Bisnis.com, JAKARTA – Kementerian Keuangan (Kemenkeu) melaporkan anggaran tematik untuk program strategis berupa Hukum dan Pertahanan Keamanan (Hankam) pada 2025 senilai Rp372,3 triliun.
Rencana anggaran Hukum dan Hankam untuk tahun pertama pemerintahan Prabowo Subianto tersebut terpantau naik Rp40,4 triliun dari pagu tahun ini yang senilai Rp331,9 triliun.
Menteri Keuangan Sri Mulyani menyampaikan anggaran tersebut rencananya akan fokus kepada beberapa hal, seperti modernisasi Alat Utama Sistem Senjata Tentara Nasional Indonesia atau Alutsista.
“Hukum dan Hankam Rp372,3 triliun. Ini untuk berbagai modernisasi alutsista kita,” ungkapnya dalam konferensi pers RAPBN 2025, Jumat (16/8/2024).

Empayar Melaka (Part 1)
BalasHapusPembukaan Melaka oleh Parameswara dan kedatangan utusan China ke Melaka
Menurut Sulalatus Salatin, sultan terakhir Temasik ialah Sultan Iskandar Shah yang berketurunan kerajaan Srivijaya dari Palembang. Baginda telah melarikan diri ke Melaka setelah diserang oleh Majapahit seterusnya mendirikan kerajaan Melaka. Dalam Sulalatus Salatin tidak menyebut nama Parameswara sebaliknya hanya menyebut Sultan Iskandar Shah.
Pada ketika itu kerajaan Srivijaya di Palembang juga diserang oleh Majapahit dan Temasik adalah di bawah naungan Srivijaya. Daripada sumber sejarah Singapura yang dipercayai merujuk kepada Sulalatus Salatin pula mengatakan Sultan Iskandar Shah adalah raja ke 5 Temasik yang bermula dari Sang Nila Utama.
Menurut catatan Dinasti Ming bahawa Srivijaya telah ditewaskan oleh Majapahit di tahun 1397. Dituliskan, "明洪武三十年 (1397), 满者伯夷国海军攻占旧港，灭三佛齐". Semasa tahun ke 30 pemerintahan Maharaja Hongwu (1397) angkatan laut Majapahit telah menyerang dan menduduki Palembang maka berakhirlah kerajaan Sān fó qí iaitu Srivijaya.
Dipercayai sebelum kejatuhan Srivijaya, seorang anak raja Srivijaya dari Palembang dan orang-orangnya telah melarikan diri ke Sungai Muar yang kemudiannya mendirikan kerajaan Melaka. Dalam catatan China menyebutnya sebagai 拜里迷蘇剌 Bài lǐ mí sū lá (Pai li mi su la) iaitu Parameswara adalah seorang penghulu di Melaka ketika utusan China, 尹慶 Yǐn qìng sampai di Melaka di tahun 1403. Jika diambil tarikh kejatuhan Srivijaya di tahun 1397 sehingga 1403 bermakna Parameswara telah membina penempatan di Melaka sekurang-kurangnya selama 6 tahun. Tidak terdapat catatan China yang menyebut Parameswara adalah Sultan Iskandar Shah dari Temasik yang melarikan diri ke Melaka.
Ada pendapat yang menyebut Melaka ditubuhkan pada tahun 1262 iaitu ketika era Srivijaya. Ia diputuskan hasil kajian oleh sepasukan penyelidik yang dilantik oleh kerajaan negeri Melaka menerusi Institut Kajian Sejarah dan Patriotisme Malaysia (IKSEP) pada Seminar Tahun Pengasasan Kerajaan Melayu Melaka anjuran IKSEP bersama Universiti Malaya (UM), Universiti Kebangsaan Malaysia (UKM) dan Kolej Universiti Islam Melaka (KUIM) yang diadakan pada 31 Mei 2010.
Namun demikian pertarikhan ini tidak melihat secara holistik dari sumber China yang lebih lengkap tentang perkembangan negeri-negeri di selatan Semenanjung Tanah Melayu ketika itu. Pada perspektif kebanyakan daripada kita melihat Melaka adalah negeri yang terawal membina kerajaan dan gah pemerintahannya. Namun demikian dalam catatan buku 诸蕃志 Zhū fān zhì yang ditulis oleh Chau Ju-kua yang diterbitkan dalam tahun 1225 semasa Dinasti Sung menyebut 凌牙门 Líng yá mén yang merujuk kepada Temasik adalah sebuah pelabuhan utama Srivijaya. 三佛齐 ..... 凌牙门经商三分之一始入其國". Satu per tiga daripada perniagaan Líng yá mén masuk ke negara itu (yakni Srivijaya).
Semasa Dinasti Yuan (1271 - 1368) tidak menulisnya sebagai 凌牙门 Líng yá mén tetapi dituliskan 龙牙门 Lóng yá mén. Dalam 元史 Yuánshǐ, buku sejarah Dinasti Yuan menyebut, "遣马扎蛮等使占城、占腊、龙牙门，索驯象". Menghantar utusan yang diketuai oleh 马扎蛮 Mǎzhá mán dan yang lain-lainnya ke Champa, Chenla dan Lóng yá mén untuk mencari gajah jinak. Kenyataan ini jelas menunjukkan yang Lóng yá mén iaitu Temasik telahpun menjadi sebuah pusat perdagangan entreport kerana gajah pun boleh didagangkan walaupun ia bukan sumber gajah.
Merujuk kepada buku 岛夷志略 Dǎo yí zhì lüè yang ditulis oleh 汪大渊 Wāngdàyuān, seorang pengembara China semasa Dinasti Yuan yang membuat dua kali pengembaraan di tahun 1330 - 1335 dan 1337 - 1339 menyebut, "近年以七十余艘来侵单马锡，攻打城池，一月不下". (Siam) dalam beberapa tahun ini telah menyerang Temasik dengan 70 buah kapal tetapi sebulan pun tidak dapat menawannya.

