Danrem 102/Pjg Uji Coba KMC Rigid Bouyancy Boat (RBB)
Danrem 102/Pjg Kolonel Czi Irwan didampingi Kasrem beserta para Kasi dan juga para Dan/Kabalak Aju Rem 102/Pjg pada Rabu (6/2) menghadiri pelaksanaan kegiatan uji coba KMC Rigid Bouyancy Boat (RBB) yang bertempat di Pelabuhan Rambang Palangkaraya dan dilanjutkan dengan patroli sungai di wilayah Puntun.
KMC Rigid Bouyancy Boat (RBB) merupakan Kapal cepat pengadaan dari TNI AD Tahun 2012 dan dalam penggunaanya langsung diserahkan kepada Denbekang XII-44-01 PLK. Dalam kesempatan tersebut Danden Bekang XII-44-01 PLK Letkol Cba Frans Surya Ginting menyampaikan bahwa KMC Rigid Bouyancy Boat (RBB) ini merupakan Kapal cepat yang berukuran sedang dengan panjang 9 meter, lebar 3,18 meter serta tingi 1,30 meter ysng dilengkapi dengan mesin penggerak Motor Tempel (OBM) 250 HP 4 Tak Type F 250 GTEX dan motor tempel (OBM) 250 HP 4 Tak Type FL 250 GTEX.
KMC Rigid Bouyancy Boat (RBB) berkapasitas tempat duduk 10 orang serta dilengkapi dengan peralatan yang terbilang modern seperti kelengkapan radio komunikasi, perlengkapan Navigasi yang menggunakan Satelit Global Positioning (GPS) perlengkapan listrik perlengkapan tambat serta dilengkapi juga Trailer (Trolly) dan alat keselamatan lainnya.
Dalam uji coba tersebut Danrem 102/Pjg beserta jajaran berkesempatan menaiki KMC Rigid Bouyancy Boat (RBB) bergerak menyisiri Sungai Kahayan +10 km, uji coba ini juga diikuti oleh satu regu dari anggota Yonif 631/Atg serta anggota Denbekang XII-44-01 PLK. Di akhir kegiatan Danrem 102/Pjg mengharapkan kepada anggota Denbekang XII-44-01 PLK agar supaya merawat KMC Rigid Bouyancy Boat (RBB) tersebut sehingga masa pakainya bisa lebih lama/panjang.
Selain itu Danrem memerintahkan kepada Dandim 1016/Plk dan Komandan Yonif 631/Atg untuk memanfaatkan kapal tersebut untuk patroli sungai di wilayahnya.Kegiatan uji coba dan patroli sungai berjalan tertib aman dan lancar.

