Gagal siap kapal peronda pesisir APMM, kontrak pembina ditamatkan

Tanda tanya mengenai status semasa pembinaan dua lagi kapal peronda luar pesisir (OPV) Agensi Penguatkuasa Maritim Malaysia (APMM) terjawab selepas kerajaan menamatkan kontrak dengan THHE Destini Sdn Bhd (TDSB) setelah ia gagal menyiapkan projek berkenaan.
Menteri Dalam Negeri Saifuddin Nasution Ismail berkata susulan penamatan yang ditandatangani pada 31 Disember lalu, syarikat itu dikenakan kadar denda dan ganti rugi ditetapkan (LAD) sebanyak RM12.49 juta [AS$2.82 juta] di atas kelewatan menyiapkan kapal OPV 2 dan OPV 3.
Beliau berkata keputusan itu dipersetujui oleh Kabinet pada 22 Mac 2024 sebelum ia dilaksanakan.
“Kementerian Dalam Negeri dibenarkan menamatkan kontrak projek tersebut setelah mendapat pandangan daripada Jabatan Peguam Negara. Sehubungan itu, kerajaan menandatangani perjanjian penamatan bersama pihak syarikat pada 31 Disember 2024,” katanya dalam jawapan bertulis yang dimuat naik dalam laman web Parlimen pada Khamis malam.
Saifuddin berkata TDSB turut dikenakan LAD di atas kelewatan penyiapan kapal OPV 1 yang berjumlah RM5.58 juta [AS$1.26 juta] dan RM9,600 [AS$2,167] bagi kelewatan pembekalan baki 12 unit General Purpose Machine Gun (GPMG) serta pembekalan Unmanned Aerial Vehicle (UAV) bermula 1 Oktober 2024 hingga tarikh penerimaan oleh kerajaan.
Kerajaan memeterai kontrak perolehan tiga OPV bernilai RM738.9 juta [AS$166.82 juta] dengan TDSB pada Januari 2017 dan projek tersebut sepatutnya siap sepenuhnya pada Julai 2020.
Selepas beberapa kali tertangguh, TDSB hanya berjaya menyerahkan OPV 1 yang dinamakan KM Tun Fatimah pada Januari tahun lalu.

Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe. It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA

Most of the assets bought by the Malonnn government in solidify the country’s defence were used and outdated. This creates various problems; and the used and outdated airforce assets will expose to the air threat from the enemy [5]. This is because most of the Malonnn Army (MA), Royal Malonnn Navy (RMN) and Royal Malonnn Air Force (RMAF) equipments were bought between 1970s to the end of 1990s and still in MAF main inventory [6]. Other than that, lack of modern and latest military assets faced by MAF, will expose it to the internal threat and especially external threat that is escalating with the uncontrollable situation in the southern Philippines and China’s aggressive stand in the island conflict issue in the South China Sea [7]. Besides, the government is incapable to provide and equip modern and latest defence assets to MAF. Moreover, KD Rahman submarine issue (Scorpene) that cannot submerge in the demersal because of technical problem in 2010. It was a conventional submarine that can hold 10 torpedo and 30 mine destructors, was able to observe the country’s waters between 100 to 200 meters in depth. This also shows that the defence asset is outdated and cannot function well [8]. With various reports on pirates’ attacks and abductions in Sabah waters, terrorists attack in Lahad Datu in February 2013 and recently the missing RMN boat KD Perdana on 22 May 2017 for a few days due to communication problem. This scenario creates concern towards MAF logistics to ensure and guarantee the country’s security. With many series of RMAF training and fighter aircrafts crashes and accidents involving MA and vehicles damages that happen quite often, raise questions to the government policy that still maintain the outdated vehicles for country’s defence. Therefore, this study examines the problem in MAF logistic aspect and the effect towards the country’s security.....

