South Korean defense manufacturer signifies interest to provide DND's frigate requirements

MANILA (PNA) -- A South Korean defense manufacturer is now talking with the Department of National Defense (DND) regarding its requirements for two brandnew frigates.

A DND observer said that the company is offering the Philippines varieties of the "Incheon" class frigates.

"Some initial talks are now being held and hopefully, the company will get a chance to bid for our frigate requirements," he stressed.

He also pointed out that talks with the South Korean defense manufacturer came about when the DND decided to not go ahead with the planned purchase of the Italian "Maestrale" frigates due to questions of cost and hull aging.

The "Incheon" are coastal defense frigates of the Republic of Korea Navy with its lead ship launched on April 29, 2011.

The "Incheon" class frigates will replace the aging fleet of "Pohang" class corvettes and "Ulsan" class frigates, and take over multi-role operations such as coast patrol, anti-submarine warfare and transport support.

Later batches are planned to be specialized on anti-air and anti-submarine warfare.

"Incheon" class frigates are armed with the 127mm/L62 Mk. 45 Mod 4 naval gun.

Point-defense armaments include a single 20 mm Phalanx CIWS and a RIM-116 Rolling Airframe Missile Block 1 21-round launcher.

Anti-Submarine Warfare armaments consists of K745 LW Cheong Sahng-uh (Blue Shark) torpedoes.

Its anti-ship capability is provided by 16 SSM-700K Hae Sung (Sea Star) long-range anti-ship missile, each with performance similar to the US Harpoon while land-attack capability is provided by the recently-developed Hyunmoo IIIC (Guardian of the Northern Sky) cruise missile, which is similar to the US Tomahawk.

It has a length of 374 feet, speed of 30 knots, capable of carrying a naval helicopter and a complement of 140 officers and men.

"Incheon" frigates weigh around 3,000 tons and has cruising range of 5,000 miles.

Army's Sophisticated Armoured Car For Public Viewing

KUALA LUMPUR, March 1 (Bernama) -- A sophisticated armoured car designed for the 21st century will be revealed to the public during the 80th Army Day anniversary celebration in Port Dickson, Negeri Sembilan, Saturday.

A defence ministry spokesman said, the Turkey-designed armoured car was flown to Malaysia and currently placed at an army camp in Port Dickson.

"The armoured car is a prototype and it is here to undergo several weeks of terrain and weather tests," he told Bernama.

The eight-tyred armoured car uses Turkish technology and was known as 'Pars', but a factory would be put up locally to produce a local version known as 'AV8'.

Meanwhile, local defence blogger malaysiamilitarypower.blogspot.com Harsul Fariddi, when contacted, said the arrival of the 'AV8' had answered questions which all this while had gone unanswered.

"It was rumoured that the project had failed as it had never been shown in defence exhibitions such as the Langkawi International Maritime and Airshow 2011".

"Its presence was detected when photos at the rehearsal of the Army Day celebration in Port Dickson started to circulate, since two days ago," he said.

Based on the photograph he saw, he said, the 'AV8' to be exhibited Saturday would replace the 'Condor' and 'Sibmas'.

"I think more armour has been added, and in terms of equipment available, it is similar to the 'ACV300 Adnan', which is also Turkey-made," he said.

"It has active and passive defensive suite equipment, similar or better than 'ACV300 Adnan' and shares the same turrent with the 25mm Bushmaster cannon".

Malaysia invested RM8 billion, several years ago, with Turkey to develop 'AV8' with a first acquisition of 257 armoured cars of numerous variants.

NNZN Tenders Anzac Class Frigates Upgrade

ANZAC Frigate Systems Upgrade - (RFT 1-326) GETS reference #38405

The Royal New Zealand Navy (RNZN) ANZAC class frigates (ANZACs) have performed to their original design specification in almost all areas since their inception. However, as with any long-term complex defence system, they must be maintained and upgraded through-life to preserve capabilities, address obsolescence, respond to emerging threats and react to changes in how and where the Ships are operated.

A critical component for the RNZN is the capability to conduct combat operations and to support them. The ANZACs are key to this and it has been determined that the ANZACs require upgrades to their Combat Systems. As such, Her Majesty the Queen in right of New Zealand (through the Ministry of Defence) (the Crown) has initiated the Frigate Systems Upgrade (FSU) project (the Project).

The Project will generate a reliable and supportable ANZAC Combat System with enhanced operational availability and capability that will have a minimal drawdown on the constrained personnel and training resources within the RNZN.

The FSU as a whole will consider the replacement/addition of the following combat subsystems:

-Radar suite including Identification, Friend or Foe (IFF) system;
-Infra-Red Search and Track / Optronics (IRST/O) system;
-Electronic Support Measures (ESM) suite;
-Communications Electronic Support Measures (CESM) system;
-Underwater Systems (UWS);
-Combat Management System (CMS);
-Tactical Data Link (TDL) system;
-Local Area Air Defence (LAAD) missile system;
-ASMD Soft Kill (ASK) suite; and
-Torpedo Self Defence (TSD) system.

The Crown seeks to contract the services of a CSI to procure combat subsystems and integrate all new (both Contractor Furnished Equipment (CFE) and Government Furnished Equipment (GFE) subsystems to the legacy combat subsystems onboard the ANZACs to provide the complete capability defined by the System Requirements.

To facilitate this, this RFT seeks tender responses from suitably qualified and experienced CSIs, which will then be evaluated. Shortlisted Tenderers may be invited to attend an individual workshop with the Crown, the purpose of which is for the Crown to seek any clarifications on the Tenderer’s tender and to gain a fuller understanding of the Tenderer’s proposed solution.
