Pembiayaan Program Overhaul Kapal Selam DSME 209/1400

Pengadaan beragam sistem senjata pada MEF 2020-2024 diperkirakan baru akan selesai pada akhir 2025 dengan mempertimbangkan fakta bahwa sejumlah kontrak nampaknya baru akan memasuki tahap efektif pada tahun depan. Proposal indikasi pinjaman dari lender harus terlebih dahulu disetujui oleh Kementerian Keuangan sebelum loan agreement antara lender dan Kementerian Keuangan diteken.

Selain itu, ketersediaan dana Rupiah Murni Pendamping pada APBN Kementerian Pertahanan menentukan pula nasib kontrak yang sudah ditandatangani sebelumnya. Hingga saat ini, terdapat banyak Penetapan Sumber Pembiayaan (PSP) yang menantikan persetujuan perpanjangan masa berlaku oleh Menteri Keuangan.

Sedikitnya terdapat dua skenario perpanjangan PSP untuk Kementerian Pertahanan, yaitu dilakukan oleh Menteri Keuangan saat ini atau dilaksanakan oleh Menteri Keuangan yang baru. Perpanjangan PSP oleh Menteri Keuangan yang baru pasca 20 Oktober 2024 merupakan sebuah keniscayaan karena pembangunan kekuatan pertahanan periode 2020-2024 baru akan berakhir pada 31 Desember 2024.

Seperti penulis pernah jelaskan sebelumnya, ada sejumlah PSP yang masa berlakunya berakhir sebelum negosiasi kontrak di Kementerian Pertahanan tuntas dan atau proses perundingan loan agreement di Kementerian Keuangan selesai.

Sudah menjadi pengetahuan umum bahwa alokasi Pinjaman Luar Negeri (PLN) pada periode 2020-2024 untuk Kementerian Pertahanan meningkat lebih dari tiga kali lipat dari US$7,74 miliar pada jangka waktu 2015-2019 menjadi US$25 miliar.

Angka US$25 miliar pun berasal dari pemotongan alokasi PLN yang hingga Mei 2023 bernilai US$34,4 miliar. Demikian pula dengan Pinjaman Dalam Negeri (PDN) yang bertambah tiga kali lipat dari Rp 15 triliun pada periode 2015-2019 menjadi Rp 45,1 triliun dalam masa 2020-2024.

Hal yang dinantikan pada tahun depan adalah data penyerapan PLN dan PDN oleh Kementerian Pertahanan yang dikeluarkan oleh Kementerian Keuangan. Sebab selama ini salah satu perhatian Kementerian Keuangan terhadap peningkatan PLN dan PDN ialah kemampuan penyerapan oleh Kementerian Pertahanan.

Peningkatan alokasi PDN dapat diterjemahkan sebagai upaya pemerintah untuk membelanjakan lebih banyak utang di dalam negeri yang keluarannya adalah meningkatkan kemampuan industri pertahanan nasional.

Namun terdapat kritik dari para pelaku industri pertahanan bahwa sebagian besar kontrak yang dibiayai oleh PDN dinikmati oleh firma-firma BUMN dan hanya sedikit yang diberikan kepada perusahaan pertahanan partikelir. PDN sendiri berasal dari sejumlah bank-bank nasional, khususnya bank-bank milik negara.

Selama ini, PDN yang dialokasikan untuk TNI Angkatan Darat sebagian besar digunakan untuk pengadaan munisi beragam kaliber, senapan serbu, mortir, peralatan optik, kendaraan lapis baja dan perbaikan pesawat terbang dan helikopter.

Adapun PDN bagi TNI Angkatan Laut di antaranya dipakai untuk membeli munisi kaliber kecil, senapan serbu, mortir dan kapal patroli. Sementara TNI Angkatan Udara membelanjakan alokasi PDN bagi pemeliharaan berbagai jenis pesawat terbang dan helikopter berikut subsistemnya, munisi kaliber kecil dan berbagai kendaraan taktis untuk Kopasgat.

Kementerian Pertahanan dan Mabes TNI pun mendapatkan kuota PDN seperti pembelian roket R-Han 122 mm oleh Kementerian Pertahanan dan senapan serbu, munisi kaliber kecil dan kendaraan taktis bagi Mabes TNI.

Seperti penulis pernah sebut sebelumnya, terdapat spekulasi bahwa besaran PLN pada pembangunan kekuatan pertahanan periode 2025-2029 antara US$25 miliar hingga US$35 miliar. Lalu bagaimana dengan porsi PDN untuk periode yang sama bagi Kementerian Pertahanan?

