AgilFence PIDS : Perimeter Intrusion Detection System (all images : STElectronics)
TAIPEI — Singapore Technologies Electronics (ST Electronics) has solved major problems with sensor-based perimeter security fencing.
ST Engineering has developed a cost-effective, fiber-optic, sensor-based perimeter security solution known as the AgilFence Perimeter Intrusion Detection System (PIDS), said Tang Kum Chuen, president, ST Electronics, Communications & Sensor Systems Group. It can secure borders, military facilities and high-asset commercial properties.
The Singapore security environment offers many comparisons to problems other countries face today.
“When it comes to border security, terrorism is seen as the main threat, though of course the authorities are keen to prevent illegal immigrants coming over,” said Ian Storey, fellow, Institute of Southeast Asian Studies, Singapore.
Post-9/11 Singapore hardened its security infrastructure following the discovery of a Jemaah Islamiyah cell, which had targeted Western interests, including U.S. military personnel, Storey said. In general, because of its close links to the West, and the large concentration of Western interests in the country, Singapore sees itself as an attractive target for international terrorist groups.
While optical fiber is widely used in fence intrusion detection systems, the AgilFence PIDS is unique as it uses a series of tiny mirror-like sensors known as fiber bragg grating (FBG). Each of these permits a specific wavelength of light to be reflected when white light is transmitted along the optical fiber cable. The reflection sequence is predetermined and no alarm will be triggered as long as this steady state is maintained.
In the past, FBG sensor cables were costly to produce and the complexity of managing data from a large array of sensors deterred many companies from applying this technology.
“ST Electronics has mastered the relevant technologies,” Tang said.
The result is an affordable option. Large areas such as military facilities and air and naval bases will “enjoy substantial cost savings as fewer cameras are needed when long-range PTZ cameras are used, thereby reducing hardware, civil work, infrastructure as well as maintenance costs,” Tang said. AgilFence PIDS requires no power for the cable in the field resulting in significant cost reduction.
Singapore is well known for asset protection, said a U.S. defense industry source based in Singapore. Singapore has not forgotten the efforts by Indonesia during the Indonesian-Malaysian crisis from 1962 to 1966, he said, when the Indonesian strongman, Sukarno, waged a covert war against creation of the state of Malaysia. Indonesian commandos infiltrated Singapore on sabotage missions that resulted in numerous bombings, including the famous MacDonald House bombing in 1965.
There have been recent concerns over terrorism, he said. In 2002, a Singapore citizen, Mas Selamat bin Kastari, a member of the Jemaah Islamiyah terrorist group, plotted to bomb the Changi Airport. He was arrested and later escaped to Malaysia in 2008, where he was captured and returned to Singapore in 2010.
Today, AgilFence protects Changi Airport along with nine other sites around Singapore. Alan Tan, vice president of Changi Airport Group’s Aviation Security, says that Changi Airport “always aims to find the best tools that will allow us to ensure the highest safety standards at Changi Airport.”
Changi Airport’s perimeter protection plan boasts a double-layered fence with anti-tunneling protection that surrounds the perimeter of the airport. This is now further enhanced with AgilFence and an optimal number of low-light pan–tilt–zoom cameras placed strategically along the fence, Tan said.
It is suited especially for users looking for an intrinsically safe system with cut immunity, Tang said. Neither a single nor multiple cable cuts will cripple the entire protection system. “It is resilient to defeat,” he said.

Montevideo-The Argentine Army received the first tank TAM (Tanque Argentino Medium) modernized by the Israeli company Elbit, on site Army.

