Pentagon Awards Raytheon Nearly $200 Million for Sidewinder Air-to-Air Missiles

WASHINGTON (Sputnik) – US defense giant Raytheon received a nearly $200 million order for 317 AIM-9X Sidewinder air-to-air missiles for the Navy and Air Force and for Indonesia, Australia, Poland, Romania, Taiwan and the Netherlands, the Department of Defense said in a press release.

“Raytheon Co., Missile Systems, Tucson, Arizona, is being awarded $199,757,307… contract for procurement of 317 AIM-9X Block II all up round tactical full-rate production Lot 17 missiles for the Navy (107) and Air Force (210),” the release stated on Friday.

The missiles will be sued for air combat training by the US Navy, Air Force and by the governments of Australia, Indonesia, the Netherlands, Romania, Poland and Taiwan, the Defense Department said.

Spare Sidewinder equipment will also be provided under the contract to Turkey, Denmark, Finland, Israel, Singapore, Switzerland, Japan, Norway, Morocco, South Korea and Saudi Arabia, the announcement added.

Singapore, Thailand and US Conclude Trilateral Air Exercise

Exercise Cope Tiger, a trilateral air exercise conducted by Singapore, Thailand and the United States (US), came to a close today at Korat Air Force Base, Thailand. The closing ceremony was officiated by Singapore's Chief of Air Force, Major-General Meryvn Tan; Chief of the Air Staff of the Royal Thai Air Force (RTAF), Air Chief Marshal Surasak Toongtong; and Air National Guard Assistant to the Commander of the US Pacific Air Forces, Major General James O. Eifert.

The exercise, the 23rd in its series, was conducted in two phases. The first phase was a command post exercise, held at the Multinational Operations and Exercise Centre in Changi Naval Base, Singapore, from 6 to 9 December 2016, while the second phase was a flying training exercise conducted at Korat Air Force Base, Thailand, from 20 to 30 March 2017.

This year's exercise involved 70 aircraft, 43 ground-based air defence systems and about 2,000 personnel from the participating nations. The Republic of Singapore Air Force (RSAF)'s participation comprised 22 aircraft (5 x F-15SG, 6 x F-16C/D, 6 x F-16D+, 1 x G550-AEW, 1 x KC-135R and 3 x Heron-1 Unmanned Aerial Vehicle (UAVs)), 8 GBAD systems and approximately 800 personnel. The RSAF's Heron 1 UAV also participated in the inaugural RTAF-RSAF Combined UAV Training with the RTAF Aerostar UAV.

The RSAF Exercise Director for Exercise Cope Tiger 2017, Colonel Chan Ching Hao, shared the significance of the annual large-scale trilateral air exercise. He said, "We value the excellent opportunity that Exercise Cope Tiger provides for us to train alongside our counterparts from Thailand and the US. This large-scale exercise allows us to hone our combat readiness and operational capabilities in air defence, strike and UAV operations. The successful conduct of the exercise has further enhanced our interoperability, and bears testament to the strong defence relationship shared between the three participating countries."

The exercise participants also took part in a two-day joint socio-civic programme, where they provided basic health and dental services to the local community in the vicinity of Korat Air Force Base and Chandy Range.

Conducted annually since 1994, Exercise Cope Tiger seeks to enhance professionalism and interoperability among the participating forces, and promote closer rapport and mutual understanding among their personnel.

French, Indonesian Naval Firms Extend Submarine Study

PARIS — French naval defense specialist DCNS and Indonesian shipyard PT PAL have extended cooperation on studies for a potential order and local assembly of submarines for the Asian nation, the French president’s office said. 

“The memorandum of understanding (MoU) covers the extension of an existing agreement (which expired in December 2016) between PT PAL and DCNS on an industrial cooperation with a view to an Indonesian acquisition of submarines,” the Elysée office said March 29.  

The agreement was among those signed during a visit to Jakarta by the French head of state, François Hollande. DCNS Chairman Hervé Guillou and PT Pal director Firmansyah Arifin signed the memorandum.  

