JAKARTA (BeritaTrans.com) – Panglima TNI, Jenderal Gatot Nurmantyo mengatakan, pihaknya tengah merencanakan pembangunan pangkalan udara di Kawasan Indonesia Timur seperti Biak, Morotai dan Merauke. Pasalnya, wilayah udara di Jawa dianggap sudah terlalu padat dengan estimasi 1200 penerbangan setiap hari yang melalui Pantai Utara.

“Ini yang tidak benar, maka dengan demikian untuk melancarkan penerbangan untuk ekonomi juga dan untuk pilot setiap saat bisa terbang dan berlatih, maka akan kami kembangkan (pangkalan udara). Ada Biak  ada Morotai, ada Merauke dan sebagainya,” kata Gatot di Kantor Presiden, Jakarta sebagaimana dikutip dari laman Sekretariat Kabinet, Rabu, 24 Februari 2016.

Selama ini, pangkalan pesawat TNI AU di Pulau Jawa antara lain berada di Madiun, Yogyakarta dan Malang. Hal tersebut menunjukkan bahwa memang Jawa merupakan daerah pusat kekuatan TNI.

“Kami diperintahkan mengadakan observasi, analisa yang terbaik dimana di antara pangkalan-pangkalan itu, kemudian kami akan buat rencana,” ujarnya menambahkan.

Sementara wilayah timur Indonesia masih relatif kosong. Hanya, masih perlu penyesuaian pesawat misalnya untuk kebutuhan peralatan yang akan sesuai dengan wilayah lepas landas dan pangkalan udara nantinya. Sementara dengan alasan efektivitas penggunaan anggaran, TNI berencana akan membangun pangkalan tersebut sendiri.

Selain menjelaskan soal penambahan pangkalan udara, Gatot Nurmantyo juga menyampaikan adanya perubahan perbatasan pulau-pulau terdepan Indonesia. Salah satu contohnya perbatasan Indonesia dengan Australia yang berubah setelah Timor Timur menjadi negara sendiri yaitu Timor Leste.

Situasi ini menurut Panglima TNI harus disikapi dengan adanya penjagaan ketat di perbatasan, antara lain melalui pengembangan kekuatan Angkatan Udara dan Angkatan Laut di kawasan itu. “Perlu ada pelabuhan lagi di sana.” (viva).

Australia to Increase Defence Spending in Defence White Paper

CANBERRA (Xinhua) -- Australia will raise defence spending to 2 percent of its gross domestic product (GDP) over the next seven years in a formal announcement to be made by Prime Minister Malcolm Turnbull later this week.

Speaking to the press on Wednesday, Turnbull said the investment, to be revealed as part of the long-anticipated Defence White Paper, would serve Australia for "decades" to come.

"(The paper) sets out the plan for Australia's defence, security and investment. It's focused on securing our nation decades into the future," Turnbull said.

"It is a thoroughly, carefully, fully costed document and in that sense it is very different to the last paper."

According to News Corp, which secured a copy of the White Paper before its release on Thursday, the Australian Defence Force (ADF) will recruit more than 5,000 new troops, upgrade troop weapons and armored vehicles, while it will also splurge on 12 new submarines and an upgraded air force fleet - both combat and reconnaissance.

In the paper, the government intends to lift defence spending to 2 percent of the nation's GDP by 2023 - a plan initially laid out by former Prime Minister Tony Abbott.

According to experts, that would result in almost one trillion dollars (710 billion U.S dollars) being put into defence over the next 10 years.

Turnbull said the cost of the Defence White Paper was justified as it would set a higher standard for Australia's armed forces.

"It will set out how we will give our Defence forces the resources they need, the capabilities they need, to keep us safe and to ensure that we play our part in delivering and ensuring regional security," Turnbull said.

The federal Opposition has signalled its approval of the spending, with Labor's defence spokesman David Feeney telling the Australian Broadcasting Corporation (ABC) his party would back the paper so long as it adhered to the budgetary constraints.

"The 2 percent (of GDP) has its origins in Labor Party policy and it's something we'll support so long as it can be set out in a way that is real and tangible," Feeney said on Wednesday.

The Defence White Paper was last updated by former Prime Minister Julia Gillard in 2013.

PAF to Acquire Transmitter, 'FCR' for FA-50 Avionic System

MANILA (PNA) --- The Philippine Air Force (PAF) has allocated the sum of Php39,593,364 for the procurement of a transmitter and "FCR" for the avionic system of its brand-new FA-50PH "Fighting Eagle" lift-interim fighter aircraft.

The latter are sensitive components needed for the efficient operation of the aircraft.

Submission and opening of bids is on March 8, at the PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.

Prospective bidders should have an experience in similar project within the last five years.

Vietnam Confirmed Purchasing of 20 Israeli EXTRA

According to a report recently published SIPRI said, Vietnam has purchased 3 systems SPYDER-SR missiles, S-125 Pechora-2T, and especially the 20 combinations EXTRA rockets.

EXTRA missile developed by Israeli defense companies Military Industries (IMI) and has been exported to foreign countries to remain anonymous, even if the Israeli army has not yet entered service this weapon system.

EXTRA has a range of around 150 km, the weight of 150 kg missile, circular error probability (CEP) of about 10 m. Meanwhile, 155 mm artillery shells by US standards is expected to be 200-300 m CEP at much more modest range.



EXTRA capable of launching from a variety of means to carry, launch tubes are assembled in clusters of 2 to 16 to release results from the ground. Cluster launch tubes can be mounted on trucks or in highly mobile battlefield fixed. EXTRA bullet to the airtight container should have a long life and low maintenance costs.

