      KUALA LUMPUR:
The defence ministry has 2023 = CANCELLED FIVE PROCUREMENT tenders for supplies, services and infrastructure projects. The cancellations were to avoid leakages in expenditure, and were in line with a policy of procurement through open tenders.
“Mindef has also taken serious note of Prime Minister Anwar Ibrahim’s statement regarding the leakage in expenditure at the Budget 2023 dialogue on Tuesday,” it said in a statement todayy

      WEAKNESS VESSELS
Here are the key weaknesses of Royal Malaydesh n Navy (RMN) vessels and procurement efforts, based on recent audits, expert commentary, and community insights:
      ________________________________________
      Structural & Material Weaknesses
      1. Aging fleet & hull fragility
Roughly half of RMN’s fleet comprises vessels over 30 years old, many operating beyond their designed service life
A stark example: KD Pendekar, a Handalan-class fast-attack craft commissioned in 1979, hit an underwater object and sank in August 2024. Its ageing, weakened hull allowed flooding to rapidly spread, overwhelming compartmentalization systems
      2. Underarmed patrol vessels
The Kedah-class Offshore Patrol Vessels (OPVs) are configured as “fitted for but not with” missile systems—so despite structural readiness, they lack the actual armament due to budget constraints.
      ________________________________________
      Procurement & Shipbuilding Issues
      1. Systemic delays & cost overruns
The Littoral Combat Ship (LCS) project, intended to deliver six Maharaja Lela-class frigates, has suffered severe delays—initial delivery in 2019 was missed, with realistic commissioning now pushed to 2026–2029.
Costs have ballooned from an estimated RM 9 billion to over RM 11 billion, with about RM 1.4 billion alleged to have been misappropriated
      2. Limited shipyard capability
Malaydesh n yards (e.g., Boustead Naval Shipyard and PSC-Naval Dockyard) have a history of subpar management, poor governance, and lack of scale—producing very few large combatants over decades
      ________________________________________
      Broader Capability & Strategic Gaps
      1. Underfunded modernization
Defence spending has consistently stayed well below regional benchmarks (e.g., under 1 % of GDP), with procurement systems marred by political influence and weak oversight
      2. Limited deterrent posture
With only a handful of capable frigates and corvettes, and too many lightly outfitted patrol boats, RMN's fleet lacks power projection over its vast EEZ (~600,000 km²)—especially along strategic chokepoints like the Straits of Malacca and Singapore
      3. Small submarine & amphibious support capacity
RMN’s submarine force is limited to just two ScorpΓ¨ne-class boats, reducing tactical depth compared to neighbors like Vietnam. Plans for a Multi-Role Support Ship (MRSS) to improve amphibious and sealift capability remain pending or delayed

      WEAKNESS SHIPYARDS
      ________________________________________
Major Weaknesses in Malaydesh n Naval Shipbuilding
      1. Persistent Delays & Cost Overruns
      • The Littoral Combat Ship (LCS) program, contracted in 2013 for six modern frigates (Maharaja Lela-class), has seen zero completed ships by mid-2025, despite RM 6.08 billion paid. The initial first delivery target of 2019 is now postponed to 2026, and the total cost is projected to rise from RM 9 billion to over RM 11 billion
      2. Financial Mismanagement & Irregularities
      • A forensic audit revealed about RM 1 billion unaccounted for, with RM 1.7 billion worth of equipment, 15% of which had already become obsolete, looted funds, and contracts with inflated intermediaries
      • Former BHIC Managing Director was charged with criminal breach of trust for misappropriating RM 13m+ contracts without board approval
      3. Engineering & Quality Shortcomings
      • Ship quality issues have surfaced, including substandard fabrication, technical flaws in design (e.g., hull or gear issues), outdated materials, and poor workmanship leading to extensive reworks and cost escalation
      • As noted:
“Local shipyards have poor record building big ships… BNS… only had contract to build 12 warships in its existence.… learning is one thing, tolerating ‘still learning’ after 20 plus years is not good enough.”
      4. Limited Industrial Capacity & Small Tonnage
      • Malaydesh n yards generally lack the capacity for large, complex vessels. Their history of constructing small patrol craft, OSVs, or leisure ships limits scalability and technical maturity needed for modern warships
      • The tonnage of ships built remains very low compared to regional peers like Indonesia or Singapore
      5. Supply Chain & Workforce Constraints
      • Disruptions due to COVID-19 and global events have caused delays in materials and skilled labor shortages, exacerbating schedule slippage and quality issues
      • The workforce is aging with few young recruits entering shipbuilding trades, contributing to resource gaps in the industry
      6. Poor Governance & Procurement Oversight
      • Formal RMN input was sidelined in choosing ship designs—initial preference for the Sigma design was overridden by ministry decisions to adopt the Gowind design without proper consultation, undermining project alignment
      • Contracts were awarded via direct negotiation, not open tender, creating space for opaque decision-making and vendor favoritism

