KASAL Resmikan KRI Albakora-867

Kepala Staf Angkatan Laut (Kasal) Laksamana TNI Siwi Sukma Adji., S.E., M.M, memimpin jalannya upacara peresmian  KRI Albakora-867 memperkuat  jajaran TNI Angkatan Laut   serta sekaligus mengukuhkan Komandan  kapal perang KRI Albakora-867 di Dermaga Sunda Kelapa, Batavia, Marina Ancol, Jakarta Utara, Senin (09/07).  Alutsista baru milik TNI Angkatan Laut ini merupakan kapal perang karya anak bangsa yang diproduksi oleh PT Caputra Mitra Sejati Banten.

Keberadaan KRI Albakora – 867 akan memperkuat Satuan Kapal Patroli (Satrol) Pangkalan Utama Angkatan Laut (Lantamal)  X Jayapura, jajaran Komando Armada III. Pada kesempatan ini juga, Kasal melantik serta mengukuhkan Mayor Laut (P) Sony Sartantyo. lulusan Akademi Angkatan Laut (AAL) ke - 51 sebagai Komandan KRI yang pertama.

Kasal dalam sambutannya mengharapkan kepada  Komandan beserta seluruh prajurit pengawak KRI Albakora – 867, agar selalu  menumbuhkan rasa bangga  sekaligus bersyukur karena telah terpilih menjadi pengawak pertama kapal tersebut.

Lebih lanjut Kasal menegaskan bahwa Negara dan bangsa telah mempercayakan kepada kalian untuk memelihara dan mengoperasikan KRI ini sesuai dengan fungsi asasinya, oleh karena itu, saya instruksikan untuk merawat dan mengoperasikan KRI ini dengan sebaik-baiknya sehingga dapat mendukung tugas-tugas TNI Angkatan Laut yang semakin profesional.

Kapal patrol cepat PC-40 yang diresmikan ini  memiliki spesifikasi Panjang 45,5 meter, lebar 7,9 meter, bobot 220 ton, dengan kecepatan maksimal 24 knot, kecepatan jelajah 18 knot dan kecepatan ekonomis 15 knot. Kapal ini dilengkapi dengan dua unit radar (JRC JMR-9225-6XN dan JRC JMA-9122-6XA) serta memiliki ketahanan kemampuan layar selama enam hari.

Pemberian nama “Albakora” diambil dari nama jenis ikan Tuna Putih yang memilki karakteristik kecepatan dan ketahanan dalam berenang, tentunya  nama Albakora ini memberi makna mendalam yang diharapkan  bahwa kapal bisa bergerak dengan cepat  sesuai dengan fungsi asasinya sebagai kapal patroli yang mampu bermanuver cepat.

Bagi TNI Angkatan Laut, keberhasilan membagun kapal PC-40 merupakan wujud peran TNI AL dalam memberdayakan kemampuan industri dalam negeri guna mengurangi ketergantungan terhadap produk luar negeri. Keberhasilan ini juga merupakan salah satu solusi konkrit bagi Komite Kebijakan Industri Pertahanan (KKIP) dalam mengurangi ketergantungan dari negara lain terkait dengan pengadaan Alutsista TNI AL di masa mendatang.

Turut hadir dalam kegiatan tersebut Ketua Umum Jalasenastri Ibu Manik Siwi Sukma Adji, para Pejabat Utama Mabesal, Pangkoarmada I dan Pangkoarmada III, para Kadis jajaran Mabesal serta  Direktur Utama PT Caputra Mitra Sejati.

Vietnam will Soon Own a Facility for Maintenance and Repair of Modern Submarines

F-16 TNI AU persiapan latihan tempur multinasional

Magetan (ANTARA News) - Sejumlah pesawat tempur F-16 dari Skadron Udara 3 Lanud Iswahjudi Magetan, Jawa Timur melakukan latihan pertempuan Air Combat Tactic (ACT) 4v2 di atas training areal Lanud Iswahjudi, Senin. 

