Unterluss - Ada maksud strategis yang dilakukan pemerintah dalam pengadaan 180 unit tank Leopard dan Marder, produk Rheinmetall dari Jerman. Ternyata dalam pembelian tank berat ini pemerintah tidak hanya sekadar belanja, tapi juga bermaksud untuk pengembangan PT Pindad di masa yang akan datang.
Karena itu, dalam peninjauan ke pabrik Rheinmetall di Unterluss, Jerman, Wakil Menteri Pertahanan (Wamen) Sjafrie Sjamsoeddin mengajak serta Dirut PT Pindad Sudirman Said. Diharapkan, Sudirman Said yang baru dilantik awal Juni lalu itu bisa mendengar dan melihat bagaimana Rheinmetall memproduksi Leopard dan bisa segera merealisasikan kesepakatan kerjasama Rheinmetall dengan PT Pindad yang telah diteken sebelumnya.
"Kerjasama tidak hanya membeli senjata, tapi ada transfer teknologi untuk membangun kemampuan industri pertahanan dalam negeri," tegas Sjafrie dalam jumpa pers seusai penyerahan simbolis tank Leopard dan Marder tahap pertama di pabrik Rheinmetall, Unterluss, Senin (23/6/2014) sore.
Menurut Sjafrie, Rheinmetall bersama PT Pindad akan mengembangkan pabrik amunisi kaliber besar, sehingga amunisi Leopard yang memiliki canon 120 mm itu akan diproduksi di Indonesia. Bahkan, lanjut Sjafrie, nantinya PT Pindad akan menjadi pusat distribusi amunisi Leopard di seluruh Asia.
"Inilah yang menjadi target strategis dalam pengadaan alutsista kita. Kita tidak hanya membeli senjata, tapi juga menyerap sistem, sehingga kemandirian industri pertahanan itu bisa mendukung kemampuan pertahanan kita. Kita akan mandiri dan bebas dari kemungkinan-kemungkinan restriksi dari luar negeri," ujar dia.
Saat ditanya kapan realisasi PT Pindad membangun pabrik untuk amunisi Leopard, Sjafrie menyatakan MoU terkait kerjasama ini sudah ditandatangani. "Jadi nanti secara bertahap akan dilangsungkan kegiatan Dirut Pindad dan Rheinmetall," kata Sjafrie.
Dari kerjasama dengan Rheinmetall, diharapkan kualitas teknik dari industri pertahanan dalam negeri Indonesia juga akan semakin bertambah baik. "Kalau nanti Indonesia bisa menjadi pasar di Asia, kita bisa menjadi regional power di dalam market industri pertahanan. Ini yang kita jalankan," tegas dia.
Local Content untuk Leopard
Dalam pembuatan Leopard yang dipesan Indonesia, PT Pindad yang selama ini sudah berpengalaman dalam membuat tank dan panser Anoa, juga akan dilibatkan dalam pemasangan beberapa bagian, termasuk dalam sistem pendingin dan sistem komunikasi. Pelibatan ini merupakan bagian dari upaya mencari nilai tambah keuntungan untuk Indonesia dan transfer teknologi.
"Jadi, bagian-bagian yang belum dipasang di Jerman, akan dilaksanakan di PT Pindad, terkait local content-nya. Kalau kita beli persenjataan, kita harus pikirkan bagaimana industri pertahanan dalam negeri dapat nilai tambah. Nah salah satu nilai tambah itu adalah kegiatan-kegiatan teknik yang belum selesai di sini akan dilakukan di PT Pindad. Kita tidak keluarkan biaya, karena itu bagian dari kontrak," ujar Sjafrie.

KUANTAN – TUDM telah melaksanakan latihan Air Droppable Rigid Hull Inflatable Boat (ADRHIB) di Perairan Tanjung Gelang, Kuantan. Latihan ini merupakan salah satu siri latihan dalam Eksesais Cope Taufan/Teak Mint yang sedang berlangsung.
Latihan ini telah menyaksikan kemahiran anggota PASKAU khasnya anggota Maritime Para Rescue (MPR) dalam melaksanakan misi menyelamat di perairan sekiranya berlaku sesuatu kejadian yang tidak diingini.
Selain itu ia juga untuk mengekalkan kompetensi dan tahap kesiapsiagaan juruterbang dan anak-anak kapal No 20 Skn dalam melaksanakan operasi pengguguran dari udara.
Turut membantu bagi menjayakan latihan ini adalah anggota dari Jabatan Laut Malaysia, TLDM, Jabatan Bomba dan Penyelamat serta Agensi Penguatkuasaan Maritim Malaysia.