Malaysia Plan, 2021-2025 (Twelfth Plan), the Government maintained the statutory debt limit at 65% of GDP under the Loan (Local) (Statutory Ceiling for Borrowing) and Government Funding (Statutory Ceiling of Moneys Received) Order 2022 [P.U. (A) 399/2022] which came into effect on 1 January 2023. As at end-August 2023, the Federal Government statutory debt which comprises MGS, MGII and MITB recorded 59.9% of GDP, below the stipulated debt ceiling.

Yang dimaksudkan dengan 罗斛 Luō hú ialah Dvaravati yang merujuk kepada Siam. Peperangan ini menyebabkan infrastruktur pelabuhan Temasik musnah dan tidak lagi dikunjungi oleh kapal-kapal dagangan sehinggalah kejatuhan Srivijaya di tahun 1397.

BalasHapusSang Nila Utama yang diperajakan di Temasik adalah ketika Temasik berada di kemuncak penguasaan Srivijaya. Ia tidak seperti naratif Sulalatus Salatin yang menyebut Temasik dibuka oleh Sang Nila Utama namun tidak dinafikan kesultanan Melayu Tamasik dimulai oleh Sang Nila Utama. Manakala Melaka yang didirikan oleh Parameswara kemudiannya telah mengambil alih peranan yang pernah dimainkan oleh Temasik di era Srivijaya sebagai sebuah pelabuhan utama di selatan Semenanjung Tanah Melayu.
Jika sejarah boleh diputarkan ke belakang dan pelabuhan Temasik tidak dimusnahkan oleh Siam, sudah tentu tidak wujud pelabuhan Melaka. Sebab itulah pentingnya untuk mengetahui geopolitik dan kedudukan Temasik apabila membicarakan tentang Melaka pada masa itu.
Dalam buku 瀛涯胜览 Yíng yá shèng lǎn yang disusun oleh 马欢 Mǎ huān, pencatat pelayaran dan penterjemah bahasa Arab dan Parsi semasa ekspedisi 郑和 Zhèng hé menyebut, "此处旧不称国，因海有五屿之名，遂名曰五屿". Tempat ini dahulunya bukan sebuah negara. Disebabkan di laut terdapat 5 buah pulau kecil maka kemudiannya disebut 五屿 Wǔ yǔ.

Malaysia Plan, 2021-2025 (Twelfth Plan), the Government maintained the statutory debt limit at 65% of GDP under the Loan (Local) (Statutory Ceiling for Borrowing) and Government Funding (Statutory Ceiling of Moneys Received) Order 2022 [P.U. (A) 399/2022] which came into effect on 1 January 2023. As at end-August 2023, the Federal Government statutory debt which comprises MGS, MGII and MITB recorded 59.9% of GDP, below the stipulated debt ceiling.

Ku Li said Malaysia could not claim to being an Asian Tiger as the country had financed most of its projects, including dams and highways, because foreign investors had skirted around Malaysia.