Kepala Penerangan Lanud Iswahjudi, Mayor Sus Hamdi Londong Allo mengatakan, training areal Lanud Iswahjudi yang digunakan sebagai wilayah latihan meliputi udara di atas Kabupaten Ngawi, Magetan, Madiun hingga 100 nautical mile di selatan Pacitan, Jawa Timur sampai pada ketinggian 50.000 kaki. 

Dia mengatakan, latihan tersebut merupakan bagian dari persiapan Skadron Udara 3 sebelum mengikuti Latihan Pitch Black 18 yang akan digelar di Darwin, Australia pada 30 Juli hingga 17 Agustus 2018. 

"Skadron udara 3 yang mengawaki pesawat F-16 akan memenuhi undangan pemerintah Australia melalui Royal Australian Air Force (RAAF) untuk mengikuti latihan `Pitch Black 18," kata Mayor Londong. 

Latihan Pitch Black 18, lanjut dia, merupakan latihan multinasional terbesar Angkatan Udara di bumi belahan selatan. 

Latihan multinasional akan melibatkan Angkatan Udara Amerika Serikat, Kanada, Inggris, Perancis, Singapura, Thailand, India, Malaysia, dan Australia, sebutnya. 

Komandan Skadron Udara 3 Letkol Pnb Gusti Made Yoga "Barong" Ambara menuturkan, Skadron Udara 3 menyiapkan delapan pesawat tempur F-16C untuk mengikuti latihan tersebut. 

Letkol Gusti Made Yoga menyebutkan, Komandan Lanud Iswahjudi Marsekal Pertama TNI Samsul Rizal mengingatkan para penerbang Skadron Udara 3 agar mempersiapkan diri menghadapi latihan tempur multinasional tersebut. 

"Komandan Lanud Iswahjudi akan memimpin apel pemberangkatan Latihan `Pitch Black 18? sekaligus melaksanakan pengecekan akhir sebelum berangkat menuju Darwin," ujarnya.

Studies Ongoing for Creation of Defense Industry Zone: DND

MANILA -- Studies are underway on the construction of the so-called Government Arsenal Defense Industry Economic Zone in Limay, Bataan, Department of National Defense (DND) spokesperson Arsenio Andolong said Friday.

"The Government Arsenal is now studying this proposal to create the Government Arsenal Defense Industry Economic Zone. There are now some presentations but we still have to submit this to the President as he is the only one authorized to declare its (creation)," Andolong said in an interview.

The Government Arsenal (GA) is a DND-attached agency tasked to provide ammunition and some basic weapons to the military and police.

Once this proposal goes into high gear, it will be constructed in government lands near the GA complex in Limay, Bataan, Andolong said.

Last year, Defense Secretary Delfin Lorenzana said efforts were underway to develop a special economic zone for manufacturers interested in supplying the Philippine military’s needs.

He added that the move is in line with initiatives to revive the country's Self-Reliant Defense Posture (SRDP) program, considering the variety of security threats it is facing.

"Considering the present threats to our sovereignty, such as terrorism and territorial disputes, it is about time to revive the SRDP program and highlight once again the need for enhanced external defense capabilities," Lorenzana said.

He added that the country had an SRDP program in the 1970s that aimed to provide support to the military in terms of weapons, platforms, and equipment. Unfortunately, it did not attain so much success and its implementation was discontinued because of several impediments, such as budgetary limitations.

New Zealand Agreed to Buy Four P-8A Poseidon Maritime Patrol Aircraft

The coalition Government has agreed to purchase four Boeing P-8A Poseidon maritime patrol aircraft from the United States Government. 

The four aircraft will replace the aging six P-3K2 Orion maritime patrol aircraft that have been operated by the Royal New Zealand Air Force since the 1960s. The current Orion fleet will reach the end of their expected operational life in 2025.

