F-15SG Singapura : Varian Eagle Terkuat

Inilah F-15 Terkuat di Muka Bumi: F-15SG Singapura

Tanpa banyak diketahui orang, RSAF (Republic of Singapore Air Force) mengoperasikan sejumlah pesawat tempur canggih yang tidak ada tandingannya di Asia Tenggara. Salah satunya adalah F-15SG, varian Eagle yang paling buas dan bernas.

Pemerintah Singapura mencari kandidat pengganti A-4S Skyhawk dan F-5S/T sejak 1995, dengan pandangan bahwa keunggulan teknologi akan menjaga Singapura dari lawan-lawannya. Setelah 7 tahun masa seleksi, RSAF mengumumkan bahwa F-15E menjadi juara, mengalahkan Typhoon, Rafale, dan Su-35. Kunci kemenangannya adalah jarak jangkau, dimana F-15E dengan CFT (Conformal Fuel Tank) dan tangki bahan bakar cadangan mampu mencapai jarak 3.840 km. Boeing akan membangun F-15E menjadi varian khusus F-15SG sesuai kemauan RSAF.

Singapura membeli F-15SG secara bertahap, awalnya 12 pesawat, berlanjut 12 lagi pada 2007. Semua dibeli melalui program Peace Carvin V dan dibayar melalui skema pembelian komersial dan tidak mengandalkan FMS. Ada rumor yang beredar bahwa sesungguhnya total F-15SG yang dimiliki oleh Singapura mencapai 40 pesawat, dan bukannya 24 seperti diakui secara resmi.

RSAF memang berusaha keras untuk tidak menyinggung tetangga-tetangganya yang mudah jatuh dalam krisis identitas kalau melihat Singapura dan Angkatan Bersenjatanya yang kuat. Penempatan F-15SG dipecah-pecah, dengan satu detasemen gabungan 428th Fighter Squadron di Mountain Home AFB, Idaho yang disebut detasemen Peace Carvin V.

Secara bertahap F-15SG dipindahkan ke Singapura dan saat ini sudah ada 2 skadron aktif di Singapura, 142nd Sqn “Gryphon” dan 149th “Shikra” di Paya Lebar. Dengan jumlah kekuatan sebegitu besar, maka jumlah 40 F-15SG itu bisa jadi benar.

Boeing membangun F-15SG dengan mengambil basis pada F-15E Strike Eagle, menggunakan pola pilot dan WSO (Weapon Systems Officer) untuk mengoperasikan radar dan sistem persenjataannya. Baik pilot maupun WSO mampu mengendalikan pesawat. WSO diperlukan untuk dapat menjinakkan radar APG-63(V)3 AESA (Active Electronically Scanned Array) dengan beam steering controller yang merupakan radar tercanggih di varian F-15.

APG-63(V)3 bukanlah satu-satunya pengendus pada F-15SG, dimana F-15SG sendiri selalu membawa dua jenis pod. Yang pertama adalah pod navigasi dengan TFR (Terrain Following Radar) yang memampukan F-15SG untuk terbang mengikuti kontur permukaan tanah, serta FLIR (Forward Looking Infra Red) untuk melihat dalam kondisi cuaca buruk.

Pod satu lagi adalah sistem targeting pod Sniper-XR yang dilengkapi dengan teknologi targeting FLIR Tiger Eyes untuk melihat sasaran di darat dalam kondisi segala cuaca. Pada bagian atas Sniper-XR terdapat lensa yang menggelembung, yang merupakan pod IRST (Infra Red Scan and Track) untuk mendeteksi sasaran udara secara pasif tanpa harus bergantung pada radar.


Di luar avionik yang diumumkan, F-15SG memiliki sejumlah tonjolan antena yang tidak diumumkan jenisnya, termasuk antena berbentuk segitiga di bawah kokpit WSO yang ada di sisi kiri ataupun kanan, yang mungkin merupakan antena datalink, sistem electronic warning, atau sistem RWR.

F-15SG ditenagai dengan mesin General Electric F-110-GE-129 yang menyemburkan daya 29.000 pon sebuahnya, sama seperti F-15K. Hal ini dimungkinkan karena F-15SG dirakit di lini perakitan Boeing Korea. Avionik untuk F-15SG meiliputi kokpit yang dibuat kompatibel dengan pengoperasian NVG, dengan panel-panel NVG disediakan oleh L-3 Communication.

Pilot dan WSO F-15SG dapat membidikkan rudal AIM-9X secara off boresight menggunakan JHMCS (Joint Helmet Mounted Cueing Systems) tanpa perlu susah-payah mengunci sasaran dengan menggunakan HUD. F-15SG sendiri sudah menggunakan standar Link-16 untuk melaksanakan pertempuran dalam jaringan manajemen yang saling terhubung sehingga informasi sasaran bisa dibagi antar pesawat.

Untuk kemampuan gotong senjata, F-15SG dapat membawa sampai delapan rudal udara-udara untuk profil superioritas udara, atau sampai 15 bom untuk misi serang darat. Total payload yang dapat dibawa adalah 23.000 pon. RSAF membekali F-15SG dengan sejumlah persenjataan dalam jumlah yang memadai, termasuk 200 rudal AIM-9X dan 200 unit AIM-120C7 AMRAAM.

Kemampuan serang darat presisi disediakan oleh 720 unit bom GBU-38, 670 unit kit pemandu untuk GBU-28 dan 670 kit untuk GBU-54. dan 60 unit AGM-154 JSOW (Joint Stand Off Weapon). Dengan jumlah persenjataan sebanyak ini, rasanya bekal F-15SG dalam mempertahankan wilayah udara dan darat Singapura dari ancaman lawan akan sangat, sangat memadai.

Terakhir, detasemen Peace Carvin V yang dipangkalkan di Amerika Serikat berhasil mencatatkan prestasi dengan meraih Overall Best Squadron Award dalam latihan gabungan AS-Singapura Gunfighter Flag 16-1 yang diadakan pada  April di Idaho.