Bataan Hails Arsenal Modernization Plan

BALANGA CITY, Bataan - Second District Rep. Abet S. Garcia revealed yesterday that the security and economic development of the province and the rest of the country will be further boosted after President Benigno S. Aquino III signed a landmark legislation modernizing the Government Arsenal based here as part of the P75-billion program to upgrade the Armed Forces of the Philippines (AFP).
Saying it is a legislation that he had originally authored, Rep. Garcia said Republic Act No. 10349 or the Revised Armed Forces of the Philippines (AFP) Modernization Program seeks to develop the army into a multi-mission oriented force capable of effectively addressing internal and external security threats.
In an interview with this correspondent inside his house here, the bachelor solon said the AFP modernization program has a budget of P75 billion for the first five years of implementation which includes the procurement of major weapons and non-weapon equipment and technology, and the construction of needed major infrastructures.
Garcia, the eldest son of Gov. Tet Garcia, said the law was a "landmark legislation" that was consolidated from his original House Bill No. 76 which sought to modernize the Government Arsenal, the country's maker of basic weaponry and ammunition, located in Lamao, Limay town.
"I filed this bill as early as the 14th Congress precisely to rehabilitate our 370-hectare Government Arsenal in Lamao, Limay, Bataan which, to date, remains under-utilized and unproductive," said Garcia.
He said only four types of ammunition are produced in the defense estate: the 7.62mm M80, 5.56mm M193, Cal .45 M1911, and 9mm Parabellum.
"There is a need to upgrade the capability of the Government Arsenal to produce not only small arms ammunition but also higher caliber ammunition such as 40 cal., and even mortars and other crew-served weapons ammunition," Garcia said.
With the passage of the law, Garcia said the development of the land is projected to create more jobs for BataeƱos and become a catalyst for economic activity.
The Philippine National Police (PNP), which also gets its munitions from the arsenal, has expressed elation over the law with a top local official saying will be integral in sustaining national security and public safety.

Jakarta, DMC - Menteri Pertahanan Purnomo Yusgiantoro, Senin (11/3), menerima kunjungan kehormatan Delegasi Investor Swedia yang dipimpin oleh Group Wallenberg Family didampingi Duta Besar Swedia untuk Indonesia HE Ewa Ulrika Polano di Kantor Kementerian Pertahanan, Jakarta. Kedatangannya menemui Menhan kali ini adalah bagian dari rangkaian Delegasi bertemu dengan pejabat-pejabat negara untuk mempelajari lebih lanjut mengenai Indonesia dan khusus menemui Menhan Purnomo Yusgiantoro untuk mengetahui lebih lanjut rencana pengembangan industri Alutsista dalam negeri dan rencana pengadaan Alutsista.
Menhan menyambut baik tawaran kerjasama dari Wallenberg Family dan akan mengusahakan pertemuan dengan Mabes TNI dan Mabes Angkatan sebagai pengguna Alutsista, kemungkinan-kemungkinan pengadaan Alutsista dan kerjasama industri pertahanan yang diharapkan oleh pengguna. Namun Menhan juga akan mengupayakan pertemuan dengan Dirjen Strahan mengenai kemungkinan pengembangan kebutuhan Alutsista jangka panjang yang dapat bekerjasama dengan industri pertahanan yang dimiliki oleh Wallenberg Family.
Wallenberg Family berharap dapat menjalin kerjasama industri pertahanan serta alih teknologi beberapa peralatan militer baik secara G to G maupun langsung dengan Industri Pertahanan Indonesia atau Kementerian Pertahanan. Wallenberg Family yang memiliki industri alutsista di antaranya; pesawat tempur, kapal selam, radar, misil dan lain-lainnya berharap dapat membangun kerjasama industri pertahanan untuk jangka panjang.

Singapore and Bruneian Navies Conduct Pelican Exercise

The Republic of Singapore Navy (RSN) and the Royal Brunei Navy (RBN) are conducting a bilateral naval exercise, codenamed Exercise Pelican, from 11 to 15 March 2013. Hosted by the RSN, this year's exercise marks the 32nd in the series.
The command teams from RSN's Formidable-class stealth frigate (RSS Tenacious) and missile corvette (RSS Valour), as well as RBN's Darussalam-class patrol vessel (KDB Darulehsan) and Ijhtihad-class fast patrol boat (KDB Afiat), will be involved in this year's exercise. During the exercise, the two navies will be conducting a series of tactical discussions and simulation exercises in naval warfare such as anti-surface, anti-submarine, anti-air and maritime air operations.

Exercise Pelican underscores the strong and long-standing defence ties between Singapore and Brunei. During the opening ceremony, Commanding Officer of 188 Squadron Colonel Alan Goh pointed out that since its introduction in 1979, "Exercise Pelican has remained the mainstay of the professional interactions between both navies. Not only has the exercise strengthened the overall defence relationship between Brunei and Singapore, it has also significantly enhanced the level of interoperability between both navies."
Besides Exercise Pelican, the two navies also interact regularly through visits, professional exchanges and cross-attendance of courses. These interactions have enhanced the mutual understanding and camaraderie between the personnel of the two navies.

