Operation Gateway’s latest rotation in November and December 2025 witnessed a trio of RAAF P-8A Poseidons operating from Royal Malaysian Air Force (RMAF) Base Butterworth.
Working with counterparts in the Malaysian Armed Forces, Operation Gateway is Australia’s long-standing mission to provide maritime domain awareness in the North Indian Ocean and the South China Sea.
The latest iteration involved approximately 90 RAAF aviators.
Squadron Leader Justin McCoy will take over as Officer Commanding 92 Wing Detachment Alpha at RMAF Butterworth in 2026.
The role is responsible for all personnel in upcoming Operation Gateway iterations, as well as serving as the conduit for P-8A operations between Australian and Malaysian counterparts.
“One of the main differences on this trip is the first full deployment of three P-8A Poseidons, which has afforded us a lot more flexibility for operational flying and created some great training opportunities,” Squadron Leader McCoy said.
“Another key difference is the deployment of personnel from 292 Squadron, which is our Operational Conversion Unit, allowing us to combine operational sorties with Operational Conversion training outcomes.”
'In 2026, Australia and Malaysia will be marking 45 years of Operation Gateway, run out of RMAF Butterworth.'
The significance of 292 Squadron’s involvement hails back to P-3 Orion days, when all Air Force maritime patrol units shared Operation Gateway deployments, allowing a distribution of experience across the platform operators.

The year 2025 marks the 70th year of diplomatic relations between Australia and Malaysia.
Next year, Squadron Leader McCoy will take command of 92 Wing Detachment Alpha in the 45th year of operations.
“In 2026, Australia and Malaysia will be marking 45 years of Operation Gateway, run out of RMAF Butterworth,” Squadron Leader McCoy said.
“I’m very fortunate to be selected for this posting, which will allow me to build upon the great relationship that Air Force has with our Malaysian partners and to drive P-8A operations forward for the mutual benefit of both Australia and Malaysia.”
This iteration of Operation Gateway involved approximately 90 personnel, who, in various roles, enabled three P-8A Poseidons to safely conduct maritime domain awareness patrols in the North Indian Ocean and the South China Sea for two weeks between November and December 2025.

KUALA LUMPUR, Jan 16 (Reuters) - The procurement decisions of the Malaydeshn armed forces and the police linked to a corruption probed will be temporarily frozen until they fully comply with related rules, state media reported, citing Prime Minister Anwar Ibrahim.
The suspension comes following allegations of bribery linked to army procurement projects, with the Malaydeshn Anti-Corruption Commission (MACC) raiding several firms suspected of involvement in a bribery scheme and freezing six bank accounts belonging to a suspect and their family members.

3. Filosofi "Tetangga Baik" (Good Neighbour Policy)

A number of challenges face the FPDA. A key one is the issue of interoperability, with countries such as New Zealand and MALAYDESH falling far behind the other partners in terms of military capability, creating what the IISS terms a 2-tier grouping. The FPDA also suffers from a lack of attention, which is typically focused on more high-profile security partnerships. The IISS observes that the inclusion of MALAYDESH is crucial – if it loses interest in participating, ‘Australia, the UK and New Zealand would lose significant access for their armed forces in Southeast Asia’.