Selain skadron, sejumlah personilnya menjadi juara, seperti Letnan Calum Quek yang menjadi pilot terbaik dan menyandang air to air top gun, Letnan Lee Wei Yuen yang menjadi Top overall WSO (Weapons System Officer), Kapten Tan Oon Sing yang menjadi top air to ground top gun WSO, Letnn Marvin Koh Ren Jie sebagai top overall wingman, dan top crew chief yaitu ME 2 Teoh Teck Lee.

Inauguration of the RSAF's First Local F-15SG Squadron

Deputy Prime Minister and Minister for Defence Teo Chee Hean officiated at the inauguration ceremony of 149 Squadron, the Republic of Singapore Air Force's (RSAF's) first local F-15SG Squadron, at Paya Lebar Air Base this afternoon. The F-15SG Squadron will join the fighter group under the Air Combat Command, which plans, controls and executes air warfare operations. This marks a significant milestone in the 3rd Generation RSAF's development of its advanced fighter capabilities.

Speaking at the inauguration ceremony, Mr Teo highlighted the crucial role that the F-15SG squadron will play in enhancing the Singapore Armed Forces' (SAF's) ability to deal with future threats. He said, "The F-15SG is a major enhancement to Singapore's air defence capability, and will also play a significant role in the SAF's overall operations. The F-15SG squadron will increase the SAF's ability to deal decisively with future threats and meet our critical operational needs." Mr Teo also commended the F-15SG air and ground crew on building up a high level of operational proficiency and readiness in a short span of time. The F-15SG crew recently returned from the Mountain Home Air Force Base in the United States, where they had been training since last May to acquire the competencies to operate and maintain the F-15SGs.

The RSAF's F-15SG, which is equipped with state-of-the-art avionics and a sophisticated integrated sensor suite, is one of the most capable multi-role fighter aircraft in the world. The RSAF also maintains the Peace Carvin (PC) V F-15SG fighter detachment at Mountain Home Air Force Base (MHAFB) in the US. The PC V F-15SG fighter detachment was established as part of the US Air Force's (USAF's) 428th Fighter Squadron, and will operate at the MHAFB for the next 25 years.

Boeing Rolls Out 1st F-15SG to Singapore

The Boeing Company [NYSE: BA] today rolled out the first F-15SG jet fighter to the Republic of Singapore Air Force (RSAF). The F-15SG is a variant of the highly capable, combat-proven F-15E.

"The rollout of F-15SG1, on schedule, demonstrates that we're off to a great start as the RSAF builds to a procurement of 24 F-15SG aircraft," said Mark Bass, Boeing F-15 Program vice president. "The F-15SG has significant capabilities that will allow the RSAF to expand into new missions with new capabilities and to operate in the sophisticated Singapore defense environment for decades to come."

The capabilities of the F-15SG are a blend of speed, power and agility -- a combination that makes the aircraft the ultimate multirole fighter, versatile in all missions.

"The F-15SG for Singapore moves the RSAF into the next generation of fighter aircraft capability," said Dan Korte, Boeing vice president and general manager for Global Strike Systems. "We are proud that the F-15 Eagle's proven legacy and Boeing's expertise in multirole fighter aircraft continue in the capable hands of the RSAF."

The F-15SG's integrated sensor suite, which includes an Active Electronically Scanned Array (AESA) radar and a third-generation SNIPER targeting pod, will provide the RSAF with long-range air-to-air and air-to-ground capabilities.

F-15SG1 successfully completed its first flight from Lambert International Airport in St. Louis on Sept. 16. The aircraft now will undergo a one-year flight test program to confirm aircraft performance. Flight testing will take place at Boeing facilities in St. Louis and in Palmdale, Calif. F-15SG production deliveries will begin in the second quarter of 2009. The final aircraft in this procurement will be delivered to the RSAF in 2012.

More than 1,500 F-15 aircraft have been delivered and are in service with the U.S. Air Force, Republic of Korea Air Force, Israeli Air Force and Royal Saudi Air Force.

The Republic of Singapore Air Force (RSAF) has formed a second locally based squadron to operate the Boeing F-15SG Eagle multi-role fighter, adding further credence to earlier reports that it has more such aircraft than previously reported.

A Singapore-based F-15SG was seen carrying the markings of 142 'Gryphon' Squadron on its tail during a commemorative formation flight for Singapore's outgoing chief of the air force, Major General Hoo Cher Mou, on 12 March, while a photo taken at the multinational Exercise 'Cope Tiger' in Thailand and released by Singapore's Ministry of Defence (MINDEF) showed RSAF F-15SG pilots wearing the squadron's insignia on their flight suits. RSAF Now Has 2 F-15 Squadrons

The Republic of Singapore Air Force now has two F-15SG squadrons, 149 SQN “Shikra” and the recently announced 142 SQN “Gryphon”.

142 SQN was RSAF’s first A-4 squadron and also the last to fly the upgraded A-4SU Super Skyhawk in 2005, it was also stood down the same year. 142 SQN was RSAF Operational Conversion Unit (OCU) for the A-4 as well as serving air to ground attack roles.

11 years later, the Gryphon’s wings spreads again on the F-15SG. Pilots with patches of 142 SQN were publicised training in Thailand at Exercise Cope Tiger 2016. F-15 with 142 emblem were also spotted by our sharp eyed spotters. (Coffee and Bullets)

First F-15SGs arrive in Singapore

Singapore has flown home its first
Boeing F-15SG fighters, just under a year after taking delivery of the first examples.

Republic of Singapore Air Force pilots started training with US Air Force F-15s in July 2008, moving on to the F-15SGs at Mountain Home Air Force Base, Idaho, after the first of those were delivered in May 2009.

The service has assigned the F-15SGs to the 149 Squadron, which is based at Singapore's Paya Lebar Air Base.

"The F15SG is a major enhancement to Singapore's air defence capability, and will also play a significant role in the Singapore Armed Force's overall operations. The F-15SG squadron will increase the SAF's ability to deal decisively with future threats and meet our critical operational needs," says Singapore's defence minister Teo Chee Hean.

Boeing has delivered 18 of the 24 F-15SGs on order. Five more aircraft are expected to arrive in Singapore over the next few months, while the other six aircraft that are on order will be delivered in 2011.

Some aircraft will remain at Mountain Home where the RSAF maintains the Peace Carvin V F-15SG fighter detachment, part of the
USAF's 428th Fighter Squadron. They will operate there for the next 25 years, says the Ministry of Defence (MoD).