Australian Industry: Competitive on the World Stage

Minister for Defence Materiel Dr Mike Kelly today acknowledged the vital contribution the Australian defence industry sector made to equipping and sustaining the Australian Defence Force.
“The Government is committed to ensuring that Defence provides continuing opportunities for local industry to compete for work based on open, transparent and accountable processes.
“Effective materiel solutions for the ADF and value for money for the taxpayer will remain the primary considerations,” Dr Kelly said.
In the past 12 months Australian companies have signed major, long-term contracts with Defence. Some examples include:
-Thales Australia has received several contracts totalling approximately $620 million including for the sustainment of maritime systems including on-board systems and equipment for the Navy’s ANZAC and HUON class warships;
-ASC Pty Ltd has been awarded contracts to the total value of approximately $813 million for the provision of sustainment services and equipment, including for Collins Class submarines;
-Canberra company CEA Technologies has received work valued at almost $20 million;
-Australian Defence Apparel has been awarded contracts to the total value of almost $19 million for the manufacture and supply of soldier ballistic plates and protective equipment;
-Bruck Textiles has also received contracts to the total value of around $8 million to manufacture and supply camouflage uniforms; and-
-Nova Defence (Nova Systems) received contracts totalling nearly $12 million for the provision of engineering services for ADF aircraft, helicopters and ship systems.
“As [BAE Systems Australia chief executive] David Allott said recently, and this is a view shared by me and many others, the technology and skills invested by Australian companies in defence work are at the high-end,” Dr Kelly said.
“They provide an incubator and proving ground for technology, knowledge and capacity that can be grown and leveraged across other sectors of industry.
“In individual sectors like shipbuilding and repair, the challenge is to harness those skills and avoid productivity dips.
“The Future Submarine Industry Skills Plan, which the Government will this year release, offers us a great opportunity to tackle those issues in the maritime domain, and more effectively plan for the future.”
Last week Dr Kelly met with a cross-section of Defence companies and received briefings on both current projects and new developments during his visit to the Australian International Airshow and Defence Exposition at Avalon in Victoria.
“It’s encouraging to hear from companies like Northrop Grumman who are looking to come to Australia and set up their base here,” Dr Kelly said.
“I was also really impressed by some of our SMEs and the way they are innovating, working together with Defence and other industry companies to develop new product solutions.”
Industry assistance programs managed by Defence through the Defence Materiel Organisation (DMO) provide grants and funding to companies seeking to develop new equipment solutions, and to pursue export opportunities that will ultimately benefit both Defence and industry.
“Programs such as the Global Supply Chain program and the Priority Industry Capability Innovation Program have been well received by industry and are delivering real results,” Dr Kelly said.
“This is not about just handing out cash. These are targeted programs and investments to encourage defence companies to build or maintain their footprint and skills in Australia, and to help Australian firms to be more competitive on the world stage.”
Under the Global Supply Chain program to date more than 200 contracts have been awarded to 61 Australian companies to the value of $540 million.
The Priority Industry Capability Innovation Program (PIC IP) provides financial support to Australian defence companies to commercialise innovative projects that support a PIC area. The financial support is in the form of matched, repayable grants. The first round of grants totalling $12.1 million was awarded in May 2012 to a total of nine companies. A second round of applications has now closed, with an announcement of successful grant recipients expected in May 2013.
Industry has also been actively engaged with critical work in the early phases of capability development through initiatives under the Rapid Prototyping, Development and Evaluation (RPDE, pronounced RAPID) banner and through the Defence Materials Technology Centre.
Dr Kelly also clarified recent reports of the proportion of defence expenditure that stays in Australia.
“It’s important to have the debate but for the debate to be based on the facts,” Dr Kelly said.
“Since 2009, Defence has been modelling materiel expenditure by location using a rigorous and consistent approach.
“Defence’s analysis has consistently shown that between 52 and 60 per cent of existing work is done in Australia. The good news is that in the current financial year Defence expects that aggregate figure to be as high as 59 per cent.”
“This equates to $4.7 billion of expenditure on defence equipment and through-life support activities in Australia this financial year, and is anticipated to grow across the four-year forward estimates,” Dr Kelly said.
Recent initiatives including the release of Public Australian Industry Capability (AIC) Plans are enhancing industry awareness of opportunities within the supply chains of major companies.
Six of these plans have already been publicly released with work well underway on the development of Australian Industry Plans in support of major programs such as Future Submarines, Future Frigates and LAND 400 Combat Vehicles.