Coast Guard Beefing Itself Up Within Next 3 Years

MANILA, Philippines—The Philippine Coast Guard is to hire an additional 1,000 uniformed personnel this year and 2,000 more in the next two years to meet its goal of having a “10,000-strong command” by the end of President Benigno Aquino III’s term in 2016.
The PCG, an agency attached to the Department of Transportation and Communication, has only 606 officers and 6,143 enlisted personnel tasked to guard the country’s more than 36,000 kilometers of coastline and thousands of coastal communities depending on the nation’s marine resources.
“This year, recruiting at least 1,000 uniformed personnel is our target,” Cmdr. Armand Balilo, the PCG spokesperson, told the INQUIRER in a telephone interview Wednesday. “But our bigger goal is to have 10,000 uniformed personnel within the next three years. Ideally, we should have that number of personnel.”
An undisclosed number of new recruits will be assigned to the PCG’s new search-and-rescue base in Roxas City in Capiz, Balilo said.
He said that “with the ongoing personnel recruitment program, the command has also started preparing for the manning of the 10 brand-new patrol boats that we’re getting from Japan in the next two years.”
The command expects delivery of two to three of the 10 patrol vessels by the third quarter of 2015. The seven other 40-meter (131-foot) boats would be delivered the following year.
In December, MalacaƱang announced that the Japan International Cooperation Agency would provide a $184-million soft loan for the PCG’s acquisition of the vessels to boost the country’s maritime security.
The Coast Guard’s current fleet consists of nine boats, which are mainly utilized in search-and-rescue operations.
Some PCG personnel also man several vessels belonging to the Bureau of Fisheries and Aquatic Resources in the campaign against illegal fishing and poaching in the country’s territorial waters.
Aside from its uniformed personnel, the agency has 299 civilian employees plus some 6,000 auxiliaries or volunteers nationwide who help it promote safety at sea and protect the marine environment, among other things.
From only P2 billion in 2010, the PCG’s annual budget now stands at more than P4.3 billion.
Balilo pointed out that the PCG’s “increased budget” would boost the command’s operational and administrative capabilities.
He expressed confidence they would get another budget increase next year, saying, “it’s a good thing we’re getting full support from the government.”
The command, he added, is “in a better position to enforce Republic Act No. 9983,” or the Coast Guard Act of 2009, which aims to further enhance maritime safety and prevent sea tragedies.

JAKARTA - Isu pesawat nirawak untuk pertahanan Indonesia mencuat dalam debat calon presiden (Capres) Indonesia Minggu malam lalu. Dari isu itu, Rusia siap merangkul Indonesia untuk bekerjasama mengembangkan drone yang bisa digunakan untuk memantau wilayah maritim Indonesia.
Kesiapan Rusia untuk bekerjasama dengan Indonesia dalam mengembangkan drone disampaikan Duta Besar Rusia untuk Indonesia, Mikhail Y Galuzin. Menurutnya, Rusia dan Indonesia sudah lama bekerjasama dalam bidang alutista. Siapa pun presiden Indonesia yang terpilih nanti, dia harapkan untuk melanjutkan kerjasama alutsista dengan Rusia.
"Jika kami (Rusia) mendapatkan proposal dari Indonesia untuk bekerjasama dalam hal pengembangan drone, tentu saja kami akan sangat senang untuk bekerjasama,” ucap Galuzin, saat ditemui Sindonews, Selasa (24/6/2014).
Galuzin mengakui Rusia memiliki beberapa drone.Tapi, menurut dia penggunaan drone sangat jarang dilakukan oleh Rusia. Dia menyatakan Rusia hanya menggunakan drone di saat-saat penting, yang memang mengharuskan pemerintah untuk menerjunkan pesawat tanpa awak itu.
Isu drone untuk memantau wilayah maritim mencuat, ketika kedua Capres Indonesia, yakni Prabowo Subianto dan Joko Widodo menyampaikan visi misi dan adu argumen tentang alutsista Indonesia. Joko Widodo memunculkan isu drone untuk memantau dan melindungi wilayah maritim Indonesia.

TRIBUNNEWS.COM, JERMAN - Roll out and hand over batch pertama tank Leopard dilakukan, Selasa (24/6/2014), di fasilitas pabrik pembuatan tank Leopard yang dimiliki Rheinmettal Landsysteme GmbH.
Pada upacara roll out dan handover ini diluncurkan secara simbolis 1 unit Leopard Main Battle Tank (MBT) dan 1 unit Marder yang dilakukan oleh Harald Westermann, Managing Director Rheinmettal Landsysteme GmbH, kepada Wamenhan, Letjen (Purn) TNI Sjafrie Sjamsoeddin.
"Revitalisasi dan modernisasi alutsista militer Indonesia adalah dalam rangka menjalankan tugas negara menjaga kedaulatan dan keutuhan wilayah NKRI," ujar Sjafrie dalam keterangannya.
Dikatakan menjaga kedaulatan dan keutuhan wilayah suatu negara adalah sebuah hasil kerja militer dan non militer. "Kehadiran main battle tank Leopard di wilayah Indonesia ini adalah bagian penting dalam menjalankan tugas ini," kata Sjafrie.
Sjafrie juga menyampaikan bahwa apa yang dilakukan hari ini merupakan catatan sejarah tersendiri dalam hubungan bilateral Indonesia-Jerman.
"Pembelian unit tank Leopard diikuti oleh Nota Kesepahaman antara Rheinmettal dengan PT PINDAD (Persero) untuk Indonesia dapat memproduksi beberapa suku cadang tank Leopard," ungkap Sjafrie.
Ditegaskan kerjasama antara Pemerintah Jerman dan Indonesia ini diikuti oleh alih teknologi yang menguntungkan industri persenjataan, amunisi dan kendaraan alat tempur dalam negeri.
"Pindad akan kami jadikan pusat produksi dan distribusi suku cadang tank Leopard untuk wilayah Asia," ujar Sjafrie.
Dalam kesempatan yang sama Sudirman Said, Presiden Direktur PT PINDAD (Persero) menyatakan bahwa MoU sedang dipersiapkan antara kedua belah pihak. "Target kami MoU bisa ditandatangani kedua belah pihak di akhir Juli 2014," kata Sudirman.
Dalam pidato sambutanya Sjafrie juga mengapresiasi inisiatif yang telah dilakukan mantan KSAD, Jendral (Purn) Pramono Edhie Wibowo. "Pak Edhie selaku KSAD TNI saat itu mengajukan peremajaan alutsista dan mengusulkan pembelian main battle tank yang sebelumnya tidak dimiliki Indonesia," tutur Sjafrie.

