Singapore navy reveals bold plans

The Ministry of Defence has revealed major ambitions for the Republic of Singapore Navy (RSN) in coming years.

In a Singapore Armed Forces (SAF) Day interview on 28 June, Defence Minister Ng Eng Hen revealed the RSN is working towards replacing mine-clearing operations with a fully unmanned fleet, making it one of the first in the world to do so.

‘I would say this is part aspiration, part delivered,’ he said, citing REMUS autonomous underwater vehicles that are already in service. The RSN has also begun trials of the ST Electronics Venus 16 unmanned surface vehicle for mine countermeasures duties.

This announcement may see the potential retirement of four recently upgraded Bedok-class MCMVs from frontline operations, or their conversion into a USV tender.

The SAF is leveraging technology and unmanned systems to overcome a manpower crunch in the sea service.

Ng also reiterated that the current Endurance-class LST needs to be replaced after nearly 20 years in service.

‘We learned that missions are getting more complex and further afield,’ he said. He has called for a larger ship more capable of projecting and controlling helicopter assets, in the form of a Joint Multi-Mission Ship (JMMS). This is something he first announced in 2014. He added that it is still in the design and conceptualisation phase, with Singapore looking at both off-the-shelf and locally built solutions.

The Independence-class Littoral Mission Vessel (LMV) is on track, and the third hull, Unity, will be launched this year. The lead ship Independence is due to be commissioned in mid-2017.

The New Zealand Defence Force has arrived at Pearl Harbour to take part in an international maritime exercise where it'll test out a new weapon for the first time.

Royal New Zealand Navy frigate Te Kaha and almost 400 defence personnel will join 26 other nations and around 25,000 other defence staff for the biennial Exercise Rim of the Pacific (RIMPAC).

The vessel is one of 45 ships and five submarines involved.

As part of the event, the Te Kaha will test launch a Penguin anti-ship missile from the Defence Force's new Seasprite helicopter.

Cdr Lenik says RIMPAC is a good chance for the Defence Force to train across a wide range of activities which it could be asked to do in future coalition operations.

The vessel left Devonport on May 3 to take part in exercises with the HMNZS Endeavour and the Royal Australian Navy to prepare for RIMPAC.

It then left Australian waters with HMAS Canberra earlier this month for Hawaii.

RIMPAC started in 1971 and involved the Australian, New Zealand, Canadian, UK and US navies.

New Zealand was a frequent attendee until the ANZUS dispute in the 1980s over the country's nuclear-free stance.

The NZDF took part in an observer role in 2010, but were full participants in 2012 and 2014.

DND Disqualifies Lowest Bidder in P16-B Navy Frigate Project

01 Juli 2016

MANILA, Philippines – It will now be up to the Duterte administration to decide whether to pursue the P16-billion Navy frigate project as the Indian firm that offered the lowest bid has been disqualified by the defense department.

State-run Indian company Garden Reach Shipbuilders & Engineers Ltd. has offered to supply two ships for P15.047 billion, about P950 million lower than the approved budget for the project.

The company, however, did not meet some post-qualification requirements, Defense Undersecretary Fernando Manalo told The STAR yesterday.

“The firm from India was post disqualified,” Manalo said. “(The company) is not capable financially as per computation of its net financing contracting capacity.”

The post-qualification phase allows defense officials to determine whether the offer of the lowest bidder complies with technical and financial requirements. The phase involves visits to the headquarters and the inspection of the facilities of the prospective supplier. Manalo said the post-qualification phase for the frigate acquisition project was held last May.

A total of four firms joined the bidding for the Navy project last March. Other companies that submitted bids were Hyundai Heavy Industries Inc. and Daewoo Shipbuilding & Marine Engineering Co. Ltd., both from South Korea; and Spain’s Navantia S.A.

Only Garden Reach and Hyundai were qualified to join the bidding as the two other firms had failed to satisfy some documentary requirements. Hyundai offered to provide the ships for P15.744 billion, higher by close to P700 million than Garden Reach’s offer.

The frigate acquisition project is one of the biggest items in the Armed Forces’ modernization program shopping list. The project seeks to strengthen the Philippines’ territorial defense and disaster response capabilities.

The ships can boost the Philippines’ presence in the West Philippine Sea (South China Sea) and can be used to conduct relief efforts in disaster-hit areas. The Aquino administration also intended to spend about P2 billion for the ammunition of the two vessels.

The Philippine Navy has two frigates in its inventory, namely the BRP Gregorio del Pilar and BRP Ramon Alcaraz. Both were former cutters of the US Coast Guard.

A Navy team flew to South Korea for the inspection of two frigates of the Hanjin Heavy Industries Inc. (HHI)

Rear Admiral Roland Joseph Mercado, Western Command (Wescom) commander and head of the Navy technical working group, said the post-qualification inspection on HHI is “very favorable.” He added they focused on HHI’s capability to meet the project’s technical proposals and technical requirements.

The Department of National Defense has allocated P18 billion for the purchase of two missile-armed frigates capable of engaging surface, air and sub-surface targets.

Singapore Reveals Next Generation AFV Development

New Armoured Fighting Vehicle to be commissioned by SAF by 2019

SINGAPORE — A new Armoured Fighting Vehicle (AFV) which provides armoured forces with enhanced firepower, mobility, protection and situational awareness will be commissioned by the Singapore Armed Forces (SAF) by 2019, as part of efforts to upgrade its assets.

This comes 13 years after the idea was initiated, as a replacement for the ageing ULTRA M113 AFV, which has been in service since the early 1970s.

Developed here by ST Engineering and the Defence Science and Technology Agency, the next-generation AFV is equipped with data and voice capabilities that enhances coordination among platforms and communication between on-board crew and dismounted soldiers.

To boost firepower, the AFV will also sport a laser rangefinder and a digitised fire control system that enables stabilisied firing-on-the-move — features not present in its predecessor.

Highlighting the importance of defence science and technology capabilities for modern militaries, Defence Minister Ng Eng Hen also revealed that a new Mindef Defence Science Scholarship will be launched, to attract the “best capabilities in science and engineering”.

In a media interview ahead of SAF Day on July 1, Dr Ng also shared other plans to maintain the SAF’s edge in each of its three services. For instance, ongoing expansion of the Changi and Tengah airbases offers an opportunity to build a “smart air base”, equipped with more automated and unmanned systems that will boost security and projection powers.

The air force is also looking to ramp up defence systems against air-borne threats, with Dr Ng noting how hijacking planes to threaten Changi Airport were among the Jemaah Islamiyah’s proposed plots.

It is also finalising plans to replace the Super Puma helicopters — which has been in use for over 20 years — and will announce them soon, said Dr Ng. The Chinook helicopters will also be beefed up or replaced with new variants, he added.

For the navy, its mine countermeasure vessels — which are used to detect and destroy sea mines — will be replaced with a completely unmanned fleet. When implemented, this will be “among the world’s first”, said Dr Ng.

The navy is also looking to replace its ageing Landing Ships Tanks (LST) with vessels that have larger carrying capacity for helicopters. “The idea is not just an LST, but a joint multi-mission ship of a larger scale than the LSTs,” he said.

To beef up defence against cyberattacks, Mindef will also roll out the Cyber Security Operations Centre 2.0, an initiative to ensure security of the ministry’s computer networks.

While enhancing asset capabilities, the SAF is also beefing up its training competencies, he said. “It doesn’t mean that you rely on technology and you have less human initiative, or you have less passion, or you can remove the man in the loop.”