BalasHapusBukti dari penulisan Mǎ huān jelas menunjukkan tempat ini bukan sebuah negara. Yang dimaksudkan dengan 五屿 Wǔ yǔ ialah gugusan 5 buah pulau-pulau kecil di luar pantai Melaka di mana yang terbesar ialah Pulau Besar. Selainnya ialah Pulau Nangka, Pulan Undan, Pulau Dodol dan Pulau Serimbun. Para pelaut selalunya akan singgah di Pulau Besar untuk mendapatkan air bersih dari telaga-telaga yang digali. Oleh itu mereka lebih mengenali pulau-pulau ini berbanding adanya penempatan orang-orang di daratan. Jika sejak tahun 1262 telah terdiri kerajaan Melaka mengapa hanya disebut dalam 瀛涯胜览 Yíng yá shèng lǎn di tempat itu dengan 5 buah pulau kecil saja?
Dalam 明史 Míngshǐ, buku sejarah Dinasti Ming menyebut, "永樂元年十月遣中官尹慶使其地，賜以織金文綺、銷金帳幔諸物". Pada bulan ke 10 dalam tahun pertama pemerintahan 永樂皇帝 Maharaja Yǒnglè (1403), baginda telah menghantar seorang utusan bernama 尹慶 Yǐn qìng ke Melaka. Dihadiahkan selembar kain tenunan emas, sebidang kelambu dengan jahitan benang emas di tepinya dan lain-lain.
Sebelum itu nama Melaka tidak diketahui oleh pihak istana China. Melalui perkhabaran dari pedagang-pedagang Calicut, sebuah negara di barat daya India yang merupakan pusat dagangan timur-barat yang terkenal ketika itu barulah China mengetahui terdapatnya nama Melaka. Yǐn qìng telah singgah sekali lagi di Melaka dalam pelayaran balik ke China di tahun 1405.
Dalam catatan lain menyebut, "慶至，宣示威德及招徠之意。其酋拜里迷蘇剌大喜，遣使隨慶入朝貢方物，三年九月至京師". Yǐn qìng datang dengan memperagakan kehebatan dan memberitahu niat kedatangannya. Penghulu tempat itu, Parameswara amat gembira dengan perkhabaran oleh Yǐn qìng. Parameswara menghantar seorang utusan mengikut Yǐn qìng bersama hadiah untuk dipersembahkan ke istana. Pada bulan 9 tahun ke 3 pemerintahan Maharaja Yǒnglè iaitu di tahun 1405 barulah sampai ke ibu kota di Nanjing. 其地无王，亦不称国，服属暹罗，岁输金四十两为赋. Tempat itu tiada beraja dan bukan sebuah negara tetapi naungan Siam, setiap tahun membayar ufti 40 tahil emas.
癸卯 (1405), 苏门答剌国酋长宰奴里阿必丁、满剌加国酋长拜里迷苏剌、古里国酋长沙米的俱遣使随奉使中官尹庆朝贡。诏俱封为国王，给与印诰，并赐彩币、表衣。
Pada tahun 1405, penghulu negara Samudera - 宰奴里阿必丁 Zǎi nú lǐ ā bì dīng (Zainal Abiddin), penghulu negara Melaka – 拜里迷苏剌 Bài lǐ mí sū lá (Pai li mi su la iaitu Parameswara), penghulu negara Calicut – 沙米 Shā mǐ, kesemuanya telah mengikut arahan Yǐn qìng menghantar utusan ke istana bersama-sama dengan Yǐn qìng. Dianugerahkan sebagai raja, diberi cop mohor, dihadiahkan wang syiling dan persalinan pakaian.
Dalam catatan Dinasti Ming, perkataan 苏门答剌国 Sū mén dá lá guó adalah bermaksud negara Samudera atau Samudera Pasai. Kadang-kadang dituliskan sebagai 苏门 Sū mén sahaja. Bagaimanapun, kini 苏门答剌 Sū mén dá lá adalah merujuk kepada Sumatera.
Dalam catatan lain menyebut, "帝嘉之，封為滿剌加國王，賜誥印、綵幣、襲衣、黃蓋，復命慶往". Maharaja China berkenan mewatikahkan Parameswara sebagai raja Melaka. Menghadiahkan cop mohor, wang syiling, jubah diraja dan tanjak kuning. Diperintahkan kepada Yǐn qìng untuk pergi sekali lagi (ke Melaka).
Pada akhir tahun tersebut (1405) dengan titah Maharaja China, 郑和 Zhèng hé memulakan ekspedisi ke barat yang pertama dengan diiringi oleh Yǐn qìng ke Melaka. Para utusan dari Melaka, Samudera dan Calicut yang mengikuti Yǐn qìng ke China juga telah ikut bersama untuk kembali ke negara masing-masing.
Di istana Melaka dilakukan istiadat pemasyhuran diraja kepada Parameswara. Dengan itu Parameswara sah menjadi raja Melaka yang pertama maka rasmilah pada tahun 1405 Melaka menjadi sebuah kerajaan yang sah diiktiraf dan di bawah naungan China.