The F-15SG, which is powered by two General Electric F110-129 engines, includes the
Raytheon APG-63(V)3 active electronically scanned array radar, Lockheed Martin Sniper targeting pod, infrared search and track sensor and reportedly an Israeli-supplied electronic warfare system.

The aircraft has a maximum payload of 23,000lbs, allowing it to carry up to eight air-to-air missiles in an air-to-air configuration and up to fifteen 500lbs bombs in an air-to-ground configuration. Its weapons include the M61 20mm cannon, AIM-120 air-to-air missiles, AIM-9X air-to-air missiles, Maverick air-to-ground missiles and laser-guided bombs.

Singapore is considering the F-15SG for a follow-on buy even as it continues to study the
Lockheed Martin F-35 Joint Strike Fighter. Industry sources say that it may hold a second competition to evaluate its options.

Pernah ada masa ketika Angkatan Udara negara-negara ASEAN mengoperasikan Northrop F-5A atau F-5E/F Tiger II. Pesawat tempur yang dibagikan sebagai paket bantuan Amerika Serikat tersebut berada di garis depan, dioperasikan oleh AU Thailand, Malaysia, Filipina, Singapura, Vietnam, dan Indonesia. Semua power player di ASEAN menggunakan jet tempur ini. Namun semua kecuali satu mulai meminggirkan sang macan, termasuk TNI AU yang sampai sekarang sudah memilih Su-35 tapi belum jelas kontrak pengadaannya.

Satu yang boleh dikatakan luar biasa adalah RSAF (Republic of Singapore Air Force). Walaupun sudah mengoperasikan puluhan F-16 tercanggih dan F-15SG, namun F-5S tetap dipelihara, diupgrade, dan bahkan bisa mencatatkan prestasi. Dalam proyek F-5S, RSAF telah menciptakan varian macan terbang yang paling letal dan tidak kalah dengan pesawat tempur yang lebih baru.

RSAF mengadakan F-5E/F dalam beberapa kali batch, yang pertama melalui skema Foreign Military Sales (FMS) dari AS pada 1979 yang bila ditotal menjadi 50 unit F5E/F. Stok ini kemudian ditambah dengan pembelian F-5 dari beberapa negara termasuk Yordania dan juga Maroko yang memesan tapi kemudian dibatalkan. RSAF menempatkan F-5E/F ini di tiga skuadron: 141st , 144th, dan 149th.

Pada bulan Desember 1989, MinDef mengambil keputusan untuk melakukan program peningkatan kemampuan F5E/F menjadi suatu standar baru yang disebut F-5S dan F-5T. Hal ini perlu dilakukan mengingat teknologi di F-5E/F sudah berusia tua, mencapai 30 tahun dan tidak lagi sesuai dengan perkembangan situasi geopolitik di kawasan. Kontrak diberikan kepada Singapore Technologies Aerospace (STAe) pada Juli 1991, menunjukkan bahwa pemerintah Singapura percaya kepada industri pertahanannya sendiri. STAe pada gilirannya menunjuk subkontraktor Elbit dari Israel untuk menangani pembuatan F-5S/T tersebut.

Biaya yang dikucurkan untuk satu unit F-5S/T tersebut berada pada kisaran US$ 6 Juta sebuahnya, bandingkan dengan proyek MACAN dari SABCA untuk F-5E/F TNI AU yang menghabiskan US$ 40 Juta untuk 9 pesawat atau kurang lebih US$ 4,4 Juta. Selisih US$ 1,6 juta, RSAF dapat jauh lebih banyak, bahkan F-5S/T tampil seperti pesawat tempur baru. List perubahan pada F-5S/T yang dilakukan Elbit adalah pemasangan radar baru FIAR Grifo-F, kemudian penambahan HOTAS (Hands on Throttle and Stick), panel instrumen digital, dan wide angle Head Up Display buatan GEC-Marconi. Penambahan avionik pada F-5S meliputi Litton IN-93 laser-inertial navigation system, dan sistem Elisra SPS-200 RWR (Radar Warning Receiver) untuk memberikan peringatan saat F-5S/T dikunci oleh pesawat tempur musuh. F-5S/T pun mendapatkan perkuatan struktur untuk memperpanjang usia pakai plus sistem pengisian bahan bakar di udara dengan batang probe pengisian bahan bakar dengan metode drogue and chute.

Proses integrasi yang dikerjakan STAe-Elbit sendiri mengalami beberapa masalah, sehingga pengerjaan pun molor sampai dua tahun. Untungnya, setelah diberi ultimatum RSAF, Elbit berhasil datang dengan solusi. Integrasi radar Grifo-F yang makan tempat diakali dengan penambahan plug atau segmen tambahan sehingga hidung F-5S terlihat memanjang. Selain itu, satu kanon 20mm yang jadi senjata bawaan F-5E terpaksa dilepas.

Pengorbanan tersebut ditebus dengan kemampuan Grifo-F yang menurut literatur bahkan lebih canggih dari radar AN/APG-66 milik F-16 block 15 OCU seperti yang digunakan TNI-AU. Grifo-F merupakan radar pulse doppler yang beroperasi pada X band dengan lima moda operasi untuk menjejak sasaran di udara ( range-while- search (normal), range-while-search (adaptive), spot velocity search, single target track, dual target track, situation awareness, track-while scan, air combat, boresight acquisition, HUD acquisition, vertical acquisition dan slew modes) mampu menjejak sampai delapan pesawat tempur secara simultan, dan kemudian memilih satu dari empat moda pertempuran udara. Untuk sasaran permukaan, Grifo-F menawarkan sembilan moda pencarian sasaran di darat ( real beam map, Doppler beam sharpening , sea low, sea high, ground moving target indicator, ground/sea moving target track, air to ground ranging, freeze, expand and beacon modes, Moda lainnya termasuk raid assessment, terrain avoidance, precision velocity update, beacon landing (serupa dengan ILS) dan IFF), termasuk mengaktifkan beam sharpening (mempersempit bidang sapuan sehingga jangkauan radar lebih panjang).