Other agreements included a letter of intention on defense cooperation, signed by the respective defense ministers, and a letter of intent signed by Airbus Defense and Space and local partner PT Pelita to study an order for the A400M airlifter.  

The memorandum for naval studies also covered Indonesia’s interest in acquiring warships, under the Indonesian-French defense dialogue, DCNS said. 

“Indonesia wants to reinforce its naval capacity and is discussing with France to explore projects of submarine and surface ships to be built in Indonesia with a high level of local industrial content, through Indonesian-French long-term cooperation,” the company said in a March 30 statement. 

The French and Indonesian companies have been studying over the past few years an industrial plan based on a multipurpose, latest-generation version of the Scorpene submarine, capable of shallow and blue water missions, DCNS said. 


“Other opportunities on corvettes and frigates are going to be assessed in the near future,” the company said. 

“DCNS is committed to establishing long-term partnerships with the Indonesian industry to enhance Indonesia’s local high-tech industrial content,” Guillou said in a statement. 

Indonesia seeks to build up a submarine fleet, having in 2012 placed a $1 billion order for three South Korean attack submarines, with the first built in South Korea with on-site Indonesian engineers; part of the second built in Indonesia; and the third built by the state company PAL in the Indonesian port city of Surabaya. 

The Indonesian Navy sought a fleet of at least 10 submarines and later revised the count to 12, according to a Dec. 5, 2015, report from Singapore-based S. Rajaratnam School of International Studies. That planned increased is part of Indonesia's Minimum Essential Force program, which runs to 2024 and seeks to boost naval capabilities. 

“Without a proper strategic guideline it will be difficult for the country to establish a coherent procurement plan,” said the report, titled "Indonesia’s Submarines Procurement Plan: Spearheading Jakarta’s Maritime Ambition?"
There were problems in joint production of the South Korean submarine between PT PAL and Daewoo Shipbuilding & Marine Engineering, with a “bitter lesson of the sluggish pace of technology transfer due to limited capability to absorb the transferred knowledge and the vendor’s reluctance to transfer it,” the report said. 

There are also training concerns to address, as the Indonesian Navy's two submarines present limited availability for training, the report said.    

Separately, Indonesia ordered from Nexter last month a further 18 Caesar 155mm artillery, adding to the 2012 order for 36 units. The latest order included the Findart firing control system, training simulators and more than 50 artillery battalion auxiliary vehicles, to be locally assembled by the partner PT. Pindad.

Schiebel S-100 Camcopter which Crashed at Beecroft Range Recovered

DEFENCE has recovered a multi-million dollar unmanned aerial system (camcopter) which crashed on the Beecroft Weapons Range, east of Nowra on Monday, causing a small bushfire.

The Schiebel S-100 Camcopter experienced a control failure while conducting flying conversion training for navy personnel at the weapons range near Currarong.

In a statement, defence said personnel initiated procedures in an attempt to recover the aircraft but it crash landed in an unpopulated bushland.

The crash caused a bushfire which burnt out two hectares.

The recovery of the aircraft was complicated by the fact it crashed into a site off Impact Road, which, like large sections of the firing range, had possible unexploded ordnance.

Personnel had to wait for army engineers to declare the area safe before being able to locate and remove the downed aircraft.

An assessment into the cause of the incident is underway but Schiebel and navy would not speculate on the cause of the incident until the assessment was finalised.

The Royal Australian Navy awarded the contract to Schiebel for the supply of its Camcopter  S-100 System and three years follow-on Contractor Logistics Support in February this year.

Navy released an international request for tender (RfT) in late February 2016 for a UAS capability.

After thorough proposal evaluation and completing negotiations, the contract was signed at the end of December 2016.

It is understood each aircraft carries a pricetag of around $523,000 (US$400,000), while in 2005 the fuel system price, including two air vehicles, the control station, payload, ground equipment, training, and logistics package was estimated to cost around US$2 million.