Minister for Defence Materiel Dr Mike Kelly today welcomed the Boeing Company’s selection of Australian supplier Ferra Engineering Pty Ltd to manufacture a new extended range wing kit that will enhance the performance of the Royal Australian Air Force’s Joint Direct Attack Munition (JDAM).
Dr Kelly said the JDAM Extended Range (JDAM-ER) bomb was an Australian initiative to extend the range of an existing JDAM weapon, used by Australia’s fleet of F/A-18A/B Hornets, by combining it with the newly-developed wing kit.
“The wing kit will almost triple the weapon’s current range, making the JDAM-ER a very cost effective weapon,” Dr Kelly said.
“The wing kit is based on the ‘Kerkanya’ glide technology initially developed by Australia’s Defence Science and Technology Organisation (DSTO).
“Boeing Defence Space and Security (BDS) as the original equipment manufacturer of the JDAM was selected to develop the JDAM-ER.
“Through its Office of Australian Industry Capability – established under Defence’s highly successful Global Supply Chain program – Boeing has demonstrated its confidence in Australian industry by selecting a local manufacturer to produce the wing kits.”
Based in Queensland, Ferra Engineering is one of the largest independently owned Australian manufacturers specialising in the precision engineering of aerospace parts.
“Ferra Engineering is well recognised across industry and by Government as a leader in its field. In 2011 they received Boeing’s International Supplier of the Year award from a supply base of over 13,500 suppliers,” Dr Kelly said.
Dr Kelly noted Ferra Engineering had received financial assistance and other support from Defence including through the New Air Combat Capability Industry Support Program (NACC-ISP) and as a regular participant in Team Australia displays at international defence exhibitions.
The first wing kits will be used for the JDAM-ER flight tests scheduled to be conducted later this year. Initial production orders are expected to be completed by 2015. This program provides potential for future worldwide sales and exports.

MEDAN-Alat Utama Sistem Persenjataan (Alutsista) berupa 4 unit Panser APS Anoa -2 type komando, 6 unit Kendaraan Penarik Meriam (Rik Mer) KM 250, 1 unit Ambulance serta 1 unit mobil Dinas Danrem 033, tiba di Makodam I Bukit Barisan, Jumat (8/3) sekira pukul 16.30 WIB.
Nantinya, alat itu akan dirawat oleh Kavleri karena dinilai sebagai pihak yang sudah sangat akrab dengan peralatan buatan PT Pindad Indonesia itu. Namun, untuk Infanteri juga akan diberi pembelajaran pengoperasian alutista itu.
Dalam penyambutan alutsista itu, turut hadir sejumlah pejabat, diantaranya Kapolda Sumatera Utara, Irjen Pol Wisjnu Ahmad Sastro, Ketua DPRD Sumut, Saleh Bangun dan Walikota Medan, Rahudman Harahap.
Penyambutan dibuka dengan tarian khas Tapanuli Selatan serta musik Gordang Sembilan. Selanjuntya, dilakukan ritual tepung tawar terhadap alutista itu oleh para Pejabat yang hadir, secara bergantian. Bahkan, para pejabat juga dipersilahkan melihat secara dekat dan diberi keterangan detail tentang sejumlah alutsista itu.
"Dalam menjalankan tugas operasi militer perang, alutista ini sangat berguna bagi kita. Khususnya untuk wilayah Sumater Utara yang banyak daerah penyangga seperti selat Malaka serta perbatasan Indonesia dengan negara lain, bukan tidak mungkin akan ada inflasi negara asing. Oleh karena itu, semoga alutista ini dapat melindungi Bangsa dan Negara Indonesia, " ungkap Panglima Kodam I Bukit Barisan, Mayjen TNI Lodewijk F Paulus.
Selain alutisata yang sudah diterima itu, Pangdam mengatakan kalau nantinya akan datang 51 unit Panser APS-2 Anoa lagi yang akan diperuntukan bagi Batalyon lainnya.

