PH Navy to conduct comprehensive test of MPAC weapons
MANILA -- Once weather conditions have improved, the Philippine Navy (PN) will conduct a comprehensive test of the Spike-ER surface-to-surface missiles and machine gun systems equipping three of its newly-activated multi-purpose assault craft (MPACs), Department of National Defense (DND) spokesperson Arsenio Andolong said.
"The test will showcase, test, and affirm the missile-capability of the newly-equipped Boat Attack (BA) Mark III vessels and to inform the general populace and other stakeholders of the PN's new assets and capabilities," he added.
The Navy was supposed to test fire its Spike-ER missiles and other MPAC weaponry off Corregidor last July 17, 18, 24 and 26 but inclement weather conditions caused the postponement and rescheduling of the exercise to August.
Aside from the missile-armed boats, the PN will also deploy its AgustaWestland AW-109 attack helicopters which are armed with 2.75-inch rockets and .50 caliber machineguns to showcase the inter-operability of its air and surface assets.
Tentatively, the weapons test will be started by the AW-109 attack helicopters firing its machineguns at designated targets, followed by MPACs firing its guns, followed by another run, using the Spike-ER missiles.
Andolong said that Naval Task Force-Jerusalem was formed to supervise and monitor the above-mentioned exercise. The Spike-ER equipped MPACs are the Navy's Batch 3 MPACs which was constructed by the Subic-based Propmech Corporation and activated on May 22, 2017.
The Spike-ER system, which arrived in the country last April, is the PN's first missile weapon capable penetrating 1,000 mm (39 inches) of rolled homogeneous armor and having a range of eight kilometers.

Royal New Zealand Navy Leads Undersea Mine Countermeasures Effort in a RIMPAC First

SAN DIEGO (NNS) -- In a Rim of the Pacific (RIMPAC) exercise first, Royal New Zealand Navy (RNZN) Lt. Cmdr. Benjamin Martin, commander, HMNZS Matataua, based in Auckland, New Zealand, served as the undersea mine countermeasures commander (UMCMC) in the Southern California (SOCAL) area of operations.
As the UMCMC, Martin led a task unit that served as part of the larger Combined Task Force (CTF) 177, the RIMPAC Mine Warfare Commander (MIWC) led by U.S. Navy Rear Adm. Dave Welch.
Martin and his team provided detailed planning and coordination for all diver and unmanned underwater vehicle (UUV) missions within complex water spaces. Their team included a Japan Maritime Self-Defense Force (JMSDF) Explosive Ordnance Disposal (EOD) team, U.S. Navy Explosive Ordnance Mobile Unit (EODMU) 1, the Royal Canadian Navy vessel HMCS Whitehorse (MM 705), a Royal Netherlands Navy UUV team.
To provide adequate working space for the UMCMC and supporting elements, EODMU 1, built a fully-functioning mobile operations headquarters located at Naval Base Point Loma. The spaces included a pre-mission workshop for UUVs, a mission preparation area for divers, and space for dive gear storage. The command center also included a communications suite, and a work space for the planning staff to schedule and execute operations.

Clearance diving and UUV operations are inherently dangerous, requiring large logistics support, deliberate planning and risk reduction by phase across each mission. RIMPAC allowed the team to exercise all phases of mission planning to increase safety and reduce the risk of injury to personnel and damage to equipment.
Clearance divers are qualified EOD technicians capable of rendering safe any ordnance found within the area of operations. The busy waterways of San Diego added another layer of complexity which offered all participants opportunities to effectively coordinate and navigate through military and civilian maritime traffic in order to ensure safe diving operations.
Twenty-five nations, 46 ships, five submarines, 200 aircraft, and 25,000 personnel are participating in RIMPAC from June 27 to Aug. 2 in and around the Hawaiian Islands and Southern California. The world's largest international maritime exercise, RIMPAC provides a unique training opportunity while fostering and sustaining cooperative relationships among participants critical to ensuring the safety of sea lanes and security of the world's oceans. RIMPAC 2018 is the 26th exercise in the series that began in 1971.

Duterte okays AFP’s submarine program
President Duterte has given the go signal for the Armed Forces of the Philippines (AFP) to have its own submarine program, the Department of National Defense (DND) said Monday.
DND spokesman Director Arsenio Andolong said in an interview that the submarine acquisition program is part of the wishlist of the AFP, and now the Chief Executive has given his approval for the AFP to push through with it.
“Well, the proposed submarine program at least was given a go by the president. The Philippine Navy has begun studying its doctrines and planning its procurement,” Andolong said.
“This has never been done before and I think that is significant because it shows the political will of our President. He wants to push our Armed Forces to the forefront,as equal with our neighbors,” he added.
Some of our neighbors in the ASEAN region who have their own submarines are Singapore, Malaysia, Vietnam, and Indonesia, Andolong said.
Andolong said that barring any unforeseen circumstances, the Philippine Navy will be able to finish the contract within President Duterte’s term. But if the submarine program is not realized during Duterte’s term, the important thing is that it has set a direction for the future, he said.
“The President likes the idea of us procuring our own submarines. Sakanya, kapag inaprubahan niya kami nahahanap ng paraan kung paano ito gagawin (If he approves it, we will be the ones who will find a way to do it),” Andolong said.
“Ngayonhindi sure, malamang hindi pa sya ma (perfect) saterminoni President Duterte. But at least the Navy has begun studies of it kasi inaprubahan niya ang wish list. Peropag-uusapan pa kung papaano popondohan, saan kukuha, at anong klase (It’s not sure, and likely it won’t be perfected during the President’s term. But we shall discuss how to finance it, where to procure it, and what type of submarine),” he said.
Andolong said the Philippine Navy could acquire an attack submarine, fast attack submarine, ballistic missile submarine or Boomers, and guided missile submarine. He said there is also submarine which has surveillance equipment on it.
