta.

Leonardo yang dahulu dikenal sebagai AgustaWestland masih belum melanjutkan upaya memasuki pasar rotorcraft Indonesia sejak tersandung kasus korupsi AW101 menjelang akhir dekade silam.

Meskipun saat ini terdapat produk Rusia yaitu Mil Mi-17 dan Mil Mi-35 yang dioperasikan oleh TNI Angkatan Darat, tidak ada harapan Kementerian Pertahanan dapat mengimpor lagi helikopter buatan Rusia menyusul beragam sanksi dijatuhkan oleh Amerika Serikat dan sejumlah negara terhadap Rusia pasca invasi Rusia terhadap Ukraina, baik pada 2014 maupun 2022.

Sementara peluang bagi KUH-1 buatan KAI untuk penetrasi pasar Indonesia nampaknya masih menemui tantangan, walaupun pabrikan asal Korea Selatan telah menawarkan pendirian Final Assembly Line (FAL) KUH-1 di PT Dirgantara Indonesia dengan biaya investasi oleh yang harus ditanggung oleh pihak yang terakhir sekitar US$ 12 juta.

Kurun masa 2025-2029

Lalu bagaimana prediksi pasar pesawat sayap putar militer di Indonesia untuk kurun masa 2025-2029? Apakah akan ada pemain baru yang akan memasuki pasar Indonesia? Apakah pabrikan lama yang telah menguasai pasar Indonesia mampu mempertahankan cengkramannya? Keuntungan apa yang akan didapatkan oleh industri dirgantara Indonesia bila pemain baru mampu melaksanakan penetrasi pasar helikopter militer hingga akhir dekade ini?

Jawaban atas pertanyaan pertama akan sangat tergantung pada berapa besar alokasi PLN yang dialokasikan oleh Kementerian Perencanaan Pembangunan Nasional/Bappenas untuk mendukung program akuisisi helikopter yang diajukan oleh Kementerian Pertahanan.

Sebagai ilustrasi, TNI Angkatan Udara telah mengajukan anggaran PLN hampir US$ 1,4 miliar kepada Kementerian Pertahanan bagi program dua helikopter yang berbeda. Angka demikian belum mencakup permintaan anggaran PLN yang diusulkan oleh TNI Angkatan Darat dan TNI Angkatan Laut untuk program pesawat sayap putar.

Nilai alokasi PLN untuk belanja rotorcraft diharapkan akan dapat segera diketahui dalam waktu dekat setelah Kementerian Perencanaan Pembangunan Nasional/Bappenas menerbitkan Daftar Rencana Pinjaman Luar Negeri Jangka Menengah (DPRLN-JM) 2025-2029 untuk Kementerian Pertahanan.

Terkait pertanyaan kedua, terdapat peluang bagi masuknya pemain baru ke pasar Indonesia jika satu atau dua hal berikut terpenuhi. Pertama, adanya kebutuhan jenis helikopter baru yang selama ini tidak dapat dipenuhi oleh Airbus Helicopters dan Bell Textron, seperti kebutuhan helikopter angkut berat sekelas CH-47.

Kedua, kemampuan pemain baru meyakinkan Kementerian Pertahanan dan calon pengguna akhir bahwa produk mereka lebih kompetitif daripada pemain lama, baik dari aspek kinerja, harga jual, life cycle cost maupun layanan pascajual. Tanpa terpenuhinya satu atau dua hal yang sudah dijelaskan sebelumnya, sepertinya mengharapkan hadirnya pemain baru di pasar pesawat sayap putar militer negeri ini agak sulit.

Peluang bagi pabrikan lama untuk mempertahankan penguasaan pasar di Indonesia masih terbuka lebar, baik karena alasan kepercayaan pengguna akhir maupun jaringan lobi yang dimiliki oleh pemain lama.

Boleh jadi akan ada pemain baru yang masuk ke pasar tersebut, akan tetapi pemain lama tidak akan tersingkir begitu saja jika ceruk pasar yang dikuasai cukup unik sekaligus mengakar.

Sebagai contoh, bila Kementerian Pertahanan memutuskan adanya program helikopter angkut berat sekelas CH-47, hal demikian tidak akan mengusik ceruk pasar H225M. Namun posisi pemain lama dapat terancam layaknya dalam kasus Bell 412 kalau pabrikan asal Amerika Serikat itu tidak kembali agresif setelah pasarnya direbut oleh S-70M belum lama ini.

