On March 7, Song Thu Corporation (General Department of Defense Industry) and the Navy held a keel-laying ceremony for a new submarine rescue and emergency intervention vessel and two multi-purpose transport vessels (VTĐN) (vessels No. 3 and No. 4). Major General Pham Thanh Khiet, Deputy Director of the General Department of Defense Industry; Colonel Nguyen Van Bach, Deputy Commander and Chief of Staff of the Navy attended the ceremony.

The submarine rescue emergency intervention vessel was designed by IMC Company. The vessel has a maximum length of 80.95m, a maximum width of 16.40m, a height of 6.95m, and a full load displacement of 3,520 tons. The vessel is capable of operating independently at sea for up to 30 days and nights, can withstand waves up to level 9, winds up to level 12; and a maximum operating range of 4,000 nautical miles. The vessel has the function and mission of searching for and rescuing submarines; searching for, rescuing, and rescuing surface ships; surveying, exploring, and researching the seabed... and performing other assigned tasks.

For the 2 multi-purpose transport vessels designed by Song Thu Corporation in coordination with the Naval Technical Institute. The vessels have the function of participating in rescue at sea and performing other tasks when assigned. The vessels are designed according to national technical regulations on classification and construction of steel-hulled seagoing vessels; national technical regulations on safety equipment of seagoing vessels and other relevant regulations and standards.

Speaking at the ceremony, Major General Pham Thanh Khiet, Deputy Director of the General Department of Defense Industry, highly appreciated the attention and drastic direction of the Deputy Commander, Chief of Staff of the Navy (Head of the Project Management Board); at the same time, he acknowledged the efforts of Song Thu Corporation in proactively receiving information, developing a plan to participate in the bidding and preparing conditions for the construction of a new submarine rescue emergency intervention ship and 2 multi-purpose transport ships.

The Deputy Director of the General Department of Defense Industry emphasized that the construction of new military support ships, especially submarine rescue emergency intervention ships, in addition to the significance of equipping and modernizing the Navy, also meets the extremely necessary and urgent requirements of supplementing means to participate in the initial emergency intervention mission to maintain the lives of submarine crews, mobilize forces, train, practice and participate in the struggle to protect the sovereignty of the sea and islands of the Fatherland.

The Deputy Director of the General Department of Defense Industry requested that the Song Thu Corporation commander focus all resources, closely coordinate with investors, contractors, consulting units, inspection organizations, and relevant authorities to organize shipbuilding to ensure quality and progress; complete all legal procedures correctly and sufficiently; properly implement the terms of the contract signed with the investor. Research and apply scientific and technological achievements and technical innovations to production; have reasonable construction solutions to speed up shipbuilding progress, ensuring technical and aesthetic quality.