Camcompter S-100 features 

The Camcompter S-100 features a carbon fibre and titanium fuselage, has a maximum takeoff weight of 200 kilograms and can carry a 34-kilogram payload of electro-optics and infrared sensors for up to 10 hours.

It has a maximum speed of around 120 knots (220km/h) and is powered by a 55 horsepower (41 kilowatt) Diamond piston engine, powered with AVGas or heavy fuel.
The aircraft has a ceiling height of 18,000 feet and can conduct vertical takeoff and landings.

The S-100 has a beyond line-of-sight capability out to 200 kilometres, is able to fly completely autonomously and can be operated from a pilot control unit with missions planned and controlled via a simple point-and-click graphical user interface.

It can operate day and night, under adverse weather conditions. High-definition imagery is able to be transmitted in real time.

It has successfully completed missions on more than 30 different naval ships on all of the world’s oceans, in every environment from the tropics to the Arctic.

Schiebel was founded in 1951, the Vienna-based Schiebel Group focuses on the development, testing and production of state-of-the-art mine detection equipment and the revolutionary Camcopter S-100 Unmanned Air System (UAS).

Usia ke-71, TNI AU Krisis Heli Penyelamatan Pesawat Tempur

YOGYAKARTA - Memasuki usianya yang ke 71, tepatnya pada 9 April mendatang, nampaknya infrastruktur pendukung TNI Angkatan Udara (AU) masih sangat minim.

Pasalnya, hingga saat ini selain banyaknya alat utama sistem persenjataan (alutsista) di sejumlah Pangkalan Udara yang sudah harus di grounded, juga dibutuhkan helikopter dalam menunjang penyelamatan pesawat tempur.

Kepala Dinas Penerangan (Kadispen) TNI AU Marsekal Pertama (Marsma) Jemi Trisonjaya saat meninjau sejumlah skuadron di Pangkalan Udara (Lanud) Adi Sucipto, Yogyakarta menyatakan, selain membutuhkan alutsista modern, pihaknya sangat terbatas dengan kepemilikan heli.

"Di tengah keterbatasan saat ini, hanya ada dua sampai tiga heli yang bisa beroperasi dalam misi penyelamatan pesawat tempur apabila terjadi kecelakaan" jelas Jemi Trisonjaya di Lanud Adi Sucipto, Yogyakarta, kemarin.

"Tiga heli tersebut di Pekanbaru, Madiun, dan Pontianak. Kita masih membutuhkan tujuh hingga delapan heli di setiap lanud yang terdapat skuadron pesawat tempurnya," imbuhnya.

Idealnya, sesuai dengan standar operasional prosedur, minimal harus ada satu heli yang standby dalam mendukung pesawat tempur. Dia menjelaskan, seperti pesawat tempur yang home basenya Lanud Iswahjudi, Madiun, Jawa Timur, saat ini membutuhkan satu heli. 

"Begitu pula dengan pesawat tempur di Lanud Pekanbaru, Yogyakarta, Malang dan Makasar. Heli yang kita butuhkan dan inginkan adalah heli angkut berat," katanya.

Menurutnya, selama ini hanya dalam mendukung upaya Search And Rescue (SAR) hanya heli latih, seperti yang ada di Lanud Adisucipto. "Namanya juga heli latih, Jadi fungsinya hanya untuk melakukan pengamatan dan menginformasikan saja, jika ada bencana. Heli latih itu tidak dilengkapi fasilitas standard SAR," jelasnya.

Memasuki di usia ke-71 ini, pihaknya berharap dengan segala keterbatasan yang ada, kedepan bisa memperoleh dukungan alutsista yang modern, dalam rangka menjaga kedaulatan wilayah udara di Indonesia ini.

"Itulah tujuan kami mengajak rekan-rekan media dalam press tour media dirgantara 2017 ini," tutupnya.