Pengadaan helikopter baru untuk kepentingan militer hingga akhir dasawarsa ini hendaknya memberikan keuntungan jangka panjang pada industri dirgantara Indonesia dalam bentuk menjadi bagian global supply chain.

Indonesia selama ini sudah memasok sejumlah komponen untuk H225M dan Bell 412, sehingga wajar apabila menjadi pemasok komponen pula jika ada produsen sayap putar baru yang memasuki pasar negeri ini.

Menjadi pemain dalam industri aerostructure helikopter hendaknya menjadi prioritas agar pabrik seperti PT Dirgantara Indonesia tidak menggantungkan pendapatan pada manufaktur pesawat terbang saja.

Akan tetapi menjadi pertanyaan apakah pemain aerostructure dari sektor partikelir Indonesia mempunyai peluang yang sama untuk memasok komponen kepada produsen rotorcraft yang menjual produknya kepada Kementerian Pertahanan. (Alman Helvas Ali)

The RSAF's H225M and CH-47F Helicopters are Fully Operational

Minister for Defence, Dr Ng Eng Hen officiated a ceremony to mark the attainment of Full Operational Capability (FOC) status by the Republic of Singapore Air Force (RSAF)'s H225M and CH-47F helicopters at Sembawang Air Base this afternoon. Dr Ng received a brief on the enhanced capabilities of the new helicopters, flew on the H225M, unveiled commemorative plaques for the attainment of FOC, and thanked the personnel from the RSAF and Defence Science and Technology Agency (DSTA) for their dedication and commitment towards saving lives and safeguarding Singapore's skies.

The H225M medium-lift helicopters and CH-47F heavy-lift helicopters will replace the RSAF's fleet of AS332M and CH-47D respectively. The new helicopters will enable the RSAF to be more effective, flexible and capable in meeting operational demands, including troop lift, underslung, search and rescue, aeromedical evacuation, counter terrorism and Humanitarian Assistance and Disaster Relief operations. Achieving this FOC status is also testament to the hard work by the airmen and women from 125, 126 and 127 Squadrons, the RSAF's Oakey Detachment in Australia, as well as the strong cross-Service integration with the Singapore Army and Republic of Singapore Navy.

Speaking at the ceremony, Dr Ng said, "Today, the H225M and the CH-47Fs will provide the SAF with an enhanced, robust, and flexible lift capability. They will strengthen the RSAF's ability to undertake a wide range of operations, including Search and Rescue operations, aeromedical evacuations, and Humanitarian Assistance and Disaster Relief. More importantly, these two new helicopter platforms will enhance cross-service integration, allowing the RSAF to better support our Army and Navy troops in equipment lifts."

Sharing on the strong Operations-Logistics and Operations-Technology integration, and the quality and commitment of RSAF and Defence Technology Community personnel, Dr Ng also said, "I want to commend the Ops-Logs and Ops-Tech partnership between Helicopter Group, 6 Air Engineering and Logistics Group, and the Defence Technology Community in operationalising not one, but two platforms, both technologically-advanced within a few short years. Well done to the airmen and women who have worked and trained hard to operationalise the H225M and CH-47F."

Dr Ng was accompanied by Permanent Secretary (Defence) Mr Chan Heng Kee, Chief of Defence Force Vice Admiral Aaron Beng, Chief of Air Force Brigadier-General Kelvin Fan, Chief of Navy Rear Admiral Sean Wat, and other senior officers from across the SAF.

KPK Kembalikan Uang Korupsi Heli AW-101 TNI AU Rp153,7 Miliar ke Negara

Bisnis.com, JAKARTA – Komisi Pemberantasan Korupsi (KPK) telah menyetorkan hasil rampasan korupsi pengadaan Helikopter Angkut AW-101 di TNI AU ke negara, sebesar Rp153,7 miliar.  

Pengembalian uang ke negara itu berdasarkan putusan tingkat akhir dari Majelis Hakim Tipikor pada Mahkamah Agung RI atas terpidana Direktur Utama PT Diratama Jaya Mandiri John Irfan Kenway alias Irfan Kurnia Saleh. 