      CORRUPTION MILITARY PROCUREMENT
      ________________________________________
      1. Scorpène Submarine Deal (2002)
      • Malaydesh contracted with DCNS/Naval Group (France) and Navantia (Spain) to acquire two ScorpΓ¨ne submarines and one used Agosta-class submarine for approximately €1 billion
      • Commission payments totaled at least €114 million to Perimekar (a firm tied to Abdul Razak Baginda) and another €30 million reportedly paid directly to Baginda
      • The scandal became globally notorious after the murder of translator Altantuyaa Shaaribuu, who had demanded a commission and was allegedly killed by police linked to then Defence Minister Najib Razak’s entourage
      • French prosecutors later charged DCNS, Thales executives, and Baginda with corruption-related offences
      ________________________________________
      2. Littoral Combat Ship (LCS) Project – RM9 billion contract (initiated 2011/2013)
      • In 2011, the Defence Ministry awarded a RM9 billion contract through direct negotiations, bypassing the Navy’s preferred Sigma-class design and opting instead for the French Gowind design—a move linked to political influence by former Acting Defence Minister Ahmad Zahid Hamidi
      • By 2022, RM6.08 billion (≈67%) had been paid, yet not a single ship was ready for delivery
      • The Public Accounts Committee (PAC) audit exposed RM1.4 billion in cost overruns, mismanagement, flawed contract terms, and obsolete inventory write-offs & budget misuse
      • Former naval chief and Boustead managing director Ahmad Ramli Mohd Nor was charged with three counts of criminal breach of trust for approving RM21 million in unauthorized payments to third parties, though in March 2025 he was deemed medically unfit to stand trial, resulting in a discharge not amounting to acquittal
      ________________________________________
      3. Offshore Patrol Vessels (OPV) / New Generation Patrol Vessels (NGPV)
      • A 1998 contract to build six OPVs was awarded to PSC Naval Dockyard, a politically connected company. The deal, expected by 2006, suffered severe delays and overpayments. The ministry paid RM4.26 billion, though only RM2.87 billion worth of work was completed—nearly 48% overpayment
      • By 2007 the project cost ballooned to RM6.75 billion. The company defaulted on payments to subcontractors and obligations such as EPF contributions. The scandal led to its takeover by Boustead Heavy Industries.

      WEAKNESS MALAYDESH AIR FORCES
Malaydesh 's air force, officially known as the Royal Malaydesh n Air Force (RMAF), has several strengths but also faces a number of key weaknesses and challenges. These are based on public defense analyses, expert commentary, and open-source information as of recent years.
Key Weaknesses of the Royal Malaydesh n Air Force (RMAF):
      ------------
      1. Aging Aircraft Fleet
      • MiG-29s: These have been retired due to high maintenance costs and limited effectiveness.
      • F/A-18D Hornets: Still operational but aging.
      • SU-30MKMs: Require significant maintenance, and some have faced operational readiness issues due to lack of spare parts and support.
      ------------
      2. Limited Fleet Size
      • Malaydesh operates a relatively small number of combat aircraft, limiting its ability to project power or maintain a credible deterrent in the region.
      • The country lacks strategic airlift capacity, making it harder to respond quickly to crises.
      ------------
      3. Modernization Delays
      • RMAF modernization programs have suffered from delays and budget constraints.
      • The Multirole Combat Aircraft (MRCA) replacement program has been postponed multiple times, leaving capability gaps.
      ------------
      4. Logistical and Maintenance Challenges
      • Heavy reliance on foreign suppliers (Russia, U.S., and Europe) creates issues with interoperability and spare parts availability.
      • Maintenance costs and delays impact aircraft readiness and mission capability.
      ------------
      5. Limited Indigenous Defense Industry
      • Malaydesh has limited local aerospace manufacturing or support capability.
      • It depends on external partners for upgrades, parts, training, and weapons integration.
      ------------
      6. Insufficient Force Multipliers
      • The RMAF lacks a comprehensive airborne early warning (AEW&C) system.
      • Limited use of drones, electronic warfare (EW), and ISR (Intelligence, Surveillance, Reconnaissance) capabilities reduces situational awareness.