Jarak deteksi dari radar ini mencapai 92km, dengan penjejakan mulai dari 72km untuk sasaran dengan radar cross section 5m2. FIAR Grifo-F sendiri dapat diintegrasikan dengan rudal semi aktif dan aktif seperti AIM-120C AMRAAM walaupun RSAF secara resmi tidak pernah mengakui kompatibilitas F-5S/T dengan rudal canggih buatan Amerika Serikat tersebut. Sebanyak 50 radar Grifo-X dibeli oleh Singapura untuk dipasang ke seluruh F-5S/T yang dimodifikasi.

Seusai disempurnakan, F-5S/T ditugaskan sebagai skadron pertahanan udara Singapura. F-5S/T terhitung sangat sering dikirimkan ke latihan berskala regional, mungkin terutama untuk menghindarkan rasa minder dari tetangga-tetangganya yang ego dan gengsinya tinggi dan mungkin malu atau bahkan iri kalau melihat armada F-16D Block-52 dan F-15SG yang canggih diturunkan dalam latihan. Saat ini seluruh F-5S/T di RSAF dalam kondisi siaga dan berdinas aktif di skadron 144 Blackite setelah Skadron 141 dibubarkan dan Skadron 144 dikonversi ke F-15SG. Yang mencengangkan, walaupun F-5S/T boleh dikata pesawat tua, namun Skadron 144 yang mengoperasikannya empat kali mencatatkan prestasi sebagai skadron yang menerima Best Fighter Squadron Award dari RSAF (1995, 2005, 2009, dan 2015) karena tingkat kesiagaannya yang sangat tinggi.

RSAF's F-15SG Multi-Role Fighter Aircraft is Fully Operational

Minister for Defence Dr Ng Eng Hen officiated at a ceremony to mark the achievement of Full Operational Capability (FOC) status by the Republic of Singapore Air Force's (RSAF) F-15SG multi-role fighter aircraft at Paya Lebar Air Base this afternoon.

Speaking at the ceremony, Dr Ng highlighted the significance of this milestone to the overall enhancement of Singapore's air defence capabilities and also emphasised the importance of having a strong RSAF. He said, "The RSAF's F-15SGs have been rigorously tested and proven superior in air defence and strike capabilities, and integrated with other air platforms within the RSAF, which together are able to respond to a spectrum of threats to defend and dominate our skies. A strong RSAF provides confidence that Singapore is well capable of defending its sovereignty and protecting our precious homeland."

The F-15SG is operated by 149 Squadron locally and the RSAF's Peace Carvin V (PC V) Detachment at Mountain Home Air Force Base in the United States. It is one of the most advanced variants of the F-15 strike aircraft which has a distinguished combat record of over 100 kills to 0 losses. The F-15SG is equipped with state-of-the-art avionics, a sophisticated integrated sensor suite and network capabilities, which help enhance the RSAF's battlefield awareness. Along with its superior firepower and combat endurance, the aircraft provides the Singapore Armed Forces (SAF) with enhanced air defence and air superiority capabilities. After taking delivery of the aircraft in May 2009, the F-15SG pilots, weapon systems officers and maintenance crew have undergone intensive training to operate and maintain the aircraft, as well as to integrate the aircraft to support the SAF's operations. During this period, the F-15SGs have also participated in major exercises such as Exercise Forging Sabre, Exercise Cope Tiger, Exercise Pitch Black, Exercise Bersama Shield and Exercise Red Flag. 149 squadron, which began operating the F-15SG in 2010, also won the RSAF's Best Fighter Squadron award in 2011 and 2013.  

Also present at the ceremony were Minister of State for Defence Dr Mohamad Maliki Bin Osman, Chief of Defence Force Lieutenant-General Ng Chee Meng, Chief of Air Force Major-General Hoo Cher Mou as well as other senior officers from the SAF.

Singapore Seals Deal to Acquire Twelve F-15SG

The Ministry of Defence has signed a contract with The Boeing Company on 12 December 2005 to acquire 12 F-15SG (designated "SG" for "Singapore") fighter aircraft. The F-15SG, which has a configuration that is unique to Singapore, will be the most advanced variant of the F-15 and will operate as the Republic of Singapore Air Force's (RSAF) next generation multi-role fighter jet. The contract also provides an option for the acquisition of another 8 aircraft at a future date.

The F-15SG will replace the A-4SU Skyhawks which have been retired. They will be equipped with sophisticated avionics and weapons systems and will give the RSAF significantly better system-level capability. The acquisition of these advanced fighters marks a milestone in the transformation of the RSAF, and will significantly enhance the capabilities and operational readiness of the Singapore Armed Forces (SAF).

The twelve F-15SG are expected to be delivered in 2008/09. The Defence Science and Technology Agency (DSTA) will manage the F-15SG programme.

MELBOURNE, Australia — Boeing has completed the delivery of eight more F-15SG Eagle multirole fighter jets to Singapore, according to data from the U.S. Federal Aviation Administration.

The FAA’s website showed that the last of eight F-15SGs on its civil register had its registration canceled in the middle of June, with export being listed the reason for cancellation and its destination listed as Singapore. 

This last aircraft, with the FAA registration N361SG/05-8361, was classified as an experimental aircraft in its registration details under the categories of research and development as well as crew training. It is the only one of the eight to be classified as such, and had been noted to be flying over Boeing’s facilities in St Louis, Missouri, as far back as September 2016.

The reason for this classification is unknown; however, the FAA defines its research and development classification as “to conduct aircraft operations as a matter of research or to determine if an idea warrants further development. Typical uses for this certificate include new equipment installations, operating techniques, or new uses for aircraft,” while crew training is for aircraft that are used “for training the applicant’s flight crews in experimental aircraft for subsequent operation of aircraft being flight tested in type certificate programs or for production flight testing”.

These eight F-15SGs on the FAA’s database were first registered in mid-2014 by Boeing. Deliveries of these aircraft began in early 2016, with the first aircraft seen in April at the Republic of Singapore Air Force's training detachment at Mountain Home Air Force Base in Idaho.

It's unknown why Boeing registered the military F-15SGs on the FAA’s civil aircraft database, with a source having suggested to Defense News that it may be due to the aircraft being acquired by Singapore under a Direct Commercial Sales contract with Boeing, although previous batches of Singapore’s F-15SGs and military aircraft for other countries acquired under similar contracts were not placed on the FAA register. 