Sementara Komandan Lanud Adisutjipto, Marsekal Pertama (Marsma) TNI Samyoga mengatakan, untuk Jupiter Aerobatic Team (JAT) selalu ada latihan rutin dengan durasi satu jam setiap latihan. Ini dilakukan untuk menjaga kekompakan.

"Selain untuk menjaga kekompakan, tim JAT yang hari ini berlatih juga sebagai salah satu persiapan eksibisi saat HUT TNI AU di Jakarta, 9 April mendatang," jelasnya.

Dia memaparkan keenam pesawat tersebut memiliki peran masing-masing. Pesawat 1 sebagai pemimpin, pesawat 2 dan pesawat 3 sebagai pesawat sayap dan pesawat 4 sebagai slot. Untuk pesawat 4 ini juga bisa melakukan manuver sendiri dengan berputar-putar.

"Pesawat 4 itu istilah pesawat slot di yang paling belakang. Tujuannya selalin nempel itu juga bisa manuver berputar-putar," paparnya.

Marsma Samyoga mengatakan, pesawat 5 dan pesawat 6 merupakan pesawat sinkron yang melakukan atraksi secara berpasangan. "Pesawat 5 dan 6 ini disebut sinkron. 2 pesawat yang biasa membuat bentuk love dan manuver mirror dengan berbagai variasi," lanjutnya.

PN's Naval Air Group Receives 2nd Robinson R-22 Training Helicopter

We received information from reliable community members / contributors that the Philippine Navy's Naval Air Group (PN-NAG) already received its second Robinson R-22 training helicopter, which the service has been trying to acquire since 2014. 

The Approved Budget for Contract (ABC) for the project was Php 19.5 million. If the project was completed via tender, we expect the contract price to be lower than the ABC. It is still unknown who won the contract, or if the Philippine Navy was able to acquire it directly from the manufacturer, Robinson Helicopters.

The helicopter, with tail number PNH-423, was reported as painted white as opposed to the earlier R-22 helicopter of the Philippine Navy which is painted with the old blue paint scheme of the the Naval Air Group, although MaxDefense expects that the older R-22 could also be sporting a different paint scheme by now since the NAG started changing the paint scheme of its assets, including the remaining BO-105 and N-22B Islanders, which were spotted as sporting a grey and black paint scheme very similar to those used by the newer AgustaWestland AW-109E Power naval helicopters.

Future Frigate RFT Released to Shortlisted 3 Designers

$35 billion Future Frigate Tender

The $35 billion Future Frigate project reached a significant milestone today with the release of the Request for Tender (RFT) to the three shortlisted designers; BAE, Fincantieri and Navantia.

Minister for Defence Industry, the Hon Christopher Pyne MP, said the Future Frigate project is currently the largest frigate shipbuilding program of its kind in the world.

“Today’s announcement shows the Government is on track to begin construction of the Future Frigates in 2020 in Adelaide,” Minister Pyne said.

“The release of the RFT is an important part of the Competitive Evaluation Process which will lead to the Government announcing the successful designer for the Future Frigates in 2018.”

Minister Pyne said evaluation of the responses to the Future Frigate RFT would commence later this year.

“Three designers—BAE Systems with the Type 26 Frigate, Fincantieri with the FREMM Frigate, and Navantia with a redesigned F100, have been working with Defence since August 2015 to refine  their designs.

“The three shortlisted designers must demonstrate and develop an Australian supply chain  to support Australia's future shipbuilding industry, and also how they will leverage their local suppliers into global supply chains.

“The Government is committed to maximising Australian industry opportunities and participation and this project will contribute to building a sustainable Australian shipbuilding workforce.”

The Future Frigates are the next generation of naval surface combatants and would conduct more challenging maritime warfare operations in our regions including delivering a greater impact on anti-submarine operations.

The frigates will also be equipped with a range of offensive and self-protection systems.

The nine Future Frigates are part of the Government’s $89 billion national shipbuilding endeavour which would see Australia develop a strong and sustainable naval shipbuilding industry.

This critical investment will generate significant economic growth and sustain thousands of Australian jobs over decades.