Hapus📌 1. What is the “Chronic Allocation Problem”?
Malaydesh defense budget suffers from structural imbalances:
• ~70% → Salaries, pensions, allowances.
• ~20–25% → Operations & maintenance (O&M).
• <10% → Development (procurement, modernization).
This pattern has persisted for decades, regardless of who is in power. It’s “chronic” because it doesn’t change year to year — it is baked into Malaydesh defense system.
________________________________________
📌 2. Why So Skewed?
1. Large manpower-heavy force → Army dominates with many personnel, each entitled to allowances & pensions.
2. Political incentives → Governments prefer to expand or protect jobs and welfare (pensions, veterans’ benefits) rather than invest in long-term modernization.
3. Rigid financial system → Once salaries & pensions are committed, they are “locked in,” leaving procurement squeezed.
4. Weak multi-year planning → Budgets are annual, so each year O&M & salaries get priority over new projects.
________________________________________
📌 3. Effects on the Armed Forces
✈️ Air Force (RMAF)
• Insufficient flying hours → pilots often below NATO standards.
• Can’t afford to maintain multiple fleets (Su-30, F/A-18D, Hawks).
• Retirement of MiG-29 left gap, but MRCA replacement delayed decades due to budget.
________________________________________
🚢 Navy (RMN)
• Modernization projects (e.g., LCS frigates) stalled because there’s no steady development funding.
• Existing fleet spends fewer days at sea due to limited fuel allocations.
• Submarines (Scorpène) struggle with high operational costs.
________________________________________
🪖 Army (TDM)
• Personnel-heavy structure consumes most of the salary budget.
• Modernization of armored vehicles, artillery, and air defense delayed.
• Training often limited to small-scale jungle exercises (cheap but outdated for modern warfare).
________________________________________
📌 4. Macro-Level Consequences
1. Modernization Paralysis
o Malaydesh buys one “prestige project” (e.g., Scorpène, Su-30, LCS) but can’t follow through with sustainment.
o No continuous upgrade pipeline.
2. Readiness Erosion
o Without sufficient O&M funding, equipment availability drops.
o Spare parts shortages → many assets grounded or idle.
3. Capability Gaps Widen
o Neighbors move ahead with systematic modernization (Singapore F-35, Indonesia MEF).
o Malaydesh falls behind, unable to replace aging fleets.
4. Low Return on Investment
o Billions spent on prestige platforms, but underutilized due to fuel & training cuts.
o Example: Su-30MKM — advanced but rarely flown compared to RSAF F-15SG or RTAF Gripens.
5. Morale & Retention Issues
o Soldiers see little investment in training or new kit.
o Skilled personnel (especially pilots, engineers) leave for commercial jobs.
________________________________________
📌 5. Strategic Impact
• South China Sea: Malaydesh has claims but can’t patrol effectively.
• Counterterrorism: Army is manpower-heavy but lacks modern surveillance & rapid deployment assets.
• Alliances: Limits Malaydesh credibility in joint exercises (FPDA, ASEAN).
• Defense Diplomacy: Malaydesh often seen as “talking big, acting small” in regional security.

Hapus💱 Currency Depreciation: Strategic Impact
1. Import-Heavy Defence Procurement
• Malaydesh imports most of its advanced military equipment—jets, radars, missiles, naval systems—from countries like the U.S., France, South Korea, and Russia.
• When the Malaydesh n ringgit weakens, the cost of these imports rises sharply, even if the nominal budget stays the same.
• Example: Payments for the Airbus A400M, FA-50 jets, and Littoral Combat Ships became more expensive due to ringgit depreciation.
2. Progressive Payment Burden
• Defence contracts often involve multi-year payments in foreign currencies.
• A depreciating ringgit means Malaydesh pays more each year for the same asset, squeezing future budgets.
• This affects not just procurement, but also spare parts, training, and software licensing.
3. Reduced Purchasing Power
• Even with increased defence allocations (e.g. RM19 billion in 2024), the real value of that budget is eroded.
• Malaydesh ends up buying fewer units, delaying upgrades, or scaling down specifications.
📉 Fiscal Constraints: Structural Challenges
1. Shrinking Revenue Base
• Malaydesh ’s traditional revenue sources—oil, gas, and palm oil—have faced volatility.
• Combined with rising subsidies and social spending, this leaves limited fiscal space for defence.
2. High Personnel & Operational Costs
• Over 60–70% of the defence budget goes to salaries, pensions, housing, and maintenance.
• Capital expenditure (for new systems) is often less than 30%, making modernization difficult.
3. Competing National Priorities
• Defence competes with education, healthcare, and infrastructure for funding.
• Political leaders are often reluctant to increase defence spending due to low public pressure and non-confrontational foreign policy.
4. Outsourcing Limitations
• Malaydesh has outsourced many military support functions since the 1970s to save costs.
• However, poor governance and weak oversight have undermined efficiency, leading to waste and capability gaps.
📊 Summary Table: Impact of Currency & Fiscal Constraints
Issue Effect on Military Capability
Ringgit depreciation Higher cost of imports, reduced asset quantity
Multi-year foreign contracts Budget erosion over time
Shrinking revenue base Limited capital for modernization
High personnel costs Low investment in new tech and platforms
Outsourcing inefficiencies Poor readiness, fragmented logistics