"Dengan melakukan perampasan uang sejumlah Rp153,7 miliar yang kemudian disetorkan ke kas negara sebagaimana isi salah satu diktum bunyi putusan," terang Kepala Bagian (Kabag) Pemberitaan KPK Ali Fikri kepada wartawan, Rabu (22/11/2023).  

Untuk diketahui, uang tersebut sebelumnya merupakan bagian dari barang bukti yang disita terkait proses penyidikan perkara pengadaan Helikopter Angkut AW-101 di TNI AU tahun 2016-2017. 

Melalui penyetoran ke kas negara, terang Ali, uang rampasan dimaksud menjadi salah satu bukti pelaksanaan asset recovery dari penanganan perkara oleh KPK. 

Sebelumnya KPK telah mengeksekusi John Irfan Kenway yang divonis penjara selama 10 tahun penjara. Irfan menjalani pidana badan yang dijatuhkan kepadanya di Lapas Klas I Sukamiskin. 

Berdasarkan putusan berkekuatan hukum tetap itu, Irfan akan menjalani pidana badan selama 10 tahun dikurangi dengan lamanya masa penahanan yang dijalani. 

Dia juga berkewajiban membayar pidana denda Rp1 miliar ditambah dengan pidana pembayaran uang pengganti Rp17,2 miliar. 

Sebelumnya, KPK resmi menahan Irfan sebagai tersangka dalam kasus tersebut, Selasa (24/5/2022). Irfan merupakan Direktur Utama PT Diratama Jaya Mandiri. Dia telah ditetapkan tersangka sejak 2017.  

Irfan disangkakan melanggar Pasal 2 ayat (1) atau Pasal 3 UU Nomor 31 Tahun 1999 sebagaimana diubah dengan UU Nomor 20 Tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi juncto Pasal 55 ayat (1) ke-1 KUHP.

We are deploying four AH-64D Apache attack helicopters from 120 SQN to Oakey, Australia, from 17 Oct to 1 Nov 2023 for the first time. Not only will our AH-64D Apache attack helicopters train with our CH-47F heavy lift helicopters at Oakey Detachment, our personnel will also conduct professional discussions and sharings with their Australian counterparts, which enhances mutual trust and cooperation between both air forces.

Overseas training such as these are important for the RSAF. We thank our Australian counterparts for the strong support for the RSAF’s training in Oakey Detachment.

Support Contract for Army's Chinook Fleet Extended

Boeing Defence Australia will continue to support the maintenance, training and sustainment services for Army’s fleet of 14 CH-47F Chinook helicopters following a contract extension signed by Defence.

First Assistant Secretary Joint Aviation System Division, Mr Shane Fairweather, said the $41 million contract extension would ensure continued support for the Chinook fleet over the next five years.

“Chinooks have formed a significant component of Australia’s contribution to battlefield aviation capability,” Mr Fairweather said.

“The Australian Defence Force has a longstanding history with Chinooks. The platform has a reputation for consistently delivering effective, safe and affordable capability for Defence.”

The extension will see the total contract value increased to $146 million.

Australia’s CH-47F Chinook fleet is based in Townsville, with maintenance and sustainment service support provided in Oakey and Brisbane.

“The CH-47F Chinook fleet is an important capability for Defence, providing critical lift capability on several domestic and regional operations, including Bushfire Assist in 2020, and Tonga and Flood Assist in 2022,” Mr Fairweather said.

“This contract extension will expand the maintenance and training support for our Chinook fleet, while boosting opportunities for defence industry in Queensland.”

The contract extension will add an additional 15 ongoing positions and 3 apprenticeship employees for Queensland industry.

This contract follows the arrival of two additional Chinook helicopters in 2022, which joined the Australian Army Aviation Command’s existing 12 CH-47F Chinook medium-lift helicopters operated by C Squadron, 5th Aviation Regiment in Townsville.

Washington Offers $100 million in Foreign Military Financing for PH

Aboard the aircraft carrier USS Ronald Reagan, the United States Ambassador to the Philippines announced on Friday Washington will make available a $100 million fund in military aid next year to its oldest security ally in the Indo-Pacific region, the largest military aid in years.

Interviewed by local journalists, Mary Kay Carlson said the US will help the Philippine military modernize its equipment by providing financing to acquire US-made heavy lift helicopters to offset a deal which it canceled from Russia last June.