Apakah nilai PDN akan mencapai Rp 55 triliun pada kerangka waktu tersebut? Semua spekulasi tersebut diharapkan akan terjawab pada semester pertama 2025 saat Kementerian Perencanaan Pembangunan Nasional/Bappenas menerbitkan Daftar Rencana Pinjaman Luar Negeri Jangka Menengah (DRPLN-JM) 2025-2029 dan Daftar Kegiatan Pinjaman Dalam Negeri (DKPDN) 2025-2029.

Terkait dengan DKPDN 2025-2029, Kementerian Pertahanan nampaknya akan menggunakan skema PDN untuk program overhaul kapal selam DSME 209/1400. Sebelumnya, terdapat usulan agar program upgrade kapal selam buatan Korea Selatan itu pada MEF 2020-2025 dibiayai oleh PLN namun tidak disetujui oleh Kementerian Perencanaan Pembangunan Nasional/Bappenas.

Boleh jadi rencana menggunakan PDN untuk overhaul kapal selam karena prosesnya memang lebih cepat dan mudah daripada skema PLN. Namun di sisi lain belum diketahui berapa besar dana PDN yang nantinya akan berputar di dalam negeri mengingat sebagian anggaran itu harus dibelanjakan di luar negeri untuk pembelian beragam subsistem kapal selam.

Menurut perkiraan, program overhaul kapal selam DSME 209/1400 akan membutuhkan biaya sekitar US$200 juta - US$250 juta (Rp 3,1 triliun - Rp3,9 triliun) dengan asumsi bahwa kegiatan tersebut termasuk peningkatan kemampuan kapal selam dan bukan sekedar mengganti peralatan yang sudah habis masa pakai.

Peningkatan kemampuan yang dimaksud terkait dengan desain, beragam subsistem seperti combat management system maupun perubahan pemeliharaan kapal selam. Memperhatikan perkiraan anggaran yang dibutuhkan, masuk akal apabila pembiayaan kegiatan itu diusulkan menggunakan skema PDN daripada PLN.

Tantangan dalam melaksanakan program overhaul kapal selam DSME 209/1400 di antaranya adalah kemampuan melakukan root cause analysis, di mana analisis yang obyektif diperlukan untuk dapat mengidentifikasi masalah-masalah yang terjadi sekaligus menentukan solusi yang akan diterapkan.

Root cause analysis hendaknya dilakukan sendiri oleh galangan kapal selam yang ditetapkan oleh Kementerian Pertahanan sebagai kontraktor program tersebut dan tidak mengandalkan pada data yang diberikan oleh pihak ketiga.

Lewat root cause analysis yang obyektif, kontraktor dapat mengindentifikasi masalah-masalah apa saja yang selama bertahun-tahun menghambat kesiapan operasional tiga kapal selam buatan Korea Selatan itu. Sebagai fakta, selama ini masih ada penyangkalan terhadap kondisi ketiga kapal selam itu oleh sejumlah pihak di Indonesia, sehingga root cause analysis yang obyektif perlu dilakukan oleh galangan kapal selam yang ditunjuk oleh Kementerian Pertahanan sebagai kontraktor.

Setidaknya terdapat dua galangan kapal selam yang menunjukkan ketertarikan terhadap program overhaul kapal selam DSME 209/1400. Satu di antaranya ialah Naval Group yang beberapa bulan silam sudah melaksanakan survei terhadap kondisi kapal selam itu.

Galangan kapal asal Prancis ini nampaknya memiliki keyakinan untuk dapat melakukan pekerjaan overhaul sekaligus meningkatkan kemampuan kapal selam yang sudah memiliki banyak isu kesiapan operasional sejak diserahkan kepada TNI Angkatan Laut.

Aspirasi Naval Group untuk mendapatkan kontrak program dari Kementerian Pertahanan nampaknya memiliki keterkaitan erat dengan kontrak dua kapal selam Scorpene Evolved yang akan dibangun di Indonesia, di mana Naval Group berupaya memperkuat kehadirannya di pasar Indonesia. (Alman Helvas Ali)

It is riddled with corruption, poor planning, and interference by political leaders in procurement, NO longer a potent force even in managing low-level intensity conflict at a time when tensions in the South China Sea are higher than they have been since the days of the Vietnam War.

      Malaysia Plan, 2021-2025 (Twelfth Plan), the Government maintained the statutory debt limit at 65% of GDP under the Loan (Local) (Statutory Ceiling for Borrowing) and Government Funding (Statutory Ceiling of Moneys Received) Order 2022 [P.U. (A) 399/2022] which came into effect on 1 January 2023.