The defence ministry has 2023 = CANCELLED FIVE PROCUREMENT tenders for supplies, services and infrastructure projects. The cancellations were to avoid leakages in expenditure, and were in line with a policy of procurement through open tenders.
------------------
WEAKNESS MISSILES ASSETS
1. Limited Indigenous Missile Development
• Malaydesh relies heavily on foreign suppliers (e.g., Russia, China, France, and the U.S.) for its missile systems.
• This makes the country vulnerable to supply chain disruptions, technology embargoes, or political shifts.
2. Short to Medium Range Focus
• Most of Malaydesh ’s missile systems are short- to medium-range, such as:
o Exocet MM40 Block 2/3 (anti-ship)
o Starstreak (short-range air defense)
o Jernas (Rapier) (short-range air defense)
o Seawolf (naval short-range SAM, older generation)
• There is no long-range missile deterrence, either in the form of:
o Ballistic Missiles
o Cruise Missiles with strategic reach
o Long-range surface-to-air missiles (SAMs)
3. Limited Air Defense Coverage
• The Royal Malaydesh n Air Force (RMAF) lacks a layered and integrated air defense network.
• No medium- or long-range SAM systems like:
o S-300/S-400 (Russia)
o Patriot (USA)
o Aster 30 (Europe)
• Vulnerable to saturation missile or drone attacks.
4. Naval Missile Gaps
• Some Malaydesh n Navy ships still operate with older missile systems or have missile slots not fully equipped.
• Ships like the Laksamana-class corvettes are aging and face missile system obsolescence.
• Lack of vertical launch system (VLS) on many platforms limits multi-role missile capabilities.
5. No Strategic Missile Deterrent
• Unlike some neighbors, Malaydesh does not possess:
o Land-attack cruise missiles (LACM)
o Anti-access/area denial (A2/AD) missiles
o Submarine-launched missiles
• This limits Malaydesh ’s ability to deter or respond to strategic threats beyond its immediate borders.
6. Dependence on Multinational Exercises and Alliances
• While Malaydesh participates in exercises like CARAT, RIMPAC, and FPDA, its missile doctrine is still defensive and reactive, not designed for power projection.
BEBAN REGIONS
HapusREGIONS WEAKEST.
the MALAYDESH military is today the region’s weakest. It is riddled with corruption, poor planning, and interference by political leaders in procurement, NO longer a potent force even in managing low-level intensity conflict at a time when tensions in the South China Sea are higher than they have been since the days of the Vietnam War.
A 2019 White Paper on Defense – nearly four years ago – called for more funds and punch as well as an overhaul of the procurement system to allow professionals to decide on what weapon systems they need. Instead, PM Anwar Ibrahim’s proposal to increase the defense budget by 10 percent to fund procurement will be delayed because of budgetary considerations related to the flagging ecoNOmy, expected by the World Bank to grow at a mediocre 3.9 percent in 2023, down from an earlier estimate of 4.3 percent in April.
The immediate impact is on the MALAYDESH Armed Forces’ combat readiness, which depends on state-of-the-art techNOLogy, training, and morale. EXCLUDING adequate funding, all three will be affected, in turn undermining the country’s planned strategic deterrence capability

Hapus🕒 Missed Timelines
These refer to delays in procurement, deployment, or modernization of military assets and infrastructure:
• Delayed Equipment Acquisition: Major programs like the procurement of Littoral Combat Ships (LCS) have faced years-long delays, with none delivered despite contracts signed over a decade ago.
• Slow Modernization Cycles: Malaydesh defense planning often suffers from bureaucratic inertia and inconsistent funding, causing long gaps between planning and execution.
• Strategic Planning Lags: The implementation of the 4th Dimension Malaydesh n Armed Forces Strategic Plan (4D MAF) has been slower than anticipated, limiting the pace of transformation.
⚔️ Capability Gaps
These are areas where Malaydesh military lacks sufficient resources, technology, or readiness:
1. Aging Equipment
• Over 171 military assets across the Army, Navy, and Air Force are more than 30 years old.
• This includes outdated fighter jets, naval vessels, and armored vehicles, many of which are no longer combat-effective.
2. AI and Cyber Warfare Deficiencies
• Malaydesh lags behind in artificial intelligence (AI) integration for defense, especially in surveillance, autonomous systems, and cyber warfare.
• The shortage of skilled professionals and limited R&D investment exacerbates this gap.
3. Logistics and Mobility
• Limited infrastructure for rapid deployment and logistics resilience, especially in East Malaydesh (Sabah and Sarawak), hinders operational flexibility.
• Lack of pre-positioned supplies and forward-operating bases reduces response time in crisis scenarios.
4. Force Readiness
• The military remains oriented toward peacetime deterrence rather than high-intensity or hybrid conflict readiness.
• There’s a need for modular, rapid-reaction units capable of operating in grey-zone environments like the South China Sea.
5. Inter-Service Rivalry and Planning Gaps
• Internal competition between branches of the military has slowed unified capability development.
• Strategic planning lacks cohesion and clear national security alignment, making long-term modernization difficult.

