PEARL HARBOR – The U.S. Navy announced today that the submarine tender USS Emory S. Land (AS 39) will change its homeport to Naval Base Guam.
As part of the U.S. Navy’s long range plan to put the most advanced and capable units forward, Emory S. Land will move to Guam from Diego Garcia to support four fast-attack submarines homeported in Guam and rotationally deployed submarines throughout the U.S. Pacific Fleet area of responsibility.
The decision to homeport Emory S. Land in Guam supports recent moves by the Navy in relocating submarines and provides essential forward support for those units to complete their missions.
Commissioned July 7, 1979, Emory S. Land and its integrated crew of approximately 350 officers and enlisted Sailors working alongside 150 civil service mariners provide logistical support including food, water, electricity and other consumables to our submarine forces. In terms of operational support, it provides ordnance, spare parts and maintenance support as required. Additionally, the ship provides medical, dental and legal services to submarine personnel.
As a forward deployed naval asset, Emory S. Land is tasked to provide expeditionary intermediate level maintenance and repairs, as well as provide hotel service and logistics support to deployed guided-missile and fast-attack submarines deployed in the U.S. Fifth and Seventh Fleet areas of operations.

SHAH ALAM: DML Technologies Sdn Bhd has been awarded the contracts for the supply, testing and commissioning of solid state navigation radars for the the 23rd Frigate Squadron and the MPCSS ships, according to the e-tender website of the Defence Ministry.
The other items sought for the 23rd Squadron in tenders published in June this year, however have yet to be announced officially. Among the other items being sought were the Electronic Optical Tracking System (EOTS) and a degaussing system.
The ships of the 23rd Squadron are the KD Lekiu and KD Jebat. The MPCSS ships are of course the KD Mahawangsa and KD Inderasakti.
Both the KD Lekiu and KD Mahawangsa were at the Boustead Naval Dockyard for their refit when Malaysian Defence visited the Lumut base in late November. However, it is not known whether the new navigation radars and other items sought in the June tenders, could be fitted on both ships during this refit period.
The navigation radars selected MalaysianDefence told that it was from Terma, a Danish company. The model selected is likely the Terma Scanter 6000 series, although it was not mentioned in the award document.
According to Terma, “the Scanter X-band Navigation, Surface Search and Short Range Air Surveillance Radar Systems are complete radar sensor systems with proven small target detection capability to assist authorities in efficiently monitoring illegal activities such as drug trafficking, smuggling, illegal immigrants, piracy, illicit fishing, terrorism, etc. It is perfectly suited for high-definition sea surface surveillance and short-range air surveillance for helicopter control and ship navigation.”

Meanwhile. Puncak Teknologi (M) Sdn Bhd has been awarded the contract to supply and commissioned the Underwater Surveillance System (USS) for the RMN Kota Kinabalu naval base at Teluk Sepanggar.
According to the document released in the E-tender site, the contract for the tender was awarded to Puncak Teknologi on November 2. MalaysianDefence was told that Puncak Teknologi is working with Signalis – an Airbus DS and Atlas Elektronik company – for the programme with an integrated above and underwater surveillance sensors called STYRIS.
Both companies are working together for the Sabah Sea Surveillance System operated by the Malaysian Maritime Enforcement Agency (MMEA).
Signalis is also the provider for the command and control system for the new Spexer radars for ESSCOM.

Korea to Sign Contract on KF-X Next Week

South Korea's state arms procurement agency said Thursday it will sign a formal contract next week on its fighter jet development project, known as KF-X.
The Defense Acquisition Procurement Administration plans to ink the deal with Korea Aerospace Industries Ltd., the country's sole aircraft maker.
"Negotiations over the formal contract on the KF-X program are going well. It seems to be possible to sign it around Dec. 28," the agency official said on the condition of anonymity.
South Korea hopes to produce its own fighter jet to replace the aging fleet of F-4s and F-5s by mid-2020.
Last month, KAI secured Indonesia's assurance that it will pay for 20 percent of the total cost expected to reach $15 billion.
Under the contract between the DAPA and KAI, six test planes will be manufactured by 2025, according to the official.
The KF-X project received a boost from the U.S. pledge to transfer some of its jet technologies. But South Korea faces a daunting task of finding an alternative as the U.S. made it clear that four core technologies will be excluded.
Those are the active electronically scanned radar, infrared search-and-rescue system, electro-optical targeting pod and radio frequency jammer.
South Korea, meanwhile, plans to launch a task force for the project on Jan. 1 next year that will be composed of 70-80 officials and experts.