Kemhan Tanggapi atas Penundaan Proyek Pengembangan Pesawat Tempur KF-X/IF-X

Jakarta, Kementerian Pertahanan, melalui Kepala Pusat Komunikasi Publik Brigjen TNI Sisriadi, Senin (4/3) di Kantor Kemhan Jakarta memberikan keterangan tentang wacana penundaan proyek pembangunan Pesawat Generasi 4,5 Korean Fighter Xperiment yang merupakan hasil kerjasama Pemerintah Indonesia melalui Kementerian Pertahanan (Kemhan) bersama dengan Korea Selatan melalui Defense Acquisition Program Administration (DAPA).
Program ini akan membutuhkan dana total sekitar US$ 5 milyar dimana share pemerintah Indonesia adalah 20 % dari total pembiayaan. Meskipun Share Pemerintah Indonesia adalah 20% dari total pembiayaan, Pemerintah Indonesia berkomitmen untuk terlibat dalam seluruh proses perancangan dan produksi yang meliputi Technology Development Phase (TD Phase), Engineering and Manufacturing Development Phase (EMD Phase), Joint Production and Joint Marketing. Dengan Investasi sebesar ini, Indonesia akan mendapatkan 20 % dari pembuatan pesawat (Workshare) dan 20 % dari penjualan pesawat terbang.
Kapuskom Publik Kemhan menekankan, Proyek produksi bersama pesawat KFX antara Indonesia dan Korea Selatan yang telah disetujui pada tahun 2011 telah berhasil menyelesaikan tahap pertama yaitu Technology Development Phase (TD Phase) pada Desember 2012. Didalam pelaksanaan TD Phase selama 20 bulan pihak Indonesia dan Korea telah membentuk Combine R&D Centre (CRDC dan telah dikirim sebanyak 37 engineer Indonesia yang merupakan kerjasama kedua negara di CRDC untuk melaksanakan perancangan pesawat KF-X/IF-X).
Namun didalam perjalanan mengikuti perkembangan Politik dan Ekonomi yang sedang terjadi, Pemerintah Korea Selatan melalui surat resmi yang dikirim oleh pihak DAPA, pihak Korea berinisiatif untuk menunda pelaksanaan produksi selama 1,5 tahun. Penundaan ini disebabkan oleh belum adanya persetujuan Parlemen ROK untuk menyediakan anggaran yang diperlukan guna mendukung terlaksananya tahap EMD Phase (Engineering and Manufacturing Development Phase) Program. Dijelaskan ada tiga tahap dalam proyek pengembangan pesawat tempur KF-X/IF-X, tahap pertama, technical development. Kedua, engineering manufacture. Dan ketiga, pembuatan prototipe. Tahap yang ditunda adalah tahap kedua. Pada masa penundaan, pemerintah ROK akan melaksanakan Economic Feasibility Study terhadap program ini.
Sehubungan dengan hal tersebut pemerintah Korea tidak akan melakukan terminasi Program Pengembangan Pesawat Tempur KF-X/IF-X, mengingat dana yang sudah dikeluarkan Pemerintah ROK sangat besar. Penekanan untuk tidak akan melakukan terminasi Program ini ditegaskan dalam Joint Committee ke-4 pada tanggal 10-11 Desember 2012 lalu.
Sementara itu bagi Pemerintah Indonesia penundaan tahap EMD program KF-X/IF-X selama 1,5 tahun (sampai dengan September 2014) akan berdampak terhadap rencana anggaran yang telah disiapkan pemerintah. Dengan adanya penundaan tahap EMD, pagu indikatif anggaran sebesar Rp. 1.1 Triliun tidak mungkin diserap sepenuhnya. Oleh karena itu pihak RI telah mengintensifkan langkah-langkah penyiapan alih teknologi dengan kegiatan antara lain Operasionalisasi DCI (Design Centre Indonesia) untuk memetakan dan mengembangkan kompetensi SDM yang telah terbentuk selama
tahap TD Phase, penguatan industry pertahanan dalam negeri yang akan terlibat dalam program ini, dan Technology Readiness (kesiapan teknologi).
Dengan penundaan ini diharapkan kesiapan Indonesia dalam program KF-X/IF-X ini akan semakin baik. Dalam kaitannya dengan dana share, pemerintah Indonesia belum mengeluarkan dana untuk Program EMD Phase ini, dana share yang sudah dianggarkan di TA. 2013 belum disalurkan.

China's official defence spending will rise by 11.2% in 2012, pushing it above $100bn (£65bn) for the first time, the government has announced.
Beijing's defence budget has risen each year for two decades to become the world's second-biggest, behind the US.
It is developing an aircraft carrier, a stealth fighter jet, and missiles that can shoot down satellites.
The US promised to bolster its presence in the region last year, in a move seen as countering China's dominance.
Washington, which spends about $740bn on defence each year, already has bases housing thousands of American troops across the region.
The BBC's Martin Patience in Beijing says Chinese officials remain wary about growing American influence in the region, and believe Washington wants to encircle China.
'Peaceful development'
China's emerging military might has especially worried its near neighbours.
China has long-running territorial disputes with Vietnam, the Philippines and Japan, and has also positioned hundreds of missiles for a potential attack on Taiwan, which it views as part of its territory.
Announcing the new budget, Li Zhaoxing, an official with China's parliament, sought to calm concerns over the spending programme.
"China is committed to the path of peaceful development and follows a national defence policy that is defensive in nature," he said.
"China has 1.3 billion people, a large territory and long coastline, but our defence spending is relatively low compared with other major countries."
As a proportion of its GDP, China's official military budget is far lower than either the US or the UK.
But foreign experts have estimated that Beijing's actual military spending could be as much as double the official budget.
During 2011, China carried out its first test flight of a stealth fighter jet, and the first sea trial of its aircraft carrier.
Both pieces of equipment remain years away from active deployment.
Beijing is also building new submarines and ships, and developing a range of anti-ship ballistic missiles.
The armed forces, known as the People's Liberation Army, boasts more than two million personnel - the biggest military in the world.

