BRP Gregorio Del Pilar Nears Operational Status: PH Navy

MANILA – The BRP Gregorio Del Pilar (PS-15), one of the largest vessels of the Philippine Navy (PN), has successfully completed two sea trials and is now nearing operational status, more than three years after a grounding incident in 2018.

"PN patrol ship under the Offshore Combat Force, BRP Gregorio Del Pilar, has successfully completed two sea trials that included the testing of the ship's main and auxiliary engines, propellers, and other related systems. The sea trials conducted are aimed at assessing the vessel's seaworthiness," Navy spokesperson Commander Benjo Negranza said in a message to reporters Tuesday.

These sea trials took place earlier this month in Subic Bay, Zambales.

"Currently, BRP Gregorio Del Pilar is not yet fully operational pending its endurance test. This is being conducted to test the overall performance of a vessel at maximum continuous rating at a given period usually from six to 24 hours to ensure the reliability of the ship's main propulsion and auxiliary engines," Negranza said.

He also added that the ship is also scheduled to have its Operational Readiness Evaluation (ORE).

In the ORE, Negranza said the ship's degree of readiness and its crew on various conditions such as standard drills and exercises required for a wide range of missions, is evaluated.

This is done prior to deployment to naval operating forces, he added.

"The area of deployment of BRP Gregorio Del Pilar will be determined by the higher headquarters based on several factors," Negranza said.

One of the ship's two variable pitch propellers was damaged, along with its propeller hub, after it ran aground off Hasa-Hasa Shoal in August 2018.

Difficulties in procuring parts and the pandemic moved the completion of the repairs of the BRP Gregorio Del Pilar to the latter part of 2021.

Earlier, the PN said no fire broke out aboard the offshore patrol vessel BRP Gregorio Del Pilar, amid reports of an unusual amount of smoke coming from the vessel during a recent sea trial.

"(The) BRP Gregorio Del Pilar conducted (a) sea trial in the waters at the vicinity of Subic in the morning of March 14, 2022. While the more-than-usual smoke was noted during the sea trial, there is no incident of fire aboard (the) ship as alleged. The ship's force, together with our engineers and contracted repair specialists, are looking at the possible cause of the unusual volume of smoke," Negranza said.

The Republic of Singapore Air Force (RSAF), the Royal Thai Air Force (RTAF) and the United States Air Force (USAF) are participating in the 26th edition of Exercise Cope Tiger. Held from 13 to 25 March, the trilateral exercise is being conducted at Korat Air Base, Thailand. A table-top exercise involving all three nations to plan for the exercise was also conducted on 11 March.

The flying training phase involves about 70 assets and more than 1,100 personnel in total. The RSAF is participating in the exercise with 24 aircraft [seven F-15SG, six F-16C/D and six F-16D+ fighter aircraft, one G550 Airborne Early Warning aircraft, one A330 Multi-Role Tanker Transport (MRTT), one C-130 transport aircraft, and two Heron 1 Unmanned Aerial Vehicles], five ground based assets and more than 550 personnel. The exercise participants engage in large-scale air defence and strike missions in a challenging environment, sharpening their operational competencies. This is the first edition of the exercise to involve the RSAF's A330 MRTT, which provides air-to-air refuelling to fighter aircraft in the exercise, extending their endurance for longer missions.

Exercise Cope Tiger seeks to enhance the professionalism and defence relations among the participating air forces, and promote closer rapport and mutual understanding among their personnel. Commenting on the significance of the exercise, the RSAF Exercise Director, Colonel David Kok said, "Exercise Cope Tiger provides invaluable training opportunities for our airmen and women. It helps to hone our ability to plan and execute realistic large-scale air combat operations in both air defence and strike missions, so that we remain operationally-ready and capable in safeguarding Singapore's skies. Through the mutual understanding and continued commitment by the three air forces, we were able to once again conduct this important trilateral exercise after a two-year hiatus due to COVID-19. This is a strong testament to the long-standing and close defence relations we have with our RTAF and USAF counterparts."

In addition to the flying training, personnel from the three air forces also took part in joint socio-civic programmes to contribute to the local communities in the vicinity of Korat Air Base.

Singapore's Chief of Air Force Major-General Kelvin Khong, Commander-in-Chief of the RTAF Air Chief Marshal Napadej Dhupatemiya and Air National Guard Assistant to Commander Pacific Air Forces Major-General David Burgy will officiate at the closing ceremony on 25 March.

Strict COVID-19 safe management measures were put in place for the RSAF exercise participants, including pre-departure and on-arrival testing, as well as abidance by a restricted itinerary.

Defence has formally accepted its first evolved Cape class patrol boat. This will strengthen Australia’s naval capability while providing greater reliability and effectiveness to the Royal Australian Navy’s patrol force to keep our borders safe.

Minister for Defence, the Hon Peter Dutton MP said this is another significant milestone in the overall contract with Austal Ships to deliver a total of six evolved Cape class patrol boats to the Royal Australian Navy.

“The six vessels will boost Navy’s current patrol boat capability as we await the introduction into service of the newer and larger Arafura class offshore patrol vessels. We are now one boat closer to establishing that vital capability.

“The evolved Cape class patrol boat project is one of three active naval shipbuilding projects underway in Western Australia. Worth approximately $343 million, it directly supports around 550 Australian jobs.

“The new patrol boats will also be the first vessels to be maintained at Regional Maintenance Centre North East, in Cairns. This further develops sovereign sustainment capability and promotes Australian industry involvement,” Minister Dutton said.

To coincide with the acceptance of the first evolved Cape class patrol boat, Chief of Navy, Vice Admiral Michael Noonan, revealed the names of the six new vessels.

“They will be named Australian Defence Vessels (ADV) Cape Otway, Cape Peron, Cape Naturaliste, Cape Capricorn, Cape Woolamai and Cape Pillar.

“Each name continues the lineage of the Cape class patrol boats, all named after significant Capes around Australia.

“The first boat, Australian Defence Vessel Cape Otway, will be home-ported at HMAS Cairns by mid-2022. It will be joined by another evolved Cape class patrol boat and four Arafura class offshore patrol vessels by the end of 2028,” Vice Admiral Noonan said.

The second of the six evolved Cape class patrol boats will be formally accepted by Defence in July this year. The remaining boats are under construction at Henderson shipyard in Western Australia and the final boat is expected to be delivered by May 2023.