The IISS observes that the inclusion of MALAYDESH is crucial – if it loses interest in participating, ‘Australia, the UK and New Zealand would lose significant access for their armed forces in Southeast Asia’.

3. Filosofi "Tetangga Baik" (Good Neighbour Policy)

the MALAYDESH military is today the region’s weakest.

The MALAYDESH Armed Forces (MAF) face a number of equipment challenges, including:
Aging aircraft
The RMAF's main fighter fleet includes the Su-30MKMs and Boeing F/A-18 Hornets, which are becoming techNOLogically obsolete. Maintaining a large fleet of aging aircraft can be expensive.
Limited defense budget
The government's defense modernization budget is limited, making it difficult to afford new equipment.
Local companies may not have the necessary capabilities to produce the equipment the MAF needs.

The MALAYDESH Armed Forces (MAF) faces challenges in its defense industry, including a lack of indigenous capabilities, budget constraints, and a lack of government guidance.
Lack of indigenous capabilities
• MALAYDESH imports most of its major defense assets from overseas.
• Local companies lack the ability to design, manufacture, and develop techNOLogically advanced defense systems.
• Local companies lack the ability to innovate and commercialize products or processes.
Budget constraints
• The government lacks clear guidance for the future strategic direction of the industry.
• The government lacks strategic patience and vision to groom and guide the industry.
Other challenges
=================
The MALAYDESH Armed Forces (MAF) has a lack of modern military assets due to a small defense budget and aging equipment. This has left the MAF vulnerable to internal and external threats.
Causes
• Small defense budget: The MAF has had small procurement budgets for the past quarter-century.
• Aging equipment: Most of the MAF's equipment was purchased between the 1970s and 1990s.
• Foreign dependence: The MAF relies on foreign Original Equipment Manufacturers (OEMs) for its military hardware and software.
Effects
• Vulnerability to threats
The MAF is vulnerable to internal and external threats due to its lack of modern military assets.
• Challenges with air force
The MAF's air force has been challenged by the withdrawal of its MiG-29 Fulcrum fighter aircraft in 2017.
• Challenges with naval assets
The MAF's naval assets are aging, as evidenced by the KD Rahman submarine issue in 2010.

The MALAYDESH military has faced several problems with procurement, including cost, political influence, and a lack of transparency.
Cost
Fiscal limitations
The MALAYDESH government has been unwilling to cut spending elsewhere to fund defense.
Political influence
Vendor-driven decisions: Decisions are sometimes made in favor of vendors rather than strategic interests.
Political influence on suppliers: For example, MALAYDESH has sometimes exchanged hardware for palm oil.
Weak external oversight: Political influence can be used to bypass established protocols.
Lack of transparency
Tension between the public and the military: The public has a right to know, but the military has a need to know.
Unethical conduct: Issues include corruption, cronyism, and interference from outside parties.
=====================
Military spending can increase a country's national DEBT. This is because military spending is a cost that a country incurs, which can lead to a larger DEBT.
Explanation
Military spending
Military spending includes the money spent on a country's armed forces, including defense operations and peacekeeping.
National DEBT
National DEBT is the total amount of money a country owes. This includes all liabilities that the country needs to pay back, plus any interest or principal that needs to be paid.
Impact on the economy
When a country spends more on its military, it can have a significant impact on its balance sheet. This can lead to higher interest rates and borrowing costs, which can eventually slow economic growth and increase taxes.
Example
In 2025, MALAYDESH allocated USD4.8 billion to its Ministry of Defense (MINDEF). This included USD1.3 billion for maintenance, repairs, and new military assets

MPMS = EXIM KREDIT EKSPOR (HUTANG)
In parallel with the defence procurement, Wisma Putra stated that additional agreements are expected to be concluded during the visit. These include memoranda of understanding between the Malondeshn Investment Development Authority and the Investment and Finance Office of the Presidency of the Republic of Türkiye, cooperation agreements between EXIM Bank Malondesh and Turk Eximbank...
-----------------------
-
3. Karakteristik Pengadaan Pertahanan: Di sektor pertahanan, skema Fasilitas Kredit Ekspor (FKE) atau Kredit Swasta Asing (KSA) adalah metode umum untuk membiayai aset bernilai besar (seperti kapal sepanjang 99 meter)