“The United States is now making available S100-million in foreign military financing in part for the Philippine military to use as it wishes, but could well be use to offset the decision to cancel the Mi17 helicopter purchase,” Carlson told reporters, adding the increase in military aid was discussed in Hawaii last month by senior defense officials.

Carlson said the Philippines can actually use the $100 million to buy a replacement of the canceled Russian aircraft in June. The US has offered to sell its CH-47 Chinook heavy-lift choppers.

Former president Rodrigo Duterte had scrapped the 12.7 billion pesos deal to acquire 16 Mi-17 heavy lift helicopters because of the sanctions imposed by Washington on Russia’s unprovoked invasion in Ukraine in February.

The Philippines has already paid a down payment of 2 billion pesos for the Mi-17 choppers and it is uncertain if the country can recover the down payment paid to a Russian company.

PH Eyes Purchase of US Helicopters After Aborted Deal with Russia

MANILA – The government is considering buying Chinook helicopters from the United States after scrapping a contract on the purchase of 16 Russian helicopters.

In an online media forum Monday, Philippine Ambassador to the United States Jose Manuel Romualdez said the cancellation of the contract “is precipitated mainly by the war in Ukraine.”

“While there are sanctions expected to come our way, from the United States and western countries, obviously it is not in our interest to continue and pursue this contract,” he said.

He noted the Chinooks would replace the heavy lift helicopters needed by the country’s armed forces for movement of troops and disaster preparedness.

“I understand the United States has offered to try to come up with a similar amount that we were going to spend with the Russian helicopters. In other words, at a special price,” he said.

The US deal offers maintenance services and helicopter parts, he added.

The military procurement contract was signed in November 2021 under the Duterte administration.

It called for the purchase of 16 Mi-17 Russian military transport helicopters with an additional unit of Soviet era heavy-lift aircrafts to be included at no extra cost.

Earlier, the Department of National Defense said it has formed a committee to formalize the withdrawal from the contract worth PHP12.7 billion or about US$244.2 million.

Romualdez said the government is also looking at getting “a supply of other things that the country may need from Russia to replace the helicopters.”

“As part of the payment of the I think, of about US$38 million that we paid the downpayment for the helicopters,” he added. “So, in exchange for that, we will probably get some of the arms that we may need.”

Two Additional Chinook Helicopters to Arrive in Townsville

Two additional CH-47F Chinook helicopters will arrive at RAAF Base Townsville after an expedited sale from the United States Government.

Minister for Defence Industry, the Hon Pat Conroy MP, said the two additional Chinooks were part of the Australian Government’s $595 million investment in heavy-lift battlefield aviation capability.

“The Australian Government is demonstrating its commitment to bolstering Defence’s ability to prepare our ADF to be future ready,” Minister Conroy said.

“The Chinook is Defence’s largest helicopter, which has been instrumental in recent missions including Operation Bushfire Assist in 2019-20, Operation Tonga Assist in 2022 and Operation Queensland/New South Wales Flood Assist in 2022.

“The helicopters will provide Defence with additional lift capacity and strengthen Army’s ability to support operations globally.”

The two additional aircraft will join the Australian Army Aviation Command’s existing 12 CH-47F Chinook medium-lift helicopters operated by C Squadron, 5th Aviation Regiment.

“We thank our United States counterparts, including the United States Army, for their support in this rapid acquisition,” Minister Conroy said.

Australia’s defence industry will continue to play a key role in supporting the increased Chinook fleet, with an additional $69.5 million investment into the Australian economy over the next 20 years.

JAKARTA - Spesifikasi helikopter Agusta Westland AW-101 menarik dicermati. Ya, beberapa hari lalu Komisi Pemberantasan Korupsi (KPK) membeberkan perkembangan kasus dugaan korupsi pengadaan helikopter Agusta Westland AW-101.

Dilansir dari situs TNI AU pada November 2015, Kepala Staf TNI Angkatan Udara (KSAU) saat itu Marsekal TNI Agus Supriatna menjelaskan bahwa pembelian helikopter AW-101 oleh TNI AU sesuai pagu anggaran yang sudah masuk dalam Rencana Strategis (Renstra) TNI AU 2015 - 2019.

Pemilihan helikopter pabrikan Itali dan Inggris ini yang rencananya bakal memperkuat Skadron Udara VVIP/VIP 45 TNI AU itu sudah melalui proses pengkajian yang mendalam dari satuan bawah hingga ke Mabes TNI.