When asked, Boeing referred Defense News to Singapore’s Defence Ministry, which in turn declined to confirm if Singapore has taken delivery of the jets, citing operational security. 

Singapore, which is very secretive regarding its military, has also not disclosed the number of F-15SGs it has acquired, although a count of the airframes seen so far would indicate that it has 40 aircraft if these latest eight are included.  

The F-15SG is one of the most advanced F-15 models currently in service, being equipped with the Raytheon AN/APG-63(v)3 active electronically scanned array radar and Lockheed Martin’s Sniper targeting pod. 

Singapore also flies 60 Lockheed Martin F-16C/D Block 52 fighters that are currently being upgraded with AESA radars and new mission computers, and is a partner in the Lockheed Martin F-35 Joint Strike Fighter Program, although it has not committed to any orders.

Deputy Prime Minister and Minister for Defence Teo Chee Hean officiated at the inauguration ceremony of the Republic of Singapore Air Force's (RSAF) Peace Carvin (PC) V F-15SG fighter detachment at the Mountain Home Air Force Base (MHAFB), USA, today (Singapore time). The inauguration marked a milestone in the RSAF's development of its advanced fighter capabilities to deliver more effective air power for the 3rd Generation SAF.

The PC V detachment was established in October 2008 as part of the US Air Force's (USAF's) 428th Fighter Squadron, and will operate up to 12 F-15SG fighter aircraft at the MHAFB for the next 25 years. The detachment of about 250 RSAF personnel comprises pilots, Weapons System Officers (Fighter) and ground crew. They will undergo air-to-air and air-to-ground training and development programmes to operationalise the F-15SG fighter aircraft, and set up a core group of fully qualified F-15SG air and ground crew. They will also participate in USAF exercises to hone their professional skills and enhance their combat readiness.

At the inauguration ceremony, Mr Teo said that the RSAF detachments in the US "have provided realistic, rigorous and demanding training for our airmen to build up their combat readiness. They have also seen countless friendships forged between the airmen and crews of our two Air Forces. They are a reflection of the longstanding defence relationship between Singapore and the United States."

Besides the PC V detachment, the RSAF has another ongoing F-16C/D fighter detachment (PC II) at the Luke Air Force Base, Arizona, which was established in 1992 under the PC Programme. In addition, the RSAF has two other training detachments in the US: Peace Prairie CH-47 Chinook helicopter detachment in Grand Prairie, Texas, and Peace Vanguard AH-64D Apache helicopter detachment in Marana, Arizona.

Top Honours for F-15SG Detachment in Weapons Loading Competition

The Republic of Singapore Air Force's (RSAF) F-15SG fighter aircraft detachment in US, Peace Carvin V (PC V), came up tops in its maiden participation in the Quarterly Weapons Loading Competition at the Mountain Home Air Force Base (MHAFB) in Idaho, on 2 Oct.

Each Aircraft Maintenance Unit (AMU) located on the base would send their best load crew to participate in the competition that comes round once every three months.

The servicemen have to undergo a series of challenges comprising a theory test, uniform inspection, timed weapons loading and composite tool kit inspection.

The PC V Flight Line Crews (FLC) - Master Sergeant (MSG) Gene Tan, MSG Sivakumar and Staff Sergeant (SSG) George Ng - from the F-15SG squadron competed against the more experienced United States Air Force AMUs' Weapon Load Crews (WLC) teams.

The PC V FLC team emerged winners of the competition with zero safety and reliability discrepancies, and also achieved the fastest weapons loading time on record. The most challenging part of the competition was the loading of weapons, which the team accomplished in front of a cheering crowd.

The PC V FLC team completed the aircraft preparation, weapons pre-load inspection, weapons loading, post-loading inspection and tools checks flawlessly in less than half the time required by MHAFB standards, and two minutes ahead of their competitors.

SAF Showcases Integrated Strike Capabilities at Exercise Forging Sabre 2011

The Singapore Armed Forces (SAF) successfully conducted an integrated live-firing during Exercise Forging Sabre 2011 in Phoenix, Arizona, USA earlier today (Singapore time). Held from 28 Nov to 11 Dec 2011, the exercise involves more than 450 personnel from the Republic of Singapore Air Force (RSAF) and the Army as well as assets such as F-15SG and F-16C/D fighters, and Apache AH-64D and Chinook CH-47 helicopters from the RSAF. Exercise Forging Sabre 2011 is the third instalment in the series which began in 2005.

The integrated live-firing, orchestrated by the exercise command post staffed by officers from the air force and army, involved multiple sensor and shooter platforms and was witnessed by Chief of Air Force, Major-General (MG) Ng Chee Meng and other senior SAF officers. Besides the deployment of advanced strike munitions, including Joint Direct Attack Munitions (JDAMs) and Hellfire missiles, the exercise also saw the RSAF's F-15SG aircraft dropping Laser JDAMs for the first time against mobile targets in day and night mission scenarios.


Speaking after viewing the integrated live-firing, MG Ng noted that Exercise Forging Sabre 2011 provided an excellent opportunity for the SAF to validate its integrated strike capabilities in a realistic and challenging environment. He said: "I am very impressed by our people's combat proficiency, professionalism and dedication. I saw for myself today how our airmen and soldiers worked to bring together a sophisticated suite of both sensors and shooters, like our F-15SGs, F-16C/Ds and Apaches, to effect an integrated strike against a variety of targets, including mobile targets. This in itself is a very complex operation and I think they have done very well." MG Ng also noted that the US' support of the Forging Sabre series of exercises was a testament to the long-standing and excellent defence ties between Singapore and the US.
Besides interacting with SAF personnel participating in the exercise, MG Ng also took the opportunity to meet family members of SAF servicemen in the RSAF's F-16C/D training detachment at Luke Air Force Base.


Training in the US enables the SAF to build up its operational capabilities and readiness. Apart from supporting the conduct of training exercises such as Forging Sabre, the US also supports the RSAF's F-15SG, F-16C/D, Apache AH-64D and Chinook CH-47 aircraft training detachments in the US.

