From 2027 the New Zealand Army, will receive sixty brand new utility vehicles in a significant boost to New Zealand Defence Force (NZDF) capabilities (photos: NZDF)
In a signing ceremony at Defence House on Wednesday, Secretary of Defence Brook Barrington finalised a contract with Spanish military vehicle manufacturer UROVESA – the first time the NZDF has engaged in a significant procurement from Spain in the Land Domain.
It is the latest stage of the Protected Mobility Capability Project (PMCP), which has already seen the NZ Army acquire new operational vehicles in the form of the Bushmaster and Polaris fleets.
The delivery of the first 60 utility vehicles will bring40 VAMTAC CK3 medium and 20 VAMTAC ST5 light variants for operational roles.
It follows Government approval of the first tranche of a Ministry of Defence-led project, which received $100 million in funding as part of Budget 24.
Tranche one covers the purchase of the vehicles, spare parts, computing and communications equipment, support equipment, project costs, and introduction into service costs.
Chief of Army Major General Rose King, who was the official witness to Wednesday’s contract signing, said the new vehicles represent a significant improvement in Army’s capabilities, and will provide soldiers with a robust and versatile vehicle for combat, disaster relief, and general training scenarios.
“Both the Unimog and Pinzgauer vehicles have served NgΔti TΕ«matauenga well over the years – they have rightly been described as Army’s workhorses - but their retirement from service is overdue. And so, it is with great excitement that we will see the start of the replacement of these essential platforms,” said Major General King.
“These new vehicles will make our people safer, their jobs easier and improve our effectiveness across a variety of scenarios, and I can’t wait to see them up and running here in Aotearoa.”
PMCP Capability Integration Lead Lieutenant Colonel Brendon Jones said this new fleet will not only provide Army with a more reliable and modern alternative to the current vehicles, but it sets the NZDF up well for the future.
We’re incredibly excited that we’re one step closer to having these vehicles in our possession and I know our soldiers will be itching to get these out onto our training areas and putting them through their paces.
“These vehicles are well equipped for not only our terrain here in New Zealand, but also the operational environments we deploy to – they have great carrying capacity, have rollover protection and the medium variant can wade through water depths up to 1.5m, which is an upgrade on the current Unimog’s 1.2m. They also have an internally operated tyre inflation system, which can adjust tyre pressures depending on the difficult or soft terrain. Those attributes will be invaluable for us for domestic and regional civil emergency responses,” said Lieutenant Colonel Jones.
The first tranche of vehicles will replace around 25% of the Army’s current fleet of Pinzgauers and Unimogs that are assigned to specific operational units, and they will all be equipped with Network Enabled Army compliant communications systems and equipment.
Deputy Secretary of Defence (Capability Delivery) Sarah Minson says the utility vehicles are a critical fleet for Defence.
“The operational utility vehicle fleet has long-been the backbone of NZDF land operations, deployed to transport personnel and critical equipment during stability and security operations, humanitarian assistance and disaster relief missions, and search and rescue deployments,” Sarah Minson said.
They will also provide interoperability with our partners and have a proven track record, with more than 20 countries around the world using them including Singapore, as well as Spain and a number of other NATO nations.
The existing operational utility vehicle fleet has provided the NZDF with critical transportation capabilities for close to 40 years. Vehicles were recently deployed to the Solomon Islands to support the regionally-led Solomon Islands Assistance Force, following civil unrest. They were also deployed following Cyclone Gabrielle, to transport supplies to areas that other vehicles could not access.

On the other hand distance between failures of the Leopard 2A4 tank was 174 km and it took on average 1.3 days to repair the tank. Most failures of the PT-91 Twardy were related to its engine, electrical installation, armament, fire control system, and communication systems. So the ageing PT-91 tanks can be seen as rather unreliable combat vehicles, that are troublesome to keep in operational order.

“Selain itu, pihak Tentera Darat Malaysia juga sedang merancang untuk melaksanakan Life Extension Programme (LEP) ke atas Kereta Kebal PENDEKAR dan dijangka akan didaftarkan dalam RMK-12 atau RMK-13,” kata beliau.

Anyhow Deputy Defence Minister Adly Zahari told Parliament that the supplementary budget was necessary as the allocation for 2022 was lower some RM401 million from the 2021 one. The supplementary funds will pay for utility bills – electricity, internet, and sewage – (RM115 million); Maritime Security Operations (RM139 million) and Air Defence Operations (RM49 million).
Adly attributed the increase for maritime security operations due to higher fuel costs, new assets namely the four LMS and three Maritime Operations Helicopters and overseas exercises. He did not name the overseas exercises, but we know that RMN ships took part in exercises and other engagements in Japan, Hawaii, and Australia.

The Credit Counselling and Debt Management Agency (AKPK) has revealed that 53,000 individuals under 30 are burdened by nearly RM1.9 billion in cumulative debt.
Finance minister II Amir Hamzah Azizan said the agency also found that 28% of working adults have borrowed money to purchase essential goods.

It appeared that tanks with similar mileage (19 000 km) showed different results. Distance between failures of the PT-91 was only 25 km and it took on average 3.2 days to repair the tank. On the other hand distance between failures of the Leopard 2A4 tank was 174 km and it took on average 1.3 days to repair the tank. Most failures of the PT-91 Twardy were related to its engine, electrical installation, armament, fire control system, and communication systems. So the ageing PT-91 tanks can be seen as rather unreliable combat vehicles, that are troublesome to keep in operational order.