Agus Supriatna mengungkapkan bahwa helikopter AW-101 memiliki standar pengamanan modern, seperti perahu karet dan sarana bantalan udara yang mengembang layaknya air bag (kantong udara) saat terjadi benturan. Selain itu, kata dia, helikopter AW-101 memiliki kabin yang tinggi yakni lebih dari 180 sentimeter dan memiliki tiga engine sehingga lebih aman dalam penerbangan.

Diberitakan SINDOnews pada Rabu 28 Desember 2016, Kepala Dinas Penerangan TNI AU saat itu Marsekal Pertama Jemi Trisonjaya mengatakan bahwa pembelian heli ini sudah berdasarkan restu pemerintah, seperti Bapenas, Kementerian Keuangan, Kementerian Pertahanan, dan Komisi I DPR. “Ini untuk kebutuhan militer, bukan VVIP, untuk SAR, bencana. 

Kita perlu heli yang menampung kapasitas besar, yang mampu membawa pasukan, dan pasti sesuai dengan kebutuhan," kata Jemi Trisonjaya. 

Sementara itu, dilihat dari situs helicopters.leonardo.com, helikopter ini memiliki berat kotor maksimum 15.600 kilogram. Helikopter AW-101 berkapasitas 2 pilot, 1 awak pesawat, dan 25 tentara.

Panjang keseluruhan helikopter ini 22,83 meter, sedangkan tinggi keseluruhannya adalah 6,66 meter, dan diameter rotor 18,60 meter. Kemudian, kecepatan maksimalnya 277 km/jam. Helikopter ini mengusung mesin GE CT7-8E, mesin turboshaft dengan Full Authority Digital Engine Control (FADEC).

CH-47SD RSAF Chinook akan Dipertahankan

Angkatan Udara Republik Singapura (RSAF) hanya akan mempensiunkan helikopter angkat berat Boeing CH-47D Chinook setelah menerima pengiriman CH-47F baru dari AS. Pensiunnya model lama menunjukkan bahwa layanan tersebut akan tetap mempertahankan helikopter CH-47SD (seri CH-47SD sedikit berbeda dengan CH-47D) untuk melayani bersama CH-47F, meningkatkan armada Chinook menjadi 26.

Pada tahun 2015, Singapura mengumumkan telah memesan CH-47F untuk menggantikan Chinook yang lebih tua di bawah kontrak Direct Commercial Sale dengan Boeing. Meskipun pemerintah Singapura tidak mengungkapkan jumlah helikopter yang dipesan, Registri FAA menunjukkan bahwa ada enam belas CH-47F dengan registrasi sementara, N271GG hingga N286GG (nomor konstruksi M2071 hingga M2086).

Sepuluh Chinook CH-47SD diakuisisi pada tahun 1998 dan dilengkapi dengan kontrol mesin digital dan kokpit kaca. Mereka juga dilengkapi dengan tangki bahan bakar yang lebih besar dari standar. CH-47SD bertugas dengan Skadron 127 di Lanud Sembawang.

CH-47D yang lebih tua adalah unit yang tersisa dari enam helikopter yang diakuisisi oleh RSAF pada tahun 1994. Helikopter ini ditugaskan ke detasemen Peace Prairie di Grand Prairie (TX), dengan Garda Nasional negara bagian sebelum dipindahkan ke Pusat Pelatihan Penerbangan Angkatan Darat di Oakey di Queensland, Australia, pada tahun 2018. Pada Agustus 2020, Kementerian Pertahanan Australia (MoD) mengkonfirmasi bahwa RSAF akan menambah jumlah CH-47F Chinook yang berbasis di Oakey menjadi sepuluh.

Kesepakatan FMS senilai $2 miliar bagi Indonesia untuk membeli delapan pesawat tiltrotor Bell-Boeing MV-22 Block C Osprey tampaknya secara signifikan keluar jalur setelah Boeing menyatakan bahwa kemajuan telah terhenti.

"Tidak ada yang mati, tetapi tidak ada aktivitas tambahan yang terjadi saat ini dan pelanggan harus membayar tagihan akibat COVID-19," kata Randy Rotte, direktur senior untuk pengembangan bisnis Asia-Pasifik dan India dari Boeing, selama briefing media 15 Februari.