Elbit Systems Ltd. (NASDAQ and TASE: ESLT) ("Elbit Systems"), announced today that it was awarded a contract from an Asia-Pacific country to supply a comprehensive airborne solution for use in intelligence, surveillance, target acquisition and reconnaissance (ISTAR) missions. The contract, valued at approximately $50 million, will be performed over a three-year period by Elbit Systems' ISTAR Division, which will be the prime contractor for this program.

Korea Inspects Pilot System of Local T-50 Trainers

South Korea said Monday it was looking into the pilot-related system of its T-50 trainer aircraft following the crash of a jet in Indonesia over the weekend.
Two pilots were killed in a crash on Sunday of the plane South Korea exported to Indonesia, during an air show celebrating the 70th anniversary of Indonesia's flight school in Yogyakarta, a tourist city on the main island of Java.
While the Indonesian defense ministry is investigating the cause of the crash, South Korea is conducting its own safety checks on 48 T-50 Golden Eagles, an official said.
"On our part, we plan to examine the pilot system of the (South Korean) Air Force's T-50s," Defense Ministry spokesman Kim Min-seok told reporters.
The Air Force briefly grounded all of the T-50s in service for inspection.
Some of them resumed flights in the afternoon but the Air Force said it would continue efforts to see if there is any glitch.
The T-50 is a single-engine, two-seater aircraft, jointly built by Korean aerospace company Korea Aerospace Industries and U.S. defense manufacturing giant Lockheed Martin.
The doomed plane was apparently spinning out of control during its aerobatic maneuvering in the Indonesian air show and crashed into an air force base complex, according to local media in the Southeast Asian country.

Possible J-16 EW Variant Makes its First Flight

A possible new electronic warfare (EW) variant of the Shenyang Aircraft Corporation (SAC) J-16 twin-seat strike fighter made its first flight on 18 December, according to Chinese sources, potentially adding a significant offensive capability to the People's Liberation Army Air Force (PLAAF).
Images of the new variant have emerged on several Chinese military web pages, including a 21 December 2015 video report on the popular Ifeng web page. The most salient modifications are two new wingtip pods similar to the Northrop Grumman AN/ALQ-218 Tactical Jamming Receiver, leading to comparisons with the E/A-18G Growler electronic attack variant of Boeing's Super Hornet.
This possible J-16 EW prototype appears to lack the usual fuselage-mounted gun and the infrared search and tracking system (IRST) also appears to be missing, but the J-16, which resembles the Russian Sukhoi Su-30, would have up to 10 wing and fuselage hardpoints for ordnance and active jamming pods.
The PLA is known to have developed three tactical electronic warfare pods. The first, similar in size to the EDO Corporation AN/ALQ-99, may come in receiver and transmitter versions and was first seen on Xian Aircraft Corporation JH-7 strike fighters in 2007. A smaller KG600 pod also equips JH-7s, while the KG300 appears to be an export variant.
An EW version of the J-16 equipped similarly to the E/A-18G would give PLAAF strike packages a far greater chance of reaching their targets and avoiding increasingly capable air defences.

Development of a J-16 EW variant could also lead to a similar carrier warfare version of the twin-seat J-15S.
Chinese commentators note that, just as the Growler enables US air forces, an active jamming version of the J-16 would allow the PLAAF to decrease its dependence on large and vulnerable electronic support aircraft based on the Shaanxi Y-8 airframe.
While in early 2014 an Asian government source estimated that 100 J-16s would be in PLA service by 2020, the emergence of an EW version could increase that number.