The Joint Direct Attack Munition (JDAM) is a guidance kit developed by Boeing which converts an unguided bomb into an accurately-guided and all-weather "smart" munition that can be launched 15 nautical miles from its target. The kit consists of a Global Positioning System and Inertial Navigation System fitted at the tail end of a bomb body, as well as aerodynamic body strakes to provide additional stability and lift. The Laser JDAM (LJDAM) is a JDAM guidance kit enhanced with a laser seeker that provides terminal guidance and improves precision accuracy.

Successful A330 MRTT flight test campaign for F-15 fighters automatic refuelling
Getafe – Airbus and the Republic of Singapore Air Force (RSAF) worked together to successfully complete the automatic air-to-air refuelling (A3R) flight test campaign with the Airbus A330 Multi Role Tanker Transport (MRTT) and F-15 fighter, ahead of its certification in the first half of 2024.

Over the course of three weeks in August, a RSAF A330 MRTT made more than 500 automated wet and dry contacts with the air force’s full fleet of receiver aircraft, including the F-15SG aircraft, a customised variant of the US-built F-15E Strike Eagle air-to-ground fighter jet.

“The A330 MRTT has made the future of air-to-air refuelling a reality as a result of the joint efforts of Airbus and the Republic of Singapore Air Force,” said Jean-Brice Dumont, Head of Military Air Systems at Airbus Defence and Space. “This new milestone will enable the RSAF to become the first Air Force in the world to have a boom automatic refuelling capability with all of its receivers, a capability that can be extended to refuelling receivers from other nations”.

The flight tests with F-15SG were conducted in Singapore, covering the whole operational AAR envelope in different weather conditions under the supervision of the Spanish certifying authority, called INTA (National Institute for Aerospace Technology).

During the test campaign, further flights were carried out in night conditions, not only with F-15s but also with the RSAF’s A330 MRTT and F-16s as receivers for data collection, to complete the development and enable night capabilities with the automated system. 

In July 2022, the A330 MRTT became the world’s first tanker certified for automatic air-to-air refuelling operations in daylight conditions with F-16s and A330 MRTTs as receivers.

The automatic refuelling system reduces air-refuelling operator workload, improves safety and optimises the air-to-air refuelling transfer rate in operational conditions to maximise air superiority.

Combat proven since 2014, the Airbus A330 MRTT is certified for aerial refuelling with both boom and hose-and-drogue systems for F-15, F-16, F-35, A330 MRTT, AWACS, Eurofighter and many more aircraft.

The Republic of Singapore Air Force (RSAF) is participating in Exercise Pitch Black (XPB) 2024, a biennial large-scale multinational air combat exercise hosted by the Royal Australian Air Force (RAAF) in Darwin, Australia. Held from 12 July to 2 August 2024, this year’s iteration is the largest in the exercise’s 43-year history as it involves more than 4,400 personnel and over 140 aircraft from 20 participating nations.

The exercise provides a realistic and challenging training environment for the participating air forces to pit their air combat skills against simulated threats across a wide range of scenarios, such as air-to-air combat, air-to-ground combat, as well as surveillance and reconnaissance missions in both day and night conditions.

The RSAF, a regular participant in XPB, has deployed more than 450 personnel, four F-15SGs, six F-16C/Ds, one G550 Airborne Early Warning aircraft, and one A330 Multi-Role Tanker Transport (A330 MRTT) aircraft.

The A330 MRTT will be conducting air-to-air refuelling operations to extend the endurance of fighter aircraft from participating nations and enhance operational competencies through the large-scale air combat training environment. Multiple Ground-Based Air Defence systems, including the SHIKRA and Multi-Mission Radar, the Aster 30, and the SPYDER are also participating in the exercise this year.

The RSAF’s XPB Exercise Director, Colonel Lee Mei Yi, shared her views on the significance of this year’s multilateral exercise. She said, “Exercise Pitch Black is important to the RSAF as it enhances interoperability and cooperation with our international partners on a regular basis, while honing our operational competencies. We also value the opportunity to train alongside the various foreign air forces.

F-15SG Debuts at Singapore Airshow 2012 Aerial Display

Fighter aircraft roaring through the skies at high speeds, barely metres apart. Arrow-straight vertical climbs slicing through 10,000 feet (3,084m) of air in under 10 seconds. All this time, your ears are hearing the signature scream of jet-engines thrusting the fighters through the air.

These are just some of the sights and sounds which visitors to this year's Singapore Airshow will be able to catch during the Republic of Singapore Air Force's (RSAF's) aerial display. It is the first time the RSAF is fielding its recently acquired F-15SG fighter aircraft, together with its F-16C fighter aircraft at the show.

A perennial crowd-pleaser at the airshow, the RSAF aerobatics team will showcase the power and agility of the two fighter aircraft, with a combination of solo performances and integrated manoeuvres during its 14-minute aerial display segment which will see the pilots execute 13 manoeuvres.

It is during the Integrated Inverted Mirror Pass manoeuvre that the two fighter aircraft will come within metres of each other. To add to the complexity, the F-16C will be flying upside-down above the twin-engined F-15SG.

"Inverted flight poses its own challenges. Blood rushes to the head while I still have to monitor all the parameters and pilot the aircraft," said Major (MAJ) Desmond Too, 35, who will be flying the F-16C during the aerial display. He will stay inverted for about 15 seconds during that manoeuvre.

Added MAJ Yip Chuang Syn, 33, who will be piloting the F-15SG fighter aircraft: "In everything we do, there is always a certain element of risk. During training, we take all safety aspects into consideration and all our manoeuvres are, in fact, very safe."

"It's safe, but it's also close enough to give the audience a 'wow' experience!" quipped MAJ Yip. The two pilots have clocked more than 3,000 flying hours between them.

The aerial display will end on a literal high note, as the two pilots steer their aircraft skywards in a straight climb called the Vertical Punch manoeuvre.

Speaking of the challenges in executing the move, MAJ Too said: "While going pure vertical, we lose sight of the ground and orientate via our flight instruments while pulling about five to six Gs."

When pilots execute aggressive high speed manoeuvres such as the Vertical Punch, they are subject to extreme gravitational forces. Apart from being uncomfortable, these G-forces can cause blood to rush away from the brain to the pilot's lower extremities, inducing what aeromedical experts call a gravity-induced loss of consciousness.