Pesanan dari Indonesia mengejutkan banyak orang ketika menerima persetujuan Departemen Luar Negeri AS pada 6 Juli 2020.

RSAF Started Taking Delivery of CH-47F

The RSAF has started taking delivery of the CH-47F Heavy Lift Helicopter to Singapore, following its initial delivery to the RSAF Helicopter Detachment in Oakey, Australia.

With better lift and reach capabilities, the CH-47F helicopters will complement the RSAF's fleet of helicopters to provide the SAF with a robust lift capability for a wide range of operations including Search and Rescue, aeromedical evacuation, troop lift, fire-fighting and Humanitarian Assistance and Disaster Relief operations.

When operationalised, the CH-47F helicopters will progressively replace the RSAF’s older Chinooks that have been in service since 1994.

Air Force Eyes Acquisition of Heavy-Lift Choppers

MANILA – The Philippine Air Force (PAF) is looking at the possibility of acquiring heavy-lift helicopters as part of efforts to beef up its helicopter fleet.

"There is a project for heavy (lift) helis (helicopters) but this is still being worked out by the TWGs (technical working groups)," PAF spokesperson Lt. Col. Maynard Mariano said.

Mariano, however, declined to provide further details.

"I cannot identify the helicopters that are being looked into, again, it is still with the TWG for their assessment," Mariano said.

A heavy-lift helicopter is a type of rotary aircraft capable of lifting large numbers of personnel or cargo.

Earlier reports said one of the heavy-lift helicopters being looked into is the twin-engine Boeing CH-47 "Chinook".

The CH-47 is among Western-made helicopters that have a high lifting capacity. It can carry up to 24,000 lbs. of cargo and personnel.

Last October 13, Department of National Defense (DND) Secretary Delfin Lorenzana formally accepted five S-70i "Black Hawk" combat utility helicopters during a short ceremony at the Clark Air Base, Pampanga.

Lorenzana said these additional assets are seen as “crucial in keeping our communities and people safe from traditional security threats and disasters".

The PAF has an order of 16 S-70i helicopters from Polish company Polskie Zaklady Lotnicze Sp.z.o.o. worth USD241 million (about PHP11.5 billion).

The first six were delivered in November 2020 while the second batch of five was delivered this June. One unit from the initial six units delivered in the country crashed last June 24 while on a night-flying exercise.

The S-70i helicopters that were blessed last Wednesday belong to the second batch of five helicopters delivered last June. The third and last batch is expected by year-end.

Two New Chinooks Boost Heavy-Lift Capability

The ADF heavy-lift battlefield aviation capability has been boosted with the arrival of two new CH-47F Chinooks in Townsville last night. 

The $595 million investment in four new CH-47F Chinooks will take Australia’s fleet from 10 to 14 under the acquisition program.

The first two of the new helicopters were delivered to Townsville this week aboard a large US military transport aircraft. The third and fourth helicopters are expected to arrive in Australia mid next year. 

Minister for Defence Peter Dutton welcomed the arrival of the helicopters to Army’s 5th Aviation Regiment. 

“The additional helicopters will strengthen Army’s airlift capability into the future and increase the ADF’s ability to support operations globally,” Mr Dutton said. 

“The Chinook is Defence’s largest helicopter, with a long and proven track record of supporting ADF operations in Australia, our near region and further afield.”

The arrival came about three months after the sale was approved.

Mr Dutton said being delivered just days before the beginning of Exercise Talisman Sabre - the largest bilateral combined training activity between the ADF and US military - highlighted the countries' excellent strategic working relationship.

“By working closely with the United States, through streamlined processes to rapidly deliver Defence capability, the government is demonstrating its commitment to Defence’s strategic objectives and, in this case, bolstering Defence’s aviation capability,” he said.

The RSAF has started taking delivery of the CH-47F Heavy Lift Helicopter, which will progressively replace the RSAF’s older Chinooks that have been in service since 1994.

The CH-47F is an advanced helicopter with a fully integrated, digital cockpit management system, and advanced cargo-handling capabilities. These features, coupled with capabilities such as an enhanced self-protection suite and Satellite Communication (SATCOM) system, will enable it to better meet the SAF’s lift requirements. 

When operationalised, the CH-47F helicopters will complement the RSAF’s fleet of helicopters to provide the SAF with a robust heli-lift capability for a wide range of operations including Search and Rescue (SAR), Aeromedical Evacuation (AME) and Humanitarian Assistance and Disaster Relief (HADR).