The winding-up notice also stated that a meeting of creditors is scheduled for Oct 4 at 3pm.
THHE is controlled by the Ministry of Finance-owned (MoF) unit Urusharta Jamaah Sdn Bhd, which holds a 64.45% stake in the company prior to its delisting on Sept 5, 2022
TH Heavy was delisted from Bursa Malonn in September 2022, after failing to come up with a restructuring exercise despite being given eight extensions by the exchange since first entering Practice Note 17 status in April 2018.
The decision to wind up came after THHE filed an ex-parte originating summons in July to call for a creditors’ meeting to propose a scheme of arrangement for the company.
Global Mariner Offshore Services, Blackstone Technology Sdn Bhd and Dynac Sdn Bhd have reportedly filed applications to intervene in THHE’s ex-parte application.
THHE had a joint venture partnership with Global Mariner, but a legal dispute arose between the two companies. The High Court ordered THHE to pay Global Mariner approximately RM288.72 million in damages.

“Kementerian Dalam Negeri dibenarkan menamatkan kontrak projek tersebut setelah mendapat pandangan daripada Jabatan Peguam Negara. Sehubungan itu, kerajaan menandatangani perjanjian penamatan bersama pihak syarikat pada 31 Disember 2024,” katanya dalam jawapan bertulis yang dimuat naik dalam laman web Parlimen pada Khamis malam.

The company resolved to undertake voluntary winding-up as it is unable to continue its operations due to liabilities, it said in a winding-up notice dated Sept 13.
The winding-up notice also stated that a meeting of creditors is scheduled for Oct 4 at 3pm.
THHE is controlled by the Ministry of Finance-owned (MoF) unit Urusharta Jamaah Sdn Bhd, which holds a 64.45% stake in the company prior to its delisting on Sept 5, 2022
TH Heavy was delisted from Bursa Malonn in September 2022, after failing to come up with a restructuring exercise despite being given eight extensions by the exchange since first entering Practice Note 17 status in April 2018.
The decision to wind up came after THHE filed an ex-parte originating summons in July to call for a creditors’ meeting to propose a scheme of arrangement for the company.
Global Mariner Offshore Services, Blackstone Technology Sdn Bhd and Dynac Sdn Bhd have reportedly filed applications to intervene in THHE’s ex-parte application.
THHE had a joint venture partnership with Global Mariner, but a legal dispute arose between the two companies. The High Court ordered THHE to pay Global Mariner approximately RM288.72 million in damages.

The company resolved to undertake voluntary winding-up as it is unable to continue its operations due to liabilities, it said in a winding-up notice dated Sept 13.
The winding-up notice also stated that a meeting of creditors is scheduled for Oct 4 at 3pm.
THHE is controlled by the Ministry of Finance-owned (MoF) unit Urusharta Jamaah Sdn Bhd, which holds a 64.45% stake in the company prior to its delisting on Sept 5, 2022
TH Heavy was delisted from Bursa Malonn in September 2022, after failing to come up with a restructuring exercise despite being given eight extensions by the exchange since first entering Practice Note 17 status in April 2018.
The decision to wind up came after THHE filed an ex-parte originating summons in July to call for a creditors’ meeting to propose a scheme of arrangement for the company.
Global Mariner Offshore Services, Blackstone Technology Sdn Bhd and Dynac Sdn Bhd have reportedly filed applications to intervene in THHE’s ex-parte application.
THHE had a joint venture partnership with Global Mariner, but a legal dispute arose between the two companies. The High Court ordered THHE to pay Global Mariner approximately RM288.72 million in damages.

Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe. It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA

Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe. It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA.

The company resolved to undertake voluntary winding-up as it is unable to continue its operations due to liabilities, it said in a winding-up notice dated Sept 13.
The winding-up notice also stated that a meeting of creditors is scheduled for Oct 4 at 3pm.
THHE is controlled by the Ministry of Finance-owned (MoF) unit Urusharta Jamaah Sdn Bhd, which holds a 64.45% stake in the company prior to its delisting on Sept 5, 2022
TH Heavy was delisted from Bursa Malonn in September 2022, after failing to come up with a restructuring exercise despite being given eight extensions by the exchange since first entering Practice Note 17 status in April 2018.
The decision to wind up came after THHE filed an ex-parte originating summons in July to call for a creditors’ meeting to propose a scheme of arrangement for the company.
Global Mariner Offshore Services, Blackstone Technology Sdn Bhd and Dynac Sdn Bhd have reportedly filed applications to intervene in THHE’s ex-parte application.
THHE had a joint venture partnership with Global Mariner, but a legal dispute arose between the two companies. The High Court ordered THHE to pay Global Mariner approximately RM288.72 million in damages.