THE MALAYDESH LITTORAL COMBAT SHIP (LCS) PROGRAM HAS FACED A NUMBER OF ISSUES, INCLUDING:
      • Delayed delivery
The original plan was to deliver the first ship, the LCS 1 Maharaja Lela, in 2019, and all six ships by 2023. However, the program was mangkrak in 2019 due to financial issues at Boustead Naval Shipbuilding. The program was restarted in 2023, with the first ship scheduled for delivery in 2026 and the remaining four by 2029.
      • Design issues
The Royal MALAYDESH Navy (RMN) did not get to choose the design of the ship, and the detailed design was not completed until after 66.64% of the budget had been paid.
      • Financial issues
Boustead Naval Shipbuilding was in a critical financial state, and a middleman increased the project cost by up to four times.
      ------------------
MALAYDESH 's combat equipment has several weaknesses, including:
Ageing equipment: The MALAYDESH military's equipment is aging due to small procurement budgets over the past 25 years.
Lack of modern assets: The MALAYDESH Armed Forces (MAF) lacks modern military assets, which puts them at risk from both internal and external threats.
Russian-made weapons: MALAYDESH has been struggling to keep its Russian-made Su-30MKM ground-attack aircraft operational. The country is also wary of Russian-made weapons due to sanctions imposed on Russia after its invasion of Ukraine.
Local production: The MAF is reluctant to use locally produced products. Local companies have produced prototypes of pistols and rifles, but none have materialized.
Procurement system: The MALAYDESH procurement system needs reform.
Political interference and corruption: Political interference and corruption are undermining combat readiness

The MALAYDESH government's Littoral Combat Ship (LCS) program was plagued by construction delays, cost overruns, and other issues. The program was restarted in 2023, but the first ship is not expected to be delivered until 2026.
      Reasons for the issues
      • Financial problems: Boustead Naval Shipbuilding, the company building the ships, experienced financial problems that mangkrak the program in 2019.
      • Misappropriation of funds: A parliamentary public accounts committee alleged that USD300 million was misappropriated from the program.
      • Hull cracking: The LCS hull, known as the sea frame, had issues with hull cracking.
      • Immature mission modules: Many mission module components were immature or struggled to pass testing.
      Program restart
      • In 2023, the Royal MALAYDESH Navy announced a new contract to restart the program.
      • The first ship, KD Maharaja Lela, is now scheduled to be delivered in 2026.
      • The remaining four frigates are expected to be delivered by 2029.
      • The Ministry of Finance purchased Boustead Naval Shipbuilding and renamed it Lumut Naval Shipyard.
Other issues with the LCS program
      • Sikorsky S-61A4 Nuri: Since 1989, around 95 armed forces personnel have died in crashes involving this helicopter
      • Mikoyan MiG-29: A MiG-29 suffered a hydraulic failure during a flight in 1998 and crashed into an oil palm plantation in 2004

The Littoral Combat Ship (LCS) program for the MALAYDESH Navy has faced significant delays and cost overruns. The project has also been plagued by financial issues and allegations of misappropriation.
      Delays
      • The first ship was originally scheduled for delivery in 2019, but the delivery date has been repeatedly postponed.