“The purchase ensures the Defence Force can continue to deliver the country’s maritime surveillance, resource protection, humanitarian and disaster response around New Zealand and across the South Pacific,” says Ron Mark.

“This decision strengthens the coalition Government’s Pacific Reset by providing a maritime patrol capability with the significant range and endurance needed to assist our partners in the region.

“The purchase enables New Zealand to continue to deploy in a wide range of airborne maritime situations independently, and when required, work effectively with partners including Australia, the United Kingdom, and the United States, which all operate, or will operate, the aircraft,” says Ron Mark.

The role of maritime patrol aircraft includes:

-Supporting maritime surveillance, humanitarian aid and disaster response, and resource protection around NZ and in the South Pacific; 
-Contributing to the international rules based order through participation in global peace and security operations; 
-Search and rescue in New Zealand’s region, which stretches from the South Pole almost to the Equator and covers 1/11th of the earth’s surface;
-Environmental and marine resource monitoring.

“One example of the requirement for a fully capable maritime patrol aircraft is simply the number of lives that can be saved,” Mr Mark said. 

“In the last seven years of search and rescue operations in our region, Orion maritime patrols have contributed to saving 119 lives.

“Other tasks the Orions have undertaken recently have included participation in international operations to counter piracy and illicit smuggling off the Horn of Africa, surveillance of the volcano in Vanuatu, assessing damage from Cyclones Winston and Gita in the Pacific, surveillance of critical infrastructure after the Kaikoura earthquake, and fisheries monitoring.

“Maintaining a maritime patrol capability is essential for New Zealand’s national security, and for our ability to contribute to global security efforts,” says Ron Mark.

The new P-8As, training systems, infrastructure and introduction into service costs will total $2.346 billion. They will be delivered and begin operations from 2023. 

The capital cost will be spread over a number of financial years out to 2025/26. This is an investment decision that has fallen on this Government to make, but will be spread over the medium term and will deliver for New Zealand for many decades to come. The P-8A was the most cost-effective maritime patrol aircraft option available.

No. 5 Squadron, which currently operates the Orions, will shift from Whenuapai to Ohakea air force base to operate the P-8As. 

The Government will also consider options for a complementary maritime surveillance capability during the forthcoming Defence Capability Plan review, due to be completed by the end of 2018.

“The complementary capability will consider smaller manned aircraft, remotely piloted aircraft systems (RPAS) or satellites, for additional maritime surveillance tasks within New Zealand’s Exclusive Economic Zone and near region. This will free up the new P-8A fleet to fly more missions, in the South Pacific and further afield,” says Ron Mark.

RAAF Growler Nearing Initial Operational Capability

The Royal Australian Air Force’s EA-18G Growler airborne electronic attack (AEA) capability is rapidly maturing, with an initial operational capability (IOC) expected in the coming months.

The RAAF is only the second operator of arguably the world’s most advanced AEA capability, after the US Navy. While there may be more powerful jammer systems mounted on larger converted passenger or military transport aircraft, the ability for a Growler to be embedded within a combat aircraft package and escort it “downtown” is arguably its greatest strength, giving the EA-18G a versatility no other AEA capability can match.

The ADF had long coveted a high‑end AEA capability, but there were few options available to it until the Growler was developed. Elta EL/L-8222 electronic countermeasures (ECM) pods, which provided a high level of self-defence capability, were acquired initially for the F-111C and later for the F/A-18A/B classic Hornet.

A high-end passive signals intelligence (SIGINT) package was also integrated with at least two AP-3C Orions and was reportedly palletised for use on a couple of C-130H airframes under Project Peacemate in the late 1990s. But neither Peacemate nor the “8222” pod have active or real-time force-level capabilities.

“As operations for the last 20 years have shown, most recently in Libya, the ability to conduct both active and passive EW operations, incorporating roles such as electronic attack, suppression of enemy air defences, force protection, enemy order of battle analysis, and kill chain analysis – is critical,” the Sir Richard Williams Foundation argued in January 2012.