The initial delivery of the CH-47F to the RSAF Helicopter Detachment in Oakey, Queensland, Australia, will enable the RSAF to leverage the vast airspace and terrain for more realistic training. The opportunity for the RSAF to train in Australia is a reflection of the close and longstanding defence relationship with Australia.

US Government Approves Sale of Four Additional Chinooks to Australia

WASHINGTON - The State Department has made a determination approving a possible Foreign Military Sale to the Government of Australia of CH-47F Chinook Helicopters and related equipment for an estimated cost of $259 million.  The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Australia has requested to buy four (4) CH-47F cargo helicopters with customer-unique modifications; eight (8) T55-GA-714A aircraft turbine engines, five (5) AN/AAR-57 Common Missile Warning Systems (CMWS); eight (8) Embedded Global Positioning System (GPS)/Inertial Navigation Systems (INS/EGI) +429; and two (2) EAGLE+429 Embedded Global Positioning System (GPS)/Inertial Navigation Systems (INS/EGI).  Also included is mission equipment; communication and navigation equipment; spare parts and components; special tools and test equipment; publications and technical manuals; U.S. Government and contractor engineering, maintenance, technical, and logistical support services, and other related elements of program and logistical support.  The total estimated value is $259 million.

This proposed sale will support the foreign policy and national security objectives of the United States.  Australia is one of our most important allies in the Western Pacific.  The strategic location of this political and economic power contributes significantly to ensuring peace and economic stability in the region.  It is vital to the U.S. national interest to assist our ally in developing and maintaining a strong and ready self-defense capability.

The proposed sale of this equipment and support will improve Australia’s capability to meet current and future threats, increase operational capabilities, strengthen its homeland defense and promote military cooperation.

The proposed sale of this equipment will not alter the basic military balance in the region.

These aircraft will be provided from U.S. Army stock.  The purchaser typically requests offsets.  Any offset agreement will be defined in negotiations between the purchaser and the contractor(s).

Implementation of this proposed sale will not require the assignment of any additional U.S. or contractor representatives.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

KSAD Akui Butuh Tambahan Helikopter Serbu dan Helikopter Angkut

JawaPos.com – Demi menambah kekuatan, TNI AD sudah mengusulkan pengadaan alat utama sistem persenjataan (alutsista) baru. Kepala Staf Angkatan Darat (KSAD) Jenderal TNI Andika Perkasa menyebutkan instansinya telah menyetorkan daftar alutsista yang dibutuhkan oleh jajarannya. Termasuk di antaranya helikopter serbu atau serang dan helikopter angkut.

Di antara nama-nama yang diusulkan oleh TNI AD, ada Osprey. “Dan bukan hanya Osprey saja. Kami juga dalam (daftar alutsista) yang kami sempat usulkan adalah seperti AW juga, Black Hawk juga,” terang Andika. Alutsista yang disebut Andika bukan alutsista sebarangan. Semuanya berkelas dan diyakini bisa menambah kekuatan TNI AD. Namun demikian, TNI AD juga tidak akan memaksakan kehendak.

Mereka sadar betul pandemi virus korona masih menjadi fokus utama. TNI AD memahami dan memaklumi apabila pemerintah mendulukan kepentingan untuk memerangi virus korona. “Tapi, sekali lagi kami siap menerima keputusan apapun karena memang kita sedang berhadapan dengan pandemi,” ungkap Andika. Bicara kebutuhan pihaknya memang perlu memperbanyak helikopter serang dan helikopter angkut.

Menurut Andika, kebutuhan itu tidak melulu berkaitan dengan kekuatan. Melainkan turut dipengaruhi karakter Indonesia sebagai negara kepulauan. Sehingga dibutuhkan lebih banyak helikopter. Sebab, dia mengakui jumlah helikopter yang ada saat ini masih belum ideal. “Heli angkut tadi, harusnya kami punya yang lebih besar. Heli serang misalnya Apache, kami harusnya punya yang lebih banyak tidak hanya delapan saja,” terang dia.

Saat ini, helikopter angkut yang dimiliki oleh TNI AD adalah MI-17. Meski kapasitas angkutnya sudah cukup besar, Andika menilai perlu ada helikopter angkut yang kapasitasnya lebih besar. “Ada yang lebih besar lagi yang kami perlukan,” jelasnya. Namun demikian, dia kembali menegaskan, TNI AD menyerahkan keputusan kepada pemerintah. Apapun yang didatangkan, mereka siap menerima dan menggunakan sebaik mungkin.

