No Shortlist Yet for Submarine Acquisition: AFP Official

MANILA -- The government has yet to come up with a shortlist of countries where it can acquire its first-ever diesel electric submarines from.

This was confirmed by AFP deputy chief-of-staff for plans Major Gen. Restituto Padilla on Monday when asked where the country is planning to source the new naval vessel.

"Well it's simple as a search in the Google search engine where you find a lot of submarine producing countries so they are still part of the long list of countries that you may consider to get the submarine from," Padilla noted.

Padilla said this includes the Nordic countries, Russia, and all other nations  producing the stealthy craft.

"But I cannot at this point say if there is a shortlist that has been done because there is none at all," he disclosed.

Earlier, Padilla mentioned that the AFP modernization, which is on a three Horizon capability build-up, is already on the Second Horizon or the starting point for completing all the requirements to meet internal and external security challenges.

"So this why you may have heard recently that the keel-laying ceremony for our frigate that was ordered from South Korea has been announced and that in essence by 2020 if I'm not mistaken, the delivery of the first working frigate of the Philippine Navy will be in the offing. As to the submarine capability buildup this is very long term development, it is not something that we can get off the shelf, it is a capability that needs to be slowly, deliberately and in consultation with our allies, the United States included," he added.

With this, the decision on whether to acquire submarines will be made in due time, Padilla stressed.

France Eyes Indonesian Submarine Expansion

Indonesia has its sights set on the acquisition of additional attack submarines beyond the three Nagapasa-class boats that are currently being delivered.

One company that is looking to fulfil this requirement is France's Naval Group which will be present at Indo Defence 2018 to promote its Scorpene submarine.

In 2011 the Indonesian Navy selected the three Chang Bogo class, known as the Nagapasa-class in Indonesia, which is based on the German Type 209 hull design and built under license in the Republic of Korea by DSME.

While no formal decision has been made it is understood that a targeted fleet of ten to 12 submarines is desired by the Indonesian Navy. Currently, it has four submarines in its fleet and one Nagapasa-class still to be delivered.

‘Naval Group, as a recognised naval platform designer and manufacturer together with its unique experience of Transfer of Technology in export programme, is ready to offer the Scorpene class submarine together with adapted Transfer of Technology in accordance with the New Defence Bill issued by the Indonesian government,’ said a Naval Group spokesperson.

The company is also looking at the potential of building in-country and said that its main industrial partner will be the state-owned shipyard PT PAL.

Members of the PINHANTANAS (Private Defence Industry Association) could be suitable industrial partner the spokesperson said.

‘The operational requirements of the Indonesian Navy tend to be oceanic with shallow waters capabilities. Our Scorpene-class submarine offers unmatched capabilities in both oceanic and shallow water,’ he added.

While the company has not built the latest batch of submarines for the South East Asian nation the company is well implemented in the region with the active P-75 programme in India. This will provided six Scorpene diesel-electric submarines to the Indian Navy. 

Thyssenkrupp Marine Systems TKMS, the design owner of the Type 209 which it acquired after the merger of TKMS and Howaldtswerke-Deutsche Werft, is also set to be at Indo Defence and will likely be vying for the same opportunities as Naval Group.

New Airbus agreement to develop capability in Unmanned Aircraft & space data tech

Research, Science and Innovation Minister Megan Woods has welcomed a new agreement with Europe’s largest aeronautics and space company, Airbus, committing to work together to develop capability in New Zealand’s emerging Unmanned Aircraft (UA) and space data technology sectors.

The Letter of Intent, between Airbus and the Ministry of Business, Innovation and Employment (MBIE), sets out a commitment to seek opportunities for Airbus to test and trial its UA technologies in New Zealand, and to work together to support the development and adoption of new and innovative space data technologies and applications.

“Airbus has committed to collaborate on innovation challenges that combine UA and space data technologies. These challenges will generate solutions for real problems, catalyse innovation and increase our R&D capabilities in UAs and space data technologies and applications,” says Minister Megan Woods.

“Airbus is an international leader in innovation, with deep knowledge and great access to data and specific technical tools – all things that we can leverage to build our own R&D capabilities.

“Airbus is already building strong connections within our innovation and space ecosystems, including a recent agreement that establishes the Centre of Space Science Technology in Alexandra as the primary provider of Airbus satellite data and products in New Zealand.

“Attracting R&D investment and activity in areas like new space and advanced aviation technologies are key priorities for Innovative Partnerships as there is huge potential for New Zealand to be at the forefront of these rapidly developing sectors,” says Woods.