On the ground, RSAF commentator Military Expert (ME) Ganisen s/o Subramaniam will talk the audience through what the pilots are doing in the air. "We are the ones that connect the audience to the show in the air. The show is very synchronised; when we make a commentary on the ground, the pilots are executing the manoeuvres simultaneously in the air."

In preparation for the show, the team has been training together since November last year. Said MAJ Yip: “The times spent with each other, training together and getting accustomed to each other's flying styles, has given us the confidence to execute the manoeuvres well."

It is not just an individual effort, as the team is supported by ground crew and other support staff. In total, MAJ Too estimated that more than 100 RSAF personnel have come together to bring this aerial display to reality.

The biennial Singapore Airshow is in its third instalment this year and it is the largest aerospace and defence event in Asia. Happening over a period of six days from 14 Feb at the Changi Exhibition Centre.

The show will be open to trade visitors only for the first four days. Apart from the aerial displays, visitors will also be able to catch the latest and newest in aviation technology at the Singapore Airshow 2012 static display areas.

Over the weekend of 18 to 19 Feb, the show will be open to the public, from 9.30am to 5pm daily. Tickets for adults are priced at $20, while entry for children below the age of 12 will cost $8. There is also a family package, inclusive of four entry passes and a carpark label, priced at $120.

Singapore Quietly Expanding F-15 Fleet from 24 to 40

Singapore appears to have quietly boosted the size of its F-15SG fleet from 24 aircraft to 40, according to Boeing financial statements, aircraft registration filings, and US congressional reports.

Singapore originally bought 12 F-15SGs - with an option for eight more - under a contract signed in December 2005. In October 2007 the city-state modified this option by buying 12 more to give it a total of 24.

These aircraft have all been confirmed as delivered and have US-type serial numbers running from 05-0001 to 05-0024. Several remain in the United States with the Republic of Singapore Air Force's (RSAF's) 428th Fighter Squadron at Mountain Home Air Force Base (AFB) in southwestern Idaho, while the remainder are active in Singapore with 149 Squadron.

Aircraft operating in Singapore use four-digit serial numbers in the 83xx sequence, starting at 8301, although these do not run consecutively.

In January 2014, several aircraft with new serial numbers - 05-0025, 05-0028, 05-0030, 05-0031, and 05-0032 - were seen at Mountain Home AFB. These had not been previously reported and suggest that Singapore has obtained another batch of eight aircraft.

Meanwhile, a 26 November 2012 letter from the US State Department to House of Representatives Speaker John Boehner under the Arms Export Control Act refers to the "sale, modification, and follow-on support of eight F-15SG aircraft to the Government of Singapore".

Figures released by Boeing show that eight F-15s were delivered to an unspecified customer in 2012.

Boeing financial data also shows that a total of 93 F-15s were delivered from 2005 to 2012. South Korea has confirmed that it received 61 and Singapore that it received 24 for a total of 85, leaving eight unaccounted for in public records.

Finally, on 5-6 August 2014, Boeing took out civil aircraft registrations for what it described as F-15SG aircraft: N361SG, N363SG, N366SG, N368SG, N373SG, N376SG, N378SG and N837SG.

Neither Boeing nor the Singapore Ministry of Defence (MINDEF) would confirm whether the city-state had acquired 16 more F-15s than previously disclosed, although they also did not deny it.

A Boeing spokesman told IHS Jane's that the company was "unable to discuss" the number of F-15s it had supplied to Singapore, while a MINDEF spokesman said: "The Singapore Armed Forces (SAF) bases our procurement on the assessed long-term defence needs, and the RSAF has purchased sufficient F-15SGs to meet our defence requirements."

COMMENT

Singapore's reticence on its follow-on purchases of F-15s is unsurprising: it has long demurred on outlining the extent of its defence procurement and capabilities, instead preferring to quietly build up what is widely seen as the best equipped military in Southeast Asia.

One retired armed forces officer told IHS Jane's that this was a strategic decision to keep its neighbours guessing, and also because the country's leaders did not need to use military procurement as a populist crutch.

However, this refusal to confirm acquisitions can occasionally lead to surreal conversations with military and defence industry officials, such as at the 2012 Singapore Airshow, when Israeli officials would not confirm the sale of IAI Heron unmanned aerial vehicles to Singapore despite the presence of one on static display at the show.

April 2015 genap 35 tahun F-5E/F Tiger bertugas di TNI Angkatan Udara. Dalam waktu dekat, pemerintah ingin mengganti pesawat tempur yang dibuat di pabrik Northrop Corporation Amerika Serikat itu. Tahun ini, menurut rencana, pemerintah akan memutuskan penggantinya sehingga tahun 2018 pesawat tempur multifungsi pengganti itu sudah datang dan bisa beroperasi.

Sejak tahun lalu, TNI, khususnya TNI AU, memberi sinyal lebih menginginkan Sukhoi Su-35 sebagai pengganti F-5. Misalnya disampaikan Kepala Staf TNI AU Marsekal Agus Supriatna di sela-sela Rapat Pimpinan TNI AU pada Februari 2015. Kepala Dinas Penerangan TNI AU Marsekal Pertama Hadi Tjahjanto mengatakan, TNI AU menginginkan generasi pesawat tempur ke-4.5. "Kami inginkan yang punya faktor deterrence, yaitu efek gentar tinggi di kawasan," katanya.

TNI AU sudah mengajukan beberapa nama jenis pesawat kepada Kementerian Pertahanan. Selanjutnya, Kementerian Pertahanan yang akan melakukan kajian, di antaranya dari segi harga untuk satu skuadron yaitu 16 pesawat, efek gentar, spektrum ancaman, strategi pertahanan, dan faktor politik.

Kepala Komunikasi Publik Kementerian Pertahanan Djundan Eko Bintoro mengatakan, Kementerian Pertahanan belum memutuskan dan masih akan terus menimbang-nimbang sejumlah faktor. Namun, ada beberapa jenis pesawat calon pengganti F-5 yang mencuat, yaitu F-16 blok 60 dari Lockheed Martin, Gripen E/F dari SAAB, Sukhoi Su-35, dan Typhoon dari Eurofighter.