With the above advantages, EXTRA very suitable to equip the army artillery, rockets coast of Vietnam People's Navy. EXTRA can appropriately arranged on the islands are small as some floating islands of the Spratly Islands of Vietnam.

Indonesia Seeks to Raise Defense Budget

JAKARTA (Xinhua) -- Indonesian President Joko Widodo on Tuesday said that he sought to increase the country's defense budget in an effort to support facilities at the country's military.

Joko said that Indonesian government would raise the allocation for defense and security to at least 250 trillion rupiah (about 18.717 billion U.S. dollars), or 1.5 percent of the country's GDP, in three years.

The president added that the hike could be achieved if the country's economy, which is the largest in Southeast Asia, increased 6 percent.

"Going forward, professionalized armed forces must be boosted by the development of weaponry," Joko said at the State Palace.

Indonesia's economy picked up to 5.04 percent at the final quarter of last year from 4.79 percent at the previous three months ended September amid the country's massive efforts to boost investment climate.

Former president Susilo Bambang Yudhoyono previously said that Indonesia planned to step up its weaponry at the level which he called "the essential level," as the country had been long not to modernize weaponry.

However, President Jokowi insisted to use more domestically manufactured weaponry in part to boost the competitiveness of the country's weaponry industry.

Terrorism, transnational crime and insurgency are among the main challenges being faced by the Indonesian military.

PN to Decommission WWII Assets with Arrival of More Modern Ships

MANILA (PNA) --- With the pending arrival of its new assets, the Philippine Navy (PN) is now looking at the possibility of decommissioning its World War II-era ships which are still being used.

This was disclosed by PN public affairs office chief Capt. Lued Lincuna in an interview with the PNA.

Decommissioning of these World War II-era vessels will start once newly-build ships like the two strategic sealift vessels, two missile-armed frigates, and three missile-equipped multi-purpose assault craft start arriving along with the decommissioned Hamilton-class cutter, the USCGC Boutswell, R/V Melville, earlier pledged by US President Barack Obama to the Philippines and Pohang-class corvette donated by South Korea, starts arriving.

Deactivation of these ships will provide the Navy with sufficient personnel to man these vessels.

The first strategic sealift vessel is expected to be deliver this May while the USCGC Boutswell is expected to be transferred by the last quarter of 2016.

World War II ships in PN service include the BRP Rajah Humabon, BRP Rizal, BRP Malvar, BRP Quezon and the BRP Laguna among others.

Terrex 2 : Cruising from Land to Sea

Following the success of the Terrex Infantry Carrier Vehicle, which was launched in September 2009 and adopted by the Singapore Armed Forces in 2010, ST Kinetics has introduced an update of the armoured vehicle. 

Touted as ST Kinetics' most innovative design to date, the Terrex 2 was soft-launched at defence tradeshow Defence and Security Equipment International in London in September 2015.

"We are seeing an increasing demand for highly mobile, protected and digitised, network-ready 8x8 platforms by global armed forces…to be effective in land and littoral missions," said Brigadier-General (NS) Winston Toh, Chief Marketing Officer of ST Kinetics.

Smooth, safe transition

The Terrex 2 is specially designed for littoral missions, allowing infantry forces to transit from land to sea and from coast to coast smoothly and safely.

A unique "shark-shaped" hydrodynamic hull helps to keep its "nose" above water while a refined propulsion system enables it to cut through water at speeds beyond six knots, enduring moderately rough waters at up to Sea State 4 conditions (where waves reach up to 2.5m).

In addition, a raised snorkel system allows the vehicle to "breathe" both on land and in water: the intake and exhaust tubes, located on the bonnet to channel airflow into and out of the vehicle, can be raised when the Terrex 2 is in water. This way, airflow is not disrupted by the change in environment.


The Terrex 2 will offer infantry troops better mobility, protection and technological integration.

"V" marks the spot

Another key feature is the enhanced protection provided by ST Kinetic's proprietary "V-over-V" design, which enhances the Terrex 2's mine and improvised explosive device (IED) protection. This design features two V-shaped hull sections: a lower section for the drivetrain and suspension systems and an upper section for crew.
In the event of an explosion, the lower hull will absorb the initial blast. The V-shaped frame below helps to direct the force of the blast outwards and away from the upper hull. This is an update from the ladder frame found on the Terrex, where the bars run parallel.
The V-shaped design also optimises the buoyancy of the Terrex 2, allowing it to right itself when in water.

Simple, effective design

Staying true to ST Kinetics' philosophy of designing for the end-user, the Terrex 2 has a driver’s seat that is configured simply with a steering wheel, automatic gear, and an acceleration and brake pedal - much like an automatic transmission car. For steering in water, an additional toggle stick is used.

Unlike its predecessor, the Terrex 2 boasts an updated touchscreen dashboard, with two screens added below the three located at eye-level. These screens can be customised to display details such as the vehicle’s dashboard and gauges. They can also display data from system tests and reflect breakdowns and errors. The display can be moved from screen to screen to suit operational needs.



International recognition

Last year, ST Kinetics added another feather to its cap when the Terrex 2 was one of just two vehicles shortlisted by the United States Marine Corps (USMC) for the next phase of evaluation of its Amphibious Combat Vehicle 1.1 programme. The programme seeks to procure an amphibious assault vehicle for the USMC to replace its aging fleet of Assault Amphibious Vehicles.

Over the next two years, 13 prototypes of the Terrex 2 will undergo rigorous tests to assess their suitability for USMC’s operations. According to an article in Defence News dated 24 Nov 2015, a winner would be picked in 2018 for 204 vehicles to be delivered by 2020.