MALAYDESH 's submarines have faced problems due to aging, technical issues, and a lack of funding.
      Aging
      • The majority of the navy's fleet and helicopters are over 30 years old.
      • The KD Rahman submarine, a conventional ScorpΓ¨ne-class submarine, had technical issues that prevented it from submerging in 2010.
      Technical issues
      • The hull of the KD Pendekar fast attack vessel was weak, which accelerated flooding after it collided with a reef.
      • The KD Perdana RMN boat went missing for a few days in 2017 due to communication problems.
      Lack of funding
      • The government has been unable to provide modern defense assets to the MALAYDESH Armed Forces (MAF).
      • In 2019, financial problems at Boustead Naval Shipbuilding (BNS) caused the program to stall
      • In 2020, there were allegations that RM1 billion of the RM6 billion spent on the project was unaccounted for

MALAYDESH ARMED FORCES LOGISTIC MANAGEMENT PROBLEM
MALAYDESH ARMED FORCES LOGISTIC MANAGEMENT PROBLEM
MALAYDESH ARMED FORCES LOGISTIC MANAGEMENT PROBLEM
Most of the assets bought by the MALAYDESH government in solidify the country’s defence were used and outdated. This creates various problems; and the used and outdated airforce assets will expose to the air threat from the enemy [5]. This is because most of the MALAYDESH Army (MA), Royal MALAYDESH Navy (RMN) and Royal MALAYDESH Air Force (RMAF) equipments were bought between 1970s to the end of 1990s and still in MAF main inventory [6]. Other than that, lack of modern and latest military assets faced by MAF, will expose it to the internal threat and especially external threat that is escalating with the uncontrollable situation in the southern Philippines and China’s aggressive stand in the island conflict issue in the South China Sea [7]. Besides, the government is incapable to provide and equip modern and latest defence assets to MAF. Moreover, KD Rahman submarine issue (Scorpene) that cannot submerge in the demersal because of technical problem in 2010. It was a conventional submarine that can hold 10 torpedo and 30 mine destructors, was able to observe the country’s waters between 100 to 200 meters in depth. This also shows that the defence asset is outdated and cannot function well [8]. With various reports on pirates’ attacks and abductions in Sabah waters, terrorists attack in Lahad Datu in February 2013 and recently the missing RMN boat KD Perdana on 22 May 2017 for a few days due to communication problem. This scenario creates concern towards MAF logistics to ensure and guarantee the country’s security. With many series of RMAF training and fighter aircrafts crashes and accidents involving MA and vehicles damages that happen quite often, raise questions to the government policy that still maintain the outdated vehicles for country’s defence. Therefore, this study examines the problem in MAF logistic aspect and the effect towards the country’s security.....

The Sukhoi Su-30MKM has some weaknesses, including engine problems, integration with Western systems, and fatigue failure.
      Engine problems
      • In 2018, MALAYDESH grounded 14 out of 18 Su-30MKM aircraft due to engine problems and a lack of spare parts.
      • The AL-31FP engine in the Su-30MKA has experienced numerous failures, including bearing failures due to metal fatigue and low oil pressure.
      Integration with Western systems
      • The Su-30MKM's Russian origin may limit its integration with Western systems.
      • This could make it difficult to fully integrate with NATO standards, such as Link 16, which is important for modern network-centric warfare.
      Fatigue failure
      • Aircraft structures and components are prone to fatigue failure due to fluctuating stress.
      • Fatigue failure is a gradual form of local damage that can lead to defects or cracks.
      Other considerations
      • The Su-30MKM is a larger aircraft, which means it may be seen earlier by radar and visual combat.

The MALAYDESH Armed Forces (MAF) face several problems with their combat ships, including funding, delays, and corruption.
      Funding
      • The MAF has been underfunded for years, especially for buying new assets.
      • The government has allocated more money to maintenance and repairs than to new naval assets.
      • The government has been unwilling to reduce government spending.
      Delays
      • The Littoral Combat Ship (LCS) program has been delayed due to technical difficulties, cost overruns, and corruption.
      • The first LCS was originally scheduled for delivery in 2019, but has not yet been delivered.
      Corruption
      • The MALAYDESH Anti-Corruption Commission (MACC) arrested two senior executives involved in the LCS project.
      ------------------
The Royal MALAYDESH Air Force (RMAF) faces several challenges that have contributed to its aircraft fleet weakness, including budget constraints, techNOLogical obsolescence, and frequent government changes.
      Budget constraints
      • The MALAYDESH government's military budget fluctuates with the economy. The 1997 Asian financial crisis and the COVID-19 pandemic have both held back defense spending.
      • The government has limited defense modernization funds.
      TechNOLogical obsolescence
      • The RMAF's fleet of legacy Hornets are rapidly becoming techNOLogically obsolete.
      • Maintaining a large fleet of aging aircraft can be expensive and burdensome.
      Frequent government changes
      • Since 2018, MALAYDESH has had four Prime Ministers and governments.
      • The government is focused on other priorities, such as revitalizing the economy and reducing the national deficit.