Setiap pesawat tentu memiliki spesifikasi teknis yang harus dibanding-bandingkan kekuatan dan kelemahannya serta dipertimbangkan kesesuaiannya dengan kebutuhan Indonesia. Sukhoi Su-35, misalnya, biaya pengoperasiannya sangat tinggi, yaitu Rp 400 juta per jam. Aviationweek.com menyebutkan, salah satu versi Gripen JAS 39, yang merupakan pesawat tempur ringan mesin tunggal, biaya operasinya 7.500 dollar AS per jam atau Rp 97,5 juta per jam.

Namun, soal harga, Sukhoi bisa dikatakan paling murah. Menurut media pemerintah Rusia Behind The Headline Indonesia, Sukhoi Su-35 dijual dengan harga 38 juta dollar AS, yang berarti hampir sepertiga dari Typhoon Eurofighter yang sama-sama bermesin ganda. Namun, Duta Besar Spanyol untuk Indonesia Francisco Jose Viqueira Niel menyatakan masa hidup mesin jet Typhoon mencapai 30 tahun yang berarti juga sekian kali lipat dari mesin Sukhoi.

Transfer teknologi

Salah satu faktor yang juga harus dipertimbangkan adalah terkait Undang-Undang Nomor 16 Tahun 2012 tentang Industri Pertahanan. Kepala Bagian Perencanaan Komite Kebijakan Industri Pertahanan Said Didu mengatakan, setelah pihak pengguna, dalam hal ini TNI AU, menyebutkan spesifikasinya sesuai kebutuhan, baru diselisik kembali menggunakan UU Industri Pertahanan. Salah satu amanat yang harus dipenuhi adalah soal transfer teknologi, penggunaan konten lokal, imbal dagang, dan kompensasi yang nilainya 35 persen dari harga persenjataan yang dibeli.

Said mengatakan, idealnya konten lokal, transfer teknologi, imbal dagang, dan kompensasi terkait produk yang mau dibeli langsung. Untuk pembelian pengganti F-5, misalnya, bisa diadakan transfer teknologi untuk program pembuatan pesawat tempur KFX bersama Korea Selatan yang beberapa minggu lalu dinyatakan akan diteruskan. Hal ini menjadi amanat undang-undang yang harus diperjuangkan mengingat, walau secara formal pesawat-pesawat yang akan dibeli itu menyatakan siap transfer teknologi, faktanya tentu tidak semudah itu.

Selama ini, walau belum maksimal, kerja sama teknologi sudah dilakukan dengan Lockheed Martin pembuat F-16 dan pabrik pesawat Spanyol, CASA, yang sekarang tergabung dalam Airbus Defence and Space. Namun, Duta Besar Rusia untuk Indonesia Mikhail Galuzin juga menyatakan, Rusia bersedia melakukan transfer teknologi. SAAB dalam pameran Indo Defence 2014 lalu menyatakan bersedia melakukan produksi bersama dengan PT Dirgantara Indonesia.

Merujuk aspek teknis, hal ini tentu sangat kompleks, apalagi disesuaikan dengan ketersediaan radar Indonesia dan luasnya wilayah Indonesia. Hal itu tentu menjadi tugas TNI AU untuk mengkaji sesuai kebutuhan operasional. Sebagai ilustrasi, lepas dari teknologinya, jangkauan radar saja sangat bervariasi. Gripen JAS-39 dengan PS 05/A bisa mendeteksi pesawat lain pada jarak 120 kilometer, sementara F-16 dengan radar APG-80 dengan antena AESA bisa menjangkau jarak 140 km. E-Captor yang merupakan radar terbaru Typhoon, menurut aircraft.wikia.com, bisa mendeteksi target seluas 1 meter persegi pada jarak 185 km dan pesawat penumpang normal pada jarak 370 km. Sementara Sukhoi Su-35 dengan Irbis-E radar jangkauannya mencapai 400 km.

Negara Tetangga

Yang juga harus dipertimbangkan tentu pesawat jet tempur yang dimiliki negara-negara tetangga dan senjata yang melengkapi. Dari daftar yang ada terlihat kekuatan pesawat jet tempur kita masih tertinggal jauh dari segi kuantitas dan kualitas teknologi. Dalam World Defence Almanac 2014, terlihat negara-negara tetangga Indonesia telah dilengkapi dengan pesawat-pesawat generasi ke-5.

Contoh Australia, jajaran pesawat jet tempurnya terdiri dari 33 pesawat Hawk 127, 55 pesawat F-18A, 16 pesawat F-18B, dan 24 pesawat F-18F Super Hornet. Tahun 2018, pesawat tempur F-35 yang dipesan Australia diharapkan sudah datang. Malaysia saat ini memiliki 10 pesawat MiG-29N/MiG-29NUB, 6 pesawat F-5E, 2 pesawat F-5F, 2 pesawat RF-5E, 8 pesawat F-18D, 14 pesawat Hawk 208, dan 18 pesawat Sukhoi 30MK. 

Singapura, berdasarkan informasi dari berbagai sumber, diperkirakan memiliki 37 F-5 Tiger II, 24 pesawat F-15SG, dan 62 pesawat F-16 C/D blok 52 yang 14 di antaranya sedang dipakai latihan di AS. Tahun 2014, Singapura menambah F-15 SG menjadi 40 pesawat dan Februari 2015, Singapura menyatakan kemungkinan besar akan membeli pesawat F-35. Sementara Indonesia saat ini memiliki pesawat jet tempur yang terdiri dari 12 pesawat F-16 A/B blok 15, 5 pesawat F-16 C/D blok 25 yang di-upgrade menjadi 52, 16 pesawat Sukhoi Su-27/30 MKI, dan 9 pesawat F-5 E/F Tiger.

Terkait dengan kedaulatan udara, tentu bangsa Indonesia mengharapkan memiliki angkatan udara yang kuat dengan jet-jet tempur yang mumpuni. Namun, dalam perjalanan bangsa ini, pembelian alat utama sistem persenjataan dipersepsikan sarat dengan korupsi dan kepentingan elite tertentu. Semoga dugaan ini salah.