Begitu juga alutista lainnya berupa rudal akan datang untuk mengisi kelengkapan persenjataan Arhanudse 11 dan 13. Bahkan, Pangdan mengaku senang karena akan kedatangan 1 flight Helikopter yang diperuntukkan langsung dari Kepala Staf Angkatan Darat TNI, sehingga semakin membantu dalam menjalankan tugas.
Tibanya alutsista itu disambut dengan tarian yang diringi musik gordang sembilan. Selanjutnya, Alutista itu ditepung tawari oleh Panglima Kodam I Bukit Barisan, Mayjen TNI Lodewijk F Paulus yang diikuti sejumlah pejabat, Kapolda Sumatera Utara, Irjen Pol Wisjnu Ahmad Sastro, Ketua DPRD Sumut, Saleh Bangun dan Walikota Medan, Rahudman Harahap.
Sementara itu, Kapolda Sumatera Utara, Irjen Pol Wisjnu Amad Sastro mengaku turut senang dan bangga atas datangnya alutista itu ke Kodam I Bukit Barisan.

Bahkan orang nomor 1 di Kepolisian Daerah Sumatera Utara itu semakin yakin karena Pangdam 1 Bukit Barisan sudah menegaskan bahwa Polri juga akan diikutsertakan dalam pembelajaran pengoperasian alautista tersebut.

MEDAN-Alat Utama Sistem Persenjataan (Alutsista) berupa 4 unit Panser APS Anoa -2 type komando, 6 unit Kendaraan Penarik Meriam (Rik Mer) KM 250, 1 unit Ambulance serta 1 unit mobil Dinas Danrem 033, tiba di Makodam I Bukit Barisan, Jumat (8/3) sekira pukul 16.30 WIB.
Nantinya, alat itu akan dirawat oleh Kavleri karena dinilai sebagai pihak yang sudah sangat akrab dengan peralatan buatan PT Pindad Indonesia itu. Namun, untuk Infanteri juga akan diberi pembelajaran pengoperasian alutista itu.
Dalam penyambutan alutsista itu, turut hadir sejumlah pejabat, diantaranya Kapolda Sumatera Utara, Irjen Pol Wisjnu Ahmad Sastro, Ketua DPRD Sumut, Saleh Bangun dan Walikota Medan, Rahudman Harahap.
Penyambutan dibuka dengan tarian khas Tapanuli Selatan serta musik Gordang Sembilan. Selanjuntya, dilakukan ritual tepung tawar terhadap alutista itu oleh para Pejabat yang hadir, secara bergantian. Bahkan, para pejabat juga dipersilahkan melihat secara dekat dan diberi keterangan detail tentang sejumlah alutsista itu.
"Dalam menjalankan tugas operasi militer perang, alutista ini sangat berguna bagi kita. Khususnya untuk wilayah Sumater Utara yang banyak daerah penyangga seperti selat Malaka serta perbatasan Indonesia dengan negara lain, bukan tidak mungkin akan ada inflasi negara asing. Oleh karena itu, semoga alutista ini dapat melindungi Bangsa dan Negara Indonesia, " ungkap Panglima Kodam I Bukit Barisan, Mayjen TNI Lodewijk F Paulus.
Selain alutisata yang sudah diterima itu, Pangdam mengatakan kalau nantinya akan datang 51 unit Panser APS-2 Anoa lagi yang akan diperuntukan bagi Batalyon lainnya.

Begitu juga alutista lainnya berupa rudal akan datang untuk mengisi kelengkapan persenjataan Arhanudse 11 dan 13. Bahkan, Pangdan mengaku senang karena akan kedatangan 1 flight Helikopter yang diperuntukkan langsung dari Kepala Staf Angkatan Darat TNI, sehingga semakin membantu dalam menjalankan tugas.
Tibanya alutsista itu disambut dengan tarian yang diringi musik gordang sembilan. Selanjutnya, Alutista itu ditepung tawari oleh Panglima Kodam I Bukit Barisan, Mayjen TNI Lodewijk F Paulus yang diikuti sejumlah pejabat, Kapolda Sumatera Utara, Irjen Pol Wisjnu Ahmad Sastro, Ketua DPRD Sumut, Saleh Bangun dan Walikota Medan, Rahudman Harahap.
Sementara itu, Kapolda Sumatera Utara, Irjen Pol Wisjnu Amad Sastro mengaku turut senang dan bangga atas datangnya alutista itu ke Kodam I Bukit Barisan.