TOR for F/A-50 'Golden Eagle' Now Being Crafted

MANILA — The Philippines is now on track to operate again supersonic jet aircraft as the "term of reference" (TOR) for the F/A-50 "Golden Eagle" is now in the works.
"Procurement for the F/A-50 will be on a government-to-government basis," the Department of National Defense (DND) observer stressed.
He also said the go-ahead signal for the TOR only came last week.
The order came from the Government Procurement Policy Board (GPPB), an attached agency of the Department of Budget and Management.
The DND observer declined to comment on when the TOR will be completed but stressed that it will be done within the year.
But he expressed confidence that the Philippine Air Force (PAF) will be flying the F/A-50 within two years time.
The last supersonic planes operated by the country was the Northrop F-5 "Freedom Fighter" which was decommissioned due to lack of parts and air frame aging sometime in 2005.
The TOR describes the purpose and structure of a project, committee, meeting and negotiation.

KAI's previous engineering experience in license-producing the KF-16 was a starting point for the development of the F/A-50.
The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots.
The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service.
There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings.
An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks.
Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow.
The F/A-50 "Golden Eagle" uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and KAI.
The engine consists of three-staged fans, seven axial stage arrangement, and an afterburner.
The aircraft has a maximum speed of Mach 1.4-1.5.
Its engine produces a maximum of 78.7 kN (17,700 lbf) of thrust with afterburner.

MANILA — The Philippines is now on track to operate again supersonic jet aircraft as the "term of reference" (TOR) for the F/A-50 "Golden Eagle" is now in the works.
"Procurement for the F/A-50 will be on a government-to-government basis," the Department of National Defense (DND) observer stressed.
He also said the go-ahead signal for the TOR only came last week.
The order came from the Government Procurement Policy Board (GPPB), an attached agency of the Department of Budget and Management.
The DND observer declined to comment on when the TOR will be completed but stressed that it will be done within the year.
But he expressed confidence that the Philippine Air Force (PAF) will be flying the F/A-50 within two years time.
The last supersonic planes operated by the country was the Northrop F-5 "Freedom Fighter" which was decommissioned due to lack of parts and air frame aging sometime in 2005.

Saab AB Tawarkan Giraffe AMB dan RBS-70NG kepada TNI AD

Pada hari Rabu tanggal 27 Pebruari 2013 yang lalu Staf Dirbinlitbang Pussenarhanud menghadiri diskusi teknis yang diselenggarakan oleh Saab AB bertempat di kantor Kemhan RI. Dalam diskusi tersebut dipresentasikan beberapa sistem senjata buatan Saab AB yang dapat dibagi menjadi tiga bagian besar yaitu sistem senjata udara, darat dan laut. Untuk sistem senjata darat, yang dinilai potensial bagi satuan Arhanud adalah sistem Radar Giraffe AMB dan Sista Hanud Rudal RBS 70 NG (Next Generation) yang versi awal keduanya saat ini masih dioperasikan satuan Arhanud TNI AD.
Radar Giraffe AMB
Radar ini merupakan pengembangan dari Radar Giraffe yang saat ini masih dioperasikan TNI AD. Pengembangan signifikan pada Radar Giraffe terbaru dibandingkan Radar Giraffe yang dioperasikan TNI AD antara lain sistem deteksi Radar sudah berkemampuan 3 dimensi, memiliki kemampuan pengamatan pantai dan dapat mendeteksi RAM (roket, proyektil artileri dan mortir) pada jarak 10 s.d. 15 Km (tergantung kaliber) sehingga dapat memberikan perlindungan terhadap satuan darat dengan cara memberikan peringatan situasi udara, mengaktifkan alarm saat terdapat ancaman, memberikan peringatan terhadap daerah yang akan terkena tembakan RAM dan mengkoordinasikan tindakan atas serangan RAM (sistem senjata C-RAM).
Spesifikasi teknis utama Radar Giraffe AMB sebagai berikut :