Australia's First EA-18G Enters Production

The Royal Australian Air Force's first Boeing EA-18G Growler has entered production at Northrop Grumman’s El Segundo plant in California.
As with every "classic" Boeing F/A-18 Hornet and E/F-model Super Hornet before it, Northrop will build the centre and rear fuselage of the Growler before shipping it to Boeing for final assembly and flight testing in St Louis, Missouri.
Australia's lead aircraft, which will be numbered A46-301, is the first of 12 EA-18Gs on order for the nation's air force. It is expected to roll out in mid-2015, before conducting a 12-month flight test campaign with the US Navy in order to meet Australian airworthiness requirements.
The production milestone comes after the first Australian Growler crews started training on the type earlier this year with the US Navy’s VAQ-129 unit at NAS Whidbey Island near Seattle, Washington. Six crews will have been trained at the location by 2016.
A first tranche of five or six Growlers is expected to be ferried to Amberley air base near Brisbane, Queensland in early 2017, and will be followed about six months later by the balance of the fleet.
The aircraft will be operated by 6 Sqn – the former General Dynamics F-111C and F/A-18F operational conversion unit. In order to accommodate the Growlers, the unit will relinquish its training role and Super Hornets to the air force's 1 Sqn. Further Australian Super Hornet conversion training will be undertaken with US Navy training units at NAS Oceana, Virginia from 2015.
Australia is scheduled to declare initial operational capability with the EA-18G in mid-2018, with full operational status slated for the early 2020s.

Russia and Vietnam will Establish a Joint Venture for Ship Repair

Russia and Vietnam are negotiating a joint venture for maintenance and repair of civil and military ships of various types, said Thursday Vietnam ambassador to Russia Pham Xuan Son.
"Negotiations on the establishment of a joint venture for maintenance and repair of all ships of all countries," - he said at a press conference on the day of Vietnamese culture in Russia.
Possible new enterprise ambassador mentioned while talking about the fate of the former Russian military base in Cam Ranh Bay, which is currently used exclusively by the Vietnamese side, but the Russian military ships can go in there, using a priority compared to other foreign ships.
He also said that at the moment in Vietnam held the sixth round of talks between Vietnam and the countries of the Customs Union on the establishment of a free trade zone. They are expected to be completed by the end of this year, after which the agreement will be signed.
Vietnamese Ambassador also noted growing cooperation between the two countries in the sphere of tourism and education, adding that Russia is becoming one of the leading training centers for Vietnam. From June 24 to July 1 in Moscow, St. Petersburg and Yaroslavl will be Days of Vietnamese Culture in Russia. During the event, concerts, exhibitions, round table, film screenings and other events.

Russia and Vietnam are negotiating a joint venture for maintenance and repair of civil and military ships of various types, said Thursday Vietnam ambassador to Russia Pham Xuan Son.
"Negotiations on the establishment of a joint venture for maintenance and repair of all ships of all countries," - he said at a press conference on the day of Vietnamese culture in Russia.
Possible new enterprise ambassador mentioned while talking about the fate of the former Russian military base in Cam Ranh Bay, which is currently used exclusively by the Vietnamese side, but the Russian military ships can go in there, using a priority compared to other foreign ships.
He also said that at the moment in Vietnam held the sixth round of talks between Vietnam and the countries of the Customs Union on the establishment of a free trade zone. They are expected to be completed by the end of this year, after which the agreement will be signed.
Vietnamese Ambassador also noted growing cooperation between the two countries in the sphere of tourism and education, adding that Russia is becoming one of the leading training centers for Vietnam. From June 24 to July 1 in Moscow, St. Petersburg and Yaroslavl will be Days of Vietnamese Culture in Russia. During the event, concerts, exhibitions, round table, film screenings and other events.