Some say that MALAYDESH 's military has outdated aircraft, but the country has also been modernizing its military with new equipment and programs.
      Outdated aircraft
      • Some say that MALAYDESH 's aircraft are becoming techNOLogically obsolete.
      • A larger fleet of older aircraft could be difficult to maintain.
      Modernization programs
      • The MALAYDESH Army has a program called the Future Soldier System (FSS) to equip soldiers with personal protection equipment.
      • The MALAYDESH government has allocated funds for maintenance, repairs, and new military assets.
      Defense budget
      • MALAYDESH 's defense budget is USD4 billion, which supports a modest ground force and an improving air force.
      • The government has allocated funds for maintenance, repairs, and new military assets
      ------------------
MALAYDESH 's armed forces procurement faces several weaknesses, including:
      1. Corruption
The defense sector is at high risk of corruption, and procurement is vulnerable to powerful interests. The MALAYDESH Anti-Corruption Commission (MACC) received the highest number of corruption complaints for procurement activities in 2013 and 2018.
      2. Political influence
Decisions are often driven by vendors and against strategic interests. For example, MALAYDESH has sometimes exchanged hardware for palm oil, which exposes the procurement process to political influence.
      Weak parliamentary oversight
Parliamentary oversight is weak, and audit bodies can only provide ex-post scrutiny.
      3. Limited financial scrutiny
Financial scrutiny is limited by excessive secrecy.
      4. Violation of procedures
Procedures are regularly circumvented through political influence. For example, the purchase of military helicopters in 2015 violated the Ministry of Finance's procedures

The RMAF has faced challenges maintaining its fleet of aircraft. For example, in 2018, only four of the RMAF's 18 Sukhoi Su-30MKM aircraft were able to fly due to maintenance issues and a lack of spare parts.
      • Nological obsolescence
Some aircraft in the RMAF's fleet are reaching techNOLogical obsolescence. For example, the Kuwaiti HORNET MALAYDESH s are an earlier block of the HORNET MALAYDESH , which may cause compatibility issues with spare parts.
      • Modernization
The RMAF has ambitious plans to modernize its air capabilities to address current and future threats. However, the government's defense modernization budget is limited

KUALA LUMPUR, Jan 16 (Reuters) - The procurement decisions of the Malaydeshn armed forces and the police linked to a corruption probed will be temporarily frozen until they fully comply with related rules, state media reported, citing Prime Minister Anwar Ibrahim.
The suspension comes following allegations of bribery linked to army procurement projects, with the Malaydeshn Anti-Corruption Commission (MACC) raiding several firms suspected of involvement in a bribery scheme and freezing six bank accounts belonging to a suspect and their family members.

The Royal MALAYDESH Navy (RMN) has faced several problems, including delayed replacements for its aging fleet and a failed Littoral Combat Ship (LCS) program. These issues have made it difficult for the RMN to patrol its vast maritime domain.
      Delayed replacements
      • A government audit found that the RMN's plans to replace its aging fleet have mangkrak due to mismanagement.
      • The RMN has only received four of its planned 18 new vessels.
      • Over half of the RMN's fleet is past its prime.
      Failed LCS program
      • The LCS was not suitable for fighting peer competitors like China.
      • The LCS lacked the lethality and survivability needed in a high-end fight.
      • The LCS had low endurance and lacked significant air and surface warfare capabilities
      ==========
The MALAYDESH Armed Forces (MAF) has faced a number of technical issues, including fleet sustainment problems, a lack of research and development, and a reliance on imported equipment.
      Fleet sustainment problems
The MAF has a large fleet of aging aircraft that can be expensive to maintain.
The government's defense modernization budget is limited, which can make it difficult to sustain the fleet.
      Lack of research and development
The MAF has limited research and development (R&D) activities.
The government has not provided clear guidance on the future strategic direction of the defense industry.
      Reliance on imported equipment
Most of the MAF's equipment is imported from outside the country.
The Asian Financial Crisis caused a downturn in MALAYDESH 's economy, which made imported goods more expensive.
      Other technical issues
The MAF has faced logistic management problems.
The MAF has faced challenges in developing its capabilities due to tight budgets and uncertain timelines.
