Indonesia has revised its ambitions to operate a class of 12 submarines by 2024. Emphasis now shifts towards acquisition of more large surface platforms that can perform ‘on-station’ tasks in Indonesia’s exclusive economic zones (photo : Hiu Kencana)
The Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut, or TNI-AL) has reduced the number of submarines it will require under the Minimum Essential Force (MEF) armed forces modernisation blueprint.
Multiple sources from within the service’s headquarters in Cilangkap, East Jakarta, who are privy to details of these discussions that took place at the flag officers level, have confirmed with Jane’s that the original requirement for 12 submarines by 2024 as stipulated under the MEF blueprint has now been reduced to eight.
Given the revised requirements, Indonesia now needs to acquire just three more boats by the deadline set under the MEF.
The TNI-AL currently operates a fleet of two German-built Cakra (Type 209/1300)-class diesel-electric submarines (SSKs) that were commissioned in 1981, and one Nagapasa (Type 209/1400)-class boat, which was built by South Korea's Daewoo Shipbuilding and Marine Engineering (DSME), and inducted in August 2017.
The service is currently anticipating the delivery of two more Nagapasa SSKs from DSME, the last of which is scheduled for commissioning in 2021, and is now in the process of establishing final requirements that will subsequently lead to an acquisition programme for further boats.
As reported by Jane’s since April 2017, the TNI-AL has also received a pitch from Turkey’s Gölcük Shipyard to supply a variant of the Reis (Type 214)-class SSK with air-independent propulsion (AIP) technology.
Other options considered by the country include the ‘Kilo’ class from Russia, and a variant of the Scorpene 1000 from France’s Naval Group.

Minister for Defence Industry, the Hon Christopher Pyne MP, today announced another Australian defence industry collaboration success with Melbourne firm AMOG Technologies contracting with Thales on new research into stealth technology for submarine periscopes and optronic masts.
Minister Pyne congratulated AMOG Technologies, an offshore and maritime engineering company who will be working in collaboration with global Prime, Thales, on the first phase of a technology evaluation study.
“This collaborative technology development effort between local suppliers and global Prime contractors is a model we encourage,” Minister Pyne said.
“Research will examine whether patented technology developed by AMOG Technologies, and currently deployed in the offshore oil and gas sector, has applications to reduce the probability of submarine mast detection as they cut through water.
“This study will provide a boost to Australian research capabilities and involves physical testing at the Australian Maritime College in Launceston.
“Depending on the outcomes of the research, this new technology could open up opportunities for local module manufacture for application to submarine periscopes and masts produced at Thales’ facility in the United Kingdom.
“This is exactly the sort of technology innovation that we are seeking to foster in our defence industry, and it showcases a great Australian capability with applications in many sectors.
“The fact that AMOG Technologies are working together with Thales to exploit a technology they have already successfully applied in the civil oil and gas sector, underpins our approach to leveraging and developing advanced capability for Defence,” Minister Pyne said.

The Royal Malaysian Navy held a keel-laying ceremony for its third Gowind-based littoral combat ship on December 18.
The ceremony which took place at the Boustead Naval Shipyard marks the official start of construction works.
The vessel is named KD Raja Mahadi and will bear pennant number 2503.
Also referred to as Second Generation Patrol Vessels, the six ships in the class are being built by Malaysian shipbuilder Boustead Holdings Berhad under a July 2014 contract with the Malaysian defense ministry.
The country’s first littoral combat ship (LCS) was launched in a ceremony on August 24, this year.
The six frigates were designed by French DCNS (now Naval Group) as a modified, enlarged version of the company’s Gowind corvette design.
At 111 meters in length, the frigates displace a little over 3,000 tonnes and have a complement of 18 officers and 100 sailors.
KD Raja Mahadi will be built under a modular concept in which several previously fabricated sections of the ship will be joined together to form a complete ship hull.
As the Royal Malaysian Navy’s prime surface combatants, the six ships in the class are set to carry the Kongsberg-built Naval Strike Missile, MBDA’s VL MICA missiles, a Bofors 57mm Mk3 gun in a stealth casing and an automated MSI Seahawk 30mm gun. For anti-submarine warfare, the ships will be fitted with J+S torpedo launcher systems, now delivered by UK-based company SEA.