Selama ini, Andika menyebut, pihaknya juga sudah melakukan itu. “Dengan yang kami punya. Kami sudah berusaha memaksimalkan dengan menggunakan teknologi terbaru,” jelasnya. Karena itu, dia memuji para prajurit TNI AD yang mampu menunjukkan kemampuan terbaik dengan alutsista yang mereka miliki saat ini. “Hari ini sebetulnya sudah jauh lebih baik dari pada (latihan) tahun-tahun sebelumnya,” tambah dia.

Second CH-47F Chinook for Singapore Air Force Started Testing

The second CH-47F Chinook for the Republic of Singapore Air Force, serial 88161 and test registration N272GG, was photographed making a test flight near Wilmington/New Castle (DE).

Singapore has sixteen new Chinooks on order to replace the current fleet of CH-47SD aircraft. The first one, serial 88160 and test registration serial N271GG, was first noted flying last July.

The FAA Registry shows the sixteen Chinooks with their temporary registrations, N271GG until N286GG (construction numbers M2071 until M2086).

CH-47F RSAF akan Ditempatkan di Australia

Kementerian Pertahanan Australia telah melakukan konfirmasi bahwa Angkatan Udara Republik Singapura (RSAF) akan menambah jumlah helikopter Chinook yang saat ini berpangkalan di Pusat Pelatihan Penerbangan Angkatan Darat di Oakey, Australia. Langkah ini merupakan bagian dari kesepakatan bilateral antara Australia dan Singapura sebagaimana dimuat oleh sumber AustralianDefence.

Singapura telah memesan 16 helikopter CH-47F Chinook yang ditanda-tangani pada bulan November 2016, rencananya sepuluh CH-47F yang saat ini sebagian telah dilakukan uji coba tersebut akan langsung dikirimkan ke Oakey, Australia sedangkan sisanya sebanyak enam unit akan dikirimkan ke Singapura. Pengiriman pertama helikopter baru ini diharapkan terjadi pada kuartal pertama tahun 2021.

Australia dan Singapura menandatangani perjanjian penggunaan pangkalan di Oakey pada bulan Oktober 1996 termasuk ketentuan didalamnya untuk menampung hingga 12 helikopter jenis Airbus Helicopters AS332M/M1 Super Puma dari Singapura untuk dipindahkan ke fasilitas Penerbangan Angkatan Darat di Oakey Australia, dengan opsi untuk menyertakan helikopter Chinook di kemudian hari.

Helikopter CH-47D Chinook pertama telah ditempatkan di Oakey pada bulan September 1998. Sejak itu, helikopter Super Puma dipulangkan ke Singapura dan digantikan oleh lima CH-47D.

Melalui Perjanjian Oakey tahun 2018 antara kedua negara, lima helikopter CH-47D Chinook ini memungkinkan untuk ditambah hingga enam belas helikopter untuk pelatihan pilot pada waktu tertentu. Belum jelas akan dikemanakan 5 helikopter CH-47D setelah helikopter CH-47F baru terkirim.

RSAF saat ini memiliki enam belas helikopter angkut Chinook CH-47SD dalam inventarisnya. Chinook dioperasikan oleh Skuadron 127 di Sembawang (Singapura), dengan detasemen lima Chinook di Oakey (Queensland, Australia) untuk melakukan pelatihan.

Helikopter Chinook ini sedang dalam uji-terbang dari fasilitas produksi Boeing Chinook terdekat di Ridley Township (PA).

Dalam publikasi selama ini disebutkan bahwa RSAF telah memesan 8 helikopter CH-47F Chinook. Namun, menurut FAA Registry, 16 CH-47F telah terdaftar dalam kisaran ini yaitu N271GG hingga N286GG (c/n M2071 hingga M2086) dan mungkin semuanya adalah helikopter pesanan Singapura.

RSAF saat ini memiliki 16 helikopter CH-47SD Chinook dalam inventorinya. Chinook dioperasikan oleh Skuadron 127 di Sembawang (Singapura), dengan detasemen lima Chinook di Oakey (Queensland, Australia) untuk pelatihan.