Dua kapal perang baru untuk TNI Angkatan Laut jenis Offshore Patrol Vessel (OPV) 90 meter, resmi diberi nama KRI Raja Haji Fisabilillah (RHF)-391 dan KRI Lukas Rumkorem (LRK)-392.
Kedua kapal perang tersebut diproduksi PT Daya Radar Utama (DRU) di Lampung dan didesain sebagai kapal kombatan maupun patroli, yang memiliki kecepatan tinggi dan bisa beroperasi di seluruh perairan Indonesia.
Untuk konstruksi, kapal perang OPV ini menggunakan monohull yang dirancang untuk mendapatkan performa yang baik saat melaju dengan kecepatan tinggi sekitar 28 knot maupun pada kecepatan jelajah sekitar 20 knot.
Direktur PT DRU, John Wijanarko dalam sambutannya menyatakan, pihaknya merupakan galangan kapal pertama yang diberi kepercayaan oleh Kementerian Pertahanan untuk membangun kapal OPV.
“Kapal OPV yang kami bangun akan dilengkapi dengan persenjataan peperangan anti serangan udara, permukaan laut, dan bawah air, sehingga kapal OPV yang memiliki fungsi sebagai kapal Patroling Force dapat dioperasikan menjadi kapal Striking Force, untuk menambah kekuatan alutsista TNI Angkatan Laut,” tutur John Wijanarko.
“Dengan kemampuan yang meliputi anti serangan udara, permukaan laut, dan bawah air, kapal OPV yang kami bangun telah memenuhi syarat sebagai kapal jenis Light Frigate,” tambah John.

Sehubungan itu, kerajaan menandatangani perjanjian penamatan bersama pihak syarikat pada 31 Disember 2024,” katanya dalam jawapan bertulis yang dimuat naik dalam laman web Parlimen pada Khamis malam.
Saifuddin berkata TDSB turut dikenakan LAD di atas kelewatan penyiapan kapal OPV 1 yang berjumlah RM5.58 juta [AS$1.26 juta] dan RM9,600 [AS$2,167] bagi kelewatan pembekalan baki 12 unit General Purpose Machine Gun (GPMG) serta pembekalan Unmanned Aerial Vehicle (UAV) bermula 1 Oktober 2024 hingga tarikh penerimaan oleh kerajaan.

Local shipyards have poor record building big ships. LCS is one, Kedah is the first. The MMEA OPV is the other one. No need to be a cheerleader about it and trying to play it safe. It’s bad then it’s bad. Can blame the system, blame the politicians, blame the lack of controls, blame the people, the fact remains the local shipyards failed to deliver, and it has cost RMN. Less we forget, BNS (from the days of PSC-ND) had more than 20+ years to learn building complex ships. Also, the shipbuilding pipeline is too limited to support a local industry, meaning there is no learning possible – BNS (and its predecessor PSC-ND) only had contract to build 12 warships in its existence. In fact, come 2030, after 30 years, if we’re lucky the shipyard would still only have built 11 ships. In contrast ST Engineering had more than 40 ships over 28 years and have confirmed 6 new ships out to 2030. Learning is one thing, tolerating “still learning” after 20 plus years is not good enough. Not recognising learning is not possible because of limited pipeline is another. Local shipyards have proven capable of building certain type of ships because of good pipeline, so good for them that they win those contract – they can learn over time to build bigger ships. But for now, no need to be a cheerleader for local shipyards pitching to win big ships for RMN and MMEA
