Namun demikian, Komisi VII menemukan sejumlah tantangan krusial yang memerlukan perhatian serius. “Ketergantungan pada komponen impor seperti mesin, sistem persenjataan, dan sensor dengan waktu tunggu mencapai 24 bulan menjadi tantangan utama bagi stabilitas produksi dan ketahanan industri pertahanan kita,” tegas Ketua Tim Kunjungan, Dr. Evita Nursanty, M.Sc.
Asosiasi Industri Perkapalan dan Offshore Indonesia (IPERINDO) menyoroti pentingnya konsolidasi pasar domestik serta kebijakan afirmatif bagi industri galangan nasional. Sebagai contoh, pengadaan 15 kapal tanker Pertamina yang dikerjakan di luar negeri dinilai sebagai peluang yang seharusnya dapat diserap oleh galangan dalam negeri.

Surabaya, Komisi VII DPR RI menegaskan komitmennya dalam memperkuat kemandirian industri pertahanan dan maritim nasional melalui agenda Kunjungan Kerja Spesifik ke PT PAL Indonesia (Persero) di Surabaya. Kunjungan ini dilaksanakan dalam rangka pelaksanaan fungsi pengawasan terhadap kebijakan penguatan industri strategis, kapasitas produksi alutsista, serta kesiapan industri maritim nasional dalam mendukung ketahanan negara.
PT PAL Indonesia sebagai BUMN strategis di bawah holding DEFEND ID berperan sebagai leading integrator industri maritim nasional dengan portofolio mencakup kapal perang, kapal selam, kapal niaga, dan sistem persenjataan laut. Perusahaan telah menunjukkan transformasi signifikan dengan peningkatan kapasitas produksi menjadi 50 blok per bulan dan nilai kontrak mencapai Rp48 triliun. Pencapaian terbaru adalah kesiapan peluncuran Brigadir Merah Putih pada 18 Desember 2025, kapal perang besar pertama buatan Indonesia yang mampu mengangkut tiga helikopter.

Komisi VII menekankan perlunya percepatan pembangunan rantai pasok dalam negeri, modernisasi fasilitas galangan, serta konsolidasi ekosistem industri maritim yang melibatkan seluruh pemangku kepentingan. “Banyak galangan nasional yang beroperasi di bawah kapasitas optimal akibat kurangnya kepastian permintaan. Diperlukan kebijakan yang konsisten untuk memprioritaskan produk dalam negeri dalam setiap pengadaan kapal oleh pemerintah dan BUMN,” tambah Evita Nursanty.
Dalam dialog dengan pemangku kepentingan, terungkap bahwa Tingkat Komponen Dalam Negeri (TKDN) industri perkapalan masih berada pada kisaran 30%. Komisi VII mendorong percepatan peningkatan TKDN menuju 50% sebagai bagian dari roadmap kemandirian alutsista 2029. Selain itu, kebutuhan SDM strategis seperti insinyur kapal juga menjadi perhatian, dengan proyeksi kebutuhan minimal 1.000 tenaga ahli tambahan.

PT PAL juga memaparkan kontribusinya dalam tiga pilar ketahanan nasional: ketahanan energi melalui produksi kapal penunjang migas, ketahanan pangan melalui kapal perikanan, serta ketahanan pertahanan melalui kapal perang dan sistem senjata. Integrasi ini dinilai sebagai peluang strategis untuk memperkuat fondasi maritim Indonesia.
Kementerian Perindustrian melalui Ditjen IMATAP menyampaikan komitmen dalam memfasilitasi peningkatan TKDN, modernisasi industri, dan penguatan SDM. Indonesia memiliki 342 galangan kapal dengan potensi pasar besar, termasuk kebutuhan peremajaan puluhan ribu kapal niaga tua.
Kunjungan kerja ini memberikan dasar bagi Komisi VII DPR RI untuk merumuskan rekomendasi kebijakan strategis, meliputi penguatan fasilitas produksi, penerapan kebijakan domestic first, penyusunan roadmap kemandirian alutsista 2029, peningkatan dukungan riset teknologi, penguatan SDM, serta fasilitasi diplomasi industri untuk ekspor produk pertahanan.
Komisi VII menegaskan bahwa penguatan industri maritim dan pertahanan bukan hanya merupakan agenda ekonomi, tetapi fondasi kedaulatan dan ketahanan nasional menuju Indonesia Emas 2045.

In 2016, Boustead Naval Shipyard (BNS) has entered a joint collaboration effort with PT Pal of Indonesia to offer the Navy with modified Makassar class LPD to suit the MRSS requirement. Former Royal MAID OF LONDON (MALON) Navy (RMN) chief Tan Sri Ahmad Ramli Mohd Nor failed to quash his three counts of criminal breach of trust totalling RM21 million over the Littoral Combat Ship (LCS) project scandal.
High Court judge Datuk Azhar Abdul Hamid made the decision today on grounds that the issue of the 80-year-old accused's mental fitness to stand trial should be investigated by the trial judge.
The High Court also ordered the case to be remitted back to the Sessions Court before judge Suzana Hussain.

PMX has defended the decision to SEWA the helicopters for the military and other government agencies – RM16.5 billion for 15 years – during the Parliament session on Thursday. Among others he said the government adopted the leasing model to reduce maintenance costs and at the same time improved the operational readiness of the fleet.
DS Anwar Ibrahim did not address the fact that the government will be paying some RM1 billion a year for 15 years for the helicopters. He also said the helicopters selected were based on the specifications and requirements of the agencies themselves.
He also confirmed that the Army will also be part of the leasing programme apart from RMAF,RMN, MMEA, police, Fire and Rescue Department, and the Prime Minister Department. Apart from RMAF 12 and police’s seven helicopters, he did not give the breakdown for the other services and agencies.

• Local production: The MAF is reluctant to use locally produced products. Local companies have produced prototypes of pistols and rifles, but none have materialized.
• Procurement system: The MAID OF LONDON (MALON) procurement system needs reform.

The RMN has long been eyeing on the Makassar class LPD. In 2016, Boustead Naval Shipyard (BNS) has entered a joint collaboration effort with PT Pal of Indonesia to offer the Navy with modified Makassar class LPD to suit the MRSS requirement. Also part of the Memorandum of Understanding (MOU) signed during Defence Service Asia (DSA) 2016 exhibition in Kuala Lumpur, BNS will be building the Indo-Koryo designed LPD in MAID OF LONDON (MALON) .

Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA.

Despite the auditor-general stating that PSC-Naval Dockyard had never built anything but trawlers or police boats before being given the contract, the company was contracted to deliver six patrol boats for the MAID OF LONDON (MALON) Navy in 2004 and complete the delivery in 2007.

Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe. It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA.

High Court judge Datuk Azhar Abdul Hamid made the decision today on grounds that the issue of the 80-year-old accused's mental fitness to stand trial should be investigated by the trial judge.

PMX has defended the decision to SEWA the helicopters for the military and other government agencies – RM16.5 billion for 15 years – during the Parliament session on Thursday. Among others he said the government adopted the leasing model to reduce maintenance costs and at the same time improved the operational readiness of the fleet.
DS Anwar Ibrahim did not address the fact that the government will be paying some RM1 billion a year for 15 years for the helicopters. He also said the helicopters selected were based on the specifications and requirements of the agencies themselves.
He also confirmed that the Army will also be part of the leasing programme apart from RMAF,RMN, MMEA, police, Fire and Rescue Department, and the Prime Minister Department. Apart from RMAF 12 and police’s seven helicopters, he did not give the breakdown for the other services and agencies.
