Kemenhan dan PT DI Bahas Kemajuan Program Jet Tempur KFX/IFX

Jakarta (ANTARA) - Kementerian Pertahanan (Kemenhan) RI dan PT Dirgantara Indonesia (DI) membahas kemajuan program pembuatan pesawat tempur kerja sama Indonesia dan Korea Selatan (KFX/IFX) KF-21 Boramae, yang merupakan satu dari 10 program prioritas industri pertahanan nasional.

Di Kantor Kemenhan RI, Jakarta, Jumat, Direktur Utama PT DI Gita Amperiawan melaporkan perkembangan program itu kepada Pelaksana Tugas (Plt.) Sekretaris Jenderal Kemenhan RI Mayjen TNI Tri Budi Utomo.

“Intinya dalam program ini, Indonesia khususnya industri pertahanan nasional harus dapat manfaat yang maksimal,” kata Gita Amperiawan saat dihubungi di Jakarta, Jumat, menjawab pertanyaan mengenai isi pertemuan di Kemenhan.

PT DI, dalam program KFX/IFX, merupakan industri pertahanan yang ditunjuk Pemerintah Indonesia sebagai penerima manfaat ofset (IIP) dari pembuatan prototipe jet tempur KF-21 Boramae.

Plt. Sekjen Kemenhan RI, dalam siaran resmi Kemenhan RI yang dikonfirmasi di Jakarta, Jumat, menyebut dia bakal segera melaporkan ke pimpinan mengenai kemajuan program KFX/IFX.

“Terima kasih Bapak Gita, kami sudah mendapat masukannya semua dan nanti akan kami laporkan segera. Mudah-mudahan mendapatkan tanggapan yang positif,” kata Plt. Sekjen Kemenhan ke Dirut PT DI dalam pertemuan itu.

Kementerian Pertahanan RI sebagai wakil Pemerintah RI menyesuaikan kontribusi dananya terhadap proyek kerja sama membangun pesawat tempur KF-21 buatan Korea Aerospace Industries (KAI) dengan Pemerintah Korea Selatan. Kontribusi yang diberikan Indonesia pun terhadap proyek KFX/IFX itu saat ini sebesar 600 miliar won atau sekitar Rp6,95 triliun dari komitmen awal sebesar 1,6 triliun won atau sekitar Rp18,5 triliun.

Terkait penyesuaian itu, Gita menyebut PT DI saat ini fokus mempersiapkan kemampuannya untuk ikut terlibat dalam produksi massal pesawat tempur generasi 4.5 KFX/IFX KF-21 Boramae.

“Harus ada keseriusan ke depan kita punya kemampuan di bidang produksi fighter (pesawat tempur). Jadi, apapun programnya di berbagai macam ofset, tujuannya cuma satu, bagaimana PT DI mampu ke depannya membangun fighter,” kata Gita Amperiawan saat ditemui di kantornya, Bandung, Jawa Barat, 27 September 2024.

Dia melanjutkan PT DI membidik untuk terlibat dalam perakitan akhir, uji terbang, sertifikasi, kemudian pemeliharaan dan perbaikan (MRO) jet tempur KF-21 Boramae hasil kerja sama RI-Korea Selatan (KFX/IFX) manakala prototipe pesawat itu masuk tahap produksi massal.

“PT DI itu sedang menyiapkan untuk mampu. Itu yang pertama. Kedua, PT DI perlu menyusun semua capaian-capaian dengan biaya itu sehingga biaya yang sudah dikeluarkan oleh pemerintah untuk program KFX ini memang bermanfaat (worthy). Pertanggungjawaban kami kepada bangsa dari belanja anggaran untuk KFX ini sedang kami siapkan,” kata Gita Amperiawan.

Dalam kesempatan terpisah, Kepala Biro Hubungan Masyarakat Sekretariat Jenderal Kementerian Pertahanan RI Brigjen TNI Edwin Adrian Sumantha saat ditanya mengenai ofset KFX/IFX yang diterima Indonesia setelah penyesuaian kontribusi itu menyebut Pemerintah RI saat ini berunding soal kerja sama alih teknologi proyek kerja sama pembuatan pesawat tempur itu setelah adanya penyesuaian.

“Ada beberapa alih teknologi (ToT) akan didapatkan dari kerja sama pengembangan bersama pesawat tempur KFX/IFX, yaitu kemampuan produksi bagaimana mendesain, membangun pesawat tempur, membuat beberapa komponen meliputi sayap, ekor, beberapa bagian body belakang pesawat, dan beberapa pylon/adapter untuk persenjataan dan sensor, melakukan final assembly (perakitan akhir), uji terbang, dan re-sertifikasi untuk pesawat IFX,” kata Karo Humas Setjen Kemhan RI saat dihubungi di Jakarta pada 20 Agustus 2024.

Dia melanjutkan ToT yang diincar Pemerintah Indonesia dalam proyek gabungan itu juga terkait kemampuan operasi dan pemeliharaan, yang mencakup integrated logistics support, perawatan pesawat tempur KFX/IFX, pengembangan sistem latihan untuk pilot dan teknisi, serta kemampuan untuk menyelesaikan masalah (troubleshooting) saat operasional.

“Kemudian, kemampuan modifikasi dan upgrading, yaitu melakukan desain integrasi dan re-sertifikasi unique requirement berupa drag chute, eksternal fuel tank, dan air-refueling, serta melakukan integrasi sistem persenjataan baru, avionik, sensor, dan elektronik,” sambung Edwin.

Komponen tersebut, lanjut dia, meliputi sayap, ekor, beberapa bagian badan belakang pesawat dan bagian pylon atau adapter untuk persenjataan dan sensor. Selain itu juga, kata dia, dalam melakukan final assembly, uji terbang dan re-sertifikasi untuk pesawat IFX.
      2. kemampuan operasi dan pemeliharaan yaitu kemampuan mengembangkan integrated logistic support dan perawatan pesawat tempur KFX/IFX, mengembangkan sistem training untuk Pilot dan teknisi serta mendukung kegiatan trouble shooting pada saat operasional.
      3. kemampuan modifikasi dan upgrading yaitu melakukan desain integrasi dan re-sertifikasi unique RI requirement berupa drag chute, eksternal fuel tank dan Air Refueling serta melakukan integrasi new weapon system, avionik, sensor dan elektronik," kata Edwin.Diberitakan sebelumnya, Kementerian Pertahanan RI pernah menyampaikan klarifikasi terkait pemberitaan beredar di media yang menyatakan Indonesia telah mengajukan pemotongan pembayaran bagi pembiayaan proyek pesawat tempur KF-21 atau KFX/IFX.

Ia mengatakan penyesuaian tersebut sejalan dengan kemajuan kerja sama yang telah dan masih akan dilaksanakan bersama Republik Korea.
    "Penyesuaian pembayaran ini merupakan sebuah langkah yang logis dan rasional, mengingat terdapat beberapa kegiatan dalam program yang tidak dapat diikuti oleh teknisi Indonesia," kata dia ketika dikonfirmasi pada Senin (6/5/2024).

Elle fait suite à l’entrée en vigueur, en septembre 2022 et en août 2023, de la première et de la deuxième tranche de 6 et 18 Rafale, et vient ainsi compléter le NOmbre d’avions en commande pour l’Indonésie dans le cadre du contrat signé en février 2022 pour l’acquisition de 42 Rafale.

    “The ratio of household debt to gross domestic product (GDP) at the end of 2023 also slightly increased to 84.2% compared with 82% in 2018,” it said.