The Contingent Owned Equipment (COE) system was adopted by the United Nations to simplify the means by which countries are reimbursed for providing equipment, personnel and self-sustainment support services to formed military or police contingents in peace missions. The Memorandum of Understanding (MOU), the binding agreement between the UN and the Troop/Police Contributing Country (TCC/PCC) is the cornerstone of the COE system. The rates of reimbursement and the standards are reviewed every three years by a COE Working Group, an extension of the General Assembly. The last Working Group met in January 2017 and its recommendations were adopted by the General Assembly in its resolution 71/296. Most failures of the PT-91 Twardy were related to its engine, electrical installation, armament, fire control system, and communication systems. The Finance Ministry stated that the aggregate national household debt stood at RM1.53 trillion between 2018 and 2023.
In aggregate, it said the household debt for 2022 was RM1.45 trillion, followed by RM1.38 trillion (2021,) RM1.32 trillion (2020), RM1.25 trillion (2019) and RM1.19 trillion (2018).
“The ratio of household debt to gross domestic product (GDP) at the end of 2023 also slightly increased to 84.2% compared with 82% in 2018,” it said.

“Mengikut Pelan Transformasi 15 ke 5 TLDM, ia dijangka akan memiliki 12 buah kapal Littoral Combat Ship (LCS), tiga buah kapal Multi Role Support Ship (MRSS), 18 buah kapal Littoral Mission Ship (LMS), 18 buah kapal Patrol Vessel (PV) dan empat buah kapal selam menjelang tahun 2050,” kata beliau dalam temuramah itu.
Nampak gaya,impian untuk melihat TLDM menambah bilangan kapal selam dimilikinya daripada dua buah kepada empat buah akan hanya direalisasikan menjelang tahun 2050.

Anyhow Deputy Defence Minister Adly Zahari told Parliament that the supplementary budget was necessary as the allocation for 2022 was lower some RM401 million from the 2021 one. The supplementary funds will pay for utility bills – electricity, internet, and sewage – (RM115 million); Maritime Security Operations (RM139 million) and Air Defence Operations (RM49 million).
Adly attributed the increase for maritime security operations due to higher fuel costs, new assets namely the four LMS and three Maritime Operations Helicopters and overseas exercises. He did not name the overseas exercises, but we know that RMN ships took part in exercises and other engagements in Japan, Hawaii, and Australia

A PT-91M Pendekar tank broke down on a highway in Kuala Lumpur on Friday, August 26, 2022, while returning to the Sungai Besi camp after rehearsals for the 65th Independence Day parade. The tank was towed to the National Museum for repairs. The next day, a prime mover also broke down on Jalan Damansara in front of the National Museum. The Malaysian Army apologized for the incidents and promised to dispatch a standby recovery team to prevent future breakdowns.
• Operational issues
The Malaysian Army is addressing operational issues with its PT-91M Pendekar tanks. The issues include problems with the Renk France ESM 350M hydrokinetic transmissions, the electronic components of the GLRF laser rangefinder, and the Sagem Savan-15 fire control system.

In aggregate, it said the household debt for 2022 was RM1.45 trillion, followed by RM1.38 trillion (2021,) RM1.32 trillion (2020), RM1.25 trillion (2019) and RM1.19 trillion (2018).
“The ratio of household debt to gross domestic product (GDP) at the end of 2023 also slightly increased to 84.2% compared with 82% in 2018,” it said.

A total of 171 assets from all three branches of the Malaysian Armed Forces (ATM) have exceeded 30 years of service, underscoring the challenges posed by aging military equipment. The issue was raised by Defence Minister Datuk Seri Mohamed Khaled Nordin in response to a question from Lim Lip Eng (DAP-Kepong) during today’s parliamentary session. “The number of ATM assets exceeding 30 years in service includes 108 units for the Malaysian Army, 29 units for the Royal Malaysian Air Force (RMAF), and 34 units for the Royal Malaysian Navy (RMN),” he stated. He added, “The operational lifespan of military assets varies according to their respective functions.” However, the minister did not provide specific details on the types of assets beyond the 30-year threshold. In recent years, military leaders have openly acknowledged the burden of outdated assets. Earlier this month, Malaysia Armed Forces (MAF) chief General Tan Sri Mohammad Ab Rahman disclosed to local media that 34 RMN vessels have surpassed their intended service life, with 28 of them over 40 years old. “The RMN currently operates 53 ships across various classes to meet operational and patrol needs within Malaysia’s maritime zones. “However, many of these vessels have exceeded their optimal lifespan in terms of capability, technology, and maintenance costs,” he said during a press conference after the 91st ATM Anniversary celebration at Camp Segenting earlier this month. According to General Mohammad, the age limit for RMN vessels is 35 years for submarines and 30 years for frigates, corvettes, logistics ships, next-generation patrol vessels, and hydrographic vessels. Smaller vessels, such as fast patrol boats, mine warfare ships, sailing vessels, and tugboats, have an age limit of 24 years. The Finance Ministry stated that the aggregate national household debt stood at RM1.53 trillion between 2018 and 2023.

“The ratio of household debt to gross domestic product (GDP) at the end of 2023 also slightly increased to 84.2% compared with 82% in 2018,” it said.