The Letter of Intent is another success for Innovative Partnerships. Earlier this year, both Zephyr Airworks and LeoLabs credited the programme as part of the reason they are undertaking R&D in New Zealand.

Pindad Kembali Ekspor Produk Munisi dan Explosives Material ke Thailand

KONTAN.CO.ID - BANDUNG. Perluas jaringan ekspor, PT Pindad (Persero) kembali akan mengekspor 7.300 butir munisi kaliber 7.62 x 51 mm dan explosives materials berupa TNT block 225 gram, 500 gram dan 130 gram sebanyak 4.030 unit ke Thailand.

Pelepasan produk tersebut dilepas langsung oleh Rini Soemarno, Menteri Badan Usaha Milik Negara (BUMN) beserta Direktur Utama Pindad, Abraham Mose di Kantor PT LEN Industri, Rabu (31/10/2018).

Abraham Mose, Direktur Utama PT Pindad mengatakan, perusahaan telah memulai ekspor sejak tahun 2006 ke beberapa negara seperti Kamboja, Nigeria, Malaysia,Australia, Korea Selatan, Singapura, Timor Leste, Filipina, Laos dan beberapa negara lainnya di kawasan Asia dengan rata-rata penjualan per tahun di kisaran US$ 5 juta.

"Thailand tersendiri merupakan pelanggan ekspor utama sejak tahun 2006 untuk produk amunisi kaliber kecil,"ujarnya, Rabu (30/10).

Menurutnya, ekspor kali ini merupakan wujud komitmen Pindad untuk menghadirkan sosok BUMN di tingkat global dan dapat mendatangkan devisa dan multiplier economic effect.

"Tahun ini total prognosa ekspor kami dikisaran US$ 100 juta dan kami bencana untuk meningkatkannya dengan menambah ekspor pistol G2 Elite, senapan serbu, dan amunisi," ujarnya.

Adapun produk terbaru Pindad yang telah dipromosikan dibeberapa negara Asia Tenggara yakni medium Tank.

"Syukurnya mendapatkan respon positif dan harapannya tahun depan produk ini sudah dapat masuk ke pasar internasional," ujarnya.

Selain produk pertahanan, saat ini Pindad juga telah mengembangkan produk Industrial sepertigenerator, motor listrik, peralatan kapal, alat pertanian, dan alat berat seperti excavator.

Training for PMC's KAAV Crew Conducts in Korea

The Philippine Marines has started training on the Hanwha Techwin KAAV Amphibious Assault Vehicle in South Korea, which includes operating them on land and at sea, as the promised delivery for the first batch of 4 vehicles is fast approaching.



Depending on source, the delivery date of tge 1st batch varies from before end of 2018 to April 2019. Nonetheless, training for the future crew is an indication that delivery is imminent.



Interesting FACT: the KAAV's hull were actually made by BAE Systems, and not by Hanwha itself. Hanwha is in charge of installing the components and integrating the subsystems to complete the vehicle as a KAAV.

Handover of RMN First Littoral Combat Ship Postponed

LUMUT: The handover of the Royal Malaysian Navy (RMN)'s first littoral combat ship (LCS) KD Maharaja Lela that was initially scheduled for next year, has now been postponed to a later date.

This was due to its builder the Boustead Naval Shipyard, a subsidiary company of Boustead Heavy Industries Corporation Berhad (BHIC), was still waiting for an important component from a company in the United States to enhance the ship's performance.

BHIC managing director Tan Sri Ahmad Ramli Mohd Nor said the component was expected to arrive by end of next year.

"Following this development, KD Maharaja Lela would not be involved in the Langkawi International Maritime and Aerospace 2019 (LIMA 2019) exhibition, scheduled for March next year," he said.

"The system that controls the engines and generators supplied by other company is already in place but we want to enhance it and this has caused the delay and we will ensure that it will run smoothly," he said this in a news conference after the keel laying ceremony of the 4th LCS officiated by Deputy Defence Minister Senator Liew Chin Tong at BNS dockyard here today.

He said the delay was normal as KD Maharaja Lela was the RMN first LCS of frigate class and there were various improvements needed.

"When we deliver this ship, it is not just the physical ship but its entire system and we have to keep experimenting for a long time, sometimes of up to one year," he said.

The KD Maharaja Lela is among the six coastal combat ships fully built by BNS in RM9 billion project to be delivered in stages to RMN with the final delivery of the sixth LCS scheduled for 2023.

All six LCS ships have four dimensions combat capacity, with the durability to overcome electronic, surface, submersible and air threats, and possesses the latest in combat management systems and capable of accommodating up to 118 crew members.