Bisnis.com, JAKARTA – Kementerian Keuangan (Kemenkeu) melaporkan anggaran tematik untuk program strategis berupa Hukum dan Pertahanan Keamanan (Hankam) pada 2025 senilai Rp372,3 triliun.
Rencana anggaran Hukum dan Hankam untuk tahun pertama pemerintahan Prabowo Subianto tersebut terpantau naik Rp40,4 triliun dari pagu tahun ini yang senilai Rp331,9 triliun.
Menteri Keuangan Sri Mulyani menyampaikan anggaran tersebut rencananya akan fokus kepada beberapa hal, seperti modernisasi Alat Utama Sistem Senjata Tentara Nasional Indonesia atau Alutsista.
“Hukum dan Hankam Rp372,3 triliun. Ini untuk berbagai modernisasi alutsista kita,” ungkapnya dalam konferensi pers RAPBN 2025, Jumat (16/8/2024).

Bisnis.com, JAKARTA – Kementerian Keuangan (Kemenkeu) melaporkan anggaran tematik untuk program strategis berupa Hukum dan Pertahanan Keamanan (Hankam) pada 2025 senilai Rp372,3 triliun.
Rencana anggaran Hukum dan Hankam untuk tahun pertama pemerintahan Prabowo Subianto tersebut terpantau naik Rp40,4 triliun dari pagu tahun ini yang senilai Rp331,9 triliun.
Menteri Keuangan Sri Mulyani menyampaikan anggaran tersebut rencananya akan fokus kepada beberapa hal, seperti modernisasi Alat Utama Sistem Senjata Tentara Nasional Indonesia atau Alutsista.
“Hukum dan Hankam Rp372,3 triliun. Ini untuk berbagai modernisasi alutsista kita,” ungkapnya dalam konferensi pers RAPBN 2025, Jumat (16/8/2024).

Bisnis.com, JAKARTA – Kementerian Keuangan (Kemenkeu) melaporkan anggaran tematik untuk program strategis berupa Hukum dan Pertahanan Keamanan (Hankam) pada 2025 senilai Rp372,3 triliun.
Rencana anggaran Hukum dan Hankam untuk tahun pertama pemerintahan Prabowo Subianto tersebut terpantau naik Rp40,4 triliun dari pagu tahun ini yang senilai Rp331,9 triliun.
Menteri Keuangan Sri Mulyani menyampaikan anggaran tersebut rencananya akan fokus kepada beberapa hal, seperti modernisasi Alat Utama Sistem Senjata Tentara Nasional Indonesia atau Alutsista.
“Hukum dan Hankam Rp372,3 triliun. Ini untuk berbagai modernisasi alutsista kita,” ungkapnya dalam konferensi pers RAPBN 2025, Jumat (16/8/2024).

Bisnis.com, JAKARTA – Kementerian Keuangan (Kemenkeu) melaporkan anggaran tematik untuk program strategis berupa Hukum dan Pertahanan Keamanan (Hankam) pada 2025 senilai Rp372,3 triliun.
Rencana anggaran Hukum dan Hankam untuk tahun pertama pemerintahan Prabowo Subianto tersebut terpantau naik Rp40,4 triliun dari pagu tahun ini yang senilai Rp331,9 triliun.
Menteri Keuangan Sri Mulyani menyampaikan anggaran tersebut rencananya akan fokus kepada beberapa hal, seperti modernisasi Alat Utama Sistem Senjata Tentara Nasional Indonesia atau Alutsista.
“Hukum dan Hankam Rp372,3 triliun. Ini untuk berbagai modernisasi alutsista kita,” ungkapnya dalam konferensi pers RAPBN 2025, Jumat (16/8/2024).
