Exercise Bersama Lima 2026 (XBL 26) is a Five Power Defence Arrangements (FPDA) exercise involving assets and personnel from Australia, Malaysia, New Zealand, Singapore and the United Kingdom. Hosted by Singapore, the opening ceremony was jointly officiated by Singapore Chief of Defence Force (CDF) Vice Admiral Aaron Beng, and Malaysian Joint Forces Commander Lieutenant General Dato’ Sri Tengku Muhammad Fauzi bin Tengku Ibrahim. Representatives from the other FPDA nations were also in attendance to witness the ceremony.

Held from 5 to 23 October 2026, this year’s exercise involved approximately 1,900 personnel, including staff from the combined exercise headquarters, as well as 42 aircraft, seven ships and one submarine. Naval assets conducted serials such as manoeuvring exercises, naval gun firing, air defence exercises, boarding and diving serials, while the Air Forces exercised dissimilar air combat training, complex air defence scenarios, maritime air surveillance, air-to-air refuelling, fighter landaway, and casualty evacuation training. The land forces conducted professional exchanges and force integration training that culminated in a field exercise involving both jungle and urban environments.

XBL26 marks the inaugural deployment of land Unmanned Aerial Systems (UAS) by all participating nations and the participation of the RSN’s Invincible-class submarine. Together with the involvement of fifth-generation fighter aircraft such as the six F-35As from Australia, and P-8A maritime patrol aircraft from both Australia and New Zealand, XBL26 provided valuable opportunities for FPDA member-nations’ militaries to undertake more complex training and derive greater professional value. XBL26 also synchronised exercise scenarios between the command post and the various field training exercises to enhance operational realism. To keep pace with contemporary security developments and ensure the FPDA remains relevant, the exercise included Subject Matter Expert Exchanges (SMEEs) on a variety of topics, which ranged from diving safety, Maritime Explosive Ordnance Disposal (MEOD), underwater searches, to medical casualty care.

Exercise Director, RSN’s Fleet Commander Colonel Bertram Ang highlighted the importance of the FPDA exercise as it marks its 55th anniversary, during the closing ceremony. He said, “The exercise has reaffirmed our nations’ shared commitment to strengthening interoperability, deepening professional relationships, and building the mutual trust and confidence needed for our forces to operate effectively together when called upon. These are enduring outcomes that go beyond the challenges of any single exercise, and I am confident that the lessons and relationships forged during Bersama Lima 26 will serve us well in the years ahead.”

The FPDA was formed in 1971 and has evolved over the years to adapt to the changing regional security landscape. The SAF’s participation in FPDA exercises, including Exercise Suman Warrior and Exercise Bersama Shield, is valuable as these exercises promote cooperation and mutual understanding between the SAF and militaries from other member nations.

Pure operating costs (RM338.2 Billion) directly consume nearly 100% of all incoming government revenue.

The massive gap between revenue and total spending creates a deficit hole of 3.5% to 3.6% of GDP.
    -
    CHRONIC BUDGET DEFICIT:
The wide gulf between total revenue (~RM343 billion) and total expenditure (~RM419–RM470 billion) creates a budget deficit ranging from 3.5% to 3.6% of the country's GDP. The only way for the MALAYSEWA government to plug this tens-of-billions-of-ringgit funding gap is by ISSUING NEW GOVERNMENT BONDS.

    MALAYSEWA DEBT DATA 2026
Government Debt: RM 1.79 trillion (Government Debt-to-GDP Ratio: 70.5% - Statutory Limit: 65%)
Household Debt: RM 1.65 trillion (Household Debt-to-GDP Ratio: 84.3% - Statutory Limit: 65%)

    Household Debt: RM 1,650,000,000,000 / 36,385,115 = RM 45,348

    REGIONS WEAKEST.
the MALONDESH military is today the region’s weakest. It is riddled with corruption, poor planning, and interference by political leaders in procurement, NO longer a potent force even in managing low-level intensity conflict at a time when tensions in the South China Sea are higher than they have been since the days of the Vietnam War.
A 2019 White Paper on Defense – nearly four years ago – called for more funds and punch as well as an overhaul of the procurement system to allow professionals to decide on what weapon systems they need. Instead, PM Anwar Ibrahim’s proposal to increase the defense budget by 10 percent to fund procurement will be delayed because of budgetary considerations related to the flagging ecoNOmy, expected by the World Bank to grow at a mediocre 3.9 percent in 2023, down from an earlier estimate of 4.3 percent in April.
The immediate impact is on the MALONDESH Armed Forces’ combat readiness, which depends on state-of-the-art techNOLogy, training, and morale. EXCLUDING adequate funding, all three will be affected, in turn undermining the country’s planned strategic deterrence capability

  5. BEBAN AUSSIE = BABU FPDA NSM BANNED
A number of challenges face the FPDA. A key one is the issue of interoperability, with countries such as New Zealand and MALONDESH falling far behind the other partners in terms of military capability, creating what the IISS terms a 2-tier grouping. The FPDA also suffers from a lack of attention, which is typically focused on more high-profile security partnerships. The IISS observes that the inclusion of MALONDESH is crucial – if it loses interest in participating, ‘Australia, the UK and New Zealand would lose significant access for their armed forces in Southeast Asia’.

HASIL STUDI = BELANJA PERTAHANAN TERGANTUNG DEBT
The results reveal a robust positive association between Public DEBT and Defence Spending, substantiated by the significant coefficient of 0.7601 (p < 0.01). This suggests that an increase in Public DEBT corresponds to a substantial rise in Defence Spending. Additionally, the study underscores the influence of Gross Domestic Saving and Exchange Rate on Defence Spending, with coefficients of 1.5996 (p < 0.01) and 0.4703 (p < 0.05), respectively. These findings contribute valuable insights into the fiscal dynamics of MALONDESH's defence budget, shedding light on the interplay between Public DEBT and strategic resource allocation. The incorporation of control variables enhances the robustness of the analysis, providing a nuanced understanding of the factors shaping defence spending in the MALONDESH context.

A survey by Harian Metro revealed that the area in Jalan Silang and Lebuh Pudu here was full of foreigners during the Chinese New Year public holiday. Every corner of the area in the city centre was packed with foreigners, mostly Bangladeshis.