Berdasarkan penjelasan dari Saab, Radar Giraffe yang dioperasikan satuan Arhanud saat ini dapat di-upgrade untuk meningkatkan kemampuannya namun kemampuan deteksinya akan tetap 2 dimensi karena ada perbedaan mendasar pada sistem deteksi antara Radar 2 dimensi dengan 3 dimensi.
RBS 70 yang saat ini dioperasikan satuan Arhanud dapat di-upgrade menjadi generasi ke 4 dengan melakukan perubahan pada stand dan sight sehingga dapat digunakan untuk menembakkan misil BOLIDE. Namun RBS 70 NG memiliki sight yang sangat berbeda dengan generasi ke 4 sehingga RBS 70 satuan Arhanud tidak dapat di-upgrade menjadi RBS 70 NG.
RBS 70 generasi 4 memiliki kemampuan sebagai berikut :
1. Dioda laser tanpa freon.
2. Dapat meluncurkan misil semua generasi termasuk BOLIDE.
3. Dilengkapi sistem pendeteksi panas (BORC).
4. Dilengkapi IFF interrogator digital (TSA1412).
5. Dilengkapi interface weapon terminal untuk C3I (TDR35).
6. Dilengkapi simulator ruangan berbasis komputer.
7. Meminimalkan kebutuhan dukungan logistik.
Sedangkan kemampuan RBS 70 NG sebagai berikut :
1. Dapat beroperasi terus menerus(24 jam dalam 7 hari)
2. Jarak deteksi yang diperjauh (menggunakan thermal imager).
3. Fungsi auto tracker yang terintegrasi (tidak perlu men-track sasaran selama misil meluncur).
4. Peningkatan daerah coverage.
5. Menggunakan kemampuan misil BOLIDE hingga 100%.
6. Meningkatkan kill probability.
7. Pengurangan berat total.
8. Pengurangan waktu pelatihan operator.
9. Konsep pemeliharaan berbasis komputer.
Sodoran Saab untuk TNI AD
Dengan mempertimbangkan kondisi RBS 70 yang dioperasikan satuan Arhanud, Saab memberikan pilihan pengembangan sebagai berikut :
1. Pilihan konfigurasi.
a. RBS 70 klasik dengan misil Mk2E dan atau BOLIDE.
b. RBS 70 NG baru dengan misil BOLIDE dan atau Mk.2E.
2. Kemungkinan kandungan lokal.
a. Perpanjangan usia pakai misil Mk2.
b. Perakitan akhir misil BOLIDE.
c) Instalasi ke kendaraan.
Menurut penjelasan dari Saab, pihak Saab sangat terbuka terhadap transfer of technology dan berusaha membangun kemitraan dengan industri di negara konsumen. Untuk program RBS 70, Saab telah melakukan perundingan dengan PT. Pindad dalam hal desain produk, perakitan dan pengiriman misil. Sista Hanud Radar Giraffe AMB dan RBS 70 generasi ke 4 / Next Generation dinilai cukup potensial bagi satuan Arhanud TNI AD sehingga perlu dilakukan pengkajian lebih lanjut secara lebih mendalam.

PN's second frigate to arrive by August
MANILA — The Philippine Navy's (PN) second frigate, the BRP Ramon Alcaraz (PF-16), is slated to arrive in August, not April as earlier stated.
The extra five months can be attributed to the commissioning requirement of more intensive training for its crew before the vessel can be taken out of its North Charleston, South Carolina naval facility.
"Latest estimate is August of this year as the crews' training more requirement is more intensive now," PN spokesperson Lt. Cmdr. Gregory Fabic said.
The BRP Ramon Alcaraz has more sophisticated weapons and sensors that its sister ship, the BRP Gregorio Del Pilar (PF-15).
She was also fitted with Mark 38 Model 2 "Bushmaster" auto-cannon and a new main engine, making her more capable than her sister ship.
Around USD5 million was spent by the PN for the upgrade.
The former USS Dallas (BRP Ramon Alcaraz) was a high endurance cutter commissioned in 1967 at the Avondale Shipyard in New Orleans.
She was the sixth ship or boat to bear the name of Alexander J. Dallas, the Secretary of the Treasury under President James Madison (1814–1816).
The ship is one of twelve Hamilton-class cutters built for the US Coast Guard.
It weighs 3,250 tons, has a length of 378 feet, beam of 43 feet, and draft of 15 feet.
Its propulsion systems consist of two diesel engines and two gas turbine engines, giving it a top speed of 29 knots.
The ship has cruising range of 14,000 miles and has a sea and loiter time of 45 days.
It has a complement of 167 officers and men.
The ship was originally equipped with an AN/SPS-40 air-search radar Mark 92 Fire Control System and armed with one Oto Melara Mark-75 76-mm gun, Two Mark K-38 25-mm machine gun system, two Mark 36 SRBOC systems, one Phalanx CIWS missile defense gun, along with multiple mounted M2HB .50-caliber machine guns and M240 7.62-mm machine guns.
Under Philippine service, all of the above-mentioned weapons and sensor systems were removed with the exception of the Oto Melara Mark-75 76-mm main gun. (PNA)
