Kapal Ex USCG Cutter Steadfast Rasmi Milik Maritim Malaysia, Laskar Sejarah Baru Keselamatan Maritim Negara
BALTIMORE – Agensi Penguatkuasaan Maritim Malaysia (Maritim Malaysia) melakar sejarah baharu apabila menerima secara rasmi kapal Ex-United States Coast Guard (USCG) Cutter Steadfast dalam satu majlis penuh istiadat di Waterfront Operation Training Center (WOTC), Amerika Syarikat hari ini.
Majlis berkenaan menyaksikan detik bersejarah apabila Deputy Chief Acquisition Officer and Director of Domain & Integration Services USCG, Mr James Knight, menandatangani Certificate of Transfer dan menyerahkan Kapal Ex-USCG Cutter Steadfast kepada Ketua Pengarah Maritim Malaysia, Laksamana Maritim Datuk Haji Mohd Rosli bin Abdullah, sambil disaksikan Ketua Setiausaha Kementerian Dalam Negeri (KDN), Datuk Awang Alik bin Jeman.

Dalam ucapannya, Mr James Knight berkata, kapal yang diserahkan merupakan kapal yang ditauliahkan pada 1968 dan telah berkhidmat dengan cemerlang selama 56 tahun. Menurutnya lagi, kehadiran kapal ini dalam armada Maritim Malaysia diharap mampu memperkukuh keselamatan maritim negara.
Sementara itu, Datuk Haji Mohd Rosli menzahirkan ucapan tahniah kepada semua kru yang berjaya menamatkan latihan dengan penuh komited dan dedikasi. Beliau menyifatkan penerimaan Ex-USCG Cutter Steadfast sebagai simbolik kepada hubungan kerjasama erat Malaysia dan Amerika Syarikat, khususnya antara Maritim Malaysia dan USCG.

Datuk Haji Mohd Rosli menambah, aset baharu ini diharap akan meningkatkan keupayaan Maritim Malaysia dalam memastikan keselamatan zon maritim negara, selain memperluas ruang kerjasama antara Malaysia dan Amerika Syarikat dalam aspek latihan, pertukaran teknikal serta pembangunan kapasiti.
Terdahulu seramai 50 kru terdiri daripada sembilan pegawai dan 41 anggota Maritim Malaysia menerima Sijil Tamat Latihan selepas berjaya menamatkan program intensif tujuh minggu bagi pengoperasian 210’ Reliance Class Medium Endurance Cutter (MEC).

Three weeks ago, the Madani government announced that it had struck a deal with China to SEWA 62 new train sets for KTM Bhd. The estimated cost for the deal is RM10.7 billion and it will be covered in installments over a 30-year SEWA period.How does this relate to the military, then? Not much really, but I was told recently that there are proposals for the leasing of one hundred three-tonne GS Cargo trucks and un-known number of VVSHORAD systems for the Army. And just maybe, the approved leasing deal for KTMB may tip the scale in favour of the truck and VVSHORAD proposals. There is also the massive leasing deals for helicopters for all the services to think about.Anyhow, the cost for leasing the three-tonners – the SEWA is for eight years – will be around RM150 million, I was told. This means – if the leasing project is approved – it will cost more – than what we paid for 150 three tonne trucks from Deftech in 2022.
The proponents will say that the Army will not have to spend extra money to pay for the maintenance and support for the trucks, though. That said we have no idea of the maintenance and support costs for 100 three tonners for eight years though. The closest thing on the maintenance cost for Army vehicles was the one for the Adnan ACV (RM122 million for 20 years), which to me is cheap compared to the procurement cost (RM1.3 billion for 267 vehicles). Is this comparable (in percentage terms) to the cost of maintaining one hundred three tonne trucks?
